10、條約;全稱(chēng)聯(lián)合國(guó)氣候變化框架公約的京都議定書(shū))是聯(lián)合國(guó)氣候變化框架公約(United Nations Framework Convention on Climate Change,UNFCCC)的補(bǔ)充條款。是1997年12月在日本京都府京都市的國(guó)立京都國(guó)際會(huì)館所召開(kāi)聯(lián)合國(guó)氣候變化框架公約參加國(guó)三次會(huì)議制定的。其目標(biāo)是“將大氣中的溫室氣體含量穩(wěn)定在一個(gè)適當(dāng)?shù)乃剑员WC生態(tài)系統(tǒng)的平滑適應(yīng)、食物的安全生產(chǎn)和經(jīng)濟(jì)的可持續(xù)發(fā)展”。在京都議定書(shū)談判的關(guān)鍵時(shí)刻,也就是1997年7月25日,美國(guó)參議院通過(guò)了伯瑞德-海格爾決議(Byrd-Hagel Resolution),表達(dá)了美國(guó)關(guān)于氣候變化問(wèn)題的基本立場(chǎng)
