8、通，施工技術文件的編制、向工程項目部技術交底和施工服務。2.2 工程技術部負責組織輸出文件的評審2.3 工程部和參加輸出文件的評審。3程序3.1 施工現(xiàn)場勘察工程技術部設計員應根據(jù)整體工程實施計劃的要求，按時進入施工現(xiàn)場進行勘察并與顧客溝通。該項活動的目的在于了解施工現(xiàn)場的情況，了解顧客的想法和要求，為深化設計做準備和輸入。3.2 深化設計的輸入3.2.1 確定工程要求作為設計開發(fā)的輸入，工程技術部首先要確定工程的技術要求。該要求體現(xiàn)在以下方面：a）顧客的招標書要求；b）我方的投標書要承諾；c） 合同要求及承諾；d）施工現(xiàn)場特殊情況的要求；e）國家或行業(yè)的相關標準和法規(guī)的要求；f）與顧客溝通時

11、和現(xiàn)場勘察記錄；f) 國家或行業(yè)的相關的標準和法規(guī)；g) 與顧客溝通時顧客的口頭要求記錄；h) 以前類似設計文件。3.3 設計輸入的評審負責技術的人員應審核輸入資料的充分性和正確性。如果需要，還可以再進行收集和輸入。3.4 設計開發(fā)的過程和輸出3.4.1 工程部技術員應按設計輸入的要求進行嚴格的設計，并應達到：a) 圖樣和文件的表達應充分、清楚、準確；b) 符合相應的設計規(guī)范的要求；c) 符合項目的成本預算要求；d) 具有良好的可操作性。3.4.2 設計輸出文件的成套性見“工程技術文件完整性規(guī)定”。3.5 新材料的應用對于從來沒有使用過的原材料、元器件和設備，在選用時要注意材料和設備性能能否滿

12、足要求，并能得到滿足要求的證實性資料，需要時，應做檢驗、試驗或模擬試驗，以確保適用性。3.6 原材料和設備的代用在設計、采購、施工中需要原材料和設備代用時，應確保代用的原材料和設備滿足要求，應履行必要的審批手續(xù)。詳見“設計更改程序”。3.7 輸出評審(即技術交底)3.7.1 設計文件完成后，工程技術部應組織工程部、項目部進行評審，評審和技術交底合并進行，評審應評審以下內容：a) 產品要求(工程特性)是否確定，是否符合顧客和法規(guī)的要求?b) 設計輸出文件能否滿足輸入的要求？c) 輸出文件的完整性和正確性能否滿足規(guī)定要求？3.7.2 評審應由工程技術部形成記錄填寫“技術交底評審表”d) 輸出文件的
