LadiesandGentlemen,

今天，在布魯金斯學(xué)會(huì)與大家歡聚一堂，紀(jì)念改變了世界的重大歷史事件――中美建交30周年，我感到非常高興。布魯金斯學(xué)會(huì)是美國著名智庫，多年來，一直以濃厚的興趣關(guān)注中美關(guān)系，為促進(jìn)中美人民友好合作，推動(dòng)中美關(guān)系發(fā)展做出了積極貢獻(xiàn)，我對(duì)此表示贊賞和欽佩。

Iamdelightedtojoinyouhereinmarkingthe30thanniversaryoftheestablishmentofChina-USdiplomaticrelations,ahistoriceventthatchangedtheworld.Yourinstitutionisawell-knownthinktankintheUnitedStates.Formanyyears,youhavefollowedChina-USrelationswithkeeninterest.IhighlyappreciateyoureffortstopromotethefriendshipandcooperationbetweentheChineseandAmericanpeopleandyourcontributiontotheprogressofourbilateralrelations.

30多年前，中美兩國一代偉人用小小的乒乓球帶動(dòng)大球，打開了中美兩國重新交往的大門。停航許久的中美關(guān)系大船又乘風(fēng)破浪啟航了。今天，在NBA打球的姚明成為中美兩國人民都喜愛的明星。從乒乓球到籃球，不僅是直徑的變化，更折射出短短30年間中美關(guān)系廣度和深度實(shí)現(xiàn)了巨大跨越。

Morethan30yearsago,thegreatstatesmenofourtwocountriesusedthesmallping-pongballforabigundertaking:theresumptionofcontactbetweenthetwocountries.TheshipofChina-USrelations,mooredforsolong,againsetsail,bravingthewindandwaves.Today,NBAplayerYaoMinghasbecomeastarpopularamongthepeopleofbothcountries.Fromtheping-pongballtothebasketball,itisnotjustachangeindiameter.Rather,itreflectstheenormousprogressindepthandbreadthofChina-USrelationsovertheshortspanof30years.

還是30多年前，當(dāng)基辛格博士秘密訪華之前，在人們看來中美兩國將會(huì)長久相互隔絕下去。聽說那時(shí)，當(dāng)一位英國記者把博士秘訪中國消息發(fā)給倫敦編輯時(shí)，那位編輯竟然斷言，記者先生肯定是喝醉了，基辛格怎么會(huì)去中國？于是他把這條新聞稿扔進(jìn)了垃圾簍。在基辛格博士秘訪中國之后，尼克松總統(tǒng)去了，再后來，鄧小平先生來了……1979年1月1日，中美兩國終于正式建立外交關(guān)系，開啟了兩國交流合作的新時(shí)代。短短30年，在幾代中國領(lǐng)導(dǎo)人、七任美國總統(tǒng)和中美兩國人民的共同努力下，兩國關(guān)系的航船迎著風(fēng)雨陽光不斷前進(jìn)，成為當(dāng)今世界最富生機(jī)和活力，最為重要的雙邊關(guān)系，給中美兩國人民帶來了巨大福祉，為世界和平與發(fā)展做出了重要貢獻(xiàn)。

Againmorethan30yearsago,beforeDr.HenryKissinger'ssecretvisittoChina,itlookedasthoughourmutualestrangementwouldcontinueforever.ItissaidthatwhenaBritishjournalistfiledthenewsofDr.Kissinger'ssecretmissiontoChinatohiseditorinLondon,theeditorconvincedhimselfthatthejournalistmustbedrunk.HowcouldKissingergotoChina?Hethrewthisnewsstoryintothewastepaperbasketwithoutasecondthought.Dr.Kissinger'svisitwasfollowedbythatofPresidentNixon.Lateron,Mr.DengXiaopingcametotheUnitedStates.On1January1979,ourtwocountriesestablishedformaldiplomaticrelationsandusheredinaneweraofexchangeandcooperation.Intheshortspanof30years,withthejointeffortsofseveralgenerationsofChineseleaders,sevenUSpresidentsandpeopleinbothcountries,theshipofChina-USrelationshasforgedahead,comerainorshine,andbecomethemostdynamicandimportantbilateralrelationshipintheworld.Ithasbroughttremendousbenefitstoourtwopeoplesandcontributedgreatlytoworldpeaceanddevelopment.

13億中國人和3億美國人都會(huì)高興地看到，中美的高層和各層級(jí)往來越來越頻繁了。兩國領(lǐng)導(dǎo)人從幾年難得一次會(huì)晤，發(fā)展到布什總統(tǒng)任內(nèi)兩國元首一年多次會(huì)晤，并經(jīng)常通話、通信，對(duì)推動(dòng)兩國關(guān)系發(fā)展發(fā)揮著不可替代的重大作用。胡錦濤主席同當(dāng)選總統(tǒng)奧巴馬雖未曾見面，但已進(jìn)行了頗有內(nèi)容的愉快通話，一致表示要擴(kuò)大各領(lǐng)域合作，把中美關(guān)系推上更高水平。中美之間建立起60多個(gè)對(duì)話合作機(jī)制。特別是在兩國元首倡導(dǎo)下，雙方建立的戰(zhàn)略經(jīng)濟(jì)對(duì)話和戰(zhàn)略對(duì)話兩個(gè)機(jī)制，為兩國在戰(zhàn)略層面加大、加深對(duì)話與合作提供了重要的平臺(tái)。

Boththe1.3billionChineseandthe300millionAmericansfeelhappytoseethatourexchangesatthetopandotherlevelsarebecomingmoreandmorefrequent.Yearsago,ourtopleaderscouldhardlymeetonceinseveralyears.YetduringPresidentBush'spresidency,ourtopleadershavemetseveraltimesayear.Theyhavestayedinregularcontactthroughtelephonecallsandletters.Suchcontacthasplayedanirreplaceableroleinpromotingthebilateralrelations.AlthoughPresidentHuJintaohasnotyetmetPresident-electObama,theyalreadyhadasubstantiveandpleasanttelephoneconversation.TheyagreedtoexpandcooperationinallfieldsandraiseChina-USrelationstoanewhigh.Therearenowmorethan60dialogueandcooperationmechanismsbetweenourtwocountries.IwanttomentioninparticulartheStrategicEconomicDialogueandtheStrategicDialoguethathavebeensetupattheinitiativeofthetwopresidents.Thesetwomechanismshaveprovidedanimportantplatformforexpandinganddeepeningdialogueandcooperationbetweenusatthestrategiclevel.

中美之間的戰(zhàn)略共識(shí)越來越多了。今天這個(gè)時(shí)代雖然信息技術(shù)高度發(fā)達(dá)，卻也是無論人與人、國與國之間都十分需要加強(qiáng)心與心直接坦誠深入溝通交流的時(shí)代。30年來我們的溝通交流達(dá)到從未有過的廣度和深度。我們雙方對(duì)處于大變動(dòng)中的這個(gè)世界的認(rèn)識(shí)，我們彼此對(duì)對(duì)方的認(rèn)識(shí)，我們對(duì)中美關(guān)系重要性的認(rèn)識(shí)都大大深化了，戰(zhàn)略互信積少成多了，彼此都變得更為理智和聰明了。中美兩國對(duì)世界和平與穩(wěn)定肩負(fù)重大責(zé)任，應(yīng)該友好相處而不是彼此敵視、應(yīng)該溝通合作而不是對(duì)抗沖突，越來越為兩國主流社會(huì)所認(rèn)同。

Ourtwocountrieshavecommonviewsonmoreandmorestrategicissues.Thoughweliveinaninformationage,westillneeddirect,candidandhonestexchangesbothbetweenindividualsandbetweenstates.Exchangesandmutualunderstandingbetweenourtwocountriesinthepast30yearshavereachedbreadthanddepthneverseenbefore.Ourunderstandingofthechangingworld,ofeachotherandoftheimportanceofourrelationshiphasdeepenedsubstantially.Ourstrategicmutualtrusthasgrownandwehavebothbecomewiserandmorerational.ChinaandtheUnitedStatesshoulderimportantresponsibilitiesforworldpeaceandstability.Weshouldliveinamity,notenmity.Weshouldengageincooperation,notconfrontation.Thishasincreasinglybecomethemainstreamviewinbothcountries.

中美共同利益的紐帶越來越粗壯，互利合作越來越廣泛深入了?？梢哉f，今天的中美關(guān)系越來越具有強(qiáng)大的內(nèi)在動(dòng)力和豐富的全球意義，成為中美兩國人民十分珍貴的財(cái)富。從雙邊到多邊，從政治安全到經(jīng)濟(jì)金融，從地區(qū)熱點(diǎn)到跨國挑戰(zhàn)，幾乎找不到我們沒有合作的問題。以中美經(jīng)貿(mào)關(guān)系為例，雙邊貿(mào)易額由建交時(shí)的24億美元躍升至3000多億美元，增長了120多倍，中國連續(xù)6年成為美國增長最快的海外出口市場(chǎng)，美國數(shù)百萬個(gè)工作崗位與中美貿(mào)易密切相關(guān)。雙方在朝核、伊朗核等熱點(diǎn)問題和反恐、防擴(kuò)散、氣候變化等全球性問題上開展的有效的溝通與協(xié)調(diào)，成為雙邊關(guān)系發(fā)展新的支點(diǎn)。尤其是應(yīng)對(duì)當(dāng)前的金融危機(jī)，更顯中美利益關(guān)系之緊密、彼此合作之重要。

Thecommoninterestslinkingourtwocountrieshavewidenedandourmutually-beneficialcooperationhasexpandedanddeepened.ItisfairtosaythatChina-USrelationshiptodayhasgainedstrongerdomesticsupportandassumedgreaterglobalsignificance.Ithasbecomeaninvaluableassetofbothpeoples.Wehaveworkedtogetherbilaterallyandonmultilateraloccasions,frompoliticalandsecurityissuestoeconomicandfinancialissues,fromregionalhotspotstotransnationalchallenges.Onecanhardlyfindanyissuewherewedonotcooperate.Takeourbusinesstiesasanexample,thetwo-waytradevolumehassurgedfrom2.4billionUSdollarsintheearlydaysofdiplomaticrelationstomorethan300billiontoday,anincreaseofover120times.Forsixyearsinarow,ChinahasbeenthefastestgrowingexportmarketoftheUnitedStatesandmillionsofjobsintheUnitedStatesarecloselylinkedtotradewithChina.ThetwosideshaveconductedfruitfulexchangesandcoordinationontheKoreannuclearissue,theIraniannuclearissue,counter-terrorism,non-proliferationandclimatechange.Suchcooperationservesasanewunderpinningofourbilateralrelations.Asweworktogethertotackletheongoingfinancialcrisis,wefeelmorekeenlyhowcloselyourinterestsareinterconnectedandhowimportantitisforustocooperate.

中美人民之間的友誼越來越加深了。中美關(guān)系從民間交往開始，目前已經(jīng)形成兩個(gè)社會(huì)之間的全面交流。兩國間每天有5000多人往來于太平洋上空。尼克松總統(tǒng)訪華時(shí)，我們想在中國找一首美國歌曲都非常困難。今天，各種風(fēng)格的美國音樂在中國都有眾多聽眾，美國好萊塢制作的《花木蘭》、《功夫熊貓》在中國受到熱捧。美國人民對(duì)中國的文化也情有獨(dú)鐘，據(jù)說在幾千所美國學(xué)校里，年輕人正在學(xué)習(xí)孔夫子的語言。特別值得一提的是，兩國在各自遭受自然災(zāi)害襲擊時(shí)，感同身受、相互支持。美國南部新奧爾良遭受卡特里娜颶風(fēng)襲擊后，中國緊急決定提供援助。中國四川發(fā)生特大地震災(zāi)難后，美國政府和社會(huì)各界也伸出了援手。

Thefriendlytiesbetweenpeopleofourtwocountrieshavebecomemoresolid.China-USrelationsstartedwithpeople-to-peoplecontact.Theyhavenowevolvedintoall-roundcontactbetweenthetwosocieties.Morethan5,000peopletravelacrossthePacificOceaneveryday.WhenPresidentNixonvisitedChina,itwasevendifficultforustofindanAmericansong.Today,therearemanyChinesefansofdifferentstylesofAmericanmusic.HollywoodmovieslikeMulanandKungFuPandaarequitepopularinChina.TheAmericanpeoplealsoloveChineseculture.ItissaidthattherearethousandsofschoolsintheUnitedStatesteachingyoungAmericansthelanguageofConfucius.Itisparticularlyworthmentioningthatthetwocountriessympathizedwithandsupportedeachotherintimesofnaturaldisasters.WhenNewOrleanswasstruckbyHurricaneKatrina,Chinaimmediatelydecidedtoofferassistance.WhenChina'sSichuanProvincewashitbyamassiveearthquake,theUSgovernmentandtheAmericanpublicextendedtousahelpinghand.

30年來，中美兩國形成了你中有我、我中有你的利益格局。美國著名的經(jīng)濟(jì)史學(xué)家尼爾·弗格森創(chuàng)造了一個(gè)新詞叫“中美國（CHIMERICA）”，形容中美之間的密切聯(lián)系。特別值得一提的是，共和黨政府打開了美中關(guān)系的大門，民主黨政府實(shí)現(xiàn)了中美建交?？肆诸D政府時(shí)期，中美就中國加入世貿(mào)組織達(dá)成共識(shí)，中國向融入國際社會(huì)邁出了關(guān)鍵一步。布什政府期間，中美不僅成為了利益攸關(guān)方，而且成為了建設(shè)性合作者。中美關(guān)系30年的發(fā)展歷程表明，發(fā)展對(duì)華關(guān)系已成為美國民主、共和兩黨的共識(shí)。

Overthepast30years,ChinaandtheUnitedStateshavebecomemoreinterdependent.NiallFerguson,afamouseconomichistorian,coinedanewword,Chimerica,todescribetheclosetiesbetweenourtwocountries.IwouldliketohighlightthatitwasaRepublicanadministrationthatopenedthedoortoChinaanditwasaDemocraticadministrationthatenteredintodiplomatictieswithChina.DuringtheClintonadministration,ourtwocountriesreachedagreementonChina'saccessiontotheWTO,whichmarkedamajorstepinChina'sintegrationintotheinternationalcommunity.DuringtheBushadministration,wehavebecomenotonlystakeholdersbutalsoconstructivepartners.ThecourseofChina-USrelationsinthepast30yearsshowsthattoforgeclosertieswithChinahasbecomethebipartisanconsensusintheUnitedStates.中美關(guān)系取得如此巨大的進(jìn)步，恐怕是30年前最天才的預(yù)言家也想象不到的。

Thetremendousprogressinourrelationsisbeyondthewildestimagination30yearsago.

中國有一句古話“飲水不忘掘井人”。在收獲著兩國關(guān)系豐碩果實(shí)的時(shí)候，我們要深切緬懷中美關(guān)系的開拓者們，要向在座和不在座的兩國所有親身經(jīng)歷、參與和推動(dòng)這一偉大歷程、為中美關(guān)系作出過貢獻(xiàn)的老前輩和各界有識(shí)之士致以良好祝愿與誠摯感謝！

歷史是最好的老師。30年中美關(guān)系的發(fā)展史給我們留下了許多寶貴的啟示。我以為，我們必須把握好對(duì)彼此的戰(zhàn)略定位。30年來的事實(shí)證明，中國的發(fā)展不但沒有削弱美國的力量和優(yōu)勢(shì)，反而增進(jìn)了美國的利益。中美兩國是伙伴而不是對(duì)手，更不是敵人，中美關(guān)系不是零和關(guān)系，而是互利共贏的關(guān)系。我們必須堅(jiān)持從戰(zhàn)略高度和長遠(yuǎn)角度看待和處理中美關(guān)系。我們必須牢牢把握并不斷深化中美之間的共同利益，擴(kuò)大合作，把共同利益這塊蛋糕做得越來越大、越來越好。我們必須堅(jiān)持以理性、客觀、平和的心態(tài)看待對(duì)方的發(fā)展，判斷對(duì)方的戰(zhàn)略意圖，不斷增強(qiáng)戰(zhàn)略互信。我們必須尊重和照顧對(duì)方核心和重大利益關(guān)切。充分理解并尊重對(duì)方對(duì)政治制度和發(fā)展模式的選擇，你們搞你們美國特色的資本主義，我們搞我們中國特色的社會(huì)主義。我們必須堅(jiān)持互不干涉內(nèi)政的原則，特別要妥善處理中美關(guān)系中最重要、最敏感的臺(tái)灣問題。我們必須不斷完善坦誠、深入、快捷溝通合作的機(jī)制保障，培育良好的輿論環(huán)境和社會(huì)基礎(chǔ)。

Historyisthebestteacher.The30-yearhistoryofChina-USrelationsoffersusmanyvaluablelessons.Ibelieveitisimportantthatwecorrectlyunderstandeachother'sstrategicrole.Whathashappenedinthepast30yearsprovesthatinsteadofweakeningAmericanstrengthandadvantages,China'sdevelopmenthasadvancedUSinterests.ChinaandtheUnitedStatesarepartnersratherthanrivals,stilllessenemies.China-USrelationshipisnotazero-sumgamebutawin-winrelationship.WemustviewandhandleChina-USrelationsfromastrategicheightandalong-termperspective.Wemustfirmlyupholdandadvanceourcommoninterestsandexpandcooperation.Wemustcontinuetoperceiveeachother'sdevelopmentandjudgeeachother'sstrategicintentioninalevel-headedandobjectivewayandincreasestrategicmutualtrust.Wemustrespectandaccommodateeachother'scoreinterestsandmajorconcerns,andfullyappreciateandrespecteachother'schoiceofpoliticalsystemanddevelopmentmodel.YoumaydevelopyourcapitalismwithAmericancharacteristics,whilewemaydevelopoursocialismwithChinesecharacteristics.Wemustadheretotheprincipleofnon-interferenceineachother'sinternalaffairs.Inparticular,wemusthandleproperlytheTaiwanquestion,themostimportantandsensitiveissueinourbilateralrelations.Wemustcontinuetoimproveinstitutionalsupportforcandid,in-depthandtimelycommunicationandcooperationandfosterasoundmediaenvironmentandbuildstrongerpublicsupportforourrelations.

我來自中國人均GDP最低的貴州省的一個(gè)窮山村，在田間扶過犁，在山上放過牛。童年時(shí)，我也夢(mèng)想著有朝一日能夠走出大山，去見識(shí)外面的世界，為我的家鄉(xiāng)，為我的國家做點(diǎn)有益的事情。是新中國的誕生，是中國的發(fā)展，特別是中國改革開放，使我實(shí)現(xiàn)了自己的夢(mèng)想。每一個(gè)美國人都懷有美國夢(mèng)。同樣，每一個(gè)中國人也都有自己的中國夢(mèng)。改革開放給了億萬中國人提供了更多實(shí)現(xiàn)夢(mèng)想的機(jī)會(huì)。

IcomefromapoormountainousvillageinGuizhouProvincewhosepercapitaGDPisthelowestinChina.Iplowedfarmlandandherdedcattleonthehills.Inmychildhood,Idreamedofleavingthemountainstoseetheoutsideworldoneday.Iwantedtodosomethingusefulformyhomevillageandmycountry.ItisthefoundingoftheNewChina,itsdevelopmentand,inparticular,itsreformandopening-upthathavemademydreamcometrue.AseveryAmericanhasanAmericandream,sodoeseveryChinese.Itisreformandopening-upthathavegivenhundredsofmillionsofChinesepeoplemoreopportunitiestofulfilltheirdreams.

幾乎和中美建交同一個(gè)時(shí)間，中國人民開始了改革開放和現(xiàn)代化建設(shè)的偉大歷史進(jìn)程。經(jīng)過30年艱苦創(chuàng)業(yè)，我們?nèi)〉昧伺e世矚目的成就。特別是今年我們成功舉辦北京奧運(yùn)會(huì)后，國際社會(huì)更加關(guān)注我們，更想了解中國的長遠(yuǎn)意圖和根本走向究竟是什么。其實(shí)，所謂中國的戰(zhàn)略意圖并不像有些人想得那么復(fù)雜，那么深不可測(cè)，好像我們深藏著不可告人的稱霸野心。我們中國人沒有什么陰謀，只有陽謀，沒有什么野心，只有善心。我可以在這里鄭重負(fù)責(zé)地告訴大家，這個(gè)陽謀簡單得很，就兩個(gè)字：發(fā)展。就是在解決13億中國人的溫飽之后，再讓他們都過上小康生活，使歷經(jīng)磨難的中華民族能夠自立于世界民族之林。這就是我們的夢(mèng)。我們不做霸權(quán)夢(mèng)，不做帝國夢(mèng)！

TheChinesepeopleembarkedonthehistoricjourneyofreformandopening-upandmodernizationdriveaboutthesametimeourtwocountriesestablisheddiplomaticrelations.With30yearsofpainstakingefforts,wehavescoredgreatachievementsthathavebeenrecognizedworldwide.SinceChinasuccessfullyhostedtheBeijingOlympicGamesthisyear,theworldhaspaidmoreattentiontousandshownakeenerinterestinChina'slong-termintentionandthedirectionofChina'sdevelopment.Theso-calledstrategicintentionofChinaisinfactnotascomplexorunfathomableassomepeoplemaythink.Theysuspectthatwehaveadeeplyhiddenambitionofseekinghegemony.WeChinesehavenosecretschemes,onlyopenplans,nowildambitions,onlygoodwill.LetmetellyouinaseriousandresponsiblemannerthattheopenplanofChina,putinoneword,isdevelopment.Thatistosay,afterensuringadequatefoodandclothingforthe1.3billionChinesepeople,wewillenablethemtoliveamoderatelyprosperouslifesothattheChinesenationwhohasgonethroughsomanytrialsandtribulationswillstandrockfirminthefamilyofnations.Thisisourdream.Wehavenodreamforhegemonyorabigempire!

我要特別指出的是，我們沒有因?yàn)檗k了奧運(yùn)會(huì)而一步登天，我們還是一個(gè)名符其實(shí)的發(fā)展中國家。前些天我收到一張照片，我初中同班的52個(gè)同學(xué)中竟有一半已經(jīng)離開了這個(gè)世界。為什么？因?yàn)槲覀內(nèi)允前l(fā)展中國家！我們六個(gè)兄弟姐妹中，生活在農(nóng)村的三個(gè)也早于我而永遠(yuǎn)地走了。為什么？因?yàn)槲覀冞€是發(fā)展中國家，我們還只是一個(gè)人口大國，經(jīng)濟(jì)小國。對(duì)于這么一個(gè)國家，不管多么可觀的財(cái)力、物力，只要除以13億，那就成為很低很低的人均水平。目前，中國光殘疾人就有8400萬，比法國人口還多2000萬，每年要解決的失業(yè)人數(shù)2400萬，絕對(duì)貧困人口還有1000多萬，再加上今年四川大地震又直接造成1000多萬災(zāi)民，僅僅讓這一億多的弱勢(shì)群體都不愁溫飽，過上小康生活，就是多么復(fù)雜、艱難、巨大的難題啊！所以，中國的發(fā)展道路、真正繁榮富強(qiáng)起來的道路還很漫長，萬里長征才走完了幾步?。∥覀兡挠幸鈭D和能力去挑戰(zhàn)美國？
