HousingandUrban-RuralDevelopment(MOHURD)“NoticeonPrintingandDistributing‘the

DevelopmentandRevisionPlanofNationalEngineeringConstructionStandardsin’2”0,09reviewed

andfinalizedbasedonwideandextensiveinvestigationsandstudiesmade,practicessummarized,

commentsrequestedaswellasreferencestointernationalcodesandadvancedforeignstandards.

Thestandardconsistsofcha3pters,covering:generalprovisions,basicengineeringdesignand

detailengineeringdesign.

2.1.1Generalspecificationshallcovertheprojectoverview,designbasis,designprinciple,design

scope,designfundamental,maintechnicalschemes,environmentalprotectionscheme,safetyfacilities

setupscheme,occupationaldiseaseprotectionfacilitiesdesignscheme,energy-savingmeasures,main

tech-economicindicators,staffdeployment,applicablecodesandstandardsondesign,existingproblems

andsuggestions,etc.

2.1.2Projectoverviewshallmakeclearthescaleofproject,thenatureofconstructionandexternal

supportingconditionsavailablefortheproject,etc.

2.1.3Designbasisshallincludethefeasibilitystudyreportandapprovaldocument,specialassessment

reportandapproval,projectdesigncontract,relatedminutesofmeeting,thecorrespondencesfromthe

clientandtheauthority,etc.

2.1.4Designprinciplesshallincludetheapplicablenationalprojectconstructionregulations,policies

andrequirements,technologyselectionprinciples,state-of-the-artprocessandstate-of-the-art

7Consumptionsshouldbeclearlylistedinseparatespreadsheetstheconsumptionofelectricity,

freshwater,coolingwater,hotwater,steam,compressedair,nitrogen,fuelgasandfueloil,etc.,which

shallcomplywiththerequirementsofTable2.2.2-1toTable2.2.2-5.

equipmenttagnumber,name,quantity,operatingtemperature,operatingpressure,designtemperature,

designpressure,specification,principalmaterial,weight,thermalinsulationandcorrosionprotection,

etc.Forthepackageequipmenttobedelivered,thescopeofpackageshallbeindicated.

2.2.6Thelistofspecialvalvesshallindicatethetagnumber,name,mainoperatingparameters,

specificationsandquantityofeachtypeofvalve,suchassafetyvalve,reliefvalve,reducingvalve,

2Theboilerdatasheetshalllistoutthedatanecessaryforboilerdesign,selectionandinquiry,

includingevaporationcapacity,steampressureandtemperature,boilertype,steamquality,site

condition,explosion-proofgrade,sootblowingtype,burneratomizationtype,scopeofsupplyandnozzle

flangeparameter,etc.

3Thecoolingandheatexchangeequipmentdatasheetshalllistouttheequipmentname,tag

number,quantity,specification,processoperatingparameter,physicalpropertiesofheatingmedium,

physicalpropertiesofheatedmedium,structureparameter,openingdescription,mechanicaldesigndata,

constructionmaterial,manufactureandinspection,etc.

4Thepumpdatasheetshalllistoutthedatanecessaryforpumpdesign,selectionandinquiry,

includingmediumname,operatingcondition,sitecondition,explosion-proofgrade,construction

parameter,principalmaterial,typeofdrive,flushing,mechanicalseal,inspectionandacceptance,scope

ofsupply,nozzleflangeparameter,etc.

5Thedatasheetofspecialvalvesshalllistouttheseriesnumberofequipmentorpipeunder

protection,servicecondition,typeofvalve,valvematerials,pressurerating,flowrate,constantpressure,

6Thedatasheetofothersmallequipmentshalllistouttheoperatingparameters,design

2.2.8Theequipmentspecificationsshalllistoutthelong-leadequipmentsmainprocessparameters,

structuralform,pressurerating,materialofconstruction,normativereference,scopeofsupply,

inspectionandacceptance,packingandtransportation,qualityinsuranceandfieldservice,vendor

documentreturn,etc.

2.2.9Theprocessflowdiagramshallshowthecompleteprocess,includingnameofmainprocess

equipment,tagnumber,operatingtemperature,operatingpressure,specification,safetyreliefand

vacuum-resistancemeasuresaswellasnominaldiameterofmainprocesspipe,mediumflowrate,

operatingtemperature,operatingpressure,controlvalve,flowratecontrolandmetering,etc.

2.2.10Theutilitiesflowdiagramshallbeplottedonthematerialcategorybasistoindicatethesource

ofmaterialandequipmenthandlingthematerial,includingtheequipmentname,tagnumber,nominal

diameterofstreampipe,mediumflowrate,operatingtemperature,operatingpressure,controlvalve,

flowratecontrolandmetering,etc.

2.2.11Piping&instrumentdiagram(P&ID)shallshowthefollowing:

1Followingshallbeshowfortheequipment:

1)Tagnumber,nameandtypeofallequipment,aswellasthespecifications,heatingandthermal

insulationrequirements,etc.

2)Descriptiononequipmentsafetyrelief,vacuum-resistancemeasuresandsafetyaccessories

shallindicatethesize,parameterandnumberofsafetyvalve,rupturedisc,breathingvalve,

reliefvalve,nitrogensealingvalve,etc.

3)Scopeofsupplyofpackageequipment.

2Followingshallbeshowforthepipe:

1)Allprocesspipesconnectingtotheequipment,themediumflowdirection,mediumcode,pipe

number,nominaldiameter,pipeclass,pipespecbreak,heattracingandthermalinsulation

requirements,etc.

2)Theprocess-relatedvalvesandthoseinstalledforprocessrequirements;Tagnumberof

automaticcontrolvalve.

3)Allsafetyreliefandvacuum-resistancemeasures,includingsafetyvalve,rupturedisc,reducing

valveandreliefvalveaswellastheirtagnumbers,etc.

4)Mainpipeattachments,includingmetalhose,filter,restrictionorificeplateandblind,etc.

2.3.2Thecontentofdescriptionshalldescribethefollowingrequirements:

1Designprinciplesshallincludetheapplicablenationalprojectconstructionregulations,policies

andrequirements,state-of-the-artmaterialselectionprinciples,supportingconditionsforproject

construction,etc.

2Designscopeshallclearlydescribethedivisionofprocessuni(tmainitem)andthemainworkof

project.

3Designschemeshalldescribethepipingandequipmentlayout,pipethermalinsulationandheat
