1、中外人才培養(yǎng)協(xié)議綱要Chinese and foreign talent training agreement outline當(dāng)今世界,人才資源已成為最重要的戰(zhàn)略資源。為了提高國家競爭力,世界各國都高度重視開發(fā)人才資源。高等教育國際化是21世紀(jì)世界高等教育發(fā)展中最為凸顯的趨勢之一。以教育推動(dòng)創(chuàng)新,以創(chuàng)新人才成就創(chuàng)新經(jīng)濟(jì),這是一個(gè)全球性的課題。經(jīng)濟(jì)的全球化必然帶來教育的國際化。隨著全國各地城市化進(jìn)程的加快,人才結(jié)構(gòu)的層次也在不斷提高。政府將進(jìn)一步把教育國際化納入?yún)^(qū)域發(fā)展戰(zhàn)略規(guī)劃,加大國際人才的培養(yǎng)力度。In today's world, talent resource has becom

2、e the most important strategic resources. In order to improve the national competitiveness, all countries in the world attach great importance to develop talent resources. Being internationalization is one of the most prominent trend of the higher education development in the 21st century world. To

3、promote creation by education and to use innovative talents to promote innovative economy, this is a global issue. The globalization of economy must lead the internationalization of education. Along with the acceleration of urbanization throughout the country, talent structure hierarchy is also risi

4、ng ceaselessly. The government will further take education internationalization into regional development strategy planning, increasing international talent cultivation.首先,教育部將進(jìn)一步擴(kuò)大中國教育對外交流。主要有科研合作、人才培養(yǎng)合作和中外合作辦學(xué)等幾種形式。鼓勵(lì)有條件的高等學(xué)校與外國知名高等學(xué)校合作培養(yǎng)人才,爭創(chuàng)國家示范性中外合作學(xué)校和中外合作辦學(xué)項(xiàng)目。例如,廣州大學(xué)近日與東方國際教育交流中心簽署合作協(xié)議,國家留學(xué)基金委

5、東方國際教育交流中心將向廣州大學(xué)引入更多的全球優(yōu)質(zhì)教育資源,并逐步向廣州大學(xué)學(xué)生開放。為廣州大學(xué)的國際化建設(shè)搭建平臺(tái),為該校畢業(yè)生出國深造提供良好的條件和途徑,部分項(xiàng)目還將向社會(huì)逐步開放。其中法國CNAM大學(xué)此次在該校招收的碩士預(yù)科項(xiàng)目旨在培養(yǎng)具有英法雙語、專業(yè)技能和管理碩士的復(fù)合型人才。First, the education ministry will further expand China education exchanges. In order to supply a platform to the internationalization of guangzhou university and provide favorable conditions and ways for school graduates to go abroad for further study, part of the project will also gradually open to the society. The university CNAM of France in the school recruit

9、master preparatory program aims to the cultivation of the anglo-french bilingual, professional skills and master of management compound talents.人的全面發(fā)展,包括具有先進(jìn)的理念、開闊的視野、開放的思維和創(chuàng)新的本領(lǐng)。教育要邁向國際化,并不是看有多少學(xué)生拿了多少洋文憑,更主要的是要確立一種新思路,要著眼于一個(gè)國家的核心競爭力。作為國家留學(xué)基金管理委員會(huì)唯一直屬的留學(xué)服務(wù)機(jī)構(gòu)東方國際教育交流中心,不斷利用國家留學(xué)基金管理委員會(huì)的官方資源,與廣東地區(qū)教育資源緊

10、密結(jié)合,尋找創(chuàng)新的服務(wù)模式,通過項(xiàng)目合作,不斷引進(jìn)國外優(yōu)質(zhì)教育資源,積極開展國際合作辦學(xué),形成了鮮明的國際化辦學(xué)特色,增加國內(nèi)外教育的交流機(jī)會(huì),讓世界融入院校,讓院校服務(wù)世界,讓世界了解院校,讓學(xué)生走向世界。在教育、管理、英語培訓(xùn)和文化活動(dòng)等領(lǐng)域開展合作,培養(yǎng)更多的國際化人才。Man's all-round development, including advanced concepts, broad view, open thinking and innovative ability. 17、 study abroad at personal expenses ,and implement students study abroad and internships.“走出去”是為了“引進(jìn)來”。鼓勵(lì)學(xué)子留學(xué)海外,是我國利用全球資源、培養(yǎng)國際化人才的“加速器”。我國堅(jiān)持“支持留學(xué)、鼓勵(lì)回國、來去自由”的方針,努力做好引進(jìn)和用好留學(xué)人才工作。近年來,我國一再加大吸引海外高層次人才回國創(chuàng)新創(chuàng)業(yè)的力度,推出一系列優(yōu)惠政策吸引越來越多的留學(xué)人員回到祖國的懷抱。很多留學(xué)回國人員在經(jīng)濟(jì)、科技、社會(huì)科學(xué)領(lǐng)域取得了突出成績,為改革開放和社會(huì)主義現(xiàn)代化建設(shè)事業(yè)作出了重要貢獻(xiàn)?!癵oing global”
