彈性工作時(shí)間政策HUAsystemofficeroom【HUA16H-TTMS2A-HUAS8Q8-HUAH1688】SampleFlextimePolicyTheStateofColorado'sexplanationofflextime.Thisalsoincludesfoursampleflextimerequestforms.ThispolicywaspreparedbythedivisionofhumanresourcesintheColoradoDepartmentofPersonnel&Administration,Novemberof2001.Itincludesanexplanationofthebenefitsofflextim,thedrawbacksadiscussionofhowaflextimescheduleiscreat,dandsampleflextimerequestfor.sTheStateofColorado’sWork-Lifealternativeworkarrangementprogramsstrivetoofferflexibilitytoemployeesandmanagers.Formanyemployees,primaryvalueshaveswitchedfromcompensationtoflexibilityinsupportofwork-lifebalance.These[下載自管理資源吧]programsallowmanagerstocarryoutessentialbusiness,whileaccommodatinganever-changingdiverseworkforce.Individualstateagencieshavetherighttodecidehowandwhethertoimplementalternativeworkschedulingprograms.FormoreinformationseetheattacheddocumentsorvisitourWebsiteat(fillinaddressforyourcompany):Whatisflextime?Flextimeisawaytoredesignorrestructuretraditionalworkschedulessotheemployeeworksdailyhoursdifferentfromregularofficehoursorworksafullscheduleinfewerdays.Employerscanusethisoptiontoaccommodatethechangingworkforceandbusinessneeds.Employeescanuseinnovativeschedulingtofulfillavarietyofpersonalneeds,includingfamilyresponsibilities,routinehealthappointments,educationalactivities,andvolunteerandwellnessactivities.Thistypeofschedulingisflexibleenoughtobeusedonanongoingoras-neededbasis.Forexample,theemployeemaytaketwohourstoattendparent-teacherconferencesandthenmakeupthetimeduringthesameworkweek.Flextimeallowsanemployeetomanagepersonalandworkactivitieswithoutlostworktime.Reducedworktime(e.g.,jobsharing)andflexibleworksitesarealsoformsofalternativeworkarrangementsandcanbeusedinconjunctionwithflextime,butthefocushereisonrestructuredworkschedules.FlextimecomeswithseveraloptionsThemostcommonformofflextimeisafixedschedulewheretheemployeeworksthesamesethourseachdaybutitvariesfromtheregularcorebusinesshoursoftheoffice,e.g.,7:30a.m.to4:30p.m.inanofficethatisnormallyopenfrom8:00a.m.to5:00p.m.Otherflextimeoptionsincludethefollowing.DailyFlex-schedule--aflexibleschedulewheretheemployeeisfreetosethis/herownworkhourswithinlimitsestablishedbymanagement.Therearethreecomponents.CorePeriod--thehoursinaworkdaywhenallstaffareneeded,e.g.,9a.m.to11a.m.and1p.m.to3p.m.,whenmeetingsarelikelytobescheduled,customercontactisheaviest,etc.Bandwidth--thehoursduringwhichmanagersallowflexiblescheduling(includesthecoreperiod).Itdefinestheearliesttimeemployeesmayarriveandthelatesttimetheymayleave,e.g.,6a.m.to7p.m.FlexibleHours--thehoursanemployeechoosestowork.Underoneapproach,workschedulescanvarydailywithinthebandwithoutpriorapprovalaslongasthefullworkweekiscompleted.Avariationisstaggeredworkhourswhereemployeesbeginandendatindividuallybased,fixedtimesthatdonotchangedailybutmayperiodicallychangeonspecificdates.Thearrangementcanbeusedonapermanentortemporarybasis,e.g.,tomakeupmissedtime.Compressedworkweek--aflexibleschedulewhereafullworkweekiscompletedinfewerthanfivedaysbyincreasingthenumberofhoursworkedperday.Themorecommonexamplesarethefour-day(10hoursperday)orthree-day(12hoursperday)workweeks.5x4workweek--aflexibleschedulewherefourdaysareworkedinoneweekandfiveinthenextforatotalof80hours.Therearevariationsonthistypeofschedule.Thekeyisworking80hoursoveratwo-weekperiod.Thisarrangementmayrequiretheredefinitionofaworkweekforemployeeswhoareeligibleforovertime(two40-hourweeks).Isflextimeallowedbythestatepersonnelsystem?SeveralExecutiveOrdersendorseflextimeasanappropriateandbeneficialemploymentpracticeandurgemanagerstousetheconceptasbusinessneedspermit.AnExecutiveOrderalsoestablishesthestate'semployerpolicyonwork-relatedfamilyissues.Thispolicypromotesflexibilityandinnovationinjobdesignandworkhours.Managersareexpectedtomakeeveryreasonableefforttodealwithwork-lifeissuesequitably,flexibly,andcompassionatelywithoutadverselyaffectingthemissionoftheagency.Byincreasingawarenessanduse,thestatecanmaximizethebenefitsfromthesecreative,flexiblearrangements.Whoiseligible?Anyemployeeiseligible;however,noteveryjoblendsitselftoflextime.Itwilldependonthenatureofthejobandthebusinessneedsoftheworkunit.Flextimeisvoluntary.Onlytheemployeewithanidentified,documentedperformanceproblemshouldnotbeofferedthisoption.Also,themanagermayexcludeanemployeewhosepresenceiscriticalduringstandardworkhours,e.g.,assemblylineoperationsorsmallofficeswherenoalternatecoverageisavailable.Becauseoftherequirementtopayovertimetoemployeesinovertime-eligiblejobs,flextimeschedulesfortheseemployeesshouldbedevelopedcarefully.Flextimeisnotarightbutabusinessarrangement.Noemployeeisentitledtoflextimeandapprovalofthearrangementisthesolediscretionoftheemployer.WhatarethebenefitsofflextimeImprovedserviceandimage.Theworkunitmaybeabletokeeptheofficeopentothepublicformorehours,givinggreateraccesstoservicesandanimprovedimageoftheagency.Reducedcongestionintrafficandparkinglots.Employeesreducethenumberofcommutingtripsandoftenwhentheydocommute,itisduringnon-peakhours.Competitiveedge.Itcanincreasethepoolofqualifiedjobapplicantswhootherwisemightnotbeavailableorwillingtoconsiderstatejobs.Italsohelpsretainvaluableemployeesbecausetheycanadjusttheirhourstomeetpersonalneedsinsteadofhavingtouseleaveorresign.Studiesshowthatoneofthetopdemandsfromtoday’sworkforceisflexibilitytodealwithpersonalandcareerneeds.Thisresearchalsoshowsthatincreasingnumbersofemployeeshaveturneddown"better"joboffers(moremoney)infavorofalessrigidworkingenvironment.Lessuseofpaidleave.Employeeshavemoretimetoschedulepersonalmattersduringconvenientnon-worktimesinsteadofhavingtotakeleave.Forexample,appointmentscanbescheduledduringnon-workhoursortimecanmoreeasilybemadeup.Theemployerdoesnotloseproductivitydueto“downtime.Virtuallyeliminatestardiness.Ifanemployeeislate,timecanbemadeupsometimeduringtheworkweek.Employeescansettheirownstarttimestofittheir"biologicalclocks"sotheemployercantakeadvantageofemployees'peaktimes.Betteruseofequipment.Congestionatofficemachinescanberelieved,thusavoidingadditionalpurchases.Betterorganizationofwork.Workflowandschedulingmustbecarefullyplannedtofittheworkforcetotheworkload.Periodsofpeakactivityandidletimearebettermanagedsothatmoreworkcanbedoneinthesamenumberofhours.Bettermanagementpractices.Productivityismorevalidlyjudgedbymeasuringresultsorcontributionsvs.watchingtimeclocks.Timeisscheduledmoreeffectively.Forexample,meetings,visitsandphonecallscanbescheduledduringcorehours.More"quiet"timecanbecreatedtotackleworkrequiringconcentration.Theresultisbettertimemanagementpractices.Improvedproductivity.Employeesfeelmorecontroloverpartoftheirworkenvironmentsotheyaremoresatisfiedwiththeirwork.Withimprovedsatisfactionandmoralecomesmoreproductivity.Flextimecanresultingreaterefficiencyandqualityofservice,e.g.,morecontinuoustimetoworkwitha4x10schedule.Studiesreportthatemployeeswhoaresatisfiedwiththeirworkenvironmentandsupervisoryrelationshipdeliverbettercustomerservice,resultinginimprovedcustomersatisfaction.Bettermanagers.Inanatmosphereofmutualtrustandcooperation,managerscanbecomemoreeffectivethroughimprovedrelations,greateremployeeparticipationinthemanagementoftheunit,increasedproductivityandqualityofservice,etc.Amanagerhasanopportunitytopracticeskillsandenhancehis/herpersonalreputationasagoodmanager.Nocostoption.Theworkplacecanbeimprovedatnocost.Insomecases,overtimecostscanbereducedoreliminatedthroughimprovedworkplanningandschedulingwhileincreasinghoursofcoverageorservice.WhatarethedrawbacksofflextimeIttakesplanningandadjustmenttosetupflextimeinitially.Thoughtmustbegiventosupervisoryarrangements,adequatestaffing,communication,andcoordinationandcompletionofworkassignmentsandperformancemanagement.Thenatureofbusinessandcharacteristicsofajoboremployeemaynotbeappropriateforflextime.Withoutclearandadequatecommunication,thereisapossibilitythatflextimemaycometobeviewedasanentitlement.HowisaflextimeschedulecreatedFlextimerequiresplanning.Themorecarefullyplanned,themorelikelyallinvolvedwillseethebenefitsandthebetterthechancesforsuccess.Employeeinvolvementintheplanning,implementation,andevaluationisstronglyencouragedasitcanleadtobetterbusinessdecisionsfortheworkunit.Developaplan.Considerallaspectsandpotentialimpactsontheworkunit.Createaplanthatoutlinesthespecificarrangementfortheworkunit.WhatisgainedbyusingflextimeDefinetheobjectivesandthebenefitsorimpacttotheworkunit,manager,employee,co-workers,andcustomers.3.Examinetheworkculture,natureofbusiness,andoperationalneedsfortheworkunittodetermineifflextimeisfeasible,e.g.,leveloftrust,levelofmanagementsupport,natureofservicesandjobs,amountof“facetime"requiredasopposedtoresults,otherflexiblepracticesalreadyinplace.HowwillprocessesbeusedtodocumenthoursworkedandresultsachievedWhataboutaccessibilityincaseofabusinessemergencyorwhentheemployeeneedstobephysicallypresentConsidertheappropriatenessofflextimeforthejobholder,e.g.,performancerecord,levelofindependence,demonstratedself-disciplineandmotivation,desireorabilitytoworklongerdays.2.Developselectioncriteria.Themanagerdetermineswhatfactorstoconsiderwhenmakingdecisionsonrequestsbutprimaryisalwaysoperationalneedsinrelationtojobassignmentsandthenthejobholders.Thesefactorsshouldbeworkedoutaheadoftimeandbepartofthewrittenplan.EstablishcriteriaforapprovingrequestsSomeideasincludepossiblebenefitstotheorganization,potentialdrawbacks,requestsbyothersintheworkunit,dutiesofthejobandiftheycanbeeffectivelyperformedwiththenewschedule,thelevelofstaffingandsupervisionneededatvarioustimes,thelevelofservicethatwouldbeprovidedtocustomers,theschedulesofotheremployeesoutsidetheworkunitwithwhomthejobmustcoordinate,etc.EstablishawaytobreaktiesforrequestsSomeideasincludeperformance,seniority,drawlots,orrotation.C.Establishsanctionsforabuse.UnderwhatcircumstanceswilltheschedulebeterminatedExamplesofabuseincludeinaccuratetimesheetsoracontinuingdecreaseinproductivitythatindicatesanemployeeisnotworkingduringflexiblehours.Remember,eveningcaseswherethereisnoabuse,thearrangementmaybediscontinuedatC.Establishsanctionsforabuse.E.Submitawrittenrequest.Theemployeesubmitsawr
