Atits164thand165thSessionstheFAOCouncilrequestedFAO“toshowcaseandpromoteexistingandcomplementarypracticesbetweenagricultureactivitiesandtheconservation,restorationandsustainableuseofforests,avoidingdeforestationandmaintainingecosystemservices,notingthatagricultureandforestrycansynergisticallysupportsustainabledevelopment”.

Thisdocumentwillbepresentedtothe28thsessionoftheCommitteeonAgriculture(COAG)andthe26thSessionofCOFO.Ithighlightsopportunitiesforcloserintegrationbetweentheagricultureandforestrysectorsinordertoaddressglobalchallenges,includingendinghunger,haltingdeforestation,andcombattingclimatechange,landdegradationanddesertification,andbiodiversityloss.Acceleratedprogressisessential,andonecriticalareaforactionistheneedforamoreintegratedapproachtoagricultureandforestry,socialandeconomicpolicies,andsocialprotectioninparticular.SpecialattentionwillbegiventoIndigenousPeoplesasrightandknowledgeholders,whoareguardiansof80percentofourplanet’sbiodiversityand11percentoftheworld’sforests

TheCommitteeisinvitedto:

?recommendFAOtofurtheridentifyopportunitiestoimprovecomplementaritybetweentheagricultureandforestsectors,strengthencoordinatedpolicyresponsesinaddressingcommonchallenges,andimproveunderstandingofsynergiesandtrade-offsbetweenagricultureandforestry;

?callonFAOtocontinuetocollectandanalysenecessarydataandevidence,includingonthedirectandunderlyingdriversofdeforestationandlanddegradation,byfurtherenhancingconsistencybetweenagriculturalandforestdatasets,andbycompilingcasestudiesandbestpractices,andtoreportbacktothenextrespectivesessionsofCOFO27andCOAG29;

?inviteFAOtoconduct,subjecttoavailableextra-budgetaryresources,aglobalassessmentofthestatusandscaling-uppotentialofagroforestry,buildingon,improvingandintegratingmethodologiesrelatedtomeasuringtheextentandstatusofagroforestryandtreesonagriculturalland,andtoreportonprogresstothenextrespectivesessionsofCOFO27andCOAG29;and

?encourageFAOtocontinueplayinganactiveroleinrelevantinternationalfora,bypromotingopendialogueonenhancingsustainableproductionandreducingtheenvironmentalimpactofagrifoodsystems.

TheCommitteemaywishtoinviteMembersto:

?promotegreaterandinclusivepolicycoherencebetweentheagricultureandforestsectors,includingthroughintegratedlanduseplanningandlandscapeapproaches,withaspecialfocusonwomen,youthandIndigenousPeoples;

?supportsmall-scaleproducers,includingyouthandwomen,familyfarmers,localcommunities,IndigenousPeoplesandproducerorganizations,bysafeguardingaccesstolandwhilstenhancingaccesstoresourcesandmarketsandcontributingtosustainableandgender-responsivevaluechains.Thismaybeachieved,asappropriate,throughthedevelopmentofclearandconsistentlegalframeworks;recognitionofcustomaryrightstonaturalresources;andprovisionofequalopportunitiestowomenandmen;

?enhancemainstreamingofbiodiversityintheagricultureandforestrysectorsbypromotingsustainableagroforestrypractices,landrestorationanddevelopmentofsustainableagriculturalandforestryproductsvaluechains;and

?strengthenextensionservicesthattakeaholisticapproachtopromotesustainableagrifoodsystems,agroforestryandsustainableforestmanagementinanintegratedandinclusivemanner,whilecombatingclimatechangeandusingbiodiversityinasustainableway.

I.Introduction

1.Atits164thand165thSessions,theFAOCouncilrequestedFAO“toshowcaseandpromoteexistingandcomplementarypracticesbetweenagricultureactivitiesandtheconservation,restorationandsustainableuseofforests,avoidingdeforestationandmaintainingecosystemservices,notingthatagricultureandforestrycansynergisticallysupportsustainabledevelopment”.

ItalsosuggestedthattheCommitteeonForestry(COFO)“reviewthedriversoftheexpansionofagriculturallandinthelightofsustainableforestmanagement”,

2.Thepurposeofthisdocumentistohighlightopportunitiesforcloserintegrationbetweentheagricultureandforestrysectorsinordertoaddressglobalchallenges,includinghungerandmalnutrition,povertyandinequalities,climatechange,landdegradation,andbiodiversityloss.Itwillbepresentedtothe28thsessionoftheCommitteeonAgriculture(COAG)andthe26thSessionofCOFO.

II.Commonchallengesfacingagricultureandforestry

3.Hunger,malnutritionandtheCOVID-19pandemic.DespiteeffortstoachieveSDG2(ZeroHunger),hungerandmalnutritioninallitsformsareontherise.Aboutone-tenthoftheglobalpopulation–upto811millionpeople–wereundernourishedin2020,around15percentmorethanin

2019.ThechallengeshavegrownwiththeCOVID-19pandemicandrelatedcontainmentmeasures,whichhavehighlyaffectedwomen.Therearealsoseriousregionaldisparities,withabout21percentofthepopulationfacinghungerinAfrica,9.1percentinLatinAmericaandtheCaribbean,and9.0percentinAsia.

Itisestimatedthatby2050foodproductionwillhavetoincreasebyover50percent,comparedto2012,tomeetprojecteddemands.

ThisneedstobeachievedwithoutlimitingprogresstowardotherSustainableDevelopmentGoals(SDGs),includingthoserelatingtogenderequality(SDG5),water(SDG6),energy(SDG7),climateaction(SDG13),andterrestrialecosystems(SDG15).

4.Climatechange.Climatechangeisadverselyaffectingagrifoodsystems,includingforestsandothernaturalresources,andisexacerbatinghungerandpoverty.TheUnitedNationsFrameworkConventiononClimateChange(UNFCCC)andtheParisAgreement’sgoalstolimitglobalwarmingwillnotbemetwithoutsignificantreductionsingreenhousegas(GHG)emissions.

Approximately23percentoftotalanthropogenicGHGemissions(from2007to2016)derivedfromagriculture,forestryandotherlanduse,notablythroughdeforestation.

Haltingdeforestation,restoringdegradedforestsandpromotingsustainablelandmanagementcanprovideuptoone-thirdofclimatemitigationneededbetweennowand2030,tostabilizeglobalwarmingbelow1.5°C

whilebuildingresilienceandsupportingadaptationtoclimatechangeimpacts.TheKoroniviaJointWorkonAgricultureundertheUNFCCCacknowledgestheuniqueroleofagricultureandisfocusingonadaptation,soils,nutrientuse,livestock,andthesocio-economicandfoodsecuritydimensionsofclimatechangeacrosstheagriculturalsectors.

5.Biodiversityloss.Biodiversityiskeytofoodsecurityandnutrition.Theagriculturalsectorsarecriticallydependentonbiodiversityandhavethepotentialtocontributetoitsprotection.Sustainableagricultureandsustainableforestryarekeytoreversingtrendsthatleadtobiodiversityloss,damaged

6.Across-sectoralapproachandconcertedactionareneededtoaddressthecommonchallengesfacingtheagricultureandforestrysectors.TheUNSecretary-General’sChairSummaryandStatementofActionofthe2021UNFoodSystemsSummithighlightedtheurgentneedforasystemsapproach.

The2021GlasgowLeaders’DeclarationonForestsandLandUseattheUNFCCCConferenceofPartiesCOP26emphasizedthecriticalandinterdependentrolesofforestsofalltypes,biodiversityandsustainablelanduseinenablingtheworldtomeetclimategoalsandtheSDGs.

TheUNConventiontoCombatDesertification(UNCCD)tooknoteoftheVoluntaryGuidelinesontheResponsibleGovernanceofTenureofLand,FisheriesandForestsintheContextofNationalFoodSecurity(VGGT),

andoftherolethatIndigenousPeoples’knowledgecanplayinthecontextofnationalfoodsecurity,andrecognizedtheirpotentialcontributiontotheeffectiveimplementationoftheUNCCD2018?2030StrategicFramework.TheCOP15oftheConventiononBiologicalDiversity(CBD)isexpectedtoadoptaPost-2020GlobalBiodiversityFramework(P2020GBF),whichwillsetthedirectionforglobalactiononbiodiversityoverthenextdecadeandbeyond.ThefirstdraftoftheP2020GBFincludesgoals,targets,andindicatorstoreducethreatstobiodiversity,enhancethesustainableuseofbiodiversity,andensurethefairandequitablesharingofbenefitsfromtheuseofgeneticresources.ManyofthesetargetsarecloselyrelatedtoFAO’smandate,inparticularinagricultureandforestry.

III.Opportunitiesforimprovingcomplementarity

Interconnectionsbetweenagricultureandforestry

7.Therearemultiplelinkagesbetweenagrifoodsystems,includingforests.Inmanyruralareas,farmersworkinbothagricultureandforestry,andaround40percentofallagriculturallandshaveover

10percenttreecover.

Forestsandtreesofferecosystemservicesthatarecrucialforagriculture:theyareintegraltothewatercycle;theyhelpreducesoilerosionandenhancenutrientcycling;theyprovidehabitatforpollinators;theycreateshadeandshelterfromwindandsandstorms,andtheyprovidesupplementaryfeedforlivestock.Forestandtreeproductsimprovefoodsecuritybyprovidingincome,aswellasfoodproductsofhighnutritionalvalue,andthiscanbevitalforthepoorestandmostvulnerable.

IndigenousPeoples’territoriescover28percentoftheworld’slandsurface,harbour80percentoftheplanet’sbiodiversity

andintersectwith40percentofallterrestrialprotectedareasandecologicallyintactlandscapes(forexample,borealandtropicalprimaryforests,savannasandmarshes.

Inaddition,around2.4billionpeopleusefirewoodorcharcoalforcookingtheirfood:thosemostdependentonwoodfuelareoftenvulnerablegroupsindevelopingcountries.

fromtheFAOGlobalRemoteSensingSurvey

revealedthat,overtheperiodfrom2000to2018,agricultureremainedthemaindriverofdeforestationinallregionsexceptEurope,whereurbanandinfrastructuredevelopmenthadmoreimpact.Theseresultsindicatethatagriculturalexpansiondrivesalmost90percentofglobaldeforestation:52.3percentofforestlossisduetoconversionintocropland,37.5percentisduetolivestockgrazing,5.6percentisduetourbanandinfrastructuredevelopment,and4.6percentisduetoothercauses.

9.IncreasingagrifoodproductivitywithoutrestrictingprogresstowardsotherSDGsrequirespolicycoherence,effectivegovernanceandtheuseofappropriatepolicytoolsthattargettheunderlyingcausesofunsustainablepracticesandexistinginequalities.Manysectoralpolicies,suchasthoserelatingtowater,energy,builtinfrastructure,andagrifoodsystems,includingforestry,havemajorimplicationsforlanduseandmustbealignedwithpoliciesaddressingotherSDGs.Conservationmeasurescanalsoimplytrade-offswithpovertyreductionefforts.

Toachievethenecessarypolicycoherence,stronginstitutionalcoordinationisneeded,bothhorizontally(betweendifferentnationalgovernmentministriesandagencies)andvertically(betweennationalandsub-nationallevelsandstakeholders).

Thereis,however,aneedforfurtheranalyticalworkon:thedriversofchangeinlanduseandforestloss;thesynergiesbetweenagricultureandforestryatthelandscapeandfarmlevels;andthevalueofforestfoods.Moreeffortsshouldalsobemadetoenhancetheconsistencyofagriculturalandforestdatasets,suchasthoserelatingtogloballanduseandproduction,includinglandandwater,andtoensurethatdataismadewidelyavailableinaneasy-to-usemannerthroughopen-access,on-linedatabases.TheFAOHand-in-HandInitiativeasanevidence-based,country-led,andcountry-ownedinitiativetoaccelerateagriculturaltransformationandsustainableruraldevelopment.Itsgeospatialplatformofferstoolstocombineactionsonagriculture,forestryandotherareas,usingintegratedgeospatial,bio-physicalandsocio-economicdata.

12.Capacitydevelopmentmayberequiredtoinclusivelyandequallyprovidethetechnical,financialandinstitutionalsupportnecessaryforscalinguptheinnovativeapproachesthatwillincreasesustainablefoodproductionandbuildresilience.Thisentailsthefollowingkeyelements:continuedinvestmentinresearchanddevelopment;disseminationofknowledge,includingtraditionalknowledge,throughextensionservices;policyimplementation;andstrengtheningofforestandfarmproducerorganizations.Thelatteraimstoaddvaluetoagricultureandforestproducts,developmarketsandfacilitateaccesstofinance,andensureadequaterepresentationofwomenandyouth.

13.Lookingahead,thereisaneedtodevelopandscaleupmoresustainableagrifoodsystems,drawingonthepotentialofinnovationforsustainableagriculturalproduction.Someofthetechnologiesthathelpedachievesignificantincreasesinagriculturalproductivityoverthepast50years,suchasundertheGreenRevolution,ledtounintendedenvironmentalandsocialimpacts.Advancesinagriculturalresearchhavebroadenedthetechnicalpaletteforlandandwatermanagement,andoptionsforfarmersnowinclude:conservationagriculture;reductionofsyntheticchemicalinputs;increaseproductionofhighvalue,nutrient-densecrops;agroecologicalapproaches;superiorandadaptedplantandanimalgeneticresources;improvedlivestockmanagement,includingappropriatefeeding,animalhealthandwelfaremeasures;applicationofinclusivedigital-technologysolutions;andeffectiveuseoftraditionalknowledge.

14.Restoringdegradedterrestrialecosystemsforsustainablefoodproductionconstitutesapriorityatinternationalandnationallevels.TheBonnChallengehasreceivedpledgesfromover60countriestorestore350millionhectaresofdegradedanddeforestedlandscapesby2030,and115countrieshavemadecommitmentstorestoreover1billionhectaresundertheUNDecadeonEcosystemRestoration(2021-2030).Theselandscaperestorationinitiativeswillcreateopportunitiestoincreasetheavailabilityoflandforsustainableagriculturalproductionwithinamosaicoflanduses.
