執(zhí)行機構(gòu)的能力評估Purpose：目的：identifythecapacity,proceduralandorganizationalconstraintsthatwillhindereffectiveProjectimplementationandagreeanactionplantoaddresstheseconstraints;確定在能力、程序和機構(gòu)方面對有效的工程實施帶來障礙的制約因素，并同意采取相應(yīng)措施的行動方案determinetheoverallprocurementriskandputinplaceappropriatereviewandsupervisionprocessesandthresholdstomitigatethoserisks,決定總的采購的風險，并采取相應(yīng)的檢查和監(jiān)督程序，來減低這些風險Tothemaximumextentpossibleandsensible,ensurethatprocurementisundertakenbytheregularlineunitswithintheEA,agreeingintheactionplanmeasurestostrengthenandsupporttheseunitswhennecessarytherebyensuringthatEAcapacityisbuiltbeyondtheproject’slifecycle.到達最大程度，以確保采購活動是由執(zhí)行機構(gòu)的常規(guī)部門來完成，行動方案中的措施要加強并支持這些部門的能力建設(shè)，如果需要，在工程周期之外繼續(xù)執(zhí)行機構(gòu)的能力建設(shè)TheCapacityAssessmentwillbecomearequirementofthedetailedprocurementplanguideandbeusedtojustifyreviewprocedures,inc.theintroductionofpostreview能力評估將成為采購方案指南的所要求完成的一個局部，并將用來評估亞行的審查程序〔包括使用后審查的方式〕Untilthedetailedguideisissued,inc.instructionsondoingcapacityassessment,capacityassessmentsarenotrequiredandpostreviewproceduresshouldnotbeproposed.在采購方案指南〔包括能力評估的方法〕公布之前，能力評估暫不作要求，同時后審查程序也不可以使用2.ProcurementPreparation采購準備工作

AdvanceProcurementAction提前采購APA-theprocessforprocuringgoodsandworksbeforethedateofloaneffectivenessorapprovalofTA.提前采購－是指在貸款生效日期或技援工程批準日期之前進行的采購活動APAmayincludeapprovaloftheawardofcontractfortheprocurementofgoodsandrelatedservicesandworksifRFhasalsobeenapproved.如果追溯貸款已經(jīng)批準，提前采購活動可以包括對采購合同進行授標的批準Retroactivefinancing(RF)referstotheADB‘sapprovalinprincipletofinanceprojectexpenditurespriortotheloanorTAbecomingeffective.追溯貸款是指在貸款或技援生效之前亞行原那么上批準為工程的開銷進行融資2.ProcurementPreparation采購準備工作

AdvanceProcurementAction提前采購WhereAPAisapproved,theEAmustbeadvised:如果提前采購得到批準，執(zhí)行機構(gòu)必須：ToseekADB’sapprovalforthedraftprequalificationandbiddingdocumentsbeforetheyareissued;資審和招標文件在發(fā)布之前要取得亞行的批準Tofollowrequirementsforpublicadvertising;滿足發(fā)布廣告的要求NotethatADB'sapprovalofAPAwillnotcommitADBtosubsequentlyapprovetheprojectortofinancetheprocurementcosts;注意：亞行對提前采購的批準不代表亞行一定批準對該工程或該采購活動的融資NotethatADBwillnotfinanceexpenditurespaidbytheborrowerpriortoloaneffectiveness,evenifAPAisapproved,unlessRFhasalsobeenapprovedbyADB.注意：除非追溯融資得到批準，亞行不會在貸款生效之前對執(zhí)行機構(gòu)的有關(guān)支出進行融資，即使批準了提前采購SpecializedAgencies:專業(yè)代理TheProcurementGuidelinesallowfordirectprocurementfromspecializedagencies.亞行采購指南允許使用專業(yè)代理來進行直接采購Theuseofspecializedagenciesshouldbeidentifiedintheprocurementplan.使用專業(yè)代理必須在采購方案中明示Procurementfromth
