TheEPAruleswouldmimichowtheagencyforcespowerplantsandfactoriestoinstall"scrubbers"andothermeansoflimitingmanytypesofairpollutants.Butit'sunclearexactlyhowitwouldapplytogreenhousegases,whichscientistsblameforclimatechange.Researchersareinnovativelyinvestigatingcommercial-scalemethodstocaptureandstorecarbonemissionsfromcoalplants,forexample.ThenewproposalfollowsoneannouncedbyPresidentObamaandautomotiveexecutivesinMaytoregulategreenhousegasemissionsfromcarsandtrucks.Theautomotiveregulations,whichwouldtakeeffectin2012,stemmedfroma2007SupremeCourtdecisionthatcarbondioxideandothergreenhousegasesarepollutantssubjecttoregulationundertheCleanAirAct.
