8、通，施工技術(shù)文件的編制、向工程項(xiàng)目部技術(shù)交底和施工服務(wù)。2.2 工程技術(shù)部負(fù)責(zé)組織輸出文件的評(píng)審2.3 工程部和參加輸出文件的評(píng)審。3程序3.1 施工現(xiàn)場(chǎng)勘察工程技術(shù)部設(shè)計(jì)員應(yīng)根據(jù)整體工程實(shí)施計(jì)劃的要求，按時(shí)進(jìn)入施工現(xiàn)場(chǎng)進(jìn)行勘察并與顧客溝通。該項(xiàng)活動(dòng)的目的在于了解施工現(xiàn)場(chǎng)的情況，了解顧客的想法和要求，為深化設(shè)計(jì)做準(zhǔn)備和輸入。3.2 深化設(shè)計(jì)的輸入3.2.1 確定工程要求作為設(shè)計(jì)開發(fā)的輸入，工程技術(shù)部首先要確定工程的技術(shù)要求。該要求體現(xiàn)在以下方面：a）顧客的招標(biāo)書要求；b）我方的投標(biāo)書要承諾；c） 合同要求及承諾；d）施工現(xiàn)場(chǎng)特殊情況的要求；e）國(guó)家或行業(yè)的相關(guān)標(biāo)準(zhǔn)和法規(guī)的要求；f）與顧客溝通時(shí)

11、和現(xiàn)場(chǎng)勘察記錄；f) 國(guó)家或行業(yè)的相關(guān)的標(biāo)準(zhǔn)和法規(guī)；g) 與顧客溝通時(shí)顧客的口頭要求記錄；h) 以前類似設(shè)計(jì)文件。3.3 設(shè)計(jì)輸入的評(píng)審負(fù)責(zé)技術(shù)的人員應(yīng)審核輸入資料的充分性和正確性。如果需要，還可以再進(jìn)行收集和輸入。3.4 設(shè)計(jì)開發(fā)的過程和輸出3.4.1 工程部技術(shù)員應(yīng)按設(shè)計(jì)輸入的要求進(jìn)行嚴(yán)格的設(shè)計(jì)，并應(yīng)達(dá)到：a) 圖樣和文件的表達(dá)應(yīng)充分、清楚、準(zhǔn)確；b) 符合相應(yīng)的設(shè)計(jì)規(guī)范的要求；c) 符合項(xiàng)目的成本預(yù)算要求；d) 具有良好的可操作性。3.4.2 設(shè)計(jì)輸出文件的成套性見“工程技術(shù)文件完整性規(guī)定”。3.5 新材料的應(yīng)用對(duì)于從來(lái)沒有使用過的原材料、元器件和設(shè)備，在選用時(shí)要注意材料和設(shè)備性能能否滿

12、足要求，并能得到滿足要求的證實(shí)性資料，需要時(shí)，應(yīng)做檢驗(yàn)、試驗(yàn)或模擬試驗(yàn)，以確保適用性。3.6 原材料和設(shè)備的代用在設(shè)計(jì)、采購(gòu)、施工中需要原材料和設(shè)備代用時(shí)，應(yīng)確保代用的原材料和設(shè)備滿足要求，應(yīng)履行必要的審批手續(xù)。詳見“設(shè)計(jì)更改程序”。3.7 輸出評(píng)審(即技術(shù)交底)3.7.1 設(shè)計(jì)文件完成后，工程技術(shù)部應(yīng)組織工程部、項(xiàng)目部進(jìn)行評(píng)審，評(píng)審和技術(shù)交底合并進(jìn)行，評(píng)審應(yīng)評(píng)審以下內(nèi)容：a) 產(chǎn)品要求(工程特性)是否確定，是否符合顧客和法規(guī)的要求?b) 設(shè)計(jì)輸出文件能否滿足輸入的要求？c) 輸出文件的完整性和正確性能否滿足規(guī)定要求？3.7.2 評(píng)審應(yīng)由工程技術(shù)部形成記錄填寫“技術(shù)交底評(píng)審表”d) 輸出文件的
