我國煤礦安全生產現(xiàn)狀及對策外文翻譯文獻我國煤礦安全生產現(xiàn)狀及對策外文翻譯文獻(文檔含英文原文和中文翻譯)我國煤礦安全生產現(xiàn)狀及對策淺析摘要：我國安全生產狀況不容樂觀，安全生產體系并不完善，特別是煤礦生產更是礦難頻發(fā)，形勢嚴峻，煤礦安全問題成為構建社會主義和諧社會的極大障礙，是政府在新的行政過程中亟待解決的問題。筆者從我國煤礦生產現(xiàn)狀出發(fā)，對煤礦安全事故頻發(fā)的原因進行了簡單的分析和論述，基于此，對我國煤礦安全生產體系建立健全的過程中所應采取的對策措施作了初步的思考和探尋。

關鍵詞：和諧社會安全生產經濟體制改革

一、我國煤礦行業(yè)存在的基本問題我國煤礦生產面臨著諸多困難，比如機械化程度低、安全設施不完善、技術水平低、從業(yè)人員素質低，這是長期困擾我國煤礦生產的主要難題，是制約我國煤礦安全生產的主要障礙，也是我國煤礦行業(yè)存在的基本現(xiàn)狀。總體上來看，我國煤礦生產正走著一條高投入、高耗能、低產出、低回報的粗放型的經濟增長道路，安全問題特別突出，經常發(fā)生礦難事故，國家安全生產監(jiān)督管理總局近日稱：近年我國平均每7.4天發(fā)生一起特大煤礦事故，遠遠高出世界平均水平，2003年我國煤礦產量約占全球產量的35%，事故死亡人數(shù)則占近80%，我國采煤效率僅為美國的2.2%，南非的8.1%。百萬噸死亡率是美國的100倍，南非的30倍。據(jù)統(tǒng)計2001——2004年10月共發(fā)生一次死亡10人以上的特大煤礦事故188起。頻繁發(fā)生的礦難事故與我國建設社會主義和諧社會的政治大背景是極不協(xié)調的，與以人為本的科學發(fā)展觀是不相符合的，與黨的執(zhí)政目標是完全背離的，因此著力解決和處理好這個問題已經迫在眉睫。否則就有可能面臨積重難返的危險。二、安全問題頻現(xiàn)的原因分析1、某些行業(yè)投資過熱導致需求的激增市場經濟條件下，每個經濟人都在追求自身利益的最大化，煤礦生產者同樣如此，去年電解鋁、鋼鐵、水泥等高耗能行業(yè)的投資過熱，使得去年的煤炭供應特別緊張，盡管各地生產者不遺余力地超負荷生產，但在現(xiàn)有的生產能力和生產條件下，也一度出現(xiàn)了煤荒現(xiàn)象，在煤炭行業(yè)市場化的情況下，需求的激增必然導致煤炭價格的急劇上漲。據(jù)報道，去年1月份煤價最高達220—250元1噸，11月中旬市場價格一度漲至850元1噸。由此可見，煤礦行業(yè)已經完全處于買方市場，在這種情況下，煤礦行業(yè)的利潤是驚人的，在巨大的經濟利益的驅動下，不少生產者不惜鋌而走險，通過減少安全投入的手段來降低生產成本，因此可獲得最大限度的超額利潤，但這樣做的后果有二：一方面引發(fā)行業(yè)內部的惡性競爭，別的生產者紛紛效仿，減少安全投入，大礦亂干，小礦蠻干，超負荷生產，必然導致大規(guī)模的安全欠債，導致安全問題的出現(xiàn)。另一方面，其他行業(yè)的生產者看到煤礦生產有利可圖，便紛紛轉入煤礦行業(yè)，而這些新的生產者大都沒有經過專業(yè)的培訓和考核。極容易出現(xiàn)安全事故和安全問題。因此無論那種情況，其結果無疑是對安全生產不利的，因此投資的局部過熱帶來的利潤的激增是煤礦安全事故頻發(fā)的最大誘因。2、地方政府監(jiān)督嚴重缺位煤礦行業(yè)雖然已經實現(xiàn)了市場化，符合經濟發(fā)展大潮，但是完全的市場調節(jié)具有很大的盲目性、自發(fā)性、滯后性等市場自身無法克服的弱點和缺陷，這就需要政府的宏觀調控，而煤礦安全事故頻發(fā)很大程度上都歸咎于地方政府職能的嚴重缺位，也即是說，政府對煤礦行業(yè)的宏觀調控的力度不夠大，方法不夠科學，績效不夠明顯。只要政府認真執(zhí)行安全生產的相關法令，嚴格煤礦行業(yè)的市場準入，對于不具備生產能力和生產條件的生產者不予認可，不準生產，地方政府嚴格把關，那么不具備安全生產條件的小生產者就沒有市場，雖然現(xiàn)在強調許多行業(yè)要放開市場準入，但對于關系社會穩(wěn)定、人民安全和國民經濟命脈的重要行業(yè)和重要領域政府要高度重視，認真對待，嚴格準入制度，另一方面，如果政府經常組織檢查煤礦安全設施對煤礦安全生產能力和生產條件進行評估，那礦難事故就不會那么容易發(fā)生了。但事實表明很多時候政府缺位了，仔細分析一下原因，不外乎有二：⑴不少地方官員自身腐敗，對煤礦安全生產的檢查只是當作走走過場而已，而且很多的政府公務人員采取各種方式投資入股，官商勾結，事實上充當了煤礦企業(yè)的保護傘。據(jù)報道：陜西陳家山煤礦在發(fā)生瓦斯爆炸的前五天就已經出現(xiàn)了火情，而當?shù)卣⑽匆虼素熈钔．a整改，而對四月發(fā)生的死亡38人的瓦斯爆炸責任事故的責任人沒有進行認真地嚴肅地處理，今年8月發(fā)生在廣東梅州的大興煤礦特大透水事故都無一例外的證明地方政府某些官員腐敗是事故頻繁發(fā)生的重要原因之一。⑵不少地方政府錯誤的政績觀制約了政府職能的有效履行。不少地方政府仍以GDP的增長與否作為行政成效的評價標準，很多地方官員把GDP作為追求的目標，把煤礦企業(yè)創(chuàng)造的GDP作為提升晉級的基石，因此甘愿充當煤礦企業(yè)的保護傘。對煤礦企業(yè)的生產狀況，安全狀況視而不見，聽之任之。即使在事故發(fā)生以后，對遇難者家屬的慰問和補償似乎總是“遲來的愛”，因此某些地方政府職能的缺位也是我國煤礦安全生產體系脆弱和安全事故頻發(fā)的一個重要原因。3、煤礦行業(yè)從業(yè)人員素質偏低煤礦行業(yè)從業(yè)人員大多數(shù)是農民工，沒有經過專業(yè)的生產技能培訓和安全生產培訓，大多也沒有接受教高層次的教育，因而素質普遍偏低，安全生產意識薄弱，自救能力和自救意識不強，往往在生產過程中沒有嚴格執(zhí)行安全生產的相關規(guī)定，在發(fā)生突發(fā)事件后不知所措，不能有效的自救。4、煤礦分布的自然條件惡劣和生產設施落后、安全設施不完善。我國煤礦儲量大、分布廣但大都屬于地下礦，瓦斯?jié)舛雀?，因此開采難度較大，技術要求高，在開采過程中稍有不慎，便可能引發(fā)重大事故。我國煤礦分布的特點決定了我國煤礦生產成本高，而大多數(shù)生產者又屬于小企業(yè)主，缺乏足夠的資金和技術，因此很多煤礦生產者在安全設施的配備上顯得力不從心，同時地方財力有限，地方財政轉移支付的力度不夠，造成煤礦生產設備落后、安全設施不完善，這無疑給安全生產埋下了隱患。三、加強煤礦安全生產體系建設的對策探尋1、改善能源利用結構和倡導建立節(jié)約型社會我國是煤礦生產大國，同時也是煤礦消費大國。煤礦消費占我國能源消費總量的70%，由于我國生產力水平較低，生產設備落后，因而能耗較大，據(jù)統(tǒng)計，每增加1美元的GDP中國所耗能源為世界平均量的3倍，美國的4.7倍，德國的7.7倍，日本的11.5倍。加上經濟快速發(fā)展，工業(yè)化步伐加快，因此能源需求膨脹，特別是對傳統(tǒng)的煤電依賴性較大，為滿足經濟發(fā)展的需要，只能超負荷生產，但長久的超負荷生產必然會帶來煤礦安全體系的全面崩潰，帶來一系列的環(huán)境問題和社會問題，因此在努力增加煤炭供應的同時，大力尋求新的能源供應模式，改善能源利用結構勢在必行，也是減少煤礦安全事故的有效途徑，只有這樣，才能使我國煤礦生產走出困局，因為當經濟發(fā)展對煤電依賴性減小，煤礦生產的壓力也會相應減小煤礦企業(yè)才有足夠的時間和空間來進行安全體系建設和安全措施的完善。同是也要注重“開源節(jié)流”。一方面開辟新的礦源，探索和引進先進的生產開采技術。借鑒先進的管理經驗和生產理念，提高煤礦行業(yè)的勞動生產率，增加科技對煤炭生產的貢獻率。在安全生產的范圍內盡量探尋新的礦源。另一方面要倡導建立節(jié)約型社會，科學采礦，文明采礦，合理采礦，防范和杜絕采肥丟瘦的掠奪性開采方式，提高伴生礦的利用率。能源消費者也要樹立正確的消費觀念，樹立節(jié)約意識，提高能源的利用率。2、加大宏觀調控力度，進一步加強安全監(jiān)督檢查事實上，只要管理者措施得力，監(jiān)督得法，大多數(shù)的礦難是可以避免的或者說大多數(shù)礦難的損失是可以控制和被最小化的，因此政府的宏觀調控和政策監(jiān)督是至關重要的?！懊旱V資源的不可再生性、煤炭工業(yè)的重要性和煤礦生產勞動的極度危險性，都要求政府在可持續(xù)煤炭發(fā)展中發(fā)揮重要作用，承擔起義不容辭的公共責任?！闭e極推進“科技含量高，經濟效益好，資源消耗低，環(huán)境污染少，人力資源優(yōu)勢得到充分發(fā)揮的新型工業(yè)化道路”的進程，加快建立社會主義和諧社會，鼓勵吸收社會資本入股以充實大煤礦集團實力，增強我國煤礦行業(yè)的核心競爭力，并鼓勵大煤礦集團大煤礦企業(yè)參與國際競爭，政府對大企業(yè)大集團走向世界提供必要的政治、外交支持，通過外交談判、政治對話等方式爭取更廣闊的生產基地和新的礦源，政府要適當提高煤礦行業(yè)的門檻，不具備安全生產條件的個人和企業(yè)不讓進入，對安全措施不完善的企業(yè)要責令整改，對不具備安全生產能力的企業(yè)要堅決取締，對個別企業(yè)胡干亂干的行為要堅決糾正，對違反安全生產法規(guī)條令的行為要堅決制止、嚴厲打擊。并且不定時地組織進行抽樣調查，對企業(yè)的安全設施進行認真檢查和評估，并監(jiān)督和鼓勵企業(yè)更新生產設備、提高煤礦的安全生產能力。中央財政的轉移支付力度，充實地方財力，地方財政增大對煤礦企業(yè)的支持力度，增加安全設施建設的投入，提高安全生產水平。溫家寶總理在十屆全國人大三次會議上作政府工作報告時指出“必須要把煤礦安全作為突出任務，完善煤礦安全監(jiān)管體制和機制，加大對煤礦安全設施的投入，提高安全生產水平，國務院決定今年安排30億元建設資金，支持國有煤礦安全技術改造，地方和企業(yè)也要增加安全生產投入，我們要以對人民高度負責的精神，切實改善煤炭生產安全狀況”，但更關鍵的是企業(yè)和集團自身要不斷提高包括資本實力、科技實力等綜合實力在內的國際競爭力。此外，“凡事預則立，不預則廢”要及早建立煤礦事故預警和預防機制，對可能發(fā)生安全事故的重要環(huán)節(jié)及早預防，認真整改，有備才能無患，事故造成的損失要比安全生產投入和預防預警機制建設投入多得多。同時好要嚴格貫徹安全生產法規(guī)，加大事故懲罰力度，嚴格執(zhí)行責任追究制。2004年1月13日，《安全生產許可證條例》開始執(zhí)行，2005年1月1日新版的《煤礦安全規(guī)程》開始實施，加上以前頒布的其他條令，我國的安全生產立法應該是比較完善的，法令即立，重在執(zhí)行，這些法規(guī)必須要嚴格執(zhí)行。發(fā)生事故后要加大對遇難礦工家屬的補償力度，提高生產者賠償金額，以督促生產者改進生產技術，加大安全投入，重視安全問題。并且嚴肅懲治事故責任人，嚴格責任追究制。
