takestime.Andnotonlydoourprospectivenewenergyworkershavetobetrained,theyhaveto

betrainedintherightsequence.Oneneedsthedesigners,andperhapstheregulators,before

thebuildersandoperators,andeachgroupofworkersintraininghastoknowthereiswork

waitingbeyondgraduation.Insomecases,collegesanduniversitiesmighthavetochangetheir

trainingprograms,addinganotherlayerofdifficulty.
