變更分類 CategoriesofChange工藝技術(shù)變更包括以下內(nèi)容：changesintechnologiesinclude:a.工藝參數(shù)的變更；changesinthetechnicalparameters;b.工藝流程及操作條件的重大變更；significantchangesinthetechnicalprocessesandoperationalconditions;c.工藝設(shè)備的改進(jìn)和變更；improvementandchangestotheprocessesandequipment;d.操作規(guī)程的變更；changesintheoperationalprocedures;(2)設(shè)備設(shè)施變更包括以內(nèi)容：changesintheequipmentfacilitiesinclude:a.設(shè)備設(shè)施的更新改造；updatingandtransformationofequipmentandfacilities;b.安全設(shè)施的變更；replacementofthesafetyfacilities;c.工藝設(shè)備的改進(jìn)和變更；improvementandreplacementofthetechnicalequipment;d.操作規(guī)程的變更；changesintheoperationalprocedures;(2)設(shè)備設(shè)施變更包括以內(nèi)容： Replacementoftheequipmentandfacilitiesinclude:a.設(shè)備設(shè)施的更新改造；updatingandtransformationoftheequipmentandfacilities;b.安全設(shè)施的變更；replacementofthesafetyfacilities;c.更換與原設(shè)備不同的設(shè)備或配件 ；thesubstitutionofequipmentoritsaccessoriesthataredifferentfromtheoriginalequipment;d.設(shè)備材料代用變更；changesintheequipmentandmaterialsused;e.臨時(shí)的電氣設(shè)備變更等； changesinthetemporaryelectricequipment,etc.f.監(jiān)控、測(cè)量?jī)x表的變更； changesinthemonitoringandmeasuringinstruments;4.2 變更申請(qǐng)人提出變更申請(qǐng)，說(shuō)明變更及其技術(shù)依據(jù)，并對(duì)變更的風(fēng)險(xiǎn)情況進(jìn)行分析，變更申請(qǐng)部門負(fù)責(zé)人簽字認(rèn)可。Theapplicantforachangeshallfiletheapplicationforthechanges,specifythechangeaswellasitstechnicalbasisandexpoundtheriskcharacteristicsofthechange;theapplicationforthechangemustbesignedandacceptedbytheresponsiblepersonofthedepartment.4.3 申請(qǐng)變更部門將書面變更申請(qǐng)報(bào)至變更審核部門 ，審核部門負(fù)責(zé)人對(duì)變更的情況進(jìn)行審核。Thedepartmentapplyingforachangeshallsendtheapplicationinwrittenformtothedepartmentexaminingthechangeandtheresponsibleoftheexaminingdepartmentshallexaminethespecificsofthechanges.4.4審核后報(bào)至分管副總處，進(jìn)行變更審批。Afterbeingexamined,theapplicationshallbesenttothedeputygeneralmanagerinchargeofthisfieldwhowillthanreviewtheapplication.4.5變更審批后，變更申請(qǐng)部門組織相關(guān)部門進(jìn)行變更的實(shí)施。Afterbeingapproved,thechange-applyingdepartmentshallorganizetherelevantdepartmentstoeffectthechange.4.6 變更實(shí)施前，變更的實(shí)施部門對(duì)變更實(shí)施過(guò)程進(jìn)行風(fēng)險(xiǎn)分析，制定控制措施后實(shí)施變更。Beforethechangeiseffected,thedepartmentimplementingthechangeshallanalyzetherisksinvolvedintheeffectingofthechangeandformulatetherelevantcontrolmeasure.4.7變更審核部門對(duì)變更的實(shí)施結(jié)果進(jìn)行驗(yàn)收。Theexaminingdepartmentshallcheckandaccepttheresultoftheimplementationofthechange.4.8 變更的制度 SystemoftheChange1）工藝、技術(shù)、設(shè)備設(shè)施的變更的制度 Systemofthechangestoprocesses,technologies,equipmentandfacilitiesa.生產(chǎn)部門的所有員工在日常工作中 ,通過(guò)檢查、了解、學(xué)習(xí)中發(fā)現(xiàn)的任何能夠?qū)ιa(chǎn)的安全、穩(wěn)定、高效、節(jié)能等有益的改進(jìn)措施，均可向各自的主管領(lǐng)導(dǎo)提交變更申請(qǐng)。Allstaffoftheproductiondepartmentwho,throughexamination,understandingorstudy,havediscoveredanymodificationhelpfultothesafety,stability,efficiencyandenergyconservationoftheproductionoftheCompany,mayfiletheapplicationforthemodification,orchange,totheirsupervisors.b.相交領(lǐng)導(dǎo)收到變更申請(qǐng)后，應(yīng)及時(shí)將變更申請(qǐng)遞交至變更所涉及的部門領(lǐng)導(dǎo)。Therelevantsupervisor,afterreceivingtheapplicationforthechange,shalltransferittothedirectorofthedepartmentsinvolvedpromptly.各部門領(lǐng)導(dǎo)收到變更申請(qǐng)后，應(yīng)組織相關(guān)人員對(duì)所提事項(xiàng)進(jìn)行討論和研究，充分分析變更的可行性性、可靠性與潛在的風(fēng)險(xiǎn)，必要時(shí)可進(jìn)行適當(dāng)?shù)难a(bǔ)充或修改，對(duì)于技術(shù)上可行、風(fēng)險(xiǎn)上可接受的變更，經(jīng)生產(chǎn)部經(jīng)理審核，總經(jīng)理批準(zhǔn)后組織實(shí)施。Afterreceivingtheapplication,thedirectorofthesedepartmentsshallorganizetherelevantpersonneltodiscussandstudythematter,thoroughlyanalyzethefeasibility,reliabilityandexistingrisksofthechangeandsupplementorrevisetheapplicationproperlyifnecessary.Forchangesthataretechnicallyfeasiblyandacceptablyriskyandthatareexaminedbytheproductionmanagerandapprovedbythegeneralmanager,arrangementsshallbemadefortheirimplementation.對(duì)于不予采納的變更，各車間主管要及時(shí)把不予采納的理由反饋給變更申請(qǐng)人。Forchangesthatarerejected,thesupervisorsofthevariousworkshopsshallinformthechangeapplicantsofthereasonforrejection.2）變更的驗(yàn)收：凡是涉及工藝、技術(shù)的變更、設(shè)備設(shè)施的變更以及設(shè)計(jì)變更都需要進(jìn)行變更驗(yàn)收，評(píng)價(jià)變更后的效果、影響及存在的各種風(fēng)險(xiǎn)等；Acceptanceofchange:anychangethatinvolvesprocessesandtechnologies,thechangesinequipmentandfacilitiesandthechangesindesignshallbesubjectedtoachangeacceptancewhichwillassesstheeffect,influenceandexistingrisksofthechange;3）由于變更而產(chǎn)生的各項(xiàng)資料均應(yīng)交公司檔案管理部門存檔。AllmaterialsgeneratedfromthechangeshallbeturnedovertothearchivemanagementdepartmentoftheCompanyforsafekeeping.4）公司鼓勵(lì)員工在工作中通過(guò)發(fā)揮個(gè)人的主觀能動(dòng)性，發(fā)現(xiàn)問(wèn)題，提出相應(yīng)的變更建議；積極地學(xué)習(xí)、消化、吸收國(guó)內(nèi)、國(guó)外同行業(yè)中先進(jìn)的經(jīng)驗(yàn)與技術(shù)，提出改進(jìn)和優(yōu)化現(xiàn)有工藝技術(shù)或參數(shù)或操作方法的變更意見(jiàn)。并對(duì)采納的部門給予一定獎(jiǎng)勵(lì)。
