1Scope

Thisstandardspecifiesthebasiccontentanddepthofthetenderdocumentsforwindturbines.

Thisstandardappliestothepreparationoftenderdocumentsforwindturbinesforonshoreand

offshorewindfarmprojects.

2Normativereferences

Thefollowingdocumentsareessentialfortheapplicationofthisdocument.Whereareferenceis

dated,thedatedversiononlyappliestothisdocument.Whereareferenceisundated,thelatest

version(includingallchangeorders)appliestothisdocument.

3Generalprovisions

3.0.1Thescopeofthetenderforwindturbinesshallincludewindturbines,ancillaryequipment

andrelatedservices.

3.0.2Thetenderdocumentsshallimplementtheprinciplesoffairness,reasonablenessand

competition,andtherequirementsshallbeclearandprecise,andshallnotcontainanycontentthat

isbiasedtowardsorexcludespotentialbidders.

3.0.3Thetenderdocumentsshallreflectthecharacteristicsandneedsoftheprojectbeing

tendered.

3.0.4Thetenderdocumentsconsistofacommercialsectionandatechnicalsection.The

catalogueforthepreparationofthetenderdocumentsisshowninAppendixA.

4Businesssection

4.1Tendernoticesorinvitationstotender

4.1.1Whenopentenderingisused,atendernoticeforthepurchaseofWTGsshallbeprepared;

wheninvitingtenders,aninvitationtotenderforthepurchaseofWTGsshallbeprepared.

4.1.2Atendernoticeorinvitationtotenderfortheprocurementofwindturbinesshallcontainthe

following:

a)Basicinformationsuchasthename,address,contactpersonandcontactdetailsofthe

tenderagentortenderer.

b)Projectname,constructionlocation,projectoverview,etc.

c)Requirementsforthecapacity,maintechnicalparameters,scopeofsupplyanddelivery

timeofthetenderproject.

d)Bidderqualificationrequirements.

e)Thetime,placeandcostofthesaleofthetenderdocumentsandtherelevantsupporting

documentsrequiredforthepurchaseofthetenderdocuments.

f)Thedeadlineforthesubmissionoftenderdocuments,theplacewheretenderdocuments

aretobereceived,themanneroftenderandthetimeandplacefortheopeningof

tenders.

4.2Qualificationrequirementsforbidders

Thequalificationrequirementsforbiddersshallincludethefollowing:

a)Qualificationconditions,whichshallincludelegalpersonality,production(use)license,

productcertification,quality,environment,occupationalhealthandsafetymanagement

systemcertification,productionandsupplycapacity,etc.

b)Financialstatus,whichshallincludethebankcreditworthiness,creditrating,statusof

assets,etc.

c)Performancerequirements,whichshallincludeperformanceintheproduction,supplyand

operationofwindturbines,etc.

d)Otherqualificationmaterialsrequiredbythetenderer.

4.3InformationforBidders

4.3.1TheInstructionstoBiddersshallcontainageneraldescription,thecompositionofthe

tenderdocuments,therequirementsforthepreparationoftenderdocuments,therequirementsfor

thepresentationoftenderdocuments,instructionsfortheopeningandevaluationoftenders,the

awardandsigningofcontractsandascheduleprecedingtheInstructionstoBidders.

4.3.2Ageneraldescriptionshouldcontainthefollowing:

a)Projectname,geographicallocation,installedcapacity,investor,bidder,biddingagent,

etc.

b)Sourcesoffunding.

c)Scopeofthetender,deliverydate,modeofdelivery,qualityassuranceperiod,etc.

d)Requirementsforwindturbines,ancillaryequipmentandrelatedservices.

e)Technicalsolutionrequirements.

f)Sitesurveyrequirements.

g)Tendercosts.

4.3.3Thecompositionofthetenderdocumentsshalldescribethegeneralstructureofthetender

documents,clarifications,supplementsandmodificationstothedocuments.

4.3.4Therequirementsforthepreparationoftenderdocumentsshallincludethefollowing:

a)Languagerequirementsforthepreparationoftenderdocuments.

b)Compositionofthetenderdocuments.

c)Tenderofferandformatrequirements.

d)Tendercurrency.

e)Durationofthetender.

f)Bidbond.

g)Theformatandsignatureoftenderdocuments.

h)Appendix.

4.3.5TheInstructionstoBiddersshalldescribetherequirementsforthesubmissionoftender

documents,includingthemannerofmarkingandsealing,thenumberofcopiestobesubmitted,the

deadlineforsubmission,modificationandwithdrawaloftenderdocuments.

4.3.6TheInstructionstoBiddersshalldescribethespecificmannerandcontentofbidopening

andbidevaluation,includingthetimeofbidopening,bidopeningprocedures,bidevaluation

proceduresandbidevaluationrules,aswellastherequirementsofintegrityandconfidentiality.

4.3.7Tenderevaluationrulesshallincludethefollowing:

a)Thebasis,principlesandmannerofevaluationofthetenders.

b)Supervisoryauthority.

c)Theformationofthetenderevaluationcommittee.

d)Tenderevaluationspecifications.

4.4Contracttermsandcontractforms

Thecontractdocumentsfortheprocurementofwindturbinesshallconsistofacontractbook,

contracttermsandcontractannexes,andshallbepreparedinaccordancewiththeContractLawof

thePeople’sRepublicofChinaandotherrelevantlawsandregulations,followingtheprinciplesof

fairnessandimpartialityandclarifyingtherightsandobligationsofbothpartiestothecontract.

4.5Formatsandschedules

Thetenderdocumentsshallsetouttheformatandrequirementsforthetenderletter,proofof

identityofthelegalrepresentativeorauthorizationletterofthelegalrepresentative,tenderoffer,

qualificationdocumentsofthetenderer,businessdeviationform,bidbond,integrityundertaking,

performancetable,deliveryscheduleandotherdocuments.

5.1Generalrequirements

5.1.1Thetechnicalsectionshallmainlyconsistofthefollowing:

a)Generaldescription.

5.1.2Requirementsfortechnicalresponsestotenderdocumentsshallbeproposed.

5.1.3Explanationsshallbegiventowhatrequiresaspecialresponseinthetenderdocuments.

5.1.4Requirementsshallbemadefortechnicalsolutionstotenderdocuments.

5.2Generaldescription

Thepurposeofthepreparation,thescopeofapplication,theprinciplesofpreparation,thebasisof

preparationandotherthingsshallbestated.

5.3Projectoverview

5.3.1Theinstalledcapacity,geographiclocation,topography,trafficconditions,geological

conditions,gridaccessconditions,etc.ofthewindfarmshallbedescribed,foroffshorewindfarms,

marineenvironmentalconditionssuchasoceanhydrology,marineengineeringgeology,submarine

topographyandsaltsprayshallalsobeincluded.

5.3.2Dataonweatherstations,windenergyresourcesinthewindfarmareashallbedescribed.

5.3.3Windfarmwindmeasurementdata,topographicmaps,siteboundariesanddevelopment

restrictionsshallbedescribedorprovided,andoffshorewindfarmsshallalsobedescribedor

providedwithinformationonwaterdepth,offshoredistances,constructionrequirementsforports

orwharves,boosterstations,waterwayconditions,siteareasandsurroundingnauticalcharts.

5.3.4Extremenaturalconditionsofthewindfarmshallbedescribed,includingcorrosion,low

temperatures,thunderstorms,dust,ice,highaltitude,typhoons,etc.

5.3.5Thepresenceofsensitivefactorsinthewindfarmshallbedescribed,includingnature

reserves,heritagefacilities,militarysensitiveareas,aircontrolareas,waterconservationareas,bird

migrationroutes,etc.

5.4Scopeofsupplyanddeliveryschedule

5.4.1ThescopeofsupplyshouldincludeWTGequipment,specialtools,sparepartsand

consumablesunderwarranty,technicaldata,relatedservices,etc.

5.4.2Thescopeofsupplyforwindturbineequipmentshouldincludethefollowing:

a)Leafblades.

b)Pitchingsystems.

c)Nacelles,includingcanopies,undercarriages,deflectors,etc.

5.4.3Requirementsforthesupplyofwindturbinemonitoringsystemsandpowercontrolsystems

shallbeproposed.

5.4.4Requirementsforthesupplyofspecialtoolsforinstallation,operationandmaintenance

shallbeproposed.

5.4.5Requirementsforsparepartsandconsumablesshallbeproposed.

5.4.6Thecontentoftechnicalservicesandtechnicaldatashallbedescribed.

5.4.7Theboundariesofthescopeofsupplyandserviceshallbedefinedandshallincludethe

5.4.8Requirementsfordeliveryofbatches,time,place,manner,etc.shallbeproposed.

5.5Technicalstandards

5.5.1Therequirementsoftherelevanttechnicalstandardstobefollowedforthedesign,

manufacture,gridconnectionandacceptanceofwindturbinesshallbeproposed.

5.5.2Therequirementsapplicabletotheupdatesoftechnicalstandardsversionsshallbestated.

5.6Technicalperformancerequirements

5.6.1TechnicalperformanceshallcomplywiththerequirementsofGB/T18451.1andGB/T

31517forthedesignoftheunit,andthetechnicalperformancerequirementsshallincludethe

following:

a)Unitcapacity,hubheight,windturbinediameter,designlife,etc.

b)Environmentaladaptability.

c)Certificationandtestreports.

d)Gridconnectionperformancerequirements.

e)Requirementsforavailability,powercurveguarantees,etc.

f)Pylonandfoundationrequirements.

g)Operationandmaintenancerequirements.

h)Materialrequirements.

i)Signs,markings,coloursandnameplatesofwindturbinesandancillaryequipment.

5.6.2Theperformanceandtechnicalrequirementsofthewindturbinebladesshallbedescribed.

5.6.3Theperformanceandtechnicalrequirementsofthewindturbine'spitchsystemshallbe

described,includingpitchcontrol,pitchbearings,pitchdrive,etc.

5.6.4Theperformanceandtechnicalrequirementsofthewindturbinenacelleshallbedescribed,

includingthenacellecover,undercarriage,deflector,etc.

5.6.5Theperformanceandtechnicalrequirementsofthewindturbinedrivesectionshallbe

described,includinghubs,mainshafts,mainbearings,gearboxes,etc.
