MaterialSafetyDataSheets(MSDS).物料安全數(shù)據(jù)表4.1.1TheConstructionManagementwillcarryamobilephoneatalltimeswhileondutyorwhenoncall.值班工程師在其當班時將隨時身帶移動電話和呼機。OutofofficehoursatelephoneansweringmachinemaybeactivatedtoprovidecallerswithProjectout-of-hoursemergencytelephonenumbers.下班后，應使電話應答機處于工作狀態(tài)，以向來電者提供項目下班時用的緊急電話號碼。TheidentifiedconferenceroomatProjectwillalsoserveastheEmergencyCo-ordinationRoom,toprovideabasefromwhichtheEmergencyResponseTeamcanco-ordinateeffortstohelpresolveanyarisingcrisis.項目的指定會議室也將用作緊急事故協(xié)調(diào)室，成為緊急響應小組的指揮中心，進行協(xié)調(diào)作業(yè)，協(xié)助解決出現(xiàn)的危機。ResponsetoEmergencies對緊急事故的響應4.2.1Level11級4.2.1直接的主管有責任與承包商HSE經(jīng)理/工程師聯(lián)系，向(其)提供緊急事件的全部詳情。然后承包商的HSE經(jīng)理/工程師必須采取適當行動。 4如果由于種種原因，聯(lián)系不上承包商的HSE經(jīng)理/工程師，應直接打電話給區(qū)域施工經(jīng)理或其指定人員，他可以處理這種事情或者能聯(lián)系上其它合適人員。4.2.2 2級 4對這一級的緊急事件也要采取上述行動，但若事故較為嚴重，還應通知項目HSE經(jīng)理或其副手、區(qū)域施工經(jīng)理。項目HSE經(jīng)理必須開始事故調(diào)查活動。 43級 4凡涉及3級的緊急事件均應打電話給項目經(jīng)理。一旦收到出現(xiàn)3級的緊急事件的電話，應采取下列行動。項目經(jīng)理應立即與全體緊急響應小組成員聯(lián)系，告訴他們發(fā)生的情況，并指示他們?nèi)ナ鹿尸F(xiàn)場，必要時將緊急事故協(xié)調(diào)室搬過去。一旦聯(lián)系完畢，項目經(jīng)理應立即去事故現(xiàn)場。 4一旦緊急協(xié)調(diào)室已經(jīng)搬遷，項目經(jīng)理應通知承包商HSE經(jīng)理緊急協(xié)調(diào)室已完全搬好，所有的通信可在兩個中心之間進行。 4.2.4 Oncethenatureoftheemergencyhasbeenestablished,theProjectManagermustdeterminetheextentofback-upandsupportrequired.HemustalsoliaisewiththeContractors’HSEManagerandestablishwhethera一旦緊急事件的性質(zhì)已經(jīng)確定，項目經(jīng)理必須決定后援和支持的程度（范圍）。他還必須與承包商HSE經(jīng)理保持聯(lián)系，以明確項目高級代表是在承包商辦公室、警察總部還是在醫(yī)院等（為好）。 4項目經(jīng)理可要求承包商提供一份受害地點更新的“現(xiàn)場人員”名單。 4涉及到緊急事件的任何人應保留所有（發(fā)出的和收到的）信息的日記以及采取的行動記錄。為此，可以接受在普通紙張上作明確而易讀的筆記。事件結(jié)束后，筆記必須加以分類保管，以備將來管理層或有關機關查閱。事故后應盡快進行匯報會議。 4.2.7 ShoulditbenecessaryforaProjectRepresentativeTeamtoattendthecontractors’premises,thenominatedpersonmustbeequippedwithallProject如果必須要有項目代表到承包商辦公室，該指定人員必須配備以項目所有“在現(xiàn)場人員”集體名字、聯(lián)系電話和手機號。 4.2.8Media-MediacallsmustbereferredtoProjectManagerandConstructionManagerIfthisprovestobeimpracticalduetothecontractordelayingreleaseofinformation,theProjectManagermayreleaseastatementacknowledgingawarenessoftheemergency,thelocationoftheemergencyandstatingthefactthatProjectEmergencyResponseTeamhasbeenmobilizedandisworkingwiththecontractortoco-ordinatetheresponse.媒體-媒體的來電必須提交項目經(jīng)理和施工經(jīng)理。假如由于承包商推遲發(fā)布信息而使之不能進行時，項目經(jīng)理可發(fā)布一項聲名，告知對突發(fā)事件的注意、突發(fā)事件的位置并指出事實上項目應急小組已調(diào)動，正與承包商一起工作以協(xié)調(diào)應對。 4.2.9 Oncetheinitialstatementandfurtherstatementshavebeenreleased,theProjectManagerorhisdesignatemaybesubjectedtoreceivingnumerouscallsfromthemedia.OnlyapprovedinformationgiventothembySeniorProjectManagementshallbeissued.一旦最初的聲明和進一步的聲明公布后，項目經(jīng)理或其委派人可能會收到大量來自于媒體的電話。只有經(jīng)高級項目管理部門同意提供給他們的信息方可發(fā)布。 4.2.10 Onnoaccountshouldanyonedealingwiththeemergency,assumeorsurmiseanything.媒體應對小組決不能推測，假定或臆想任何事情。 4應急疏散-在突發(fā)事件造成人員從現(xiàn)場疏散的情況下，承包商的HSE經(jīng)理應確保進行“人頭清點”，所有雇員均有下落，對被疏散者安排相應的照料。 lEmergencyResponsepersonnelenteringthereleaseareamustweartheproperpersonnelprotectiveclothingandrespiratoryprotection.在環(huán)境性泄漏的情況下，必須立即通知項目HSE經(jīng)理，并由其通知應急小組成員。泄漏的類型和量度以及當時的天氣狀況必須予以考慮，并在調(diào)動應急人員之前對危險作出完全的評價。所有進入泄漏區(qū)域的應急小組成員必須穿戴合適的人身防護衣服和防毒面具。Non-Hazardousmaterialsshouldbestoppedatthesourceofrelease.Containmentandcleanupshouldbeginassoonasreasonablypossible.非危險性材料應停放在釋放原地。裝封和清掃應盡快開始。HazardousmaterialsThissitepracticedoesnotcoveranysignificantHazardousrelease.Incaseofsignificantreleaseallpersonnelaretobeevacuatedfromtheimmediateareaandthatareaistobecordoned/barricadedoff.Containmentmustnotproceeduntiltheassociatedhazardsareassessedandworkersafetyisassured.CleanupmustnotproceeduntilaJobHazardAnalysisandSafeWorkPlanisdevelopedthatwillassurethewell-beingofcleanuppersonnel.危險性材料這一現(xiàn)場操作不包括重大的危險性泄漏。在發(fā)生重大的泄漏時，所有人員均應從直接區(qū)域疏散且該區(qū)域應予以布設警戒線/隔離。裝封只有等到有關的危險性作出評價且工人的安全得到保證后方可進行。清掃必須在確保清掃人員安全健康的安全工作方案和工作危險性分析出臺之后方可進行。5.4.1ReportingEnvironmentalIncidents環(huán)境事故的報告AllEnvironmentalreleaseNearMissincidentsaretobedocumentedandreportedtotheProject/ConstructionHSEManager.所有未遂環(huán)境性泄漏事件應列入文件并報告項目HSE經(jīng)理。AllEnvironmentalreleasesNonHazardousandHazardousmustbereportedtoProject/ConstructionHSEManager.所有無危險性和有危險性的環(huán)境性釋放必須報告項目HSE經(jīng)理。SECURITYINCIDENTS保安事故Securityincidentscouldincludetheentryofunauthorizedpersonneltothesiteoracriminalactivitythathasbeendetectedonthesite.保安事故包括未授權人員進入現(xiàn)場或在現(xiàn)場發(fā)現(xiàn)犯罪行為。Onceasecurityincidenthasbeendetected,theChiefofSecuritywillbenotifiedandwilldirecttheappropriateaction.TheChiefofSecuritywillnotifytheProjectManagerforadviceoncehehasgatheredthenecessaryinformationconcerningtheincident.Undernocircumstanceswillsecuritypersonnelconfrontanindividual(s)whois/areinthepositionofcausingthemharm.Insuchcasesthelocalauthoritiesmaybesummonedtocomeontothesitetodealwiththesituation.一旦發(fā)現(xiàn)保安事故，保安負責人將被告知并將指揮相應的行動。保安主管一旦匯總了有關事故的必要資料后應通知項目經(jīng)理以征得建議。保安人員在任何情況下不得和那些準備傷害他們的人員發(fā)生沖突。在這種情況下，可以通知當?shù)鼐觳块T到現(xiàn)場進行處理。
