商務(wù)部部長(zhǎng)助理俞建華在聯(lián)合國(guó)工業(yè)發(fā)展組織第十四屆大會(huì)上的發(fā)言AssistantMinisterYuJianhua’sSpeechatthe14thGeneralConferenceoftheUnitedNationsIndustrialDevelopmentOrganization2012-03-1517:40MOFCOM主席女士：Madam.President,首先，我謹(jǐn)代表中國(guó)代表團(tuán)祝賀工發(fā)十四大的召開，并對(duì)您和主席團(tuán)其他成員的當(dāng)選表示祝賀。在此，我也感謝伊朗大使AliAsgharSoltanieh先生在擔(dān)任上屆大會(huì)主席期間所做出的杰出貢獻(xiàn)。Ishallstartbyextendingmycongratulations,onbehalfoftheChinesedelegation,tothe14thGeneralConferenceoftheUnitedNationsIndustrialDevelopmentOrganization.Iwouldalsoliketocongratulateyouandothermembersofthebureauonyourelection.IshalltakethisopportunitytothankAmbassadorAliAsgharSoltaniehofIranforhisgreatcontributionasthePresidentofthepreviousConference.當(dāng)前，世界經(jīng)濟(jì)形勢(shì)下行壓力加大，不穩(wěn)定性和不確定性上升，主要經(jīng)濟(jì)體增速下滑，一些國(guó)家主權(quán)債務(wù)問題突出，國(guó)際金融市場(chǎng)和大宗商品價(jià)格持續(xù)動(dòng)蕩，新興市場(chǎng)國(guó)家通脹壓力加大，各種形式的保護(hù)主義有所抬頭。世界經(jīng)濟(jì)復(fù)蘇的長(zhǎng)期性、艱巨性和復(fù)雜性，給世界各國(guó)工業(yè)的可持續(xù)發(fā)展帶來了嚴(yán)峻挑戰(zhàn)。本屆大會(huì)重點(diǎn)討論工業(yè)可持續(xù)發(fā)展，正當(dāng)其時(shí)，意義重大。圍繞這一問題的討論，有利于我們深刻認(rèn)識(shí)當(dāng)前世界經(jīng)濟(jì)形勢(shì)下工業(yè)發(fā)展的新變化和新特點(diǎn)，準(zhǔn)確把握未來一段時(shí)間綠色工業(yè)發(fā)展方向，探討如何合理解決經(jīng)濟(jì)社會(huì)高速發(fā)展與資源和環(huán)境等之間的矛盾，推動(dòng)全球綠色經(jīng)濟(jì)和綠色工業(yè)實(shí)現(xiàn)持續(xù)穩(wěn)定的發(fā)展。Today’sworldeconomyistroubledwithbiggerdownwardpressure,risinginstabilityanduncertainty,seriousslowdownofmajoreconomies,prominentsovereigndebtissuesofcertaincountries,volatilityofinternationalfinancialmarketsandcommoditiesprices,mountinginflationarypressureinemergingmarketeconomies,andrisingprotectionismofallforms.Recoveryoftheworldeconomy,whichwillbealong,difficultandcomplicatedprocess,imposesseriouschallengestothesustainableindustrialdevelopmentofallcountries.ItisagainstthisbackdropthatthisConferencehighlightstheindustrialsustainabledevelopment.Discussionsonthiswillhelpusacquireabetterunderstandingofthenewchangesandfeaturesofindustrialdevelopmentinthecurrentcontextofworldeconomy,feelthepulseofthetrendofgreenindustrialdevelopment,findrationalsolutionstotheresourceandenvironmentchallengesgeneratedbyfasteconomicandsocialdevelopment,andcontributetothesustainedandstablegrowthofglobalgreeneconomyandgreenindustries.主席女士，工發(fā)組織大力倡導(dǎo)綠色工業(yè)，積極推動(dòng)環(huán)境和能源領(lǐng)域的國(guó)際交流與合作，開展了大量卓有成效的工作。中方對(duì)此表示贊賞，并將一如既往地支持工發(fā)組織在促進(jìn)發(fā)展中國(guó)家工業(yè)進(jìn)步、實(shí)現(xiàn)工業(yè)可持續(xù)發(fā)展方面所做的不懈努力。Asachampionofgreenindustrialdevelopment,UNIDOhasdoneaterrificjobinpromotinginternationalcommunicationandcooperationinenvironmentandenergy.ChinaisappreciativeofthisandwillcontinuetosupportUNIDO’seffortsinpromotingindustrialadvanceandindustrialsustainabledevelopmentofdevelopingcountries.為實(shí)現(xiàn)工業(yè)綠色發(fā)展，中國(guó)政府明確提出要走出一條科技含量高、經(jīng)濟(jì)效益好、資源消耗低、環(huán)境污染少、人力資源優(yōu)勢(shì)得到充分發(fā)揮的新型工業(yè)化道路。過去5年，中國(guó)工業(yè)實(shí)現(xiàn)了年均11.6%的增長(zhǎng)，與此同時(shí)，單位工業(yè)增加值能耗累計(jì)下降26%。今年是中國(guó)實(shí)施“十二五”規(guī)劃綱要的第一年。中國(guó)政府發(fā)布的“十二五”規(guī)劃綱要明確提出，要把建設(shè)資源節(jié)約型、環(huán)境友好型社會(huì)作為加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式的重要著力點(diǎn)，在2011－2015年間單位國(guó)內(nèi)生產(chǎn)總值能源消耗和二氧化碳排放分別降低16%和17%，主要污染物排放總量減少8%至10%，非化石能源占一次能源消費(fèi)的比重由目前的8.3%提高至11.4%。為此，我們將從以下幾個(gè)方面繼續(xù)做出努力：Toachievethegoalofgreenindustrialdevelopment,theChinesegovernmentchartsanewindustrializationcoursefeaturinghighertechnologycontents,greatereconomicbenefits,lowerresourceconsumption,lesspollutiontotheenvironment,andbetterutilizationofhumancapital.TheChineseindustryregisteredinthepastfiveyearsanaverageannualgrowthrateof11.6%whileenergyintensityforindustrialaddedvaluewasbroughtdownby26%.Thisyearistheinitialyearofthe12thFive-YearPlan.AsclearlyoutlinedinthePlan,buildingaresource-conservingandenvironment-friendlysocietyisamainwaytospeeduptransformationofeconomicgrowthpattern,andenergyintensityandcarbondioxideemissionintensitywillbereducedby16%and17%respectivelywhiletotalpollutantemissionreducedbyamarginbetween8%and10%inthefiveyearsbetween2011and2015,andtheshareofnon-fossilfuelsinprimaryenergyconsumptionwillbeincreasedfrom8.3%to11.4%overthesameperiodoftime.Tothisend,effortswillbemadeinthefollowingaspects.一是加快推進(jìn)工業(yè)化進(jìn)程，調(diào)整工業(yè)結(jié)構(gòu)，優(yōu)化工業(yè)布局，引導(dǎo)地區(qū)間產(chǎn)業(yè)有序轉(zhuǎn)移，提升技術(shù)和產(chǎn)品結(jié)構(gòu)，實(shí)現(xiàn)協(xié)調(diào)發(fā)展。First,wewillacceleratetheindustrializationprocess,adjustindustrialstructure,optimizeindustriallayout,guideinter-regionalindustrialmigration,andimprovethestructureoftechnologyandproductstorealizecoordinateddevelopment.二是堅(jiān)持工業(yè)綠色發(fā)展，從主要依靠規(guī)模擴(kuò)張、過度消耗能源資源的粗放發(fā)展向注重效率、注重發(fā)展質(zhì)量和效益的可持續(xù)
