Acommonargumentagainstbilingualeducationistheobservationthatmanypeoplehavesucceededwithoutit.Thishascertainlyhappened.Inthesecases,however,thesuccessfulpersongotplentyofcomprehensibleinputinthesecondlanguage,andinmanycaseshadadefactobilingualeducationprogram.Forexample,RodriguezanddelaPenaareoftencitedascounter-evidencetobilingualeducation.
RodrigueztellsusthathesucceededinschoolwithoutaspecialprogramandacquiredaveryhighlevelofEnglishliteracy.Hehadtwocrucialadvantages,however,thatmostlimited-English-proficient(LEP)childrendonothave.First,hegrewupinanEnglish-speakingneighborhoodinSacramento,California,andthusgotagreatdealofinformalcomprehensibleinputfromclassmates.ManyLEPchildrentodayencounterEnglishonlyatschool;theyliveinneighborhoodswhereSpanishprevails.Inaddition,Rodriguezbecameavoraciousreader,whichhelpedhimacquireacademiclanguage.MostLEPchildrenhavelittleaccesstobooks.

Edmonston'sstudyprojectedthatby2050,21percentoftheU.S.populationwillbeofmixedracialorethnicancestry,upfromanestimateofsevenpercenttoday.Amongthird-generationHispanicandAsianAmericans,exogamy-marriageoutsideone'sethnicgrouportribeisatleast50percent,heandothersestimate.ExogamyremainsmuchlessprevalentamongAfricanAmericans,butithasincreasedenormously,fromabout1,5percentinthe1960sto8to10percenttoday.
Suchaprofounddemographicshiftcouldtakeplacewhilenoonewaswatchingbecause,officially,noonewaswatching.Federalagenciestraditionallycollectedracialdatausingaformula—oneperson,oneracesimilartothetime-honoredvotingprinciple.Thus,theCensusBureaucouldestimatethatoncensusformsnomorethantwopercentofthepopulationwouldclaimtobemultiracial.Intheabsenceofamorestraightforwardcount,noonecouldknowforsurewhatthedemographicsare.
That'sabouttochange.Afterthe2000census,theU.S.Governmentshouldhaveabetteridea.In1997,theOfficeofManagementandBudget,whichoverseesfederalstatisticalpractices,approvedadirectiveallowingpeopletocheckasmanyracialboxesastheybelieveapplytothem.Theshiftwasacompromisebetweenthedemandsofsomeinterestgroupsthatwantedtheadditionofa"multiracial"box,andthosethatobjectedtoanychange,fearingdilutionoftheirnumbers.
Meanwhile,intheabsenceofOfficialnumbers,withtheheightenedtensionsurroundingracialissues,andwiththemutualsuspicionthatexistsamongcompetingracialandethnicinterestgroups,there'slittleagreementonwhatintermarriagewillmeanforU.S.societyinthefuture.
