Criticismofjournalpublishersusuallyboilsdowntotwothings.Oneisthattheirprocessestakemonths,whentheInternetcouldenablethemtotakedays.Theotheristhatbecauseeachpaperislikeamini-monopoly,whichworkersinthefieldhavetoreadiftheyaretoadvancetheirownresearch,thereisnoincentivetokeepthepricedown.Thepublishersthushavescientists—or,moreaccurately,theiruniversities,whichpaythesubscriptions—inanarmlock.That,combinedwiththefactthattherawmaterial(manuscriptsofpapers)isfree,leadstogenerousreturns.In2011,Elsevier,alargeDutchpublisher,madeaprofitof£768milliononrevenuesof£2.06billion—amarginof37percent.Indeed,Elsevier'sprofitsarethoughtsoegregiousbymanypeoplethat12,000researchershavesigneduptoboycottthecompany'sjournals.

Publishersdoprovideaservice.Theyorganizepeerreviews,inwhichpapersarecriticizedanonymouslybyexperts(thoughthoseexperts,liketheauthorsofpapers,areseldompaidforwhattheydo).Theyalsosortthescientificsheepfromthegoats,bydecidingwhatgetspublished,andwhere.Thatgivesthepublishershugepower.Sinceresearchers,administratorsandgrant-awardingbodiesalltakenoteofwhichworkhasgotthroughthisfilteringmechanism,thecompetitiontopublishinthebestjournalsisintense,andthesystembecomesself-reinforcing,increasingthevalueofthosejournalsstillfurther.

Butnot,perhaps,formuchlonger.Supporthasbeenswellingforopen-accessscientificpublishing:doingitonline,inawaythatallowsanyonetoreadpapersfreeofcharge.Themovementstartedamongscientiststhemselves,butgovernmentsarepayingattentionandaskingwhethertheymightalsobenefitfromthechange.

Muchremainstobeworkedout.Somefearthelossofthetraditionaljournals'curationandverificationofresearch.EvenSirMarkWalport,thedirectoroftheWellcomeTrustandafierceadvocateofopen-accesspublication,worriesthatthenewlyliberatedpapershaveendedupindifferentplacesratherthanbeingconsolidatedinthewaytheywant.
