1.0.1Thiscodeisformulatedwithaviewtopreventingfireaccidentsinbuildings,reducingfire

hazardsandprotectingsafetyoflifeandproperty.

1.0.2Thiscodeisapplicabletothefollowingnewlyconstructed,enlargedandalteredbuildings:

1Factorybuildings;

2Storages;

3Civilbuildings;

4ClassA,B,Cliquidtanks(tankfarms);

5Combustibleandcombustion-supportinggastanks(tankfarms);

6Stackyardsforcombustibles;

7Urbanroadtunnels.

Ifdedicatednationalstandardsareavailable,thefireprotectiondesignofbuildingsforcivilair

defenseengineering,petroleumandnaturalgasengineering,petrochemicalengineering,fossilfuel

powerplantsandsubstationsshouldcomplywiththerequirementsofthosestandards.

1.0.3Thiscodeisnotapplicabletothefireprotectiondesignofbuildingssuchasfactorybuildings

(storages)forgunpowder,explosivesandtheirproductsaswellasfireworksandfirecrackers.

1.0.4Whereabuildingismulti-used,fireseparationsshallbeprovidedbetweendifferentuses.Fire

protectiondesignofbuildingsandtheareasofdifferentusesshallbedeterminedaccordingtothe

relevantrequirementsofthiscode.

1.0.5Fireprotectiondesignofbuildingsshallcomplywiththerelevantnationalmajorpolicies,and

guarantee,onthewhole,theoverallplanning,safetyandapplicability,advancedtechnologyaswellas

economicalrationalityaccordingtotheoccupanciesandfirehazardsofthebuilding.

1.0.6Inadditiontocomplywiththerequirementsofthiscode,buildingswithheightgreaterthan250m

shallbeprotectedwithstricterfireprotectionmeasuresaccordingtotheactualsituation.Fireprotection

designsolutionsofsuchbuildingsshallbediscussedandreviewedbythenationalfireauthorities.

1.0.7Inadditiontotherequirementsofthiscode,fireprotectiondesignofbuildingsshallalsocomply

withthosespecifiedintherelevantcurrentnationalstandards.

·1·2Termsandsymbols

2.1Terms

2.1.1high-risebuilding

Residentialbuildingswithbuildingheightgreaterthan27mandnon-single-storeyfactory

buildings,storagesandothercivilbuildingswithbuildingheightgreaterthan24m.

Note:ThecalculationofbuildingheightshallcomplywiththosespecifiedinAppendixAofthiscode.

2.1.2podium

Theancillarypartofahigh-risebuilding,whoseheightisnotgreaterthan24m,andisconnectedto

themainbodyofthehigh-risebuildingbutisbeyondtheprojectionrangeofthemainbody.

2.1.3importantpublicbuilding

Thecivilbuildingotherthanresidentialbuildingthatmaycauseheavycasualtiesandproperty

losses,severesocialimpactincaseoffire.

2.1.4smallcommercialspaces

Commercialspacessuchasshops,postoffices,banks,barbershopslocatedonthefirstfloororthe

firstandsecondfloorsoftheresidentialbuildings,withthebuildingareaofeachseparatedunitnot

Rackstoragewithrackheightgreaterthan7mandwithmechanicaloperationorautomaticcontrol.

Aspacehavingitsaverageclearheightgreaterthan1/3butlessthan1/2belowfinishedgroundlevel.

Aspacehavingmorethanhalfitsaverageclearheightbelowfinishedgroundlevel.

2.1.8openflamelocation

Anindoororoutdoorlocationwithopenflameorred-hotsubjects,excludingcookingutensils,

Noncombustiblewallinabuildingwhichpreventsfirefromspreadingtoadjoiningareaswithfire-

resistanceratingnotlessthanthespecifiedrequirementsofthecode.

Noncombustiblewallwhichpreventsfirefromspreadingtoadjoiningbuildingsoradjoining

horizontalfirecompartmentswithfire-resistanceratingnotlessthan3.00h.

Afloo(rroom)inabuildingthattemporarilyprotectspeoplefromfireandsmoke.

3.1Classificationoffirehazards

3.1.1Firehazardofproductionshallbeclassifiedaccordingtosuchfactorsasthepropertiesand

quantityofsubstancesusedorgeneratedduringproduction.ItisclassifiedintoClassA,B,C,DandE,

andshallbeinaccordancewiththosespecifiedinTable3.1.1.

firecompartmentthereof,thefirehazardclassificationofproductioninthatfactorybuildingorinthatfire

compartmentshallbedeterminedaccordingtothepartwithhigherfirehazard;whenthequantityof

flammablesorcombustiblesusedorgeneratedduringproductionissmallandisinsufficienttocause

explosion/firehazard,thefirehazardclassificationmaybedeterminedaccordingtotheactual

conditions;whenoneofthefollowingconditionsismet,thefirehazardclassificationmaybedetermined

accordingtothepartwithlowerfirehazard:

1Thefloorareaoftheproductionpartwithhigherfirehazardislessthan5%ofthegrossfloor

areaofthefloororthefirecompartmentortheareaofpaintspraysectioninClassDandEfactory

buildingsislessthan10%,andfirecannotspreadtootherpartsduringfireaccidentortheproduction

partwithhigherfirehazardhasbeentakenwitheffectivefirepreventionmeasures;

2TheareaofpaintspraysectioninClassDandEfactorybuildingsisnotlargerthan20%ofthe

grossfloorareaofthefirecompartment,providedthatthesectionisenclosedandnegativelypressurized,

combustiblegasdetectionandalarmsystemorautomaticexplosionsuppressionsystemisinstalled.

3.1.3Thefirehazardofstoredmaterialsshallbeclassifiedaccordingtosuchfactorsastheproperties

ofstoredmaterialsandthequantityofcombustiblesinthestoredmaterials.ItisclassifiedintoClassA,

B,C,DandE,andshallbeinaccordancewiththosespecifiedinTable3.1.3.

Ⅳ.Thecombustibilityandfire-resistanceratingofcorrespondingbuildingelementsshallbenotless

thanthosespecifiedinTable3.2.1unlessotherwiserequiredbyprovisionsofthiscode.

voltagedistributionsubstation.Theotherfireprotectiondesignshallcomplywiththerequirementsof

currentnationalstandardslikeGB50229StandardforDesignofFireProtectionforFossilFuelPower

PlantsandSubstationsetc.

3.2.7Fire-resistanceclassshallbenotlessthanClassⅡforhighrackstorages,high-rise

storages,ClassAstorages,multi-storeyClassBstorages,multi-storeyClassCstoragesstoring

combustibleliquid.

Fire-resistanceclassshallbenotlessthanClassⅢforsingle-storeyClassBstorages,single-

storeyClassCstorages,multi-storeyClassCstoragesstoringcombustiblesolidsandmulti-storey

ClassDandEstorages.

3.2.8Fire-resistanceclassofgrainsilosshallbenotlessthanClassⅡ;ClassⅡgrainsilocanbe

3.2.15FortheaccessibleflatroofofClassⅠorClassⅡfactorybuildings(storages),thefire-

3.2.16RoofslabofClassⅠorClassⅡfactorybuildings(storages)shallbenoncombustible.

Roofwaterbarriershouldbenoncombustibleordifficult-combustible.Whencombustiblewater

barrierisusedandlaidoncombustibleordifficult-combustiblethermalinsulationmaterials,thewater

barrierorthecombustible,difficult-combustiblethermalinsulationmaterialsshallbeprotectedwith

noncombustiblematerials.

3.2.17Ifitisnecessarytousemetalsandwichboardasnonbearingexteriorwall,roompartitionwallor

shallbeClassAfirewindows.

3.3.9Staffdormitorymustbestrictlyprohibitedinthestorages.

OfficesandstaffloungesmustnotbepermittedinoradjoiningtoClassAandBstorages.

WhereofficesandstaffloungesarepermittedinClassCandDstorages,theofficesandstaff

loungesshallbeseparatedfromtheremainderofthebuildingbyfirepartitionwallwithfire-

resistanceratingnotlessthan2.50handfloorwithfire-resistanceratingnotlessthan1.00h,and

dedicatedexitshallbeprovided.Whereitisnecessarytoprovidedoorsinthepartitionwall,Class

Bfiredoorsshallbeinstalled.

3.3.10Fireprotectiondesignoflogisticsbuildingsshallcomplywiththefollowingrequirements:

1Wherethemainfunctionofthebuildingissortingorprocessing,thefireprotectiondesignshall

complywiththerelevantrequirementsoffactorybuildingsofthiscode;thestoragepartshallcomply

withtherequirementsforintermediatestorages.

2Wherethemainfunctionofthebuildingisstorageoritisdifficulttodistinguishitsmain

function,thefireprotectiondesignshallcomplywiththerelevantrequirementsofstoragesofthiscode.

However,wheretheoperatingareassuchassortingareaarecompletelyseparatedfromstorageareas,

thefireprotectionrequirementsofoperatingareasmaycomplywiththerelevantrequirementsoffactory

buildingsandstorageareasmaycomplywiththerequirementsofstoragesofthiscode.

Wheretheoperatingareassuchassortingareaarecompletelyseparatedfromthestorageareasby

firewall,andwhenthefollowingconditionsaremet,exceptClassChighrackstorageswithautomatic

control,themaximumpermissiblegrossfloorareaofthefirecompartmentsinthestorageareaandthe

maximumpermissiblefirstfloorareaofthestoragemaybeincreasedby3.0timesoftherequirements

specifiedinTable3.3.2(notincludethenotes)ofthiscode:

1)StoringClassCmaterialsexceptcombustibleliquid,cotton,linen,silk,woolandother

3.4.1Unlessotherwiserequiredbyprovisionsofthiscode,thefireseparationdistancebetween

anytwofactorybuildings,betweenanyfactorybuildingsandanyClassB,C,DandEstorages,

betweenanyfactorybuildingsandcivilbuildingsetc.shallbenotlessthanthosespecifiedinTable

4.1Generalrequirements

4.1.1ClassA,BandCliquidtankfarm,LPGtankfarm,combustibleandcombustion-supportinggas

tankfarmandstackyardforcombustibles,shallbelocatedattheedgeoftheurban(zone)orinthe

relativelyindependentandsafezone,andshouldbelocatedinthedownwinddirectionwiththeannual

minimumfrequency.

ClassA,BandCliquidtanks(tankfarm)shouldbelocatedinplaceswithlowerterrain,otherwise

fireprotectionmeasuresshallbetaken.

LPGtank(tankfarm)shouldbelocatedinflatoropenplaceswhereLPGisnoteasily

accumulated.

4.1.2ClassAliquidinbarrelsorcylindersshallnotbestoredoutdoors.

4.1.3Noncombustiblesolidwallwiththeheightnotlessthan1.0mshallbeprovidedaroundthe

LPGtankgroupsortankfarms.

4.1.4ClassA,BandCliquidtankfarm,LPGtankfarm,combustibleandcombustion-supportinggas

tankfarmandstackyardforcombustiblesshallbearrangedawayfromtheloadingandunloadingarea,

accessoryproductionareaandofficearea.

4.2.5Noncombustiblefiredikeshallbearrangedaroundtheabovegroundandsemi-underground

storagetanksorstoragetankgroupforClassA,BandCliquids.Thearrangementoffiredikeshall

complywiththefollowingrequirements:

1Thestoragetanksinthesamefiredikeshouldnotbearrangedinmorethan2rows.The

volumeofasingletanknotgreaterthan1000mandtheliquidtankswiththeflashpointgreaterthan

120℃shouldnotbearrangedinmorethan4rows.

2Theeffectivecapacityofafiredikeshallbenotlessthanthevolumeofthemaximumstorage

tanktherein.Forfloatingrooftank,theeffectivecapacityofafiredikemaybehalfofthevolumeofthe

tankwithmaximumvolume.

3Thehorizontaldistancefromtheinneredgeofthefirediketotheouterwallofthevertical

tankshallbenotlessthanhalfoftheheightofthetankwall.Thehorizontaldistancefromthe

inneredgeofthefirediketothehorizontaltankshallbenotlessthan3m.

4Thedesignedheightofthefiredikeshallbe0.2mhigherthanthecalculatedheight,and
