Ialsounderstandthatbecauseitsanelectionseason,expectationsforwhatwellachievethisyeararelow.Still,Mr.Speaker,Iappreciatetheconstructiveapproachyouandtheotherleaderstookattheendoflastyeartopassabudgetandmaketaxcutspermanentforworkingfamilies.SoIhopewecanworktogetherthisyearonbipartisanprioritieslikecriminaljusticereform,and

helpingpeoplewhoarebattlingprescriptiondrugabuse.Wejustmightsurprisethecynicsagain.

Buttonight,Iwanttogoeasyonthetraditionallistofproposalsfortheyearahead.Dontworry,Ivegotplenty,fromhelpingstudentslearnto

Americahasbeenthroughbigchangesbefore

warsanddepression,theinfluxofimmigrants,

workersfightingforafairdeal,andmovementstoexpandcivilrights.Eachtime,therehavebeen

thosewhotoldustofearthefuture;whoclaimedwecouldslamthebrakesonchange,promisingtorestorepastgloryifwejustgotsomegrouporideathatwasthreateningAmericaundercontrol.And

eachtime,weovercamethose

fears.Wedidnot,inthewordsofLincoln,adheretothedo

Infact,itsthatspiritthatmadetheprogressofthesepastsevenyearspossible.Itshowwe

recoveredfromtheworsteconomiccrisisin

generations.Itshowwereformedourhealthcaresystem,andreinventedourenergysector;howwedeliveredmorecareandbenefitstoourtroopsandveterans,andhowwesecuredthefreedomineverystatetomarrythepersonwelove.

Butsuchprogressisnotinevitable.Itistheresultofchoiceswemaketogether.Andwefacesuchchoicesrightnow.Willwerespondtothechangesofourtimewithfear,turninginwardasanation,andturningagainsteachotherasapeople?Orwillwefacethefuturewithconfidenceinwhoweare,whatwestandfor,andtheincrediblethingswecandotogether?

Soletstalkaboutthefuture,andfourbig

questionsthatweasacountryhavetoanswer

regardlessofwhothenextPresidentis,orwhocontrolsthenextCongress.

First,howdowegiveeveryoneafairshotatopportunityandsecurityinthisneweconomy?

Second,howdowemaketechnologyworkforus,andnotagainstusespeciallywhenitcomestosolvingurgentchallengeslikeclimatechange?Third,howdowekeepAmericasafeandleadtheworldwithoutbecomingitspoliceman?

Andfinally,howcanwemakeourpolitics

reflectwhatsbestinus,andnotwhatsworst?Letmestartwiththeeconomy,andabasicfact:theUnitedStatesofAmerica,rightnow,hasthestrongest,mostdurableeconomyintheworld.Wereinthemiddleofthelongeststreakof

private-sectorjobcreationinhistory.Morethan

14millionnewjobs;thestrongesttwoyearsofjob

growthsincethe90s;anunemploymentratecutin

half.Ourautoindustryjusthaditsbestyearever.

Manufacturinghascreatednearly900,000newjobsinthepastsixyears.Andwevedoneallthiswhilecuttingourdeficitsbyalmostthree-quarters.AnyoneclaimingthatAmericaseconomyisindeclineispeddlingfiction.WhatistrueandthereasonthatalotofAmericansfeelanxiousisthattheeconomyhasbeenchanginginprofoundways,changesthatstartedlongbeforetheGreat

Recessionhitandhaventletup.Today,technologydoesntjustreplacejobsontheassemblyline,butanyjobwhereworkcanbeautomated.Companiesinaglobaleconomycanlocateanywhere,andface

toughercompetition.Asaresult,workershavelessleverageforaraise.Companieshavelessloyaltytotheircommunities.Andmoreandmorewealthandincomeisconcentratedattheverytop.

Allthesetrendshavesqueezedworkers,evenwhentheyhavejobs;evenwhentheeconomyis

growing.Itsmadeitharderforahardworking

familytopullitselfoutofpoverty,harderfor

youngpeopletostartontheircareers,andtougherforworkerstoretirewhentheywantto.And

althoughnoneofthesetrendsareuniquetoAmerica,theydooffendouruniquelyAmerican

beliefthateverybodywhoworkshardshouldgetafairshot.

Forthepastsevenyears,ourgoalhasbeenagrowingeconomythatworksbetterforeverybody.Wevemadeprogress.Butweneedtomakemore.Anddespiteallthepoliticalargumentswevehadthesepastfewyears,therearesomeareaswhere

Americansbroadlyagree.

WeagreethatrealopportunityrequireseveryAmericantogettheeducationandtrainingthey

needtolandagood-payingjob.Thebipartisan

reformofNoChildLeftBehindwasanimportant

start,andtogether,weveincreasedearly

chil

dhood

education,li

ftedhi

hschoolgraduat

ionratestonewhighs,andboostedgraduatesinfieldslikeengineering.Inthecomingyears,weshouldbuildonthatprogress,byprovidingPre-Kforall,

offeringeverystudentthehands-oncomputer

scienceandmathclassesthatmakethemjob-readyondayone,andweshouldrecruitandsupportmoregreatteachersforourkids.

AndwehavetomakecollegeaffordableforeveryAmerican.

Becausenohardworkingstudentshouldbestuckinthered.Wevealreadyreducedstudentloanpaymentstotenpercentofaborrowersincome.Now,weveactuallygottocutthecostofcollege.

Providingtwoyearsofcommunitycollegeatnocostforeveryresponsiblestudentisoneofthebestwaystodothat,andImgoingtokeepfightingtogetthatstartedthisyear.

Ofcourse,agreateducationisntallweneedinthisneweconomy.Wealsoneedbenefitsand

protectionsthatprovideabasicmeasureof

security.Afterall,itsnotmuchofastretchtosaythatsomeoftheonlypeopleinAmericawhoaregoingtoworkthesamejob,inthesameplace,withahealthandretirementpackage,for30years,are

sittinginthischamber.Foreveryoneelse,

especially

folksintheirfortiesandfifties,

savingforretirementorbouncingbackfromjoblosshasgottenalottougher.Americansunderstandthatatsomepointintheircareers,theymayhavetoretoolandretrain.Buttheyshouldntlosewhattheyvealreadyworkedsohardtobuild.

ThatswhySocialSecurityandMedicarearemoreimportantthanever;weshouldntweakenthem,weshouldstrengthenthem.AndforAmericansshortofretirement,basicbenefitsshouldbejustasmobileaseverythingelseistoday.Thatswhatthe

AffordableCareActisallabout.Itsaboutfillingthegapsinemployer-basedcaresothatwhenwelose
