atimeinwhichlifegenerallyseemedgoodandmanytechnologicaladvances

oftheprevioustwentyorthirtyyearspromisedahappier,healthier,andsafer

future.Butcloudswereonthehorizon,andmanyofthequestionsanddoubts

thatwouldcharacterizethedecadeofthe1960swerealreadyapparent.One

cloudthatquicklybecameamajorstormtooktheform,ofabookthatwas

publishedin1962,SilentSpring.SilentSpringisoneofafewbooksthathave

changedhistory.

SilentSpringisaboutchemicals,specificallyaboutonetypeofchemical

chlorinatedhydrocarbons——andmorespecificallyaboutonefamousmember

ofthatgroup,DDT.Manypeoplewhohavegrownupsincethe1960shave

notheardofDDT,butbeforeSilentSpring,andforanumberofyearsafter

ward,DDTanditsrelativeswereimportanttoolsinthecivilizedworld'sat

tempttocontrolnaturethroughtheuseoftechnologyandchemicals.DDTis

apowerfulinsecticideandwasusedthroughouttheworldtokillinsectpests

ofallkinds.

DDThadbeendiscoveredin1939andbegantobewidelyusedduringthe

SecondWorldWar.Formanyyearsitseemedtobejustonemoremiraculous

productofmodemscience.DDTwasusedtodestroypopulationsofmany

harmfulinsects,malaria-carryingmosquitoes,lice,andflies.Thereisno

questionthatDDTandsimilarchemicalsdid,andstillaredoing,alotofgood.

Thedangerfrominsect-carrieddiseasessuchasmalariaandyellowfeverhas

beengreatlyreduced,andthelivesofmanypeoplehavebeensavedand

lengthenedbytheiruse.

SilentSpring,however,toldabouttheothersideofDDTanditsrelatives.

Usingcarefullycollectedscientificevidence,theauthorshowedthatDDTand

similarpesticideshadatleasttwodangeroussideeffects.Oneofthesewas

thetendencyofpesticidestokillalloftheinsectsinthelocationwherethey

wereused.Notallinsectsareharmful,however.Manybees,forexample,

perform,necessaryfunctions,suchaspollinatingplantsandevencontrolling

thenumbersofother,moreharmful,insects.Whenusefulinsectsare

eliminated,theresulthasoftenbeengreaterproblemsthanbeforethe

pesticidewasused.Asecondproblemwithchlorinatedhydrocarbonsisthat

theydonotdisappearquickly;theyarestablechemicalsthataccumulatein

thebodiesofinsectsandthebirdsandanimalsthateatthemandcontinueto

doharmwhenandwheretheeffectwasnotintended.Birdsareespecially

affectedbyDDT-typepesticides.Manybirdseatinsectsandwormsasfood,

andthechemicalsthatwereintheinsectscollectintheirbodies,frequently

leadingtotheirdeath.AsSilentSpringdemonstratedsoclearly,the

disappearanceofmanykindsofbirdswasduetothepresenceofpesticidesin

theirfoodsources.

Mostimportantly,SilentSpringbroughttotheworldatlargethebeginningof

anunderstandingofmodernecology.Webegantoseethatthenaturalworld

weliveinismadeupofanumberofplants,insects,andanimals,somegood,

somenotsogood,andthatwecannotencourageoreliminatesomewithout

producingeffectsinmanyothers,andeveninourselves.

SilentSpringisapowerfulbook,beautifullyandsensitivelywritten,andit

carriesastrongmessage.Itisfullofcomplexscientificinformation,butitis

thethirdworld.Startingfromthere,campaigningintheNorthtorestricttrade

withdevelopingcountrieswasgoingtobeanuphillstraggle.Thosewho

opposedeepereconomicintegrationnowhaveabetterplatform.Vital

interestsobligetherichcountriestoprotecttheirindustriesfromthenew

onslaught.Unlikeitsprocessor,thisideamaysell.

Thegripthatthisthinkingalreadyhasonpopularopinionoweslittleto

economichistoryorprinciples.Thenewfear,liketheoldone,expressthe

convictionthatgrowthinonepartoftheworldmustsomehowcomeatthe

expenseofanother.Thisisadeeplyrootedprejudice,andplainlywrong.Very

nearlyalloftheworldismoreprosperousnowthanitwas30yearsago.

Growthhasbeenastoryofmutualadvance,notredistribution;andwhere

livingstandardshavenotimprovedinrecentdecades(notably,inpartsof

Africa),excessiveintegrationintheinternationaleconomyhasnotbeenthe

cause.

Lendingusefulsupporttothisfirsterrorisasecond-theideathatthereis

onlysomuchworktogoround.Ifnewtechnologiesrendersomejobs

obsolete,orifanincreaseinthesupplyofcheapimportsmakesotherjobs

uneconomic,theresultmustbeapermanentriseinunemployment.Again,on

amoment'sreflection,thisiswrong:otherwise,technologicalprogressthis

centurywouldhavepushedunemploymentratesintheindustrialcountriesto

somethinginexcessof95%.

Atthecoreofbothfallaciesisblindnesstotheadaptivepowerofamarket

economy.Whentoday'sricheconomieswerepredominantlyagricultural,it

seemedcertainthatrapidlyrisingfarmproductivity(thankstonew

technology)wouldcreateapermanentarmyofunemployed.Inthedaysof

labor-intensivemanufacturing,thesamefearswereexpressedaboutlabor-

savingtechnologyinthefactory.Farmemploymentintheindustrialcountries

hasdwindledtonearlynothing:manufacturingemploymentinAmericanow

standsatamere15%ofthelabor-force.Butotherjobshavetakentheirplace.

Asaresult,thesechangeshavehappenedalongside-indeed,theyhavebeen

partandparcelof-anextraordinarilyrapid,persistentandwidelyshared

improvementinlivingstandards.

4.Students'UnionAssociationsandPersonalDevelopmentStudents'Unionis

muchmoreactiveandtheyplayabiggerroleintheaffairsofouruniversities

thanthatinahighschool.Andasforanysortofyourpersonalinterestsand

hobbiesthereisoneassociationyoucanjoin.Thebenefitswecangetfrom

joininginStudents'Unionandalltheseassociationsarequiteobvious.First

wecanimproveourabilitytogetalongandworkwithotherswhichmeansso

muchtoourpersonaldevelopment.Secondsomeopportunitiestogetintouch

withthesocietymightbeofferedintheseorganizations.Lastbutnotleastwe

canfindalotofschoolmateswhosharethesameinterestwithourswhichcan

makethecampuslifesomuchmorecolorful.Butjoininginthese

consumingandsomearrangementscanevenbeconflictingwithourclasses.

Somyopiniononthisissuegoeslikethis:aslongasourclassesandacademic

activitiesarenotinterferedtheexperiencesinStudents'Unionandallsortsof

associationscanbesomethingworthrememberingandsomethingthatyou

willneverregret.Students'Union,AssociationsandPersonalDevelopment

Students'Unionismuchmoreactiveandtheyplayabiggerroleintheaffairs

ofouruniversitiesthanthatinahighschool.Andasforanysortofyour

personalinterestsandhobbies,thereisoneassociationyoucanjoin.The

benefitswecangetfromjoininginStudents'Unionandalltheseassociations

arequiteobvious.Firstwecanimproveourabilitytogetalongandworkwith

others,whichmeanssomuchtoourpersonaldevelopment.Second,some

opportunitiestogetintouchwiththesocietymightbeofferedinthese

organizations.Lastbutnotleast,wecanfindalotofschoolmateswhoshare

thesameinterestwithours,whichcanmakethecampuslifesomuchmore

colorful.Butjoiningintheseorganizationsisnotallaboutbenefits.Someof

theactivitiesarequitetime-consuming,andsomearrangementscanevenbe
