It

a

real

pleasure

to

be

here

to

open

the

third

meeting

of

our

forum

and

to

be

welcoming

such

a

distinguished

and

influential

group

of

people

from

both

our

countries,

many

of

whom

are

now

old

friends.

The

forum

aims

to

represent

the

strength

of

the

relationship

between

our

two

countries

outside

the

political

relationship

and

looking

round

today

it

is

clear

that

the

relationship

is

very

strong

indeed.

我很高興地宣布我們論壇的第三次會(huì)議正式開幕,并在這里歡迎來(lái)自我們兩國(guó)高層的、具有影響力的代表們。我們中的很多人都已經(jīng)是老朋友了。論壇是為了體現(xiàn)我們兩國(guó)這間關(guān)系的力量——在政治關(guān)系之外的力量。環(huán)視今日會(huì)場(chǎng)，顯然，我們的關(guān)系非常堅(jiān)固。

It

is

a

sign

for

me

that

the

forum

goes

from

strength

to

strength

and

I

believe

it

is

playing

a

key

role

in

the

relations

between

our

two

countries

as

confirmed

by

the

Prime

Minister

in

our

call

on

him

this

morning.

This

year,

we

have

taken

the

theme

"The

Challenge

of

Globalization"

for

our

meetings

and

discussions.

This

theme

has

a

particular

resonance

for

me.

On

11th

September,

I,

along

with

a

number

of

world

statesmen,

was

in

Beijing

to

discuss

China

and

the

World

in

the

21st

Century.

None

of

us

could

possibly

have

known

as

we

debated

economic

development,

environmental

change

and

security

issues

what

was

going

to

happen

that

day.

But

many

of

the

speakers

warned

of

the

fragility

of

the

world

order.

It

made

me

realize

more

clearly

than

at

any

other

time

just

how

very

important

"understanding"

between

the

nations

of

the

world

is.

9月11號(hào)那天，我正在與一些國(guó)際政治家們?cè)诒本┯懻撝袊?guó)與21世紀(jì)的世界。我們當(dāng)中誰(shuí)也沒(méi)有想到，就在我們辯論經(jīng)濟(jì)發(fā)展、環(huán)境改變和安全問(wèn)題的時(shí)候，那天將要發(fā)生什么事情。但是，很多發(fā)言人都警告說(shuō)，世界秩序很脆弱。這使我比以往任何時(shí)候都更加清楚地認(rèn)識(shí)到國(guó)家之間相互理解的重要性。

Our

Forum,

and

the

discussions

we

will

have

in

the

next

day

and

a

half,

are

part

of

this

vital

process

of

understanding.

Globalization

is

a

challenge

for

all

of

us,

both

developed

and

developing

countries

and

we

have

a

lot

to

share

and

learn.

As

globalization

increases

and

as

all

our

countries

come

to

terms

with

the

global

reach

of

many

industries,

we

can,

as

different

nations,

work

together

to

understand

the

issues

and

effects

these

developments

bring.

我們的論壇，以及今后一天半內(nèi)的討論，就是這種關(guān)鍵的相互理解過(guò)程中的組成部分。全球化對(duì)我們大家都是一個(gè)挑戰(zhàn)，無(wú)論是發(fā)達(dá)國(guó)家還是發(fā)展中國(guó)家都一樣。我們有很多需要分享和學(xué)習(xí)之處。隨著全球化的發(fā)展，各國(guó)都在接受很多行業(yè)都已經(jīng)跨國(guó)經(jīng)營(yíng)的現(xiàn)實(shí)。作為不同的國(guó)家，我們可以相互合作，認(rèn)識(shí)這些問(wèn)題以及這些發(fā)展帶來(lái)的影響。

These

opportunities

can

only

be

grasped

by

people.

People

talking,

travelling,

exchanging

ideas

and

experiences.

And

that

is

what

we

are

here

today

to

do.

Our

discussions

here

will

centre

around

a

number

of

very

interesting

issues:

trade

and

the

environment

in

the

globalization

of

the

economy,

Chinese

culture

facing

the

world,

e-learning

and

e-commerce,

balancing

public

purposes

and

commercial

interests

in

the

media,

and

China

after

WTO

to

name

but

a

few.

這些機(jī)遇必須由人來(lái)把握：人們之間互相交談、旅行、交流看法和經(jīng)驗(yàn)。這正是我們今天要做的事情。我們這里的討論將集中于幾個(gè)很有意思的問(wèn)題。經(jīng)濟(jì)全球化過(guò)程中的貿(mào)易與環(huán)境、面向世界的中國(guó)文化、電子學(xué)習(xí)、電子商務(wù)、在媒體的公共責(zé)任和商業(yè)利益之間保持平衡、中國(guó)入世之后等等。

As

far

as

I

can

see,

joining

the

WTO

presents

a

huge

challenge

for

China.

The

requirements

of

joining

WTO

for

corporate

governance,

for

transparency

and

for

reliable

and

enforceable

laws,

whilst

producing

some

pain

in

the

short

term,

will

no

doubt

be

part

of

the

way

in

which

economic

growth

can

be

encouraged

and

sustained.

I

personally

am

much

looking

forwardto

my

own

involvement

in

the

discussions

on

small

and

medium

sized

enterprises.

在我看來(lái)，加入世貿(mào)組織對(duì)中國(guó)是個(gè)巨大的挑戰(zhàn)。世貿(mào)組織的要求包括公司行為準(zhǔn)則，透明度，以及可靠的、可執(zhí)行的法律。這些東西短期內(nèi)可能帶來(lái)痛苦，但無(wú)疑是鼓勵(lì)經(jīng)濟(jì)增長(zhǎng)、實(shí)現(xiàn)持續(xù)發(fā)展的必經(jīng)之路。我非常期待參與關(guān)于中小企業(yè)發(fā)展的討論。

China's

decision

to

embrace

the

dynamism

of

the

private

sector

brings

up

the

role

small

firms

can

play

in

achieving

rapid

growth

and

innovation.

They

are,

and

can

be,

a

significantengine

for

economic

development.

So

we

have

much

work

to

do

in

our

forum.

We

want

to

show

our

Chinese

friends

how

much

of

a

partner

the

UK

can

be

but

also

that

as

a

sign

of

a

mature

and

true

relationship,

we

can

afford

to

be

frank

and

open

in

our

discussions

with

one

another.

中國(guó)決定利用私營(yíng)領(lǐng)域的活力。這就提出了小企業(yè)在取得高速發(fā)展和創(chuàng)新方面的作用。小企業(yè)是——也可以是——經(jīng)濟(jì)發(fā)展的重要?jiǎng)恿?。所以，我們的論壇有很多工作要做。我們要向中?guó)朋友顯示，英國(guó)是中國(guó)強(qiáng)有力的伙伴。另外，作為我們之間關(guān)系成熟、真誠(chéng)的表現(xiàn)，我們能夠開誠(chéng)布公地相互討論。

This

will

be

particularly

true

in

the

sessions

on

issues

of

competitiveness

and

corporategovernance

that

will

be

held

tomorrow.

We

are

building

on

discussions

and

relationships

that

are

already

well

founded

and

I

believe

that

this

forum

will

take

the

special

role

that

our

meeting

plays

in

the

relations

between

our

two

countries

further

forward.

I'd

like

to

thank

our

British

colleagues

for

your

invitation

and

your

excellent

programme.

Since

last

year's

conference,

China

hasundergone

yet

more

changes.

盡管當(dāng)前國(guó)際經(jīng)濟(jì)形勢(shì)并不理想，但是中國(guó)的經(jīng)濟(jì)仍然保持了較高的增長(zhǎng)速度。前9個(gè)月工業(yè)增長(zhǎng)10.3%

，農(nóng)村經(jīng)濟(jì)仍然繁榮。還有一個(gè)方面使中國(guó)人民高興：外資企業(yè)仍然大量到中國(guó)尋求發(fā)展。

Although

the

world

economy

isn't

doing

well,

the

Chinese

economy

has

continued

to

grow

at

a

relatively

high

rate.

In

the

first

9

months,

industrial

output

grew

by

10.3%.

The

rural

economy

continues

to

prosper.

There

is

something

else

that

the

Chinese

people

are

happy

about.

Foreign

companies

continue

to

come

to

China

in

large

numbers.

今年1至9月，新批準(zhǔn)外商直接投資項(xiàng)目18,580個(gè)，直接投資493.47億美元，實(shí)際使用322億美元，比去年增長(zhǎng)20.66%。今年前3季度，中國(guó)經(jīng)濟(jì)增長(zhǎng)率達(dá)到7.6%。

inlow-graderepetitiveconstructionanddisorderlycompetition.Weneedtostopoverheatinginsomesectorsfromspreadingwhileatthesametimeencouragingrationalelementsinoureconomicgrowth.Thisisanissueofmaintainingtherightbalance.既要調(diào)控和引導(dǎo)一些行業(yè)中出現(xiàn)的投資增長(zhǎng)過(guò)快的傾向，又要采取措施解決部分生產(chǎn)要素供需矛盾加劇的問(wèn)題。四是多方采取措施，解決部分地區(qū)電力供應(yīng)緊張問(wèn)題。要切實(shí)加強(qiáng)水資源管理，緩解部分地區(qū)的缺水局面，同時(shí)加快城市和農(nóng)業(yè)用水價(jià)格的改革進(jìn)度。Whilstweneedtoregulatetheoverheatingofinvestmentinsomesectors,weneedtotakemeasurestosolvetheproblemofsupplyfallingfurtherbehinddemandinothers.Four,weneedtocoordinateoureffortstosolvetheproblemofsevereshortagesofpowersupplyinsomeregions.Wemustimprovethemanagementofwaterresourcesandseektoreducewatershortagesinsomeregions.Atthesametime,wemustacceleratethereformofwaterpricingincitiesandruralareas.五是要在當(dāng)前和今后一個(gè)時(shí)期，繼續(xù)深入開展廉政建設(shè)和反腐敗工作。我們要從國(guó)務(wù)院開始，建設(shè)規(guī)范的行為機(jī)制，以保證政府運(yùn)轉(zhuǎn)協(xié)調(diào)、公正透明、廉潔高效。這些措施顯示出中國(guó)領(lǐng)導(dǎo)層力求在各個(gè)層面上掃清路障，為經(jīng)濟(jì)增長(zhǎng)開辟順暢的通道的決心。Five,wemustcontinueourcampaigntohaveacorruptionfreegovernment.WearestartingwiththeStateCouncil,tosetanexampleofconduct,toensurethatourgovernmentiswellco-coordinated,fairandtransparent,uncorruptedandhighlyefficient.Thesemeasuresdemonstrateourdeterminationtocleartheroadahead,theroadtoeconomicgrowth.目前我國(guó)還很窮，按官方規(guī)定年人均收入600元以下為貧困線來(lái)計(jì)算，我國(guó)還有2000多萬(wàn)人沒(méi)有脫貧。這是中國(guó)的標(biāo)準(zhǔn)。如果按聯(lián)合國(guó)的貧困線每人每天1美元標(biāo)準(zhǔn)來(lái)計(jì)算，我國(guó)未脫貧的有一億多人。Chinaisstillpoor.Base
