OPMT

質(zhì)量管理計劃確定了對質(zhì)量管理體系具體交付的方法。它必須始終貫徹于重慶化醫(yī)MDI一體化項目工程的整個活動和工作過程中,從而完成對重慶化醫(yī)MDI一體化項目聯(lián)合裝置的設計、施工和運行的目標。OPMTQualityManagementSystem OPMT 質(zhì)量管理體系TheOPMTQualityManagementSystem(QMS)willbedeliveredtomeettheintentofGB/T19001:2008(idtISO9001:2008),andwillincorporatestatutoryandregulatoryrequirementsoftheChineseNationalandLocal(Chongqing)Government.OPMT質(zhì)量管理體系應符合GB/T19001:2008(等同于ISO9001:2008),并滿足中國國家和地方(重慶)政府的法令和要求。TheOPMTQMSisdocumentedinthe“OPMTQualityManagementStrategy,”CQMCP1-0000-QTA-PLN-001.OPMT質(zhì)量管理體系包含在文件 CQMCP1-0000-QTA-PLN-001 “OPMT質(zhì)量管理策略”中。Asacompleteandintegratedsystem,theOPMTQMSwillprovideassurancetoCCPHCDirectorsthattheFacilitiesdeliveredbytheOPMT:作為一個完整的系統(tǒng), ”isan–integralcomponentoftheQMS.Itidentifiesandreferencestheproceduresanddocumentsneededtoensureeffectiveplanning,operationandcontrolofprocesses,anddefinestherolesandaccountabilityinvolvedinapplyingtheQMSwithintheoverallMDIComplexProjectbytheOPMT,inclusiveofeachDepartment,FunctionandPET.本文件–“OPMT質(zhì)量管理計劃”-是質(zhì)量管理體系不可分割的一部分。它確定并參考所需要的程序和文件,保證對工作過程進行有效的計劃,運行和控制;同時它還確定了OPMT,包括各個部門、各職能部門和項目執(zhí)行部,在整個重慶化醫(yī)MDI一體化裝置實施質(zhì)量管理體系的過程中所承擔的角色和責任。TheOPMTQualityManagementPlanisapplicabletoallworkperformedinassociationwiththeMDIProject,intheexecutionofplanningandcontrolofengineering,design,procurement,supply,constructionandcommissioningoftheMDIComplexFacilities.OPMT質(zhì)量管理計劃適用于和重慶化醫(yī)MDI一體化項目有關聯(lián)的所有工作任務。具體表現(xiàn)在重慶化醫(yī)MDI一體化裝置的設計、采購、供貨、施工和調(diào)試的計劃編制和控制。OPMTProjectQualityMissionStatement –是所有工作的基礎ReviewsrequiredtoassurethattheQMSisfunctioningthroughoutalllevelsoftheMDIComplexProject保證質(zhì)量管理體系在MDI一體化項目的各個層次正常運轉所需要的審查或評定TheOPMTQualityManagementPlanisalivingdocument,andassuchshallberegularlyreviewed,andrevisedasnecessary,toincludeamendmentstotheQMSoverthelifecycleoftheMDIComplexProject.OPMT質(zhì)量管理計劃是一份現(xiàn)行的文件,需要定期審查并根據(jù)需要進行修改,包括對MDI一體化項目整個周期中的質(zhì)量管理體系的改進等。ThecomponentsofthisOPMTQualityManagementPlanaswellastheapprovedQualitystandardsandproceduresshallbeunderstoodtoberequirementsofOPMT,andshallbeappliedbyallgroupsthroughouttheorganization,fromtheOPMTManagementthroughDepartments,FunctionsandProjectTeams,downtotheContractorsandSuppliersandtheirlowertiersuppliers,subcontractors,etc.本OPMT質(zhì)量管理計劃以及經(jīng)審批的質(zhì)量標準和程序應理解為 OPMT的要求,在組織體系中由各個部門貫徹使用,包括從 OPMT各部門的管理層,各職能部門和項目執(zhí)行部,到承包商、供貨商及其下層供貨商和分包商等。1.1 MDIComplexProjectQualityObjectives MDI 一體化項目質(zhì)量目標ThequalityobjectivesofOPMTinclude,butarenotlimitedtothefollowingOPMT的質(zhì)量目標包括但不限于以下所列:Designqualityiszeroaccident.設計質(zhì)量零事故100%qualificationofreceivingequipmentsandmaterialsinspectionmorethan99%.設備、材料入庫合格率 100%Firstpassrateofweldingmorethan96%.焊接一次合格率大于 96%100%FPYofunits.單位工程合格率 100%ProduceExcellentProjectofNationality.爭創(chuàng)國家優(yōu)質(zhì)工程Thekeytoeffectivelyachievingthisistogetthingsrightthefirsttime,whichisachievablewhenattention,ispaidthroughouttheprojectlifecycle:有效實現(xiàn)這一目標的關鍵在于,從最初開始就要以正確的方式將工作做好,只要在項目執(zhí)行期間引起重視就可以完成這一目標。planningandimplementingascopeofworktodefinedparameters,根據(jù)確定的因素編制計劃并實施有關工作,measuringandassessingtheworkaccordingtospecificregulations,procedures,andrequirements根據(jù)具體的規(guī)定、程序和要求,對工作進行測量和評估, AMEC的共同經(jīng)驗建立有關的標準和規(guī)定。OPMTQualityManagementSystemwillmeettheapplicableChinesecodes,standardsincludingregulatoryandstatutoryregulationsandrulesformajorconstructionprojectsinChinaOPMT質(zhì)量管理體系應滿足現(xiàn)行的中國規(guī)定和標準,包括中國項目建設的規(guī)章、法規(guī)和制度。OPMTQualityManagementSystemwillbedeterminedandtailoredonbasisofTotalRiskManagement根據(jù)總體風險管理確定和制定 OPMT質(zhì)量管理體系。ThroughouttheMDIComplexProjectlifecycle,measuretheperformanceoftheMDIComplexProjectincludingthatofitsContractorsandSuppliersandmodifyourstrategiesandprocessesasnecessarytoimprovethedeliveryandeffectivenessofourServices.在整個MDI一體化項目執(zhí)行周期中,對MDI一體化項目,包括該項目的承包商和供應商的執(zhí)行過程進行評估,并對我們的策略和步驟進行必要修改從而提高交付質(zhì)量和服務效率。1.2 Stage-andGroup-specificQualityObjectives項目階段 ’QualityPlans承包商的質(zhì)量計劃ItisrequiredthateachService,Engineering/Procurement,DesignandConstructionContractorwillprovideaQualityPlaninaccordancewiththeOPMTpolicy,objectivesandrequirements.ShouldanyofthesepartiesnotbeabletoproduceaProjectspecificQualityPlanthentheOPMTProjectQualityPlancanbeusedwiththeirownproceduresusedtoformQMSprocedureswithinthistier.要求每個服務、工程 ’procedures,amutualresolutionshouldbereachedassoonaspossibletothesigningofthecontract;otherwise,OPMT ’srequirementsshallbeunderstoodtogovernallwork.承包商在此等級范圍所編寫的 OPMT質(zhì)量文件,應與承包商
