1、民辦幼兒園章程附件1：   民辦幼兒園 章  程  核準(zhǔn)表   幼 兒 園揚(yáng)州市邗江區(qū)邗上中心幼兒園呈報(bào)日期核準(zhǔn)日期施行日期    填表說(shuō)明 一、呈報(bào)幼兒園和區(qū)教育局相關(guān)科室應(yīng)在此表相關(guān)欄目處簽字確認(rèn)。二、本表連同幼兒園章程一式兩份，區(qū)教育局核準(zhǔn)后留存一份、返還幼兒園一份。三、幼兒園、區(qū)教育局相關(guān)科室在制訂、審核幼兒園章程時(shí)，要逐項(xiàng)核對(duì)章程中相應(yīng)的條款。章程中規(guī)定的必要事項(xiàng)有：（一）幼兒園名稱、園址。（二）辦學(xué)宗旨。

2、包括辦園目的、培養(yǎng)目標(biāo)、教育原則、發(fā)展規(guī)劃和園訓(xùn)、園歌、園慶紀(jì)念日等。（三）主要任務(wù)。包括教育教學(xué)工作的主要內(nèi)容、實(shí)施方式、基本要求和教育教學(xué)特色等。（四）內(nèi)部管理機(jī)制。要根據(jù)不同的管理體制，具體規(guī)定以下內(nèi)容：法人代表的職責(zé)、權(quán)限及履行職責(zé)、權(quán)限的方式；幼兒園重大事項(xiàng)的決策程序和方式；教職工參與幼兒園民主管理監(jiān)督的方式與途徑；幼兒園機(jī)構(gòu)設(shè)置和職能；法人代表以外的其他負(fù)責(zé)人及主要機(jī)構(gòu)負(fù)責(zé)人的職責(zé)、權(quán)限。實(shí)行“園董會(huì)領(lǐng)導(dǎo)下的園長(zhǎng)負(fù)責(zé)制”的幼兒園，其章程須對(duì)園董會(huì)的職責(zé)、權(quán)限、議事規(guī)則等作出規(guī)定。（五）教師、其他教育工作者和幼兒。明確教師的來(lái)源、聘任或解聘、晉升、獎(jiǎng)勵(lì)、處分；教師的權(quán)利、義務(wù)；幼兒的

3、入學(xué)、學(xué)籍；幼兒的權(quán)利和義務(wù)；教師隊(duì)伍建設(shè)的目標(biāo)、任務(wù)和學(xué)生的日常管理。（六）經(jīng)費(fèi)、財(cái)務(wù)、財(cái)產(chǎn)管理。明確辦學(xué)經(jīng)費(fèi)的主要來(lái)源、使用和管理的機(jī)構(gòu)、程序、原則；教職工的分配原則；財(cái)產(chǎn)購(gòu)置程序、使用管理；舉辦者要求取得回報(bào)的民辦幼兒園還須明確取得合理回報(bào)的比例和時(shí)限。（七）附則。關(guān)于名詞和術(shù)語(yǔ)的定義、需要規(guī)定的特色內(nèi)容、章程的修改程序、章程解釋權(quán)的授權(quán)認(rèn)定、制定規(guī)章制度的授權(quán)規(guī)定、章程實(shí)施日期的規(guī)定。四、民辦幼兒園章程內(nèi)容。除標(biāo)明上述內(nèi)容外，還需按“民辦非企業(yè)單位（法人）章程”的制定要求，增加相關(guān)的內(nèi)容。幼兒園呈報(bào)幼兒園全稱揚(yáng)州市邗江區(qū)邗上中心幼兒園教職工大會(huì)意  見(jiàn)該章程已經(jīng)&#

9、論通過(guò)） 序言 邗上中心幼兒園創(chuàng)辦于1996年9月，隸屬于邗江實(shí)驗(yàn)學(xué)校，2010年在區(qū)政府、區(qū)教育局和實(shí)驗(yàn)學(xué)校等各級(jí)領(lǐng)導(dǎo)的關(guān)心支持下，投資九百多萬(wàn)元，異地新建了一所全新的幼兒園， 2011年12月高標(biāo)準(zhǔn)通過(guò)“江蘇省優(yōu)質(zhì)幼兒園”評(píng)估驗(yàn)收。全園秉持 “快樂(lè)生活 健康成長(zhǎng)”的核心價(jià)值理念，堅(jiān)持“以德育德、以愛(ài)育愛(ài)、以心育心”的育人導(dǎo)向，在主管部門和社會(huì)各界的關(guān)心、指導(dǎo)下，先后獲得“江蘇省平安校園”“揚(yáng)州市綠色學(xué)?！薄皳P(yáng)州市優(yōu)秀家長(zhǎng)學(xué)?！薄皳P(yáng)州市A級(jí)食堂衛(wèi)生單位”、“邗江區(qū)衛(wèi)生保健合格園”等多項(xiàng)榮譽(yù)稱號(hào)。曾獲得揚(yáng)州市家庭趣味運(yùn)動(dòng)會(huì)團(tuán)體一等獎(jiǎng)、區(qū)幸福寶貝幼兒才藝大

10、賽優(yōu)秀組織獎(jiǎng)、區(qū)教育系統(tǒng)女教師合唱比賽一等獎(jiǎng)，多次在區(qū)幼兒園綜合考核中榮獲一等獎(jiǎng)，并多次接待了省內(nèi)外的嘉賓及幼教同仁，無(wú)不交口稱贊，已成為一所家長(zhǎng)信賴、同行信服、社會(huì)贊譽(yù)的優(yōu)質(zhì)園。 第一章  總則第一條 為規(guī)范幼兒園內(nèi)部管理體制和運(yùn)行機(jī)制，推進(jìn)幼兒園依法治園，建設(shè)現(xiàn)代學(xué)校制度，全面提高教育教學(xué)質(zhì)量和辦園效益，根據(jù)中華人民共和國(guó)教育法中華人民共和國(guó)教師法全面推進(jìn)依法治校實(shí)施綱要和幼兒園指導(dǎo)綱要、36歲兒童學(xué)習(xí)與發(fā)展指南等有關(guān)法律法規(guī)與規(guī)定，結(jié)合幼兒園實(shí)際，制定本章程。第二條 本園全稱為揚(yáng)州市邗江區(qū)邗上中心幼兒園 ；英文表述為 

11、Hanshang Center Kindergarten of YangZhou ；住所地址為 揚(yáng)州市邗城路22號(hào)  。第三條 本園由邗江區(qū)邗江實(shí)驗(yàn)學(xué)校舉辦，經(jīng)登記批準(zhǔn)，是具有法人資格的辦學(xué)機(jī)構(gòu)，獨(dú)立承擔(dān)民事責(zé)任。本園是一所公辦全日制教育機(jī)構(gòu)，隸屬于邗江區(qū)實(shí)驗(yàn)學(xué)校。第四條 辦園宗旨：以德育德、以愛(ài)育愛(ài) 、以心育心。辦園理念：快樂(lè)生活  健康成長(zhǎng)讓每一個(gè)幼兒感受并體驗(yàn)成長(zhǎng)的快樂(lè)是幼兒教育的根本目的，也是幼兒教育評(píng)價(jià)的重要標(biāo)準(zhǔn)，幼兒園在積極打造快樂(lè)教育環(huán)境的同時(shí)努力創(chuàng)設(shè)易于激發(fā)幼兒體驗(yàn)的教學(xué)情境，以游戲貫穿幼

12、兒在園一日生活，以“體格健壯、能學(xué)會(huì)玩、文明有禮、自主活潑”為幼兒培養(yǎng)目標(biāo)，讓孩子在玩中學(xué)、學(xué)中樂(lè)、樂(lè)中長(zhǎng)，力求讓每一個(gè)孩子快樂(lè)生活健康成長(zhǎng)。第五條 幼兒園的發(fā)展要體現(xiàn)與時(shí)俱進(jìn)、開(kāi)拓創(chuàng)新的精神，以“為幼兒的終身發(fā)展奠基”為指導(dǎo)思想，遵循學(xué)前教育的基本規(guī)律，深化學(xué)前教育改革，打造優(yōu)秀的教師團(tuán)隊(duì)，促進(jìn)幼兒全面健康、和諧發(fā)展，把幼兒園辦成區(qū)內(nèi)外有影響的、有特色的幼兒園?？偰繕?biāo)：秉持 “快樂(lè)生活  健康成長(zhǎng)”的核心價(jià)值理念，堅(jiān)持“以德育德、以愛(ài)育愛(ài)”，在規(guī)范中求穩(wěn)定，在穩(wěn)定中求發(fā)展，在發(fā)展中創(chuàng)特色，在特色中求提高，“推進(jìn)優(yōu)效管理、鍛造優(yōu)質(zhì)師資、創(chuàng)設(shè)優(yōu)美環(huán)境、培育

14、、園徽（暫時(shí)沿用邗江區(qū)實(shí)驗(yàn)學(xué)校的校標(biāo)、校旗、校歌、?；眨┑诙?#160; 組織機(jī)構(gòu)和管理體制第九條 校長(zhǎng)是學(xué)校的法定代表人，對(duì)外代表學(xué)校，對(duì)內(nèi)全面負(fù)責(zé)學(xué)校的教育教學(xué)和行政管理工作。幼兒園實(shí)行園長(zhǎng)負(fù)責(zé)制，園長(zhǎng)是幼兒園具體負(fù)責(zé)人，全面負(fù)責(zé)幼兒園行政工作。園長(zhǎng)由邗江區(qū)實(shí)驗(yàn)學(xué)校任命（或聘任）。副園長(zhǎng)協(xié)助園長(zhǎng)開(kāi)展工作。第十條 園長(zhǎng)依法行使下列主要職權(quán)：（一）貫徹執(zhí)行國(guó)家的有關(guān)法律、法規(guī)、政策和上級(jí)主管部門的規(guī)定；（二）領(lǐng)導(dǎo)教育、衛(wèi)生保健、安全保衛(wèi)工作；（三）組織制訂并實(shí)施幼兒園的發(fā)展規(guī)劃；（四）負(fù)責(zé)建立并執(zhí)行各種規(guī)章制度；（五）負(fù)責(zé)聘任、調(diào)配工作人員。指導(dǎo)、檢查和評(píng)估教師以及其他工作人員的工

15、作，并給予獎(jiǎng)懲；（六）負(fù)責(zé)工作人員的思想工作，組織文化、業(yè)務(wù)學(xué)習(xí)，并為他們的政治和文化、業(yè)務(wù)進(jìn)修創(chuàng)造必要的條件，關(guān)心和逐步改善工作人員的生活、工作條件，維護(hù)他們的合法權(quán)益；（七）組織管理園舍、設(shè)備和申報(bào)經(jīng)費(fèi)使用；（八）組織和指導(dǎo)家長(zhǎng)工作；（九）負(fù)責(zé)與社區(qū)聯(lián)系和合作。第十一條 本園建立園務(wù)會(huì)議制度。重大問(wèn)題經(jīng)園務(wù)委員會(huì)醞釀，在調(diào)查研究、認(rèn)真聽(tīng)取群眾意見(jiàn)的基礎(chǔ)上，由園長(zhǎng)提交學(xué)校辦公會(huì)審議討論決策。第十二條 幼兒園根據(jù)辦園實(shí)際需要，建立由教師及家長(zhǎng)代表參加的園務(wù)委員會(huì)，參與制定、審議幼兒園章程、發(fā)展規(guī)劃和其他規(guī)章制度、人事與財(cái)務(wù)方案等重大事項(xiàng)。第十三條 學(xué)?；鶎狱h組織發(fā)揮政治核心

16、作用。幼兒園依靠學(xué)?；鶎狱h組織，充分發(fā)揮工會(huì)、教職工（代表）大會(huì)、共青團(tuán)等組織的作用。第十四條 學(xué)校建立以教師為主體的教職工（代表）大會(huì)制度，保障教職工參與學(xué)校和幼兒園民主管理和進(jìn)行民主監(jiān)督。凡屬教職工（代表）大會(huì)職權(quán)范圍的事項(xiàng)，都應(yīng)提交教職工（代表）大會(huì)審議。學(xué)校工會(huì)作為教職工（代表）大會(huì)的工作機(jī)構(gòu)，依法保障學(xué)校民主管理、民主監(jiān)督的落實(shí)，維護(hù)教職工的合法權(quán)益。第十五條 幼兒園設(shè)置年級(jí)組 、教研組和后勤組 等職能部門，分別承擔(dān)相應(yīng)的管理職能。第十六條 幼兒園加強(qiáng)一日常規(guī)管理，主要內(nèi)容與方法是：1.幼兒園建立以園長(zhǎng)室、年級(jí)組、教研組、班組組成的教學(xué)管理網(wǎng)絡(luò)

17、。在園長(zhǎng)室的領(lǐng)導(dǎo)下，分工合作、相互配合、共同管理。2.年級(jí)組長(zhǎng)負(fù)責(zé)本年級(jí)的德育及各項(xiàng)保育教育工作，統(tǒng)籌教師分工與管理、年級(jí)段教育活動(dòng)、幼兒管理及家長(zhǎng)工作等。3.教研組長(zhǎng)負(fù)責(zé)領(lǐng)導(dǎo)、組織教師進(jìn)行教育教學(xué)研究。教研組定期開(kāi)展教研活動(dòng)，按園內(nèi)安排參加各種培訓(xùn)和學(xué)習(xí)活動(dòng)，貫徹落實(shí)各項(xiàng)計(jì)劃，完成各項(xiàng)教育教學(xué)任務(wù)。4.班組長(zhǎng)負(fù)責(zé)組織本班教師進(jìn)行教學(xué)活動(dòng)和班級(jí)區(qū)域的設(shè)置等，在尊重幼兒個(gè)體差異的同時(shí)全面負(fù)責(zé)班級(jí)各項(xiàng)工作，完成教育教學(xué)任務(wù)。5.班級(jí)配備兩教一保，由班組長(zhǎng)牽頭負(fù)責(zé)幼兒一日活動(dòng)的組織，做到動(dòng)靜交替，注重幼兒的實(shí)踐活動(dòng)，建立必要合理的常規(guī)，培養(yǎng)幼兒良好習(xí)慣和初步的生活自理能力，保證幼兒愉快地、有益地自主

18、活動(dòng)。6.幼兒園注重各領(lǐng)域教育的互相滲透、有機(jī)結(jié)合，努力完善富有特色的園本課程體系，創(chuàng)設(shè)良好的教育環(huán)境，關(guān)注幼兒的興趣與需求，根據(jù)幼兒年齡特點(diǎn)創(chuàng)設(shè)多種情境，關(guān)注幼兒的生活、游戲和經(jīng)驗(yàn)，充分利用多方資源，讓每一個(gè)孩子盡享成長(zhǎng)的快樂(lè)。7幼兒園嚴(yán)格執(zhí)行不同季節(jié)的作息時(shí)間安排，確保幼兒在園時(shí)段健康快樂(lè)成長(zhǎng)。節(jié)假日、課余時(shí)間不組織集體補(bǔ)課或上課，絕不辦延遲班和解困班。第十七條 幼兒園依法實(shí)行信息公開(kāi)，切實(shí)保障教職工、幼兒、社會(huì)公眾對(duì)幼兒園重大事項(xiàng)、重要制度的知情權(quán)、參與權(quán)、表達(dá)權(quán)和監(jiān)督權(quán)。第十八條 幼兒園依法健全園內(nèi)糾紛解決機(jī)制，綜合運(yùn)用信訪、調(diào)解、申訴等爭(zhēng)議解決機(jī)制處理幼兒園內(nèi)部各

19、種利益糾紛。第十九條 幼兒園依法接受教育及其他政府相關(guān)部門的管理和監(jiān)督，接受社會(huì)、家長(zhǎng)的監(jiān)督，聽(tīng)取社會(huì)各界對(duì)學(xué)校工作的意見(jiàn)和建議。第三章  幼兒第二十條 凡被幼兒園錄取或轉(zhuǎn)入幼兒園學(xué)習(xí)的受教育者即取得幼兒園學(xué)籍，為本園幼兒。第二十一條 幼兒享有下列權(quán)利：（一）參加一日教學(xué)計(jì)劃安排的各項(xiàng)活動(dòng)，使用幼兒園教育教學(xué)設(shè)施、設(shè)備、圖書資料和玩具；（二）在情感、態(tài)度、能力、知識(shí)、技能的發(fā)展上獲得公正評(píng)價(jià)；（三）享受平等的學(xué)習(xí)與發(fā)展機(jī)會(huì)；（四）對(duì)幼兒園、教師侵犯其合法權(quán)益，提出申訴或者依法提起訴訟；（五）法律法規(guī)規(guī)定的其他權(quán)利。第二十二條 監(jiān)護(hù)人應(yīng)

20、當(dāng)履行下列義務(wù)：（一）協(xié)助本園對(duì)幼兒進(jìn)行教育，尊敬師長(zhǎng)，養(yǎng)成良好的個(gè)性品質(zhì)和行為習(xí)慣；（二）支持幼兒參與幼兒園各項(xiàng)活動(dòng)，讓幼兒在集體活動(dòng)中與同伴友好交往；（三）遵守本園的有關(guān)管理制度；第二十三條 幼兒園按照江蘇省教育廳有關(guān)幼兒學(xué)籍管理的規(guī)定實(shí)行學(xué)籍管理，健全幼兒學(xué)籍檔案，依法辦理幼兒轉(zhuǎn)學(xué)、休學(xué)、復(fù)學(xué)等手續(xù)，依法對(duì)幼兒給予獎(jiǎng)勵(lì)和處分。第二十四條 幼兒園建立幼兒成長(zhǎng)檔案，對(duì)幼兒實(shí)施綜合素質(zhì)評(píng)定，促進(jìn)幼兒全面發(fā)展。每學(xué)期評(píng)價(jià)結(jié)果記入幼兒本人檔案。第二十五條 幼兒園對(duì)符合入學(xué)條件而家庭經(jīng)濟(jì)困難的學(xué)生，通過(guò)助學(xué)金等形式提供資助。第四章  教職工第二十六條

21、 幼兒園教職工由教師和其他專業(yè)技術(shù)人員、管理人員和工勤人員等組成。第二十七條 幼兒園根據(jù)編制、人社部門核定的編制數(shù)額、崗位數(shù)和崗位任職條件及市教育局、學(xué)校相關(guān)規(guī)定聘用教職工，公開(kāi)招聘，競(jìng)爭(zhēng)上崗，對(duì)聘用人員實(shí)行崗位管理和績(jī)效工資制度。第二十八條 幼兒園依法建立教職工考核制度，對(duì)教職工定期進(jìn)行考核，考核結(jié)果作為續(xù)聘或者解聘、獎(jiǎng)勵(lì)或者處分的依據(jù)。第二十九條 幼兒園教職工除享有法律法規(guī)等規(guī)定的權(quán)利外，還享有下列權(quán)利：（一）依據(jù)國(guó)家規(guī)定的幼兒園課程標(biāo)準(zhǔn)，結(jié)合本班幼兒的具體情況，自主制定和執(zhí)行教育教學(xué)工作計(jì)劃，進(jìn)行一日教育活動(dòng)，開(kāi)展教育教學(xué)改革和實(shí)驗(yàn)；（二）參加教育教學(xué)科研、

22、園本培訓(xùn)、進(jìn)修學(xué)習(xí)等活動(dòng)。（三）按時(shí)獲取工資報(bào)酬，享受國(guó)家規(guī)定的帶薪休假和其他福利待遇；（四）通過(guò)教代會(huì)或其他形式參與幼兒園管理，對(duì)本園工作提出意見(jiàn)和建議；重大事務(wù)有知情權(quán)；對(duì)不公正待遇或?qū)μ幏植环猩暝V權(quán)；（五）使用幼兒園設(shè)施、圖書、音像資料及其他教育教學(xué)用品；第三十條 幼兒園教職工除履行法律法規(guī)等規(guī)定的義務(wù)外，還應(yīng)履行下列義務(wù)：（一）遵守法律法規(guī)和職業(yè)道德，為人師表；（二）遵守規(guī)章制度，認(rèn)真履行職責(zé)，完成教育教學(xué)工作任務(wù)；（三）關(guān)心、愛(ài)護(hù)全體幼兒，尊重幼兒人格，促進(jìn)幼兒身心和諧發(fā)展；（四）嚴(yán)格執(zhí)行幼兒園安全、衛(wèi)生保健制度，配合保育員管理本班幼兒生活，開(kāi)展安全健康常識(shí)教育；（五）履行人人都是

23、德育工作者的職責(zé)，經(jīng)常與幼兒家長(zhǎng)保持聯(lián)系，開(kāi)展家庭教育指導(dǎo)，共同做好幼兒教育工作；（六）制止有害于幼兒的行為或者其他侵犯幼兒合法權(quán)益的行為，批評(píng)和制有害于幼兒健康成長(zhǎng)的現(xiàn)象；不斷提高思想政治覺(jué)悟和教育教學(xué)業(yè)務(wù)水平；（七）定期向園長(zhǎng)匯報(bào)，接受其檢查和指導(dǎo)。第三十一條 學(xué)校保證教職工工資、保險(xiǎn)、福利待遇按照國(guó)家、省和本市有關(guān)規(guī)定執(zhí)行，逐步改善教職工的工作條件，幫助解決教職工遇到的實(shí)際困難。第五章  幼兒園與家庭、社會(huì)第三十二條 幼兒園主動(dòng)與社會(huì)、家庭聯(lián)系溝通，加強(qiáng)幼兒園、家庭、社會(huì)密切配合的育人體系建設(shè)，形成教育合力。幼兒園根據(jù)教育教學(xué)需要，聘請(qǐng)兼職教師和園

24、外幼兒輔導(dǎo)員。幼兒園建立或者利用社會(huì)資源建立德育、科普、法制、社區(qū)等各類教育基地，定期組織開(kāi)展校外教育活動(dòng)。第三十三條 幼兒園按照一定的民主程序，本著公正、公平、公開(kāi)的原則，在自愿的基礎(chǔ)上，組織家長(zhǎng)選舉組成家長(zhǎng)委員會(huì)。幼兒園為家長(zhǎng)委員會(huì)開(kāi)展工作提供必要的條件，保障家長(zhǎng)委員會(huì)履行參與學(xué)校管理、參與教育工作、溝通學(xué)校與家庭等職責(zé)。第三十四條 幼兒園依托社區(qū)，開(kāi)發(fā)社區(qū)教育資源，開(kāi)展社會(huì)實(shí)踐活動(dòng)，為幼兒創(chuàng)造服務(wù)社區(qū)和實(shí)踐體驗(yàn)的機(jī)會(huì)。幼兒園配合社區(qū)開(kāi)放校內(nèi)文化設(shè)施和體育場(chǎng)地。第三十五條 幼兒園建立校友會(huì)組織，發(fā)揮校友的宣傳、橋梁、教育、助學(xué)、咨詢等作用，促進(jìn)幼兒園發(fā)展。第三
