hì)量管理及保證遵循ISO9001國(guó)際標(biāo)準(zhǔn)。電氣儀表符合CENELEC（歐洲電工標(biāo)準(zhǔn)化委員會(huì)）、NEPSI（國(guó)家級(jí)儀器儀表防爆安全監(jiān)督檢驗(yàn)站）、IEC60529等相關(guān)標(biāo)準(zhǔn)的要求。電子元件遵照IEC61000電磁兼容性的要求。4.1.2Designofvalvesshouldmeettherequirementsofthemedium’stemperature、pressure、flowdirectionandstrictness.Pneumaticvalvesshouldoperatesmoothly,withoutstagnancy,anditssealingiscredible.閥門的設(shè)計(jì)滿足介質(zhì)溫度，壓力、流量、流向以及嚴(yán)密性要求。氣動(dòng)閥需動(dòng)作靈活，無卡澀現(xiàn)象，密封可靠。4.1.3Valvepressureclassshallbedecidedaccordingtothedesignpressureandtemperature.Thelife-spanofvalvesinnormaloperationshouldbeguaranteedin30years(exceptthewearingparts).閥門壓力等級(jí)按附件中設(shè)計(jì)壓力及設(shè)計(jì)溫度等級(jí)選取。閥門的運(yùn)行壽命保證30年（易損件除外）。4.1.4Allvalvesshallbehydraulictestedatpressureof1.5timesofdesignpressure.Thetestduranceshallnotbelessthan20minutes.所有閥門在出廠前均需作水壓試驗(yàn)，試驗(yàn)壓力為設(shè)計(jì)壓力的1.5倍，持續(xù)時(shí)間為不少于20分鐘。4.1.5Thesealingmaterialshouldbeconsistentwiththepressure、temperature、medium、pressuredrop、noise.etc.賣方提供與壓力、溫度、流體介質(zhì)、壓降、噪音等相適應(yīng)的密封材質(zhì)。4.1.6Itshouldbeeasytochangevalveplugs.賣方提供的閥芯便于更換。4.1.7Theperformanceandspecificationofvalvesshouldmeetthebuyer’srequirement,thenoisenearvalvesabout1metershouldbelessthan85dB(閥門的性能及規(guī)范滿足業(yè)主方要求，在距閥門外1米處所測(cè)得噪音水平小于85dB4.1.8Surfaceofvalvesshouldbemachined,andbeguaranteedthattheappearanceofvalves閥門表面進(jìn)行加工，保證外型美觀。4.1.10ThepneumaticcheckvalveofBFPturbineLPsteamisinstalledhorizontally.Thepressureofcompressedairis0.45小汽機(jī)低壓進(jìn)汽管道進(jìn)口止回閥為氣動(dòng)止回閥，儀用空氣壓力：0.45～0.7MPa(g)，水平安裝。閥門采用對(duì)焊連接，閥門兩端坡口與連接管道相匹配。4.1.11P (1)Filter,regulatorsolenoidvalveetcmustbesupplied(2)SolenoidvalvevoltageandworkingstatusAC……220VAC，single-phase,50HZ(1)均配置空氣過濾器、減壓器、電磁閥等附件； (2)電磁閥的電壓和工作狀態(tài)； AC…………交流220VAC，單相50HZ Thepneumaticcheckvalveshouldbefail-opentype.Solenoidsuppliedwithpneumaticcheckvalveshouldbethree-waytypewithsinglecoilexceptspecialnote,andsolenoidcanbeworkingwellwithelectrification.該氣動(dòng)逆止閥采用時(shí)失氣關(guān)閥設(shè)計(jì)。電磁閥為三通電磁閥，除特殊注明外，均為單線圈，并能承受長(zhǎng)期帶電工作條件的要求。(1)LimitswitchshallbeDPDT,oneinopeningposition,theotherinclosingposition.Contactscapacityis220VAC,5A.(2)DiameterofairtubeandinstrumentsshallbeaccordingtoAmericanstandard.Filterregulatorshallbesuupliedwithferrulefittingswhichshallmatchwithbuyer’sφ8X1stainlesssteeltube.(1)限位開關(guān)是雙刀雙擲（DPDT），開、關(guān)方向各一個(gè)。接點(diǎn)容量220VAC,5A。(2)空氣管路和儀表接口管徑按美國(guó)標(biāo)準(zhǔn)制作，過濾減壓閥自帶卡套式管接頭與業(yè)主方φ8X1不銹鋼管匹配。5Qualityguarantee質(zhì)量保證5.1ThesellershouldhavequalitycertificationsystemstoensureproductqualityandserviceaccordingwiththedemandsthattheTechnicalSpecificationstipulate.賣方應(yīng)需有質(zhì)量保證體系以確保產(chǎn)品質(zhì)量和服務(wù)工作符合本技術(shù)規(guī)范規(guī)定的要求。5.2Thesellershouldoffereachqualityassurance.Thesefilesincludeatleast:賣方需提供有關(guān)質(zhì)量保證的各項(xiàng)文件。這些文件至少包括：a.Competencycertificateofproductstest(includingthemainbought-incomponents):ShowthesupplyofallequipmentandmaterialaccordingtotherequestofthisTechnicalSpecificationandapprovederror.產(chǎn)品檢驗(yàn)合格證書（包括主要外購(gòu)件）：表示全部設(shè)備和材料的供應(yīng)是根據(jù)本技術(shù)規(guī)范的要求和認(rèn)可的誤差。b.MaterialGuarantee材料合格證c.testreportofhydraulicpressure水壓試驗(yàn)報(bào)告f.Theerrorfileswrittendownandapprovedduringtheequipmentandmaterialprocessingandmanufacturing設(shè)備和材料加工制造中誤差的文件記錄和認(rèn)可記錄5.3Qualityguarantee質(zhì)量保證Equipmentwarrantyperiodisoneyearaftertheequipmentcontinuousserving168hours.Withinqualityinsurance,theequipment’sdefectortroublewhicharecausedbyseller'sdesign,thematerialorthecraftreasonshouldbechangedandrepairedfreebytheseller,thequalityinsuranceofthesparepartchanged(orrepaired)postponeoneyear.設(shè)備質(zhì)量保證期為機(jī)組168小時(shí)后一年，在質(zhì)保期內(nèi)由于賣方設(shè)計(jì)、材料或工藝的原因所造成的設(shè)備缺陷或故障，賣方免費(fèi)更換、修理設(shè)備，所更換（或修理）零部件的質(zhì)保期再順延一年。6cleaning,painting,packing,loadandunload,transportandstorage清潔，油漆，包裝，裝卸，運(yùn)輸與儲(chǔ)存6.1Thesurfaceshouldbede-rust,andbrushtwoprimerandtwoexteriorpaintbeforetheequipmentisdispatchedfromthefactory,thesurfacepaintedisleveled,brightandcleanandbeautiful,thecolorandlusterisunanimous,thecolorisRAL3002.設(shè)備出廠前外表面進(jìn)行除銹、并刷二道底漆、二層面漆，漆表面平整、光潔美觀，色澤一致，氣動(dòng)頭色標(biāo)號(hào)為RAL3002。6.2Packageofequipmentsshouldaccordwiththeregulationofinternationalconveyancestandard,equipmentshouldscribbleantisepticpaintbeforepackingtokeepplayinganantisepticroleduringtransporting.Alltheelectricequipmentmustrigorouslyenforcethepackaging,soastoensurethatisnotdamagedduringtransportingandkeeping,preventbeingmademoist.設(shè)備的包裝符合國(guó)際貨物運(yùn)輸相關(guān)標(biāo)準(zhǔn)規(guī)定，設(shè)備包裝前需涂防腐漆，以便在運(yùn)輸保管中起防腐作用。凡電氣設(shè)備必須嚴(yán)格包裝，以確保在運(yùn)輸保管期間不被損壞，并防止受潮。6.3Packagesfortheequipmentshouldbeclassifiedbypackinglist,forkeepawayfromanamorphicanddamagingduringtransporting,packagesmustbefirmedinthecase.設(shè)備需按裝箱單分類包裝，并使之在箱內(nèi)固定牢靠，以免運(yùn)輸過程中變形和損壞。6.4Allpartsexposedshouldhaveprotectorsandmeasureswhichpreventdamagingduringtransportingandstoring.所有外露部分須有保護(hù)裝置和措施，防止在運(yùn)輸和儲(chǔ)存期間損壞。6.5Whorlholeorweldingholeofthenozzleneedingjoiningatsiteshallbeprotectedbyscrewthreadorotherways.需要現(xiàn)場(chǎng)連接的螺紋孔或管座的焊接孔采用螺紋或其它方式予以保護(hù)。6.6Covers、metalbeltsorfastenersshallnotbeweldedontheequipment.遮蓋物、金屬帶子或緊扣件不焊在設(shè)備上。Appendix2Scopeofsupply附件2供貨范圍1、Generalrequirement一般要求1.1Thisappendixspecifiesthescopeofsupplyforcontractequipment.TheSellershallensurethesuppliedequipmentisbrand-new,advanced,mature,complete,safeandreliable,andthetechnicalperformanceandeconomicefficiencyoftheequipmentconformtotherequirementofappendix1.本附件規(guī)定了合同設(shè)備的供貨范圍，賣方保證提供設(shè)備為全新的、先進(jìn)的、成熟的、完整的和安全可靠的，且設(shè)備的技術(shù)經(jīng)濟(jì)性能符合附件1的要求。1.2TheSellershallprovidedetailedlistofsupplies,whichincludethetype,quantity,originandmanufactureretc.ThecomponentsnecessaryfortheoperationandconstructionofthewholesetofequipmentshallbesuppliedbytheSellereventhroughthesecomponentshavenotbeenlistedorbeshortageinthiscontractappendix.賣方提供詳細(xì)供貨清單，清單中依次說明型號(hào)、數(shù)量、產(chǎn)地、生產(chǎn)廠家等內(nèi)容。對(duì)于屬于整套設(shè)備運(yùn)行和施工所必需的部件，即使本合同附件未列出和/或數(shù)目不足，賣方仍須在執(zhí)行的同時(shí)補(bǔ)足。1.3Thecontractincludesallvalvesusedonfourunits.本工程采購(gòu)4臺(tái)發(fā)電機(jī)組所需閥門。1.4TheSellershallsupplythespecialtoolsandconsumablematerialsnecessaryforallinstallationandmaintenance,andthedetailedlistshouldbereferredinthebiddocument.賣方提供所有安裝和檢修所需專用工具和消耗材料等，并提供詳細(xì)供貨清單。1.5TheSellershallsupplysparepartsincludingmetersandcontroldeviceduringafive-yearservice.提供一個(gè)大修期間（5年）的備品備件(包括儀表和控制設(shè)備)。2Scopeofsupply供貨范圍2.1TheSellershouldoffertheequipmentandsparepartsnecessarywithintimethatbothpartiesagree,andguaranteetoaccordwiththeTechnicalSpecificationandthespecialrequirementwhichthebuyerputforwardinwriting.賣方在業(yè)主方、賣方商定的時(shí)間內(nèi)提供給業(yè)主方所需數(shù)量的設(shè)備及備品備件，并保證符合本技術(shù)規(guī)范書規(guī)定的條文和業(yè)主方書面提出的特殊要求。2.2scopeofequipment（fourunits）設(shè)備范圍(四臺(tái)機(jī)組)No.序號(hào) shù)和容量。Appendix5:Manufacturinginspectionandperformancecceptancetest附件5：檢查和性能驗(yàn)收試驗(yàn)1.Introduction概述1.1ThepurposeofthisAppendixisforinspection,manufacturingsupervisionandperformanceacceptancetestoftheSellersuppliedequipmentduringcontractimplementation(includingsubcontractandoutsourcingequipment),toensurethatequipmentsuppliedbytheSellercanmeetrequirementsinAppendix1.本附件用于合同執(zhí)行期間對(duì)賣方所提供的設(shè)備（包括對(duì)分包外購(gòu)設(shè)備）進(jìn)行檢驗(yàn)、監(jiān)造和性能驗(yàn)收試驗(yàn)，確保賣方所提供的設(shè)備符合附件1規(guī)定的要求。1.2Withinthreemonthsafterexecutionofcontract,theSellershouldsupplytheBuyerwithstandardsassociatedwithmanufacturingsupervision,inspection,andperformanceacceptancetestofthecontractequipment.ThesestandardsshouldaccordwithAppendix1.賣方需在本合同生效后3月內(nèi)，向業(yè)主方提供與本合同設(shè)備有關(guān)的監(jiān)造、檢驗(yàn)、性能驗(yàn)收試驗(yàn)標(biāo)準(zhǔn)。有關(guān)標(biāo)準(zhǔn)須符合附件1的規(guī)定。2.Factoryinspection工廠檢查2.1Factoryinspectionisanimportantpartofqualitycontrol.TheSellermuststrictlyperforminspectionandtestateveryproductionlinksinfactory.Qualitycertificate,inspectionrecordandtestreportshouldbeissuedfortheSellersuppliedcontractequipment;andbecomeanintegralpartofqualityprovingfilesatdelivery.工廠檢驗(yàn)是質(zhì)量控制的一個(gè)重要組成部分。賣方須嚴(yán)格進(jìn)行廠內(nèi)各生產(chǎn)環(huán)節(jié)的檢驗(yàn)和試驗(yàn)。賣方提供的合同設(shè)備須簽發(fā)質(zhì)量證明、檢驗(yàn)記錄和測(cè)試報(bào)告，并且作為交貨時(shí)質(zhì)量證明文件的組成部分。2.2Therangeofinspectionincludesreceivingofrawmaterialandelements,fabricating,assembling,andcheckingofcomponentstountilex-factorytest.檢驗(yàn)的范圍包括原材料和元器件的進(jìn)廠，部件的加工、組裝、試驗(yàn)至出廠試驗(yàn)。2.3ResultsoftheSeller’sinspectionshouldmeetrequirementsinAppendix1.Ifthereisanyunconformity,orstandardrequirementscannotbemet,theSellershouldtakemeasurestotreat,untilmeetrequirements;atthesametime,submit"disagreereport”totheBuyer.Incaseanysignificantqualityproblemoccurs,theSellershouldtimelynotifytheBuyer.賣方檢驗(yàn)的結(jié)果要滿足附件1的要求，如有不符之處或達(dá)不到標(biāo)準(zhǔn)要求，賣方要采取措施處理直至滿足要求，同時(shí)向業(yè)主方提交不一致性報(bào)告。賣方發(fā)生重大質(zhì)量問題時(shí)將情況及時(shí)通知業(yè)主方。2.4Allcostsforfactoryinspectionareincludedinthetotalcontractprice.工廠檢驗(yàn)的所有費(fèi)用包括在合同總價(jià)之中。3.Performanceacceptancetest性能驗(yàn)收試驗(yàn)3.1Thepurposeofperformanceacceptancetestistoverifywhetherallperformancesofcontractequipmentmeetrequirementsofthisappendix1.性能試驗(yàn)的目的是為了檢驗(yàn)合同設(shè)備的所有性能是否符合附件1的要求。3.2LocationofperformanceacceptancetestshallbedeterminedbythecontractandisusuallyattheBuyer’ssite.性能試驗(yàn)的地點(diǎn)由合同確定，一般為業(yè)主方現(xiàn)場(chǎng)。3.3Timeofperformanceacceptancetest:unittestisusuallyconductedwithinahalfyearfollowing168htrialoperationandthespecifictesttimeshallbedeterminedbytheSeller.性能試驗(yàn)的時(shí)間：機(jī)組試驗(yàn)一般在168小時(shí)試運(yùn)之后半年內(nèi)進(jìn)行，具體試驗(yàn)時(shí)間由業(yè)主方確定。3.4PerformanceacceptancetestisdirectedbytheBuyerwithparticipationoftheSeller.TestprogramshallbeprovidedbytheBuyerandshallbedeterminedafterdiscussionwiththeSeller.Iftestisconductedonsite,theSellershallprovidecooperationaccordingtotherelativerequirement.Iftestisconductedinfactory,theSellershallprovidewokersandmaterialresourcesnecessaryforthetest.性能試驗(yàn)由業(yè)主方主持，賣方參加。試驗(yàn)大綱由業(yè)主方提供，與賣方討論后確定，如試驗(yàn)在現(xiàn)場(chǎng)進(jìn)行，賣方要積極進(jìn)行相關(guān)工作配合；如試驗(yàn)在工廠進(jìn)行，試驗(yàn)所需的人力和物力等由賣方提供。3.5Costofperformanceacceptancetest性能驗(yàn)收試驗(yàn)的費(fèi)用CostshallbebornebytheBuyeriftestismadeonsite,orarealreadyincludedinthetotalcontractpriceiftestismadeintheSeller’sfactory.如試驗(yàn)在現(xiàn)場(chǎng)進(jìn)行，由業(yè)主方承擔(dān)，在賣方工廠進(jìn)行，則已包含在合同總價(jià)之中。3.6Confirmationofperformanceacceptancetestresult性能驗(yàn)收試驗(yàn)結(jié)果的確認(rèn)PerformanceacceptancetestreportshallbemainlypreparedbytheBuyerwithparticipationoftheSellerandshallbejointlysignedandaffixedwithsealtoconfirmconclusion.Incasethetwopartieshavedisagreementovertestresult,thetwopartiesshallresolveitthroughnegotiation.Ifstillhavethesameagreementafternegotiation,thenthetwopartiesshallrefertoeachsuperiortonegotiate.性能驗(yàn)收試驗(yàn)報(bào)告以業(yè)主方為主編寫，賣方參加，共同簽章確認(rèn)結(jié)論。如雙方對(duì)試驗(yàn)的結(jié)果有不一致意見，雙方協(xié)商解決；如仍不能達(dá)成一致，則提交雙方上級(jí)部門協(xié)調(diào)。3.7Whenperformanceacceptancetestisconducted,ifonepartyreceivesnoticefromtheotherpartybutdoesnotsendpersonneltoparticipateinthetest,itwillberegardedthatitacceptstheacceptancetestresultandshallconfirmthetestandaffixasealtoit.進(jìn)行性能驗(yàn)收試驗(yàn)時(shí)，一方接到另一方試驗(yàn)通知而不派人參加試驗(yàn)，則被視為對(duì)驗(yàn)收試驗(yàn)結(jié)果的同意，并進(jìn)行確認(rèn)簽蓋章。Appendix7:Technicalserviceandliaison附件7：技術(shù)服務(wù)和聯(lián)絡(luò)1.TheSeller’ssitetechnicalservice賣方現(xiàn)場(chǎng)技術(shù)服務(wù)1.1Basicrequirementofsiteservice現(xiàn)場(chǎng)服務(wù)的基本要求1.1.1TheSeller’ssitetechnicianaimstoputthesuppliedcontractequipmentintooperationsafely.TheSellershalldispatchcompetentandskillfulsitetechnician.TheSellershallprovideenoughservicedaystosatisfytherequirementofthisproject.IfitisduetotheSeller’sreason,thebelowserviceman-dayscannotcompletetheproject.TheBuyerisentitledtorequiremoredaysandtheSellershallbearthecost.Ontheotherhand,theBuyerisentitledtorequiremoredaysandbearthecostitself.賣方現(xiàn)場(chǎng)技術(shù)服務(wù)人員的目的是使所供的合同設(shè)備安全、正常投運(yùn)。賣方要派出合格的、能獨(dú)立解決問題的現(xiàn)場(chǎng)服務(wù)人員。賣方提供的服務(wù)人天數(shù)能滿足工程需要。如果由于賣方的原因，下表中的人天數(shù)不能滿足工程需要，業(yè)主方有權(quán)追加人天數(shù)，且發(fā)生的費(fèi)用由賣方承擔(dān)。如果由于業(yè)主方的原因，下表中的人天數(shù)不能滿足工程需要，業(yè)主方要求追加人天數(shù)，且發(fā)生的費(fèi)用由業(yè)主方承擔(dān)。1.1.2TheSeller’stechnicianfeeisincludedinthetotalpriceofthecontract.Suchasallsubsidiesandthecostoftraffic,communication,accommodation,medical,eachinsuranceandtaxetc.賣方服務(wù)人員的一切費(fèi)用已包含在合同總價(jià)中，它包括諸如服務(wù)人員的工資及各種補(bǔ)助、交通費(fèi)、通訊費(fèi)、食宿費(fèi)、醫(yī)療費(fèi)、各種保險(xiǎn)費(fèi)、各種稅費(fèi)、等等。1.1.3Thesitetechnicianshallworkatthesametimeasotherpersonnel’srequirement.TheBuyerwillnotextrapayforworkingovertimeandworkingonholiday.現(xiàn)場(chǎng)服務(wù)人員的工作時(shí)間與現(xiàn)場(chǎng)要求相一致。業(yè)主方不再因賣方現(xiàn)場(chǎng)服務(wù)人員的加班和節(jié)假和節(jié)假日而另付費(fèi)用。1.1.4WithouttheBuyer’sapproval,theSellercannotchangethesitetechnician.AndtheSellershallreplacetheincompetentsitetechnician.未經(jīng)業(yè)主方同意，賣方不隨意更換現(xiàn)場(chǎng)服務(wù)人員。同時(shí)，賣方將及時(shí)更換業(yè)主方認(rèn)為不合格的賣方現(xiàn)場(chǎng)服務(wù)人員。1.1.5Fillingthesitetechnicianscheduleintothebelowtable,andespeciallytheservicewhichisincludedintheSeller’srelativequotation.按下述表格填寫現(xiàn)場(chǎng)服務(wù)人員計(jì)劃，報(bào)價(jià)中相關(guān)費(fèi)用充分。SiteservicePlanTable（oneunits）現(xiàn)場(chǎng)服務(wù)計(jì)劃表（單臺(tái)機(jī)組）序號(hào)技術(shù)服務(wù)內(nèi)容計(jì)劃人日數(shù)派出人員構(gòu)成備注職稱人數(shù)1指導(dǎo)安裝1天技師1人2調(diào)試1天工程師1人3性能試驗(yàn)1天工程師1人1.1.6Inthefollowingcondition,theserviceman-dayswillnotbecountintotheSeller在下列情況下發(fā)生的服務(wù)人天數(shù)將不計(jì)入賣方現(xiàn)場(chǎng)總服務(wù)人天數(shù)中：a.Theman-daysareincapableofperformasaservicefacilitiesanddisqualifytoprovideserviceduetotheSeller’sresponse.由于賣方原因不能履行服務(wù)人員職責(zé)和不具備服務(wù)人員條件資質(zhì)的現(xiàn)場(chǎng)服務(wù)人員天數(shù);b.Theincreasingofman-daysduetothereasonthattheSeller’sproblemswithsolvingdesign,installing,testing,andtrailrunning.賣方為解決在設(shè)計(jì)、安裝、調(diào)試、試運(yùn)等階段的自身技術(shù)、設(shè)備等方面而出現(xiàn)的問題而增加的現(xiàn)場(chǎng)服務(wù)人天數(shù)；c.Increasingtheman-daysnumberduetoothertheSeller’sreason因其他賣方原因而增加的現(xiàn)場(chǎng)服務(wù)人員。1.2TheSeller’ssitetechnicianmustqualifythefollowingaptitude.賣方現(xiàn)場(chǎng)服務(wù)人員具備有下列資質(zhì)：1.2.1Obeylaw;obeyalltheonsiterulesandsystem.遵守法紀(jì)，遵守現(xiàn)場(chǎng)的各項(xiàng)規(guī)章和制度。1.2.2Havegoodresponsibilityandenterprise,workontime.有較強(qiáng)的責(zé)任感和事業(yè)心，按時(shí)到位。1.2.3Understandcontractequipmentdesign,familiarwithitsstructure,withsimilarexperienceoftheunitandcaninstructcorrectlyonsite.了解合同設(shè)備的設(shè)計(jì)，熟悉其結(jié)構(gòu)，有相同或相近機(jī)組的現(xiàn)場(chǎng)工作經(jīng)驗(yàn)，能夠正確地進(jìn)行現(xiàn)場(chǎng)指導(dǎo)。1.2.4身體健康，適應(yīng)現(xiàn)場(chǎng)工作的條件。1.2.5TheSellermustprovidetheservicetechnician’sbackgroundcheck.TheSellerresponsetoreplaceanydisqualifiedtechnician.賣方向業(yè)主方提供服務(wù)人員情況表。賣方須更換不合格的賣方現(xiàn)場(chǎng)服務(wù)人員。1.3DutyoftheSeller’ssitetechnician.賣方現(xiàn)場(chǎng)服務(wù)人員的職責(zé)1.3.1TheSellersitetechnician’sdutyincludingrequestingequipmentdeliverontime,checkinginvoice,dealingwithequipmentqualityproblem,guidinginstallationandtrailrun,attending
