morethan54yearsago,attheheightofthecoldwar,theunitedstatescloseditsembassyinhavana.today,icanannouncethattheunitedstateshasagreedtoformallyre-establishdiplomaticrelationswiththerepublicofcuba,andre-openembassiesinourrespectivecountries.thisisahistoricstepforwardinoureffortstonormalizerelationswiththecubangovernmentandpeople,andbeginanewchapterwithourneighborsintheamericas.
whentheunitedstatesshutteredourembassyin1961,idon'tthinkanyoneexpectedthatitwouldbemorethanhalfacenturybeforeitre-opened.afterall,ournationsareseparatedbyonly90miles,andtherearedeepbondsoffamilyandfriendshipbetweenourpeople.buttherehavebeenveryreal,profounddifferencesbetweenourgovernments,andsometimesweallowourselvestobetrappedbyacertainwayofdoingthings.
fortheunitedstates,thatmeantclingingtoapolicythatwasnotworking.insteadofsupportingdemocracyandopportunityforthecubanpeople,oureffortstoisolatecubadespitegoodintentionsincreasinglyhadtheoppositeeffect–cementingthestatusquoandisolatingtheunitedstatesfromourneighborsinthishemisphere.theprogressthatwemarktodayisyetanotherdemonstrationthatwedon'thavetobeimprisonedbythepast.whensomethingisn'tworking,wecan–andwill–change.
lastdecember,iannouncedthattheunitedstatesandcubahaddecidedtotakestepstonormalizeourrelationship.aspartofthateffort,presidentraulcastroandidirectedourteamstonegotiatethere-establishmentofembassies.sincethen,ourstatedepartmenthasworkedhardwiththeircubancounterpartstoachievethatgoal.andlaterthissummer,secretarykerrywilltraveltohavanaformallytoproudlyraisetheamericanflagoverourembassyoncemore.
thisisnotmerelysymbolic.withthischange,wewillbeabletosubstantiallyincreaseourcontactswiththecubanpeople.we'llhavemorepersonnelatourembassy.andourdiplomatswillhavetheabilitytoengagemorebroadlyacrosstheisland.thatwillincludethecubangovernment,civilsociety,andordinarycubanswhoarereachingforabetterlife.
onissuesofcommoninterest–likecounterterrorism,disasterresponse,anddevelopment–wewillfindnewwaystocooperatewithcuba.andi'vebeenclearthatwewillalsocontinuetohavesomeveryseriousdifferences.thatwillincludeamerica'senduringsupportforuniversalvalues,likefreedomofspeechandassembly,andtheabilitytoaccessinformation.andwewillnothesitatetospeakoutwhenweseeactionsthatcontradictthosevalues.
however,istronglybelievethatthebestwayforamericatosupportourvaluesisthroughengagement.that'swhywe'vealreadytakenstepstoallowforgreatertravel,people-to-peopleandcommercialtiesbetweentheunitedstatesandcuba.andwewillcontinuetodosogoingforward.
sincedecember,we'vealreadyseenenormousenthusiasmforthisnewapproach.leadersacrosstheamericashaveexpressedsupportforourchangeinpolicy;youheardthatexpressedbypresidentdilmarousseffofbrazilyesterday.publicopinionsurveysinbothourcountriesshowbroadsupportforthisengagement.onecubansaid,'ihavepreparedforthisallmylife.'anothersaidthatthat,'thisislikeashotofoxygen.'onecubanteacherputitsimply:'weareneighbors.nowwecanbefriends.'
hereintheunitedstates,we'veseenthatsameenthusiasm.thereareamericanswhowanttotraveltocubaandamericanbusinesseswhowanttoinvestincuba.americancollegesanduniversitiesthatwanttopartnerwithcuba.aboveall,americanswhowanttogettoknowtheirneighborstothesouth.andthroughthatengagement,wecanalsohelpthecubanpeopleimprovetheirownlives.onecubanamericanlookedforwardto'reunitingfamiliesandopeninglinesofcommunications.'anotherputitbluntly:'youcan'tholdthefutureofcubahostagetowhathappenedinthepast.'
andthat'swhatthisisabout:achoicebetweenthefutureandthepast.
americansandcubansalikearereadytomoveforward.ibelieveit'stimeforcongresstodothesame.i'vecalledoncongresstotakestepstolifttheembargothatpreventsamericansfromtravellingordoingbusinessincuba.we'vealreadyseenmembersfrombothpartiesbeginthatwork.afterall,whyshouldwashingtonstandinthewayofourownpeople?
yes,therearethosewhowanttoturnbacktheclockanddoubledownonapolicyofisolation.butit'slongpasttimeforustorealizethatthisapproachdoesn'twork.ithasn'tworkedfor50years.itshutsamericaoutofcuba'sfuture,anditonlymakeslifeworseforthecubanpeople.

ofcourse,nobodyexpectscubatobetransformedovernight.butibelievethatamericanengagement–throughourembassy,ourbusinesses,andmostofall,throughourpeople–isthebestwaytoadvanceourinterestsandsupportfordemocracyandhumanrights.timeandagain,americahasdemonstratedthatpartofourleadershipintheworldisourcapacitytochange.it'swhatinspirestheworldtoreachforsomethingbetter.
ayearago,itmighthaveseemedimpossiblethattheunitedstateswouldonceagainberaisingourflag,thestarsandstripes,overanembassyinhavana.thisiswhatchangelookslike.
injanuaryof1961,theyeariwasborn,whenpresidenteisenhowerannouncedtheterminationofourrelationswithcuba,hesaid:itismyhopeandmyconvictionthatitis'inthenot-too-distantfutureitwillbepossibleforthehistoricfriendshipbetweenusonceagaintofinditsreflectioninnormalrelationsofeverysort.'well,ittookawhile,butibelievethattimehascome.andabetterfutureliesahead.
