Background
Theemissionstandardofairpollutantsfromstationarysources(DB31/933-2015)wasissuedbyShanghaiGovernmentin2015.TheregulationpushedtheVOCsTreatmentofmanufacturersofstationarysourcesinShanghai.
Accordingthecurrentenvironmentpolicyandenvironmentalmanagementrequirement,theregulationneedtoberevisedfortheairpollutioncontrol.Thepurposeoftherevisedregulationistoimprovetheeffectivenessofairpollutioncontrolmeasureandpromotethesustainabledevelopmentofindustries.
Now,theregulationdocumentwasdraftedandlisteningtothecommentsfrompublic,company,associationandprofessionalexperts.
ScopeofApplication
Thisdocumentspecifiestherequirementsforthecontrol,monitoring,andsupervisionofatmosphericpollutantemissionsfromstationarysourceinShanghai.
ItappliestothemanagementofatmosphericpollutantemissionsfromexistingstationarysourcesinShanghai,aswellastotheenvironmentalimpactassessments,environmentalprotectionfacilitydesigns,completionenvironmentalprotectionacceptance,issuanceofemissionpermits,andpost-productionmanagementofatmosphericpollutantemissionsforconstructionprojects.
3.ScopeofApplication
3.1TheemissionlimitfromstacksisrequiredtocompliedwiththeconcentrationandemissionrateasshowninTable1andTable2.InordertocontrolfugitiveemissionofVOCs(volatileorganiccompounds),thelimitmonitoredwithinfactoryisupgradedbasedontheemissionstandardsfromChinaMinistryofEcologyandEnvironmentasshowninTable3.
3.2Somerequirementforoperation,managementandmonitoringarealsoproposedandoptimized.Thebasicrequirementsaresameasthepreviousversionin2015.Somedetailsareaddedinthisversionlikehowtoevaluatethecomplianceofoperationandtreatment.Pleasereadthedocumentasattachedinthepubliccommentdocuments.
