n,oneofthemmonitorsthepersonwhoisfamiliarwiththeequipment.Especiallyimportantandcomplexswitchingoperation,operatedbyskilledoperators,supervisedbytheoperator.Singleoperation(notallowed),overhaulpersonneloperation(2)BasicRequirementsfortheWorkofHighVoltageEquipment5.3.4OperatingOrder.Theoperatorfillsintheoperationticket.Operatingticketsshallbefilledoutwithblackorbluesteel(water)pensorballpointpensitembyitem.Theoperationticketdrawnoutbycomputershouldbeunifiedwiththehandwrittenone;theoperationticketshouldbeclearandtidy,andshouldnotbealteredarbitrarily.Thedoublenamesoftheequipmentshouldbefilledintheoperationticket.Operatorsandguardiansshouldchecktheoperationitemsfilledinaccordingtothesimulationdrawingorwiringdiagram,andsignthemmanuallyorelectronicallyrespectively,andthenchecktheirsignaturesbythepersoninchargeofoperationandmaintenance(thepersoninchargeofworkwhenthemaintenancepersonneloperate).Eachoperationticketcanonlyfillinoneoperationtask.(2)BasicRequirementsfortheWorkofHighVoltageEquipmentThefollowingitemsshallbefilledintheoperationticket:(a)Equipmenttobepulledin[circuitbreaker(switch),disconnector(knifegate),groundingknifegate(device),etc.],powertest,installationanddisassemblyofgroundingwires,closure(installation)ordisconnection(removal)ofairswitchesandfusesincontrolorvoltagetransformercircuits,switchingprotectioncircuitsandautomationdevices,andcheckingwhethertheyarecorrectornotVoltageandsoon.B)Checkthepositionofthepull-inequipment[circuitbreaker(switch),disconnector(knifegate),groundingknifegate(device)].C)Checkthepositionofthecircuitbreaker(switch)beforepullingthedisconnector(knifegate)andthehandcartswitchoutandpushingintheshutdownandtransmissionoperation.D)Checktheoperationofrelevantpowersupplyandloaddistributionbeforeandaftertheoperationofreverseloadordecompositionandparalleloperation.E)Beforeclosingthepowersupplyaftertheequipmentisrepaired,thegroundingknifegate(device)hasbeenopenedandthegroundingwirehasbeenremoved.F)HVDCsystemstart-stop,powerchangeandstatetransition,controlmodechange,maincontrolstationconversion,controlandprotectionsystemretreat,convertertransformercoolerswitchingandtappingmanualadjustment.G)Valvecooling,valvehallfirefightingandairconditioningsystemretreat,modechangesandotheroperations.H)Lockingoperationofcircuitbreaker(switch)inHVDCcontrolsystem.(2)BasicRequirementsfortheWorkofHighVoltageEquipment5.3.5Basicconditionsforswitchingoperation.hasaprimarysystemsimulationdiagram(includingvariouselectronicwiringdiagrams)whichisconsistentwiththefieldprimaryequipmentandtheactualoperationmode.Operatingequipmentshouldbemarkedclearly,includingnaming,numbering,splittingandclosinginstructions,rotatingdirection,switchingpositioninstructionsandequipmentcolor,etc.High-voltageelectricalequipmentshouldbeequippedwithperfectanti-misoperationlockingdevice.Theanti-misoperationlockingdeviceshallnotbewithdrawnfromoperationatwill,andthesuspensionoftheanti-misoperationlockingdeviceshallbeapprovedbytheadministrativedeputyorchiefengineerinchargeoftheproductionoftheunit;whentheanti-misoperationlockingdeviceiswithdrawninashorttime,itshallbeapprovedbythesubstationmasterorthechiefdutyofficerofthepowerplant,andshallbeputintooperationassoonaspossibleaccordingtotheprocedure.Thereareofficialinstructionsissuedbydutyregulatorsandoperationandmaintenancepersonnel,andqualifiedoperationticketsareused.(2)BasicRequirementsfortheWorkofHighVoltageEquipmentThefollowingthreecasesshouldbepadlocked:(a)Aknife-gatehandle,valvehalldoorandnetdoorwithoutmisoperationlockingdeviceorfailureoflockingdevice.B)Whentheelectricalequipmentisincoldstandby,theelectricspacinggatewhenthedoorclosesandlosesitsfunction.C)Whentheequipmentisrepaired,theoperatinghandleofthepowersupplysideknife-gateinthecircuitandtheboxdooroftheelectricknife-gatemechanismboxareoperated.Mechanicallocksneedonekeytoopenonelock,andkeysneedtobenumberedandproperlykept.(2)BasicRequirementsfortheWorkofHighVoltageEquipment5.3.6Basicrequirementsforswitchingoperation:Blackoutbroachingoperationshouldbecarriedoutinsequenceofcircuitbreaker(switch)-loadsidedisconnector(knifegate)-powersidedisconnector(knifegate).Powersupplyclosingoperationshouldbecarriedoutinreverseorder.Itisforbiddentopullthedisconnector(knifegate)withload.Duringthemonitoringoperation,theoperatorshallnotconductanyoperationwithouttheconsentoftheguardian.Beforeremotelyoperatingtheprimaryequipment,itisadvisabletosendpromptsignalstoremindthefieldpersonneltostayawayfromtheoperationequipment.Thecircuitbreaker(switch)hastheabilityofbreakingcurrentandarcextinguishing,andisequippedwithrelayprotectiondevice.Thedisconnector(knifegate)onlyservesasanobviousdisconnectionpoint,andthereisnoarcextinguishingdevice.Thepurposeofpullingtheswitchfirsttoopenthecurrent,andthentopulltheloadsideswitchistopreventthecircuitswitchfromactingcorrectly,trippinginstantaneously,protectingthepersonalsafetyoftheoperatorandpreventingtheexpansionoftheaccidentwhentheswitchdoesnotbreak.(2)BasicRequirementsfortheWorkofHighVoltageEquipmentWhenanydoubtarisesintheoperation,theoperationshallbestoppedimmediatelyandreportedtotheissuer.Operationsmaybecarriedoutonlyaftertheissuanceofapermit.Nounauthorizedchangeofoperationticketorunlockingdeviceisallowed.Unlockingtools(keys)shouldbekeptinstorage.Alloperatorsandmaintenancepersonnelareprohibitedfromusingunlockingtools(keys)withoutauthorization.Ifunlockingoperationisrequiredunderspecialcircumstances,theunlockingtool(key)shallbeusedonlyaftertheoperatordesignatedbytheoperationandmaintenancemanagementdepartmentorthepersonneldesignatedbytheoperationandmaintenancemanagementdepartmentandpublicizedinwritingcomestothescenetoverifythecorrectnessandsignit,andtheoperatorandmaintenancepersonnelshallinformthecontrolpersonnelonduty.Singleoperatorandmaintenancepersonnelareprohibitedfromunlockingduringswitchingoperation.Ifthelockistobeunlocked,additionaloperationandmaintenancepersonnelshouldbesenttothescenetoperformtheaboveformalitiesafterprocessing.Theunlockingtool(key)shouldbesealedandrecordedintimeafteruse.(2)BasicRequirementsfortheWorkofHighVoltageEquipmentAftertheoperationofelectricalequipment,thepositioninspectionshouldbebasedontheactualpositionofeachphaseoftheequipment.Whentheactualpositioncannotbeseen,itcanbejudgedbythechangesofthemechanicalpositionindication,electricalindication,livedisplaydevice,instrument,varioustelemetryandtelesignalingsignalsoftheequipment.Whenjudging,atleasttwonon-identicalornon-homologousinstructionsshouldbechangedcorrespondingly,andallthesedeterminedinstructionshavechangedcorrespondinglyatthesametime,inordertoconfirmthattheequipmenthasbeenoperatedinplace.Theaboveinspectionitemsshouldbefilledinasinspectionitemsintheoperationsheet.Ifanyothersignalisfoundtobeabnormalduringtheinspection,theoperationshouldbestoppedtofindoutthecause.Iftheremotecontroloperationiscarriedout,theindirectmethodmentionedaboveorotherreliablemethodscanbeusedtodeterminethelocationoftheequipment.(2)BasicRequirementsfortheWorkofHighVoltageEquipmentTheDCsystemofconverterstationshouldadoptprogramoperation,whichisunsuccessful.Afterfindingoutthecauseandpermissionoftheon-dutyregulator,theremotecontrolstepoperationcanbecarriedout.4Incaseofpersonalelectricshockaccident,thepowersupplyoftherelevantequipmentmaybedisconnectedwithoutpermission,buttheregulator[orequipmentoperationandmaintenancemanagementunit(department)]andthesuperiordepartmentshallbereportedimmediatelyafterwards.5WhensystemcommunicationfailuresoccurbetweenconverterstationsatbothendsofthesameDCsystem,theoperationbetweenthetwostationsshouldbecarriedoutinaccordancewiththeinstructionsofthedutycontrollers.6WhentheunipolaroutageofthebipolarHVDCtransmissionsystemisoverhauled,itisforbiddentooperatebipolarpublicareaequipmentandtoclosetheearth/metalcircuitisolationswitch(knifegate)oftheneutrallineoftheoutagepole.(2)BasicRequirementsfortheWorkofHighVoltageEquipment7DCsystemshouldconfirmthatthepowersettingvalueisnotlessthantheminimumpowerallowedbythecurrentsystem,andshouldnotexceedthemaximumpowerallowedbythecurrentsystem.BeforemanuallyremovingtheACfilter(shuntcapacitor)at8,itisnecessarytocheckthatthesystemhassufficientbackupquantitytoensurethatthecurrenttransmissionpowerandreactivepowerrequirementsaremet.9ACfilter(shuntcapacitor)shouldmeetthedischargetimerequirementofcapacitorbeforeitisputintooperationagainafterwithdrawingfromoperation.(2)BasicRequirementsfortheWorkofHighVoltageEquipment5.3.7Operatingticketsmaynotbeusedforthefollowingtasks:a)Emergencytreatmentofaccidents.b)Singleoperationofpull-incircuitbreaker(switch).c)Procedureoperation.5.3.8Theoperationticketsofthesamesubstationshallbenumberedconsecutivelyinadvance.Theoperationticketsgeneratedbythecomputershallbenumberedconsecutivelybeforetheformalinvoiceissuance.Theoperationticketsshallbeusedintheorderofnumbering.Theinvalidoperationticketshallbemarkedwiththewords"invalid",theunemployedshallbemarkedwiththewords"unemployed",andtheoperatedshallbemarkedwiththewords"executed".Operatingticketsshouldbekeptforoneyear.(2)BasicRequirementsfortheWorkofHighVoltageEquipment5.4WorkingonHighVoltageEquipment5.4.1Workingonhigh-voltageequipmentinoperation,itcanbedividedintothreecategories:Allblackoutsrefertoallblackoutsofindoorhigh-voltageequipment(includingoverheadlinesandcablelead-inlines),alldoorsleadingtoadjacenthigh-voltagechambersareblocked,andalloutdoorhigh-voltageequipmentisblackouts(includingoverheadlinesandcablelead-inlines).Partialblackoutsrefertopartialblackoutsofhigh-voltageequipmentorcompleteindoorblackouts,butthedoorsleadingtoadjacenthigh-voltagechambersarenotcompletelyblocked.Non-stopoperationmeans:a)Theworkitselfdoesnotrequirepoweroutageandcannottouchtheconductivepartofthework.b)Workthatcanbedoneonthehousingofliveequipmentorontheconductivepart.5.4.2Workingonhighvoltageequipmentshallbecarriedoutbyatleasttwopersons,andtheorganizationalandtechnicalmeasurestoensuresafetyshallbecompleted.(2)BasicRequirementsfortheWorkofHighVoltageEquipment
