2、toselectaPresidentialcandidate.Sincethattime,DemocratshavecontinuedtoconveneonceeveryfouryearsanddraftapartyplatformandnominateaPresidentialcandidate.Andourmeetingthisweekisacontinuationofthattradition.Butthereissomethingdifferentabouttonight.Thereissomethingspecialabouttonight.Whatisdifferent?Whati

3、sspecial?I,BarbaraJordan,amakeynotespeaker.Alotofyearspassedsince1832,andduringthattimeitwouldhavebeenmostunusualforanynationalpoliticalpartytoaskthataBarbaraJordantodeliverakeynoteaddress.ButtonighthereIam.AndIfeelthatnotwithstandingthepastthatmypresencehereisoneadditionalbitofevidencethattheAmeric

4、anDreamneednotforeverbedeferred.NowthatIhavethisgranddistinctionwhatintheworldamIsupposedtosay?IcouldeasilyspendthistimepraisingtheacplishmentsofthispartyandattackingtheRepublicans-butIdon'tchoosetodothat.IcouldlistthemanyproblemswhichAmericanshave.Icouldlisttheproblemswhichcausepeopletofeelcyni

5、cal,angry,frustrated:problemswhichincludelackofintegrityingovernment;thefeelingthattheinpidualnolongercounts;therealityofmaterialandspiritualpoverty;thefeelingthatthegrandAmericanexperimentisfailingorhasfailed.Icouldrecitetheseproblems,andthenIcouldsitdownandoffernosolutions.ButIdon'tchoosetodot

6、hateither.ThecitizensofAmericaexpectmore.Theydeserveandtheywantmorethanarecitalofproblems.Weareapeopleinaquandaryaboutthepresent.Weareapeopleinsearchofourfuture.Weareapeopleinsearchofanationalmunity.Weareapeopletryingnotonlytosolvetheproblemsofthepresent,unemployment,inflation,butweareattemptingonal

7、argerscaletofulfillthepromiseofAmerica.Weareattemptingtofulfillournationalpurpose,tocreateandsustainasocietyinwhichallofusareequal.Throughoutouthistory,whenpeoplehavelookedfornewwaystosolvetheirproblems,andtoupholdtheprinciplesofthisnation,manytimestheyhaveturnedtopoliticalparties.Theyhaveoftenturne

8、dtotheDemocraticParty.Whatisit?WhatisitabouttheDemocraticPartythatmakesittheinstrumentthepeopleusewhentheysearchforwaystoshapetheirfuture?WellIbelievetheanswertothatquestionliesinourconceptofgoverning.Ourconceptofgoverningisderivedfromourviewofpeople.Itisaconceptdeeplyrootedinasetofbeliefsfirmlyetch

9、edinthenationalconscienceofallofus.Nowwhatarethesebeliefs?First,webelieveinequalityforallandprivilegesfornone.ThisisabeliefthateachAmericanregardlessofbackgroundhasequalstandinginthepublicforum-allofus.Becausewebelievethisideasofirmly,weareaninclusiveratherthananexclusiveparty.Leteverybodye!Ithinkit

10、noaccidentthatmostofthoseemigratingtoAmericainthe19thcenturyidentifiedwiththeDemocraticParty.WeareaheterogeneouspartymadeupofAmericansofpersebackgrounds.Webelievethatthepeoplearethesourceofallgovernmentalpower;thattheauthorityofthepeopleistobeextended,notrestricted.Thiscanbeacplishedonlybyprovidinge

11、achcitizenwitheveryopportunitytoparticipateinthemanagementofthegovernment.Theymusthavethat,webelieve.Webelievethatthegovernmentwhichrepresentstheauthorityofallthepeople,notjustoneinterestgroup,butallthepeople,hasanobligationtoactively-underscoreactively-seektoremovethoseobstacleswhichwouldblockinpid

12、ualachievement-obstaclesemanatingfromrace,sex,economiccondition.Thegovernmentmustremovethem,seektoremovethem.Weareapartyofinnovation.Wedonotrejectourtraditions,butwearewillingtoadapttochangingcircumstances,whenchangewemust.Wearewillingtosufferthedisfortofchangeinordertoachieveabetterfuture.Wehaveapo

13、sitivevisionofthefuturefoundedonthebeliefthatthegapbetweenthepromiseandrealityofAmericacanonedaybefinallyclosed.Webelievethat.This,myfriends,isthebedrockofourconceptofgoverning.ThisisapartofthereasonwhyAmericanshaveturnedtotheDemocraticParty.Thesearethefoundationsuponwhichanationalmunitycanbebuilt.L

14、et'sallunderstandthattheseguidingprinciplescannotbediscardedforshort-termpoliticalgains.Theyrepresentwhatthiscountryisallabout.TheyareindigenoustotheAmericanidea.Andtheseareprincipleswhicharenotnegotiable.Inothertimes,IcouldstandhereandgivethiskindofexpositiononthebeliefsoftheDemocraticPartyandt

15、hatwouldbeenough.Buttodaythatisnotenough.Peoplewantmore.ThatisnotsufficientreasonforthemajorityofthepeopleofthiscountrytovoteDemocratic.Wehavemademistakes.Werealizethat.Inourhastetodoallthingsforallpeople,wedidnotforeseethefullconsequencesofouractions.Andwhenthepeopleraisedtheirvoices,wedidn'the

16、ar.Butourdeafnesswasonlyatemporarycondition,andnotanirreversiblecondition.EvenasIstandhereandadmitthatwehavemademistakes,IstillbelievethatasthepeopleofAmericasitinjudgmentoneachparty,theywillrecognizethatourmistakesweremistakesoftheheart.They'llrecognizethat.Andnowwemustlooktothefuture.Letusheed

17、thevoiceofthepeopleandrecognizetheirmonsense.Ifwedonot,wenotonlyblasphemeourpoliticalheritage,weignorethemontiesthatbindallAmericans.Manyfearthefuture.Manyaredistrustfuloftheirleaders,andbelievethattheirvoicesareneverheard.Manyseekonlytosatisfytheirprivateworkwants.Tosatisfytheirprivateinterests.But

18、thisisthegreatdangerAmericafaces.Thatwewillceasetobeonenationandbeeinsteadacollectionofinterestgroups:cityagainstsuburb,regionagainstregion,inpidualagainstinpidual.Eachseekingtosatisfyprivatewants.Ifthathappens,whothenwillspeakforAmerica?Whothenwillspeakforthemongood?Thisisthequestionwhichmustbeansw

19、eredin1976.Arewetobeonepeopleboundtogetherbymonspirit,sharinginamonendeavor;orwillwebeeapidednation?Forallofitsuncertainty,wecannotfleethefuture.WemustnotbeethenewPuritansandrejectoursociety.Wemustaddressandmasterthefuturetogether.Itcanbedoneifwerestorethebeliefthatweshareasenseofnationalmunity,that

20、weshareamonnationalendeavor.Itcanbedone.Thereisnoexecutiveorder;thereisnolawthatcanrequiretheAmericanpeopletoformanationalmunity.Thiswemustdoasinpiduals,andifwedoitasinpiduals,thereisnoPresidentoftheUnitedStateswhocanvetothatdecision.Asafirststep,wemustrestoreourbeliefinourselves.Weareagenerouspeopl

21、esowhycan'twebegenerouswitheachother?WeneedtotaketoheartthewordsspokenbyThomasJefferson:Letusrestoretosocialintercoursethatharmonyandaffectionwithoutwhichlibertyandevenlifearebutdrearythings.Anationisformedbythewillingnessofeachofustoshareintheresponsibilityforupholdingthemongood.Agovernmentisin

23、us.Andnow,whatarethoseofuswhoareelectedpublicofficialssupposedtodo?WecallourselvespublicservantsbutI'lltellyouthis:Weaspublicservantsmustsetanexamplefortherestofthenation.Itishypocriticalforthepublicofficialtoadmonishandexhortthepeopletoupholdthemongoodifwearederelictinupholdingthemongood.Moreis

24、requiredofpublicofficialsthanslogansandhandshakesandpressreleases.Moreisrequired.Wemustholdourselvesstrictlyaccountable.Wemustprovidethepeoplewithavisionofthefuture.Ifwepromiseaspublicofficials,wemustdeliver.Ifweaspublicofficialspropose,wemustproduce.IfwesaytotheAmericanpeopleitistimeforyoutobesacri
