1.1 PROJECTINFORMATION

1.1.1 ProjectLocation

ProjectCountry

Bangladeshhasatotalareaof147,570sq.kmandissurroundedtothewest,northandeastbyIndia,andsharesasouth-easternborderwithMyanmarfor283km.TothesouthistheBayofBengal.

Thetopographyischaracterizedbyalluvialplains,boundbyarangeofsub-mountainregionsandforestedhills.Thegreatrivers,theGanges(orPadma)andBrahmaputra(orJamuna)dividethecountryintosix(6)majorregionswhichalsocorrespondtothemajorgovernmentdivisions.Thealluvialplainsthatmakeup90%ofthecountryareveryflatandneverrisemorethan10mabovesealevel.Thecountryliesonamajorgeographicalfault,althoughmajorseismiceventsarerare.

Theclimateissubtropicalandtropicalandtemperaturesrangefromanaveragedaytimelowof21Cinthecoolermonthsoftheyearto35Cinthehottestmonths.Annualrainfallvariesfrom1000mmupto5000mm,withthree-quartersoftheannualrainfalloccurringbetweenJuneandSeptember.Asubstantialareaofthecountryisunderfloodduringanormalmonsoonseason.

Thepopulationiscloseto130million,makingitoneofthemostdenselypopulatedcountriesintheworld.BanglaisthenationallanguageofBangladesh.Beingpredominatelyagricultural,theaveragepercapitaincomeisUS$440perannum.ThepopulationispredominatelyMuslimwithsome10%HindualongwithminoritiesofBuddhismandChristianity.

Majorports:ChittagongisthemainbusyseaportofBangladesh.Mongla(nearKhulna)istheotherseaportwhichisbeingupgradedbyGoB.

Airports:Dhakaisthestandardinternationalairport,whereasChittagongandSylhetaretwosmallerinternationalairportswithlimitedfacilities.

ProjectSite

TheProjectsiteissituatedinthesoutheasternpartofBangladeshatChittagongandwithintheadministrativedivisionofChittagong.Itisproposedtoconstructa4-laneroadbridgewithAsianHighwayStandardabout50mupstreamofShahAmanatBridgeontheChittagong-Cox’sBazarHighwayN-1.Itisexpectedthattheconstructionofthebridgewillbecommencedinthe1stquarterof2006andwillbecompletedovera33monthsperiod.

Theprojectiscomposedofasinglecontractpackage.Theworksincludedesignandconstructionofapproximately950mlongbridge,approachroad,riverbankprotectionwork,tollplazawithcomputerizedtollingboothsutilities,rightofwayfencing,bridgerelatedancillaryworks,etc.includingdismantlingandremovaloftheexistingShahAmanatBridge.

1.1.2 GeneralInformation

Labour

Alargepoolofunskilledlabourisavailablealthoughitshrinksattimesofcropharvesting.Thereisashortageofskilledlabour.

ConstructionMaterial

Allconstructionmaterialswillrequiretransportationtotheprojectarea.Soilfortheembankmentconstructionwillbesuppliedbythecontractorasindicatedinthespecification.Noborrowpitwillbeallowedbythesideoftheroad.

Singlegradefinesandisavailablefromrivers/streamsnearbytheprojectarea.Well-gradedcoarsesandisavailablefromthehugefandepositsinthenorthernpartofSylhetandalsoinlimitedareasofnortherndistrictsPanchagharandLalmonirhat.

GoodqualitystonesasboulderandgravelareavailableinnorthernpartofSylhetandalsoinlimitedareasofnortherndistrictsPanchagharandLalmonirhat.RockmaterialsarealsoavailablefromMadhayparahardrockminingproject,whichareencouragedtouseinallconcreteandrivertrainingworkssofarastheysatisfythespecificationrequirement.Thereisascarcityofgoodqualitystoneinthecountry.Stonesarealsoimportedfromacrossthenationalboundary.

Well-burntbrickaggregatesareusedinthesub-baseandlowerpartofthebase.Brickfieldsexistwithinreasonabledistancesfromtheprojectsites.Goodqualitywell-burntbrickscanbeavailableifcoalburningisensured.Coalmayrequireimportation.

Bitumen(80/100grade)isproducedonlybyonerefineryinthecountry.Therefinerymayalsosupplybitumenofgrade60/70iftheorderisplacedforsufficientquantityandadequatelyinadvanceoftherequirement.Theproductionoftherefineryisnotadequatetomeetthedemandofthecountry.Itmayrequireimportation.

Cementisproducedinthecountry.Butindigenouscementsatisfiesabout50%oftotalneedofthecountry;theshortfallisbeingmetbyimportation.

Reinforcingsteel(bothmildandhighgrade)areproducedinthecountry.However,aguaranteeofquality,quantityanddeliveryscheduleisimportant.Partofthesematerialsmayneedimportation.NeopreneandotherBearings,STUs,prestressingsteelwithfixingdevicesandstressingequipment,willallrequireimportation.

1.1.4 Standards

WhenmaterialsorworkmanshiparerequiredbytheseSpecificationstomeetorexceedspecificallynamedcodesorstandards,itistheContractor'sresponsibilitytoprovidesuchspecificallynamedcodesorstandards.Thespecifiedcodesandstandardsestablishthequalityrequirementsforthevarioustypesofworktobeperformedandthemethodsfortestingfordeterminationthattherequiredqualityisachieved.

Allthecodesofpractice,standardsandspecificationsapplicableshallbethelatesteditionwithallcorrectionsandincorporationsason28(twentyeight)daysbeforethefinaldateforsubmissionofthebid.

IntheabsenceofanydefiniteprovisionsinthespecificationsonanyparticularissuereferencemaybemadetothelatestcodesofAASHTO,ASTMandBSstandardswhichensureanequalorhigherqualitythanthestandardsmentioned.Whereeventhesearesilent,theconstructionandcompletionoftheWorksandrelevanttestsshallconformtosoundengineeringpracticeand,incaseofanydisputearisingoutoftheinterpretationoftheabove,thedecisionoftheEngineershallbefinalandbindingontheContractor.

1.2 FIELDOFFICEANDFACILITIESFORTHEENGINEERANDTHECONSULTANTS

1.2.1 BuildingsfortheEngineerandtheConsultants

Inadditiontotheofficespaceandotherbuildingsrequiredforhisownuse,theContractorshallprovideandmaintainanumberoffurnishedbuildingsfortheuseoftheEngineerandtheConsultants.Requirementsforthebuildings,includingoverallsize,numberandsizeofindividualrooms,constructionandfurniturearetobeasdetailedinspecificationorBillofQuantitiesorasinstructedbytheEngineer.

ThebuildingsshallbemaintainedinasecureandwatertightconditionbytheContractoruntilcompletionoftheWorksorasotherwiseinstructedbytheEngineerandshall,atalltimes,beprovidedwithcommunicationsnetwork,electricity,potablewaterandsewerage.

TheContractorshallsubmitfortheapprovaloftheEngineerbeforeconstruction,plansanddrawingsshowingproposeddetailsandlocationforthebuildings,includingfoundations,accessroads,landscaping,carparkingfacilities,layoutofelectricalandwatersuppliesandhardstandingsthereto.TheEngineermayrequirerevisionoftheplanspriortogivingapprovalforconstruction.TheContractorshallalsosubmitdetailsofproposedfurnitureandfittingstotheEngineerforapproval.Theseitemsshallgenerallybeofthebestqualityobtainablelocally.

TheContractorshallprovide,andmaintain(alltotheapprovaloftheEngineer)adequateareaofprojectsiteofficefacilitiesfortheEngineerandtheConsultantsincludingfurnishings,security,utilities(sewerage,power,water,telephoneetc)&services.Thetotalofficespacerequiredwillbenominally400sq.m.Sinceitisverylikelytheofficewillnotbeprovidedimmediatelyasthecontractcommences,theConsultantswillrequiretemporaryofficespaceuntilsuchtimeasthepermanentbuildingsarecompleted.Thisdelayisassumedtobethree(3)months.FromthetimeofNoticetoproceeduntiltheproperFieldOfficefacilitiesarecompletedandkeyshandedoverbytheContractor,theContractorshallprovideinalocationtobeagreedwiththeEngineer,temporaryofficeaccommodationfortheEngineerandtheConsultantswithinone(1)monthsfromthedateonwhichhecommencestheworkonsiteuntilsuchtimeasallpermanentofficefacilitieshavebeenprovidedbytheContractorandaccepted.ThetemporaryofficeaccommodationshallbeofasizeandstandardandapprovedbytheEngineerandtheConsultants.TheContractorshallnotbepaidseparatelyfortheprovisionoftemporaryfacilities,andthecostshallbedeemedtohavebeenincludedintheratesofsuchfacilitiesinBoQitems.

Thefieldoffices,completewithfurnishings,fittings,accessroadsandhardstandingsshallbereadyforoccupationbytheEngineerwithinfour(4)monthsfromthedateoftheLetterofacceptance.

TheContractorshallprovideallnecessarysecuritysafeguardsincluding;perimeterfencing,externallightingwatchmenforthefacilitiesatalltimesandsuchsecurityshallbesubjecttotheapprovaloftheEngineer.ThefollowingsupportstaffshallbeprovidedbytheContractortoworkforthesupervisionteamonsiteduringthewholeperiodoftheconstructionandmaintenancestageofthecontract.

ThecontractorwillsupplyskilledandunskilledlabourstoassisttheEngineer’ssurveyteamasrequired.StaffconsideredunsuitablebytheEngineershallbereplaced.Allthestaffmayberequiredtoworkuptoto10(ten)hoursaday.

TheContractorshallallowforroutinemaintenanceandservicingoffieldofficefacilitieswhichshallinclude,butnotbelimitedtodailydusting,cleaningandjanitorialwork;windowwashingandwetfloormoppingnecessarymaintenanceandrepairtomechanical,air-conditioning,heating,electricalandplumbingsystems;providingpotabledrinkingwaterandalltoiletsupplies;disposalofallwaste;maintenanceofinteriorandexteriorofbuildings,groundsandpavedareasincludingandrepairsthereto.Maintenanceshallalsoincludeprovidingwater,gas,electricityandlocaltelephoneservicesandanyothermaintenanceorserviceasspecifiedhereinorasfurtherdirectedbytheEngineer.MaintenanceworkbythecontractorshallbegenerallyscheduledoutsidethenormalworkinghoursoftheEngineerandasdirectedbytheEngineer.

Thegroundlevelsofallthesitefacilitiesaswellasthoseoftheaccessroadstheretoshallbe1000mmabovethe25-yearhighfloodlevel.Thefinishedfloorlevelsofallthebuildingsprovidedunderthesitefacilitiesshallbe500mmabovetheadjoiningdevelopedground.ThegeneralsitefacilitiesshallbedevelopedandconstructedonGovernmentlandsallocatedbytheEmployer.ThesefacilitieswillremainthepropertyoftheEmployer.

Anyconstructionaldetails,specificationortypeofmaterialorworkmanship,whichwerenotclearlyspecifiedherein,shallrequirepriorapprovaloftheEngineer.

1.2.2 Sanitation

TheContractorshallprovideadequatewater-bornesanitationandrefusecollectionanddisposal,complyingwiththeLawsofBangladeshandalllocalBy-Laws,andtothesatisfactionoftheEngineer,foralloffices,laboratories,workshops,houses,huts,camps,etcerectedbythecontractorandmaintainedinhiscareshouldastandbygeneratorbeconsiderednecessarythecontractormustprovidesame.

1.2.3 WaterSupply

TheContractorshallprovidepotablewater,complyingwiththeLawsofBangladeshandalllocalBy-Laws,andtothesatisfactionoftheEngineer,foralloffices,laboratories,workshops,houses,huts,camps,etcerectedbythecontractorandmaintainedinhiscare.

1.2.4 PowerSupply

TheContractorshallprovideareliableuninterruptedpowersupply,withbackupprovisionsifrequiredbytheEngineer,complyingwiththeLawsofBangladeshandalllocalBy-Laws,andtothesatisfactionoftheEngineer,foralloffices,laboratories,workshops,houses,huts,camps,erectedbythecontractorandmaintainedinhiscare.Standbygeneratorsofadequatecapacitiesshallbeprovidedforuninterruptedpowersupplyatsiteofficeandcamps.

1.2.5 GeneralRequirements

a) Projectsiteofficeandresidenceshallbeofoneortwo-storiedpermanentconstruction,withdesignandconstructionbeingsuchthattwofurtherfloorscanbeaddedinfuture.FormorespecificdetailsseeClause-1.2.7.

b) MinimumfloorareaasdetailedinBillofQuantitiesshallconsistofinadditiontoOfficeSpaces,aconferenceroom(capableofsitting12persons)lockableofficesforseniorstaff,generalopenplanofficearea,kitchen,storageroom,toiletsandshowerfacilities,completewithshowersandwashbasinsandshallincludecupboards,fans,shelving,kitchensinkandbench.Acoveredparkingcapableofhousingsix(6)vehiclesshallbeerectedadjacenttothefieldoffice.

c) Officesandfacilitiesshallbelocatedinaccordancewiththegenerallocationandsiteplansasapproved.

d) Thefacilitymustbesitedsoastobefreeofpollutionfromanyconstructionoperations.

e) Buildingsmustbepermanentconstructionandbestructurallysound,weatherproofwithfloorsraisedabovegroundandshallbeprovidedwiththeminimumregulationceilingheight.Eachfacilityshallbeentirelyairconditioned,withtheexceptionofkitchens,corridors,toiletrooms,pantriesandstores/storagesheds.

f) Thefacilityshallbeprovidedwithelectriclighting,powerandwithtelephoneserviceforsoleusebytheEngineerandtheConsultants.Alllightingshallberecessedorsurfacemountedfluorescentlightswithdetachablediffusers.Eachofficeorareashallbeequippedwithelectricaloutletssetinthewallsat600mmabovethefloorandspacedatapproximately2metrescentres.TheContractorshouldprovideandmaintainalandlinetelecommunicationslinkwhichwillallowtelephonecallstobemadebetweentheDhakabaseofficeandprojectsiteofficeatalltimes.InadditiontheContractorshouldalsoprovideandmaintain12(twelve)setsofmobiletelephonefacilitiesfortheEngineerandtheConsultant.

g) TheContractorshallberesponsibleforandpaypromptlyallcharges,feesorotherexpensesforprovidingandmaintainingtheEngineer’ssitesofficefacilities,allelectric,gas,water,telephoneservicesandotherutilitiesduringtheperiodofconstructionoftheworksandbeyonduntiltheprojectCompletionDate.

h) Flooring:Forinternalfloorthesurfaceofthefoundationshallbepreparedperfectlylevelandfinishedwithprecastmosaictiles.ForverandahandbathroomthesurfaceshallbepreparedwithappropriateslopetodrainoutwaterandfinishedwithceramictilesandforotherroomsthesurfacemaybekeptlevelorwithgentleslopeasdirectedbytheEngineer.

i) DoorandWindows:Doorsshallbemadefromwood,asdirectedbytheEngineer.Alldoorsshallbelockablefrombothsides.Windowsshallbehorizontalslidingwithanodizedaluminiumframes,glazedwithtintedglassorwithplainglassandrollerblindsandshallbelockablefromtheinsideonly.Allwindowopeningsshallbeburglarproofandprovidedwithinsectscreens.

j) Thesanitary,watersupply,plumbinganddrainageworkshallconformtoNationalPlumbingCode(ASA-A40.8-1955)asamendedfromtimetotimebytheAmericanSocietyofMechanicalEngineersorasdirectedbytheEngineer.

AllwastewatershallbedisposedundergroundandasapprovedbytheEngineer.TheContractorshallperformpercolationtestsatthelocationoftheleachfieldorpit,andthesizeoftheleachfieldorpitwillbesubjecttotheresultsofthesetestsandtheapprovaloftheEngineer.

Theseptictanks,whosesizeapprovedbytheengineer,shallbeofreinforcedconcreteandequippedwithproperinletandoutletbafflesandsealedaccesshatch.Thesizeshallbesufficienttooperateforatleastoneyearwithoutthesolidsoverflowingintotheleachfields.

k) TheelectricalinstallationshallingeneralbecarriedoutinconformitywiththeElectricityRulesoftheGovt.ofthePeople'sRepublicofBangladesh.AnyspecialrequirementofElectricalInspector,Govt.ofthePeople'sRepublicofBangladeshorthePowerDevelopmentBoardorTelegraphandTelephoneBoardoranyotherLegalAuthorityshallalsobecompliedwithbytheContractorincarryingouttheseworks.

l) FurnitureandFixturesofapprovedqualityfortheofficeandlivingaccommodationshallbeprovidedasdescribedhereafterwiththelisttobeapprovedbytheEngineer.

m) EquipmentandAppliancesforEngineerandConsultantsoffices.

A. EquipmentandappliancesforprojectsiteofficeshallconsistoftheitemsasspecifiedunderClause-1.2.8.
