RiskAssessmentGuidelineforNuclearInsurance

1Scope

Thestandardshereincontainprovisionswithregardtothegeneralframework,modulesand

proceduresfortheriskassessmentofnuclearfacilitiesthatarecurrentlyinoperationor

areabouttobeputintooperation.

Thestandardsareapplicabletonuclearinsuranceriskassessmentthatisconductedby

insuranceindustryonnuclearfacilities.Thestandardscanbeusedasreferencetothenuclear

insuranceriskassessmentofradioactivesourcesandradiation-emittingdevices.

2TerminologiesandDefinitions

Thefollowingterminologiesanddefinitionsareapplicabletothestandardsherein.

2.1NuclearFacility

Nuclearfacilitiesrefertoallnuclearreactorsandassembliesincludingnuclearpowerplants,

nuclearthermalpowerplants,nuclearsteamandheatingsupplyplants,reactorsotherthan

nuclearpowerplantssuchasresearchreactors,experimentalreactorsandcriticalassemblies,

nuclearfuelcyclefacilitiesincludingtheproduction,processing,storageandreprocessing

ofnuclearfuel,andfacilitiesthatareusedforthetreatment,storageanddisposalof

radioactivewastes,allofwhichareusedfornon-militarypurpose.

2.2NuclearInsurance

Nuclearinsurancereferstoinsurancewheretheinsurerhastoassumetheliabilityfor

compensationasstatedininsurancecontractintheeventofanypropertydamageorpersonal

injury/deathasaresultofaccidentswhichhaveoccurredinnuclearfacilitiesorduring

transportationofradioactivematerialsrelatedthereto,coveringnuclearmaterialdamageand

businessinterruptioninsurance,nuclearthirdpartyliabilityinsurance,radiationemployer

liabilityinsurance,andnuclearmaterialtransportationinsurance,aswellasotherinsurance

businessesdeemednecessaryfornuclearfacilitiesbyChinaBankingandInsuranceRegulatory

Commission,withexceptiontoinsuranceunrelatedtonuclearriskofthenuclearfacility

coveredbeforefirstfuelloadingorfirstfeed.

2.3NuclearRisk

Nuclearriskreferstothelossanddamagearisesoutoforresultsfromionizingradiation

emittedbyanysourceofradiationinsideanuclearinstallation,oremittedfromnuclearfuel

orradioactiveproductsorwastein,orofnuclearmaterialcomingfrom,originatingin,or

sentto,anuclearinstallation,whethersoarisingfromtheradioactivepropertiesofsuch

matter,orfromacombinationofradioactivepropertieswithtoxic,explosiveorother

hazardouspropertiesofsuchmatter.

2.4RiskAssessment

Riskassessmentreferstotheprocesstomeasuretheprobabilityofrisksandtheextentof

lossessoastodecideonrelevantstepstobetakenonthebasisofriskidentificationand

riskestimationandwithreferencetogoodpracticesandgeneralindexesoftheindustryand

otherfactors.

3GeneralFrameworkofNuclearInsuranceRiskAssessment

Nuclearinsuranceriskassessmentreferstotheriskappraisalandtechnicalevaluationthat

areconductedindifferentareassuchasplantconditions,organizationalmanagement,safety

culture,operationandoperatingexperience,training,radiationprotection,industrial

safety,equipmentperformance,configurationmanagement,maintainence,technicalsupport,

chemistry,fireprotection,andemergencypreparedness,withreferencetothehighest

internationalstandardsoftheindustry,thegeneralperformanceindexes,andthegood

practices,andonthebasisoffeedbacksderivedfromhistoricalinsuranceloss,andfromthe

perspectivesoflossprevention.

3.1NuclearInsuranceRiskAssessmentPurpose

a)Toprovidetechnicalsupportandunderwritingadvice,andtohelpunderwriteridentify

andcontrolrisks.

b)Toofferriskmanagementadvicesandintroduceinternationalgoodpracticesand

operatingexperiencesinvariousareastotheinsuredorthepotentialinsured,and

toassisttheinsuredorthepotentialinsuredtoimproveriskmanagementandenhance

safeoperationstandardfromtheperspectiveoflossprevention.

3.2NuclearInsuranceRiskAssessmentSubject

3.2.1NuclearPowerPlant

Onprinciple,reactorsthatareonthesamesiteandarebuiltinthesameperiodorofthe

sametypeshallbecategorizedintoonenuclearinsuranceriskassessmentunit.Forreactors

thatarebuiltindifferentperiodsorhavedifferenttypesofnuclearassemblies,thescope

ofnuclearinsuranceriskassessmentmaybedecideduponwiththeinsuredorthepotential

insuredaccordingtoNo.12InstructionontheMethodstoCategorizeRiskUnitsforProperty

Insurance:TheOperatingPeriodofNuclearPowerPlantasissuedbytheregulatingauthorities.

3.2.2NuclearFacilitiesotherthantheNuclearPowerPlant

Onprinciple,thenuclearfacilitesthatareonthesamesiteandarebuiltforthesamepurpose

orforthesamefunctionshallbecategorizedintoonenuclearinsuranceriskassessmentunit.

Fornuclearfacilitiesthathavenuclearassembliesofavarietyoftypesandfunctions,the

scopeofnuclearinsuranceriskassessmentmaybedecideduponwiththeinsuredorthepotential

insured.

3.3NuclearInsuranceRiskAssessmentPeriod

3.3.1NuclearPowerPlant

a)Foranynuclearpowerplantthatisabouttobeputintooperation,nuclearinsurance

riskassessmentshallbeconductedbeforeitsfirstfuelloading.

b)Foranynuclearpowerplantthatisalreadyinoperation,nuclearinsurancerisk

assessmentshallbeconductedonaregularbasis.Onprinciple,theperiodofnuclear

insuranceriskassessmentisasfollows:

InternationalNuclearInsuranceRiskAssessmentperiod:onceeveryfourorfiveyears;

DomesticNuclearInsuranceRiskAssessmentperiod:onceayear.Combinewhenthetwo

processesoccursimultaneously.

3.3.2NuclearFacilityotherthantheNuclearPowerPlant

Onprinciple,nuclearinsuranceriskassessmentshallbecarriedoutonceeverytwoyearsowing

tothecomplexityofthistypeofnuclearfacilities.Thenuclearinsuranceriskassessment

periodshallbeagreeduponafterdiscussionwiththeinsured.

3.4NuclearInsuranceRiskAssessmentArea

Normally,nuclearinsuranceriskassessmentisconductedinthreeareas:NuclearSafety,

Operations&ThirdPartyLiability,MachineryBreakdown,andFireProtection.

3.4.1DetailsofNuclearInsuranceRiskAssessmentArea

a)NuclearSafety,Operations&ThirdPartyLiability:chieflyincludesplantconditions

(includingnaturalrisksandartificialrisks),managementandoperation,nuclear

safetymanagement,nuclearsafetyculture,andoffsitethirdpartyliabilities.

b)MachineryBreakdown:chieflyincludesorganizationandmanagementaboutmajor

machinery,electricalandI&Cequipmentandbasicinformation,failurelogs,

modificationinformation,maintenancerecords,maintainingprocesses,andmajor

problemsdiscoveredfromthemaintenanceofmajorequipment.

c)FireProtection:chieflyincludestheorganizationandmanagement,combustible

materialcontrol,firecompartmentandbuildingconstruction,fireprotectionsystem

designandmaintenance,firebrigade,fireprotectionforspecialriskareas,andfire

protectionconsiderationsfornuclearrisks.

3.4.2ChoiceofNuclearInsuranceRiskAssessmentAreas

Oneormoreareasmaybechosenforeachnuclearinsuranceriskassessment.Theexactcoverage

ofthenuclearinsuranceriskassessmentshallalignwiththatoftheinsurancepolicies.

3.5NuclearInsuranceRiskAssessmentSurveyor

Inlightoftheparticularityofnuclearfacilities,thesurveyorsshouldhavequalifications

ormustbeprofessionallycompetent,andnuclearinsuranceriskassessmentshouldbeconducted

instrictaccordancewiththeregulationsofnuclearfacilityoperater.Thesurveyorsshould

abidebytherulesofconfidentiality,andshouldmakesurethatthefiles,documentsandother

informatioinprovidedbynuclearfacilityoperatershouldbeusedforthenuclearinsurance

riskassessmentpurposesonly,andthattheconfidentialityofalltheinformationincluding

thenuclearinsuranceriskassessmentreportitselfshouldnotbecompromisedintheusing

andtransmitingprocess.

4NuclearInsuranceRiskAssessmentMethod

Thenuclearinsuranceriskassessmentcanbeconductedviaquestionnaire,documentreview,

technicalinterviewsandplantwalkdown.

4.1NuclearInsuranceRiskAssessmentProcedure

Nuclearinsuranceriskassessmentprocedureschieflyincludethefollowing:

a)Makingpre-surveypreparations;

b)Conductingplantrisksurveys;

c)Draftingnuclearinsuranceriskassessmentreport.

4.2NuclearInsuranceRiskAssessmentrequirement

4.2.1Pre-surveypreparation

4.2.1.1Discussingwiththeinsuredorthepotentialinsuredtoagreeonthedate,scope,

contentsofthenuclearinsuranceriskassessmentanddecideonsuchissuesassurveyorsand

agenda.

4.2.1.2Collectingdata

Issuingquestionnairesandcollectingnecessarydata.Thedatatobecollectedchieflyinclude

butarenotlimitedtothefollowing:

a)Profileabouttheoperator;

b)Profileaboutthenuclearfacility;

c)Profileaboutthenuclearfacility’smajorequipment;

d)Profileaboutthenuclearfacility’sfireprotection.

4.2.2PlantRiskSurvey

Nuclearinsuranceriskassessmentsurveyorscanbeclassifiedintothreegroups,namely,the

groupofNuclearSafety,Operations&Third-PartyLiability,thegroupofMachineryBreakdown

andthegroupofFireProtection.Ifnecessary,aseparategroupofnuclearsafetyculture

canbeinstituted.Eachgroupshallconducttherisksurveyaccordingtothestandardsand

guidesviadocumentreview,technicalinterviews,plantwalkdown,amongothers.

4.2.3DiscussionsonRiskImprovementRecommendationsfromprevioussurveys

Nuclearinsuranceriskassessmentteamshallholddiscussionswiththenuclearfacility

operateraboutriskimprovementrecommendationsfromprevioussurveys.Ifimprovementshave

beenmadeandareregardedassatisfactorybytheinsurer,suchrecommendationsshouldbe

closed.

5NuclearInsuranceRiskAssessmentReport

5.1ContentsoftheNuclearInsuranceRiskAssessmentReport

Thenuclearinsuranceriskassessmentreportshouldincludesubjectprofile,subjectrisk

analysis,resultsofrisksurvey,andriskimprovementrecommendations.

5.1.1SubjectProfile

SubjectProfileincludesbutisnotlimitedtothenuclearfacility'slocation,facilitytype,

designedsize,constructionandoperationperiod,plantconditions,adjacentpopulationand

economicstandardsaswellastheequitystructure,organizationstructure,andhumanresources

oftheoperater.

5.1.2SubjectRiskAnalysis

Subjectriskanalysisshallcoverthenuclearfacility'smajorrisksources,risktypesand

riskvariation.

5.1.3NuclearInsuranceRiskAssessmentResult

Thenuclearinsuranceriskassessmentreportshallofferqualitativeorquantitative

evaluationofthenuclearfacility'snuclearinsurancerisks.

5.1.4RiskImprovementRecommendation

a)Thenuclearinsuranceriskassessmentreportshallproposeriskimprovement

recommendationsinlightoftheidentifiedconcernsthatmayweakenthenuclear

facilities’overallrisk-resistantcapabilities.Theriskimprovement

recommendationsaimtoassisttheinsuredorthepotentialinsuredtoimproverisk

controlcapabilitiesandenhancesafetymanagementfromtheperspectiveofloss

preventionandinreferencetotheoperatingexperiencesandtheinternationalgood

practicesforthatarea;

b)Theriskimprovementrecommendationsshouldbegradedaccordingtothegravityofthe

potentialconsequencesoftheriskandtheamountofexpensesthathavetobespent

ontheimprovement.

5.2SubmissionofNuclearInsuranceRiskAssessmentReport

Uponconclusionoftheassessment,thesurveyteamshallsubmitannuclearinsurancerisk

assessmentreporttotheinsuredorthepotentialinsuredwithinagivenlimitoftime.Upon

receiptofthenuclearinsuranceriskassessmentreport,theinsuredorthepotentialinsured

couldconductinternalassessmentinaccordancewiththeriskimprovementrecommendations,

andbeencouragedtoprovidewrittenfeedbackstothenuclearinsuranceriskassessmentteam

withinasetlimitoftime.

1Scope

Thestandardshereincontainprovisionswithregardtothegeneralframework,modulesand

proceduresfortheriskassessmentofnuclearfacilitiesthatarecurrentlyinoperationor

areabouttobeputintooperation.

Thestandardsareapplicabletonuclearinsuranceriskassessmentthatisconductedby

insuranceindustryonnuclearfacilities.Thestandardscanbeusedasreferencetothenuclear

insuranceriskassessmentofradioactivesourcesandradiation-emittingdevices.

2TerminologiesandDefinitions

Thefollowingterminologiesanddefinitionsareapplicabletothestandardsherein.

2.1NuclearFacility

Nuclearfacilitiesrefertoallnuclearreactorsandassembliesincludingnuclearpowerplants,

nuclearthermalpowerplants,nuclearsteamandheatingsupplyplants,reactorsotherthan

nuclearpowerplantssuchasresearchreactors,experimentalreactorsandcriticalassemblies,

nuclearfuelcyclefacilitiesincludingtheproduction,processing,storageandreprocessing

ofnuclearfuel,andfacilitiesthatareusedforthetreatment,storageanddisposalof

radioactivewastes,allofwhichareusedfornon-militarypurpose.

2.2NuclearInsurance

Nuclearinsurancereferstoinsurancewheretheinsurerhastoassumetheliabilityfor

compensationasstatedininsurancecontractintheeventofanypropertydamageorpersonal

injury/deathasaresultofaccidentswhichhaveoccurredinnuclearfacilitiesorduring

transportationofradioactivematerialsrelatedthereto,coveringnuclearmaterialdamageand

businessinterruptioninsurance,nuclearthirdpartyliabilityinsurance,radiationemployer

liabilityinsurance,andnuclearmaterialtransportationinsurance,aswellasotherinsurance

businessesdeemednecessaryfornuclearfacilitiesbyChinaBankingandInsuranceRegulatory

Commission,withexceptiontoinsuranceunrelatedtonuclearriskofthenuclearfacility

coveredbeforefirstfuelloadingorfirstfeed.

2.3NuclearRisk

Nuclearriskreferstothelossanddamagearisesoutoforresultsfromionizingradiation

emittedbyanysourceofradiationinsideanuclearinstallation,oremittedfromnuclearfuel

orradioactiveproductsorwastein,orofnuclearmaterialcomingfrom,originatingin,or

sentto,anuclearinstallation,whethersoarisingfromtheradioactivepropertiesofsuch

matter,orfromacombinationofradioactivepropertieswithtoxic,explosiveorother

hazardouspropertiesofsuchmatter.

2.4RiskAssessment

Riskassessmentreferstotheprocesstomeasuretheprobabilityofrisksandtheextentof

lossessoastodecideonrelevantstepstobetakenonthebasisofriskidentificationand

riskestimationandwithreferencetogoodpracticesandgeneralindexesoftheindustryand

otherfactors.

3GeneralFrameworkofNuclearInsuranceRiskAssessment

Nuclearinsuranceriskassessmentreferstotheriskappraisalandtechnicalevaluationthat

areconductedindifferentareassuchasplantconditions,organizationalmanagement,safety

culture,operationandoperatingexperience,training,radiationprotection,industrial

safety,equipmentperformance,configurationmanagement,maintainence,technicalsupport,

chemistry,fireprotection,andemergencypreparedness,withreferencetothehighest

internationalstandardsoftheindustry,thegeneralperformanceindexes,andthegood

practices,andonthebasisoffeedbacksderivedfromhistoricalinsuranceloss,andfromthe

perspectivesoflossprevention.

3.1NuclearInsuranceRiskAssessmentPurpose

a)Toprovidetechnicalsupportandunderwritingadvice,andtohelpunderwriteridentify

andcontrolrisks.

b)Toofferriskmanagementadvicesandintroduceinternationalgoodpracticesand

operatingexperiencesinvariousareastotheinsuredorthepotentialinsured,and

toassisttheinsuredorthepotentialinsuredtoimproveriskmanagementandenhance

safeoperationstandardfromtheperspectiveoflossprevention.

3.2NuclearInsuranceRiskAssessmentSubject

3.2.1NuclearPowerPlant

Onprinciple,reactorsthatareonthesamesiteandarebuiltinthesameperiodorofthe

sametypeshallbecategorizedintoonenuclearinsuranceriskassessmentunit.Forreactors

thatarebuiltindifferentperiodsorhavedifferenttypesofnuclearassemblies,thescope

ofnuclearinsuranceriskassessmentmaybedecideduponwiththeinsuredorthepotential

insuredaccordingtoNo.12InstructionontheMethodstoCategorizeRiskUnitsforProperty

Insurance:TheOperatingPeriodofNuclearPowerPlantasissuedbytheregulatingauthorities.

3.2.2NuclearFacilitiesotherthantheNuclearPowerPlant

Onprinciple,thenuclearfacilitesthatareonthesamesiteandarebuiltforthesamepurpose

orforthesamefunctionshallbecategorizedintoonenuclearinsuranceriskassessmentunit.

Fornuclearfacilitiesthathavenuclearassembliesofavarietyoftypesandfunctions,the

scopeofnuclearinsuranceriskassessmentmaybedecideduponwiththeinsuredorthepotential

insured.

3.3NuclearInsuranceRiskAssessmentPeriod

3.3.1NuclearPowerPlant

a)Foranynuclearpowerplantthatisabouttobeputintooperation,nuclearinsurance

riskassessmentshallbeconductedbeforeitsfirstfuelloading.

b)Foranynuclearpowerplantthatisalreadyinoperation,nuclearinsurancerisk

assessmentshallbeconductedonaregularbasis.Onprinciple,theperiodofnuclear

insuranceriskassessmentisasfollows:

InternationalNuclearInsuranceRiskAssessmentperiod:onceeveryfourorfiveyears;

DomesticNuclearInsuranceRiskAssessmentperiod:onceayear.Combinewhenthetwo

processesoccursimultaneously.

3.3.2NuclearFacilityotherthantheNuclearPowerPlant

Onprinciple,nuclearinsuranceriskassessmentshallbecarriedoutonceeverytwoyearsowing

tothecomplexityofthistypeofnuclearfacilities.Thenuclearinsuranceriskassessment

periodshallbeagreeduponafterdiscussionwiththeinsured.

3.4NuclearInsuranceRiskAssessmentArea

Normally,nuclearinsuranceriskassessmentisconductedinthreeareas:NuclearSafety,

Operations&ThirdPartyLiability,MachineryBreakdown,andFireProtection.

3.4.1DetailsofNuclearInsuranceRiskAssessmentArea

a)NuclearSafety,Operations&ThirdPartyLiability:chieflyincludesplantconditions

(includingnaturalrisksandartificialrisks),managementandoperation,nuclear

safetymanagement,nuclearsafetyculture,andoffsitethirdpartyliabilities.

b)MachineryBreakdown:chieflyincludesorganizationandmanagementaboutmajor

machinery,electricalandI&Cequipmentandbasicinformation,failurelogs,

modificationinformation,maintenancerecords,maintainingprocesses,andmajor

problemsdiscoveredfromthemaintenanceofmajorequipment.

c)FireProtection:chieflyincludestheorganizationandmanagement,combustible

materialcontrol,firecompartmentandbuildingconstruction,fireprotectionsystem

designandmaintenance,firebrigade,fireprotectionforspecialriskareas,andfire

protectionconsiderationsfornuclearrisks.

3.4.2ChoiceofNuclearInsuranceRiskAssessmentAreas

Oneormoreareasmaybechosenforeachnuclearinsuranceriskassessment.Theexactcoverage

ofthenuclearinsuranceriskassessmentshallalignwiththatoftheinsurancepolicies.

3.5NuclearInsuranceRiskAssessmentSurveyor

Inlightoftheparticularityofnuclearfacilities,thesurveyorsshouldhavequalifications

ormustbeprofessionallycompetent,andnuclearinsuranceriskassessmentshouldbeconducted

instrictaccordancewiththeregulationsofnuclearfacilityoperater.Thesurveyorsshould

abidebytherulesofconfidentiality,andshouldmakesurethatthefiles,documentsandother

informatioinprovidedbynuclearfacilityoperatershouldbeusedforthenuclearinsurance

riskassessmentpurposesonly,andthattheconfidentialityofalltheinformationincluding

thenuclearinsuranceriskassessmentreportitselfshouldnotbecompromisedintheusing

andtransmitingprocess.

4NuclearInsuranceRiskAssessmentMethod

Thenuclearinsuranceriskassessmentcanbeconductedviaquestionnaire,documentreview,

technicalinterviewsandplantwalkdown.

4.1NuclearInsuranceRiskAssessmentProcedure

Nuclearinsuranceriskassessmentprocedureschieflyincludethefollowing:

a)Makingpre-surveypreparations;

b)Conductingplantrisksurveys;

c)Draftingnuclearinsuranceriskassessmentreport.

4.2NuclearInsuranceRiskAssessmentrequirement

4.2.1Pre-surveypreparation

contentsofthenuclearinsuranceriskassessmentanddecideonsuchissuesassurveyorsand

agenda.

4.2.2PlantRiskSurvey

Nuclearinsuranceriskassessmentsurveyorscanbeclassifiedintothreegroups,namely,the

groupofNuclearSafety,Operations&Third-PartyLiability,thegroupofMachineryBreakdown

andthegroupofFireProtection.Ifnecessary,aseparategroupofnuclearsafetyculture

canbeinstituted.Eachgroupshallconducttherisksurveyaccordingtothestandardsand

guidesviadocumentreview,technicalinterviews,plantwalkdown,amongothers.
