LastnightwediscussedthethreatposedbyISIL(IslamicStateofIraqandtheLevant)inIraqandSyria.

Soourmessageisclear.Weareunitedinourcondemnationofthesebarbaricanddespicableacts.Theyshouldbeveryclear,theseterrorists:theirthreatswillonlyhardenourresolvetostandupforourvaluesandtodefeatthem.

Todoso-andtodealwithallthethreatsweface-ourgreatalliancemustnowevolveandrefocusonthenewcapabilitiesthatweneedtokeepourpeoplesafe.AndIhopethatinthesesessionstodaywecanagreethechangesthatareneeded.Formethereare3.

First,asRussiatramplesillegallyoverUkrainewemustreassureourEasternEuropeanmembersthatwewillalwaysupholdourArticle5commitmentstocollectiveself-defence.Sowemustbeabletoactmoreswiftly.

In,NATOstooddownitshighreadinessforce.SoIhopewecanagreeamulti-nationalspearheadforcedeployableanywhereintheworldinjust2to5days.

ThiswouldbepartofareformedNATOResponseForcewithHeadquartersinPoland,forwardunitsintheEasternAllies,andpre-positionedequipmentandinfrastructuretoallowmoreexercisesandifnecessaryrapidreinforcement.Ifwecanagreethis,theUKwillcontribute3,500personneltothismulti-nationalforce.Andwemustscaleupourreadinesstorespondtoanythreattheyface.

Second,astheSecretaryGeneralhassaid,wemustincreaseourcapacity.Ihopetodaywecanreaffirmourpubliccommitmenttospend2%ofourGDPondefenceand20%ofthatmoneyonequipment.Thiswouldsendastrongmessagetothosewhothreatenus,thatourcollectiveresolveisasstrongasever.

Thisissueofequipmentisasimportantastheoverallamountofmoney.Whatmattersmostofalliswhatareweabletodo,whatareweabletodeploy,whatenablesustorespondrapidlyandtogethercollectivelytothethreatsweface?Thosearethequestionswemustanswerwithourincreasesincapability.

Third,wemustextendourpartnershipsandbuildamoreeffectivesecuritynetworkthatfostersstabilityaroundtheworld.

TodothisNATOmustbecomenotjustanorganisationthathascapabilitybutanexporterofcapability.IhopewecanagreetouseourexpertisetoprovidetrainingandmentoringofforcesinJordanandGeorgia.AndalsoinIraqwhenthenewGovernmenthasbeenestablished.

Thesecanbethefirststepsinalong-termcommitmenttohelpourfriendsandalliesaroundtheworld.Thiscommitmentisvitalforourownsecurity.Bystandingupforourvaluesaroundtheworldwekeepourownpeoplesafe.

EasteristhemostimportantdateintheChristiancalendar,andanincrediblyspecialtimeforpeopleacrossBritainandaroundtheworld.LastmonthIwasinJerusalemandBethlehemandIgottoseeformyselftheplaceswhereJesuswasbornanddied.Itwasanextraordinaryexperiencetobeinthoseplaceswheresomuchhistorybegan.

Today,yearson,EasterisnotjustatimeforChristiansacrossourcountrytoreflect,butatimeforourwholecountrytoreflectonwhatChristianitybringstoBritain.AllovertheUK,everyday,therearecountlessactsofkindnesscarriedoutbythosewhobelieveinandfollowChrist.TheheartofChristianityisto“l(fā)ovethyneighbor”andmillionsdoreallylivethatout.IthinkoftheAlphacoursesruninourprisons,whichworkwithoffenderstogivethemanewlifeinsideandoutsideprison,orthesoupkitchensandhomelesssheltersrunbychurches.AndwesawthatsamespiritduringtheterriblestormsthatstruckBritainearlierthisyear.FromSomersettoSurrey,fromOxfordtoDevon,churchesbecamerefuges,offeringshelterandfood,congregationsraisedfundsandralliedtogether,parishpriestsevencanoedthroughtheirvillagestorescueresidents.Theyproved,yetagain,thatpeople’sfaithmotivatesthemtodogooddeeds.

ThatissomethingthisGovernmentsupportsandcelebrates,andit’swhywehaveannouncedmorefundingfortheNearNeighboursprogrammebringingtogetherevenmorefaithsinevenmorecitiestodosocialaction.AndaswecelebrateEaster,let’salsothinkofthosewhoareunabletodoso,theChristiansaroundtheworldwhoareostracised,abused–evenmurdered–simplyforthefaiththeyfollow.Religiousfreedomisanabsolute,fundamentalhumanright.
