1、專業(yè)好文檔電大農(nóng)村行政管理專業(yè)社會(huì)實(shí)習(xí)報(bào)告2011年秋 農(nóng)村行政管理 章程一、 實(shí)習(xí)的目的和意義暑假期間，我就社會(huì)主義新農(nóng)村建設(shè)的問題做了一番調(diào)查，在這十多天的調(diào)查中，我了解了現(xiàn)在農(nóng)村中出現(xiàn)的很多問題，我采訪了一些農(nóng)戶和村干部，我對(duì)農(nóng)村中的一些問題有了自己的看法和見解。 二、實(shí)習(xí)任務(wù) 了解農(nóng)村中的一些問題三、實(shí)習(xí)時(shí)間2013年7月1日至2013年9月30日，共60天四、實(shí)習(xí)地點(diǎn) 重慶市黔江區(qū)水市鄉(xiāng)水市村五、實(shí)習(xí)內(nèi)容首先就是農(nóng)村中的教育問題。因?yàn)閺娜昵稗r(nóng)村中就開始執(zhí)行兩免一補(bǔ)政策,即對(duì)國家扶貧開發(fā)工作重點(diǎn)縣農(nóng)村義務(wù)教育段家庭貧困學(xué)生實(shí)施“兩免一補(bǔ)”(免費(fèi)提供教科書，免收雜費(fèi)，逐步補(bǔ)助寄宿生生活

2、費(fèi))，這又一項(xiàng)惠及廣大農(nóng)民的好政策。而且落實(shí)的比較到位.副村支書楊民堂說: 為了響應(yīng)中央號(hào)召，我們村為中小學(xué)免費(fèi)發(fā)放教科書和免雜費(fèi)主要表現(xiàn)在兩個(gè)方面。1.擴(kuò)大我省“國家扶貧開發(fā)工作重點(diǎn)縣”農(nóng)村義務(wù)教育階段貧困家庭學(xué)生免費(fèi)發(fā)放教科書資助范圍，向貧困家庭學(xué)生免費(fèi)提供教科書，同時(shí)免除雜費(fèi)?！皟擅狻睒?biāo)準(zhǔn)為：小學(xué)每生每期80元，初中130元，特教95元。按照“一費(fèi)制”標(biāo)準(zhǔn)，除中央財(cái)政負(fù)擔(dān)的免費(fèi)教科書資金外，其余資金由省、市兩級(jí)財(cái)政各負(fù)擔(dān)一半.2補(bǔ)助貧困寄宿生生活費(fèi)。在“兩免”資助范圍內(nèi)，對(duì)貧困寄宿生在校住宿期間補(bǔ)助生活費(fèi)，每生每天補(bǔ)助1元。補(bǔ)助貧困寄宿生生活費(fèi)政策可逐步落實(shí)，2005年受資助面要達(dá)到貧困

3、寄宿生的80，2006年達(dá)到100，所需經(jīng)費(fèi)由縣級(jí)財(cái)政負(fù)擔(dān)。老百姓都說這是一件好事啊。這是關(guān)系到子孫后代的利國利民的大事。老百姓確實(shí)感受到了黨的溫暖。 第二個(gè)老百姓比較關(guān)注的就是免交農(nóng)業(yè)稅?；始Z國稅，古已有之。直到今天，“交公糧”一詞，仍是中國農(nóng)民的口頭禪。在過去幾十年中，我國以犧牲農(nóng)民收入、農(nóng)村發(fā)展的代價(jià)進(jìn)行了城市工業(yè)化建設(shè)，導(dǎo)致城鄉(xiāng)收入差距越拉越大。在經(jīng)濟(jì)增長(zhǎng)的“大蛋糕”中，占人口總數(shù)絕大多數(shù)的農(nóng)民不僅沒有得到相應(yīng)的好處，反而在某些方面還遭受著嚴(yán)重的“不公”。比如在稅制方面，城市和農(nóng)村一直實(shí)行的是“雙軌制”，廣大農(nóng)民的稅負(fù)長(zhǎng)期高于城市居民。目前，我國是世界上唯一專門面向農(nóng)民征收農(nóng)業(yè)稅的國家

4、，總稅率達(dá)百分之八點(diǎn)四。隨著城鄉(xiāng)貧富差距的拉大，全面取消農(nóng)業(yè)稅已是大勢(shì)所趨，不可阻擋。取消農(nóng)業(yè)稅，還在于它破除了對(duì)農(nóng)民的不平等待遇。人民群眾對(duì)這項(xiàng)民心工程感到非常高興。 村民孫豐毅告訴我，他家有4口人，耕種3畝地、70株橄欖，還做些生意，年收入2萬元左右。他說：“現(xiàn)在農(nóng)民享受這么多優(yōu)惠政策，充分體現(xiàn)了黨和政府的親民、愛民。我們對(duì)黨和政府的農(nóng)村政策由衷地?fù)碜o(hù)！”村黨支部書記告訴我，從2003年起，村民們免交“三提五統(tǒng)”，去年又免交種糧耕地農(nóng)業(yè)稅，今年起全面免交農(nóng)業(yè)稅，全村農(nóng)民每年減輕負(fù)擔(dān)38萬元，基本達(dá)到“零負(fù)擔(dān)”。農(nóng)民生產(chǎn)積極性得到極大提高，2011年，全村人均收入達(dá)3100元。這對(duì)我村的發(fā)展

5、有著重要的意義。 四、實(shí)習(xí)體會(huì) 但是農(nóng)村中依然有很多問題存在，例如農(nóng)民的就醫(yī)問題。農(nóng)民就醫(yī)是關(guān)系到人民的切身利益的問題。我認(rèn)為應(yīng)當(dāng)趕快解決這一問題。，農(nóng)民就醫(yī)難主要表現(xiàn)在很多家庭看不起病，還有很多家庭因病致貧，或者因病返貧。對(duì)此，各級(jí)政府也做了很大的工作和努力，也確實(shí)加大了對(duì)農(nóng)村醫(yī)療衛(wèi)生事業(yè)的投入。但就目前的情況來看，我們還應(yīng)該注意以下幾個(gè)方面：第一、要進(jìn)一步加強(qiáng)鄉(xiāng)鎮(zhèn)衛(wèi)生院建設(shè)，定好位，找準(zhǔn)位置，使其真正起到初級(jí)醫(yī)療衛(wèi)生保健的功能；第二、要建立農(nóng)民看病的統(tǒng)籌制度，對(duì)于一些特困患者，政府應(yīng)該考慮解決部分款項(xiàng)，減免他們的就醫(yī)負(fù)擔(dān)，幫助他們度過難關(guān)；第三、要進(jìn)一步改善農(nóng)村醫(yī)療條件、提高農(nóng)村醫(yī)療水平，

6、可以選派一些有培養(yǎng)前途的高考分?jǐn)?shù)較低的高中畢業(yè)生送醫(yī)學(xué)院校進(jìn)行培養(yǎng)，入學(xué)前與他們簽定合同，畢業(yè)后回農(nóng)村基層衛(wèi)生院工作。有條件的縣、市醫(yī)院還可以定期為農(nóng)村培養(yǎng)實(shí)用性醫(yī)療人才，進(jìn)一步充實(shí)農(nóng)村醫(yī)療隊(duì)伍；第四、要增強(qiáng)責(zé)任感，進(jìn)一步關(guān)注農(nóng)民兄弟的身體健康，有條件、有優(yōu)勢(shì)的醫(yī)院和醫(yī)護(hù)人員應(yīng)該充分發(fā)揮自身優(yōu)勢(shì)，廣泛地開展各種有利于農(nóng)民就醫(yī)的活動(dòng)。 這就是我在這次社會(huì)時(shí)間中的調(diào)查所得，農(nóng)村中還存在很多問題，政府應(yīng)該盡快解決，決不能姑息。這次的社會(huì)實(shí)踐我的收獲很大，我常常被有思想、有遠(yuǎn)見、有決策的農(nóng)民所感動(dòng)，更被他們的勤勞、樸實(shí)的品質(zhì)所折服。感受也很多 。我也感受到了農(nóng)民的樸素和勤勞。總之，通過這次社會(huì)實(shí)踐，我

7、對(duì)中國的農(nóng)村建設(shè)有了一個(gè)更全面的認(rèn)識(shí)。這次社會(huì)實(shí)踐活動(dòng)的時(shí)間雖短，但它留給我們的啟迪卻是深刻而長(zhǎng)遠(yuǎn)的。我通過積極參加社會(huì)實(shí)踐活動(dòng)，認(rèn)識(shí)了社會(huì)，明確了自己的歷史使命，激發(fā)了自己的學(xué)習(xí)熱情，真正達(dá)到了受教育，長(zhǎng)才干，作貢獻(xiàn)的目的。winger tuivasa-sheck, who scored two tries in the kiwis 20-18 semi-final win over england, has been passed fit after a lower-leg injury, while slater has been named at full-back but is st
