書和運行規(guī)范必須在經(jīng)營場所可獲得，以備公眾和FAA的審查。SubpartB—CertificationB部分-證書§145.51Applicationforcertificate.145.51證書的申請(a)AnapplicationforarepairstationcertificateandratingmustbemadeinaformatacceptabletotheFAAandmustincludethefollowing:(a)修理站證書和評級的申請必須是FAA接受的形式，并必須包括以下方面：(1)ArepairstationmanualacceptabletotheFAAasrequiredby§145.207;(1)根據(jù)145.207要求能被FAA接受的修理站手冊；(2)AqualitycontrolmanualacceptabletotheFAAasrequiredby§145.211(c);(2)根據(jù)145.211(c)要求能被FAA接受的修理站控制手冊；(3)Alistbytype,make,ormodel,asappropriate,ofeacharticleforwhichtheapplicationismade;(3)申請時每件產(chǎn)品的型號、廠家或模型，適合時，的清單；(4)Anorganizationalchartoftherepairstationandthenamesandtitlesofmanagingandsupervisorypersonnel;(4)修理站的組織結構圖和管理與監(jiān)督人員的姓名和頭銜；(5)Adescriptionofthehousingandfacilities,includingthephysicaladdress,inaccordancewith§145.103;(5)房屋和設施的描述，包括符合145.103的實際地址；(6)Alistofthemaintenancefunctions,forapprovalbytheFAA,tobeperformedfortherepairstationundercontractbyanotherpersoninaccordancewith§145.217;and(6)待FAA批準的維修功能清單，用于由修理站依據(jù)145.217按與另一方簽定的合同開展工作；和(7)AtrainingprogramforapprovalbytheFAAinaccordancewith§145.163.(7)待FAA按145.163批準的培訓大綱。(b)Theequipment,personnel,technicaldata,andhousingandfacilitiesrequiredforthecertificateandrating,orforanadditionalratingmustbeinplaceforinspectionatthetimeofcertificationorratingapprovalbytheFAA.(b)證書和評級或附加評級所需的設備、人員、技術資料和房屋與設施必須在FAA進行證書或評級批準審查時到位。AnapplicantmaymeettheequipmentrequirementofthisparagraphiftheapplicanthasacontractacceptabletotheFAAwithanotherpersontomaketheequipmentavailabletotheapplicantatthetimeofcertificationandatanytimethatitisnecessarywhentherelevantworkisbeingperformedbytherepairstation.如果申請人有一份被FAA所接受的與另一方的合同，在發(fā)證書時和任何時候修理站開展相關工作需要時，申請人均可使用到該設備，申請人可以滿足該段的設備要求。(c)Inadditiontomeetingtheotherapplicablerequirementsforarepairstationcertificateandrating,anapplicantforarepairstationcertificateandratinglocatedoutsidetheUnitedStatesmustmeetthefollowingrequirements:(c)除了滿足修理站證書和評級的其它適用要求外，美國國外的修理站證書和評級申請人必須滿足下列要求：(1)Theapplicantmustshowthattherepairstationcertificateand/orratingisnecessaryformaintainingoralteringthefollowing:(1)申請人必須表明修理站證書和/或評級是維護或替換下列所需的：(i)U.S.-registeredaircraftandarticlesforuseonU.S.-registeredaircraft,or(i)用于美國注冊的航空器上和在美國注冊的航空器或產(chǎn)品，或(ii)Foreign-registeredaircraftoperatedundertheprovisionsofpart121orpart135,andarticlesforuseontheseaircraft.(ii)按121部或135部條例運行的國外注冊的航空器，和用于這些航空器上的產(chǎn)品。(2)TheapplicantmustshowthatthefeeprescribedbytheFAAhasbeenpaid.(2)申請人應表明FAA規(guī)定的收費已支付。(d)Anapplicationforanadditionalrating,amendedrepairstationcertificate,orrenewalofarepairstationcertificatemustbemadeinaformatacceptabletotheFAA.(D)附加評級，修正的修理站證書，或修理站證書的更新的申請應以FAA能接受的形式。Theapplicationmustincludeonlythatinformationnecessarytosubstantiatethechangeorrenewalofthecertificate.申請僅須涵蓋足以證實證書變更或更新所需的信息?！?45.53Issueofcertificate.145.53證書的頒發(fā)(a)Exceptasprovidedinparagraph(b),(c),or(d)ofthissection,apersonwhomeetstherequirementsofthispartisentitledtoarepairstationcertificatewithappropriateratingsprescribingsuchoperationsspecificationsandlimitationsasarenecessaryintheinterestofsafety.(a)除了按本節(jié)段（b），（c），或（d）的規(guī)定，滿足本部要求的個人可授予適當評級的修理站證書，該評級規(guī)定了為安全考慮所必需的運行規(guī)范和限制。(b)IfthepersonislocatedinacountrywithwhichtheUnitedStateshasabilateralaviationsafetyagreement,theFAAmayfindthatthepersonmeetstherequirementsofthispartbasedonacertificationfromthecivilaviationauthorityofthatcountry.(b)如果該個人在與美國有雙邊適航安全協(xié)議的國家，F(xiàn)AA可以基于該國民航局頒發(fā)的證書上查明此人滿足本規(guī)章的要求。ThiscertificationmustbemadeinaccordancewithimplementationproceduressignedbytheAdministratorortheAdministrator'sdesignee.本證書必須根據(jù)由管理局或管理局授權人簽署的實施程序制作。(c)BeforearepairstationcertificatecanbeissuedforarepairstationthatislocatedwithintheUnitedStates,theapplicantshallcertifyinwritingthatall“hazmatemployees”(see49CFR171.8)fortherepairstation,itscontractors,orsubcontractorsaretrainedasrequiredin49CFRpart172subpartH.(c)在修理站證書頒發(fā)給美國的修理站前，申請人應書面證明所有修理站危險工種（見49CFR171.8）、其承包方或子承包方按49CFR172部H子部要求進行培訓。(d)BeforearepairstationcertificatecanbeissuedforarepairstationthatislocatedoutsidetheUnitedStates,theapplicantshallcertifyinwritingthatallemployeesfortherepairstation,itscontractors,orsubcontractorsperformingajobfunctionconcerningthetransportofdangerousgoods(hazardousmaterial)aretrainedasoutlinedinthemostcurrenteditionoftheInternationalCivilAviationOrganizationTechnicalInstructionsfortheSafeTransportofDangerousGoodsbyAir.(d)在修理站證書頒發(fā)給美國外的修理站前，申請人應書面證明所有從事與危險品（危險材料）運輸有關工作職能的修理站雇員、其承包方或子承包方按民用航空組織的安全空運危險品技術指導的最新版本要求進行培訓?！?45.55Durationandrenewalofcertificate.145.55證書的存續(xù)與更新(a)AcertificateorratingissuedtoarepairstationlocatedintheUnitedStatesiseffectivefromthedateofissueuntiltherepairstationsurrendersitortheFAAsuspendsorrevokesit.(a)頒發(fā)給美國的修理站的證書和評級從頒發(fā)之日起生效，直到修理站放棄或FAA暫?；虺废?。(b)AcertificateorratingissuedtoarepairstationlocatedoutsidetheUnitedStatesiseffectivefromthedateofissueuntilthelastdayofthe12thmonthafterthedateofissueunlesstherepairstationsurrendersthecertificateortheFAAsuspendsorrevokesit.(b)頒發(fā)給美國外的修理站的證書和評級從頒發(fā)之日起到頒發(fā)后第12個月最后一天有效，直
