3、tionofColombia,forhelpingtosetthisup,andeverybodywhosparticipating.AsPresidentRousseffindicated,obviouslywevegonethroughsomeverychallengingtimes.Theselastthreeyearshavebeenasdifficultfortheworldeconomyasanythingthatweveseeninourlifetimes.Anditisbotharesultofglobalizationanditisalsoaresultofshiftsint

4、echnology.Thedayswhenwecouldthinkofeachofoureconomiesinisolation,thosedaysarelonggone.WhathappensinWallStreethasanimpactinRio.WhathappensinBogotahasanimpactinBeijing.AndsoIthinkthechallengeforallofourcountries,andcertainlythechallengeforthishemisphere,ishowdowemakesurethatthatglobalizationandthatint

5、egrationisbenefitingabroadbaseofpeople,thateconomicgrowthissustainableandrobust,andthatitisalsogivingopportunitytoagrowing,widercircleofpeople,andgivingbusinessesopportunitiestothriveandcreatenewproductsandnewservicesandenjoythisglobalmarketplace.Now,Ithinkthegoodnewsisthishemisphereisverywellpositi

6、onedinthisglobaleconomy.ItisremarkabletoseethechangesthathavebeentakingplaceinarelativelyshortperiodoftimeinLatinandCentralAmericaandintheCaribbean.WhenyoulookattheextraordinarygrowththatstakenplaceinBrazil,firstunderPresidentLulaandnowunderPresidentRousseff,whenyouthinkabouttheenormousprogressthats

7、beenmadehereinColombiaunderPresidentSantosandhispredecessor,whatyouseeisthatalotoftheoldargumentsontheleftandtherightnolongerapply.Andwhatpeopleareaskingis,whatworks?Howdowethinkinpracticaltermsaboutdeliveringprosperity,trainingourpeoplesothattheycancompeteintheglobaleconomy?Howdowecreateruleoflawth

8、atallowsbusinessestoinvestwithsomesenseofsecurityandtransparency?Howdoweinvestinscienceandtechnology?Howdowemakesurethatwehaveopenandfreetradeatthesametimeasweremakingsurethatthebenefitsoffreetradearedistributedbothbetweennationsbutalsowithinnations?AndthegoodnewsisIthinkthat,throughvariousinternati

9、onalorganizationsandorganizationsherewithinthehemisphere,weveseenenormousprogress.TradebetweentheUnitedStatesandLatin,Central-SouthAmerica,CentralAmericaandtheCaribbeanhasexpanded46percentsinceIcameintooffice-46percent.BeforeIcametoCartagena,IstoppedinTampa,Florida,whichisthelargestportinFlorida.And

10、theyareboomingandexpanding.Andthereasonis,isbecauseoftheenormousexpansionoftradeandcommercewiththisregion.ItscreatingjobsinFlorida,anditscreatingjobsinColombia,anditscreatingjobsinBrazilandthroughouttheregion.Businessesareseeingthatiftheyhaveanoutstandingproductoranoutstandingservice,theydonthavetor

11、estrictthemselvestoonemarket,theynowhavearegionalmarketandultimatelyaglobalmarketinwhichtheycanselltheirgoodsandsucceed.AcoupleofthingsthatIthinkwillhelpfurtherfacilitatethisproductiveintegration:Numberone,thefreetradeagreementthatwevenegotiatedbetweenColombiaandtheUnitedStatesisanexampleofafreetrad

12、eagreementthatbenefitsbothsides.Itsawin-win.Ithashighstandards-(applause)-itsahigh-standardsagreement.Itsnotaracetothebottom,butratheritsayseachcountryisabidingbyeverythingfromstrongrulesaroundlaborandtheenvironmenttointellectualpropertyprotection.AndsoIhaveconfidencethatasweimplementthisplan,whatwe

13、regoingtoseeisextraordinaryopportunitiesforbothU.S.andColombianbusinesses.Sotradeagreementsofthesortthatwehavenegotiated,thankstotheleadershipofPresidentSantosandhisadministration,Ithinkpointthewaytothefuture.Inaddition,Ithinkthereisthecapacityforustocooperateonproblemsthatallcountriesface,andIlltak

14、ejustoneexample-theissueofenergy.Allofusrecognizethatifweregoingtocontinuetogrowoureconomieseffectively,thenweregoingtohavetoadapttothefactthatfossilfuelsareafiniteresourceanddemandisgoingupmuchfasterthansupply.Therearealso,obviously,significantenvironmentalconcernsthatwehavetodealwith.Soforustocoop

15、erateonsomethinglikejointelectrificationandelectricgridintegration,sothatacountrylikeBrazil,thatisdoingoutstandingworkinbiofuelsorhydro-energy,hastheabilitytoexportthatenergybutalsoteachbestpracticestocountrieswithintheregion,createnewmarketsforcleanenergythroughouttheregion-whichbenefitsthosecustom

16、erswhoneedelectricitybutalsobenefitthosecountriesthataretopproducersofenergy-thatsanotherexampleofthekindofprogressthatwecanmaketogether.Ontheeducationfront,everycountryintheregionrecognizesthatifweregoingtocompetewithAsia,ifweregoingtocompetewithEurope,wevegottoupourgame.Wehavetomakesurethatwevegot

17、thebest-trainedworkersintheworld,wevegotthebesteducationsystemintheworld.AndsotheworkthatPresidentRousseffandIaredoingtogethertotrytosignificantlyexpandeducationalexchangesandsendyoungpeoplewhoarestudyingscienceandengineeringandcomputersciencetotheUnitedStatestostudyiftheyreBrazilian,downtoBraziltos

20、War,andthisandthatandtheother.Thatsnottheworldweliveintoday.Andmyhopeis,isthatweallrecognizethisenormousopportunitythatwevegot.AndIknowthebusinessleaderswhoareheretoday,theyunderstandit;theyunderstandthatwereinanewworld,andwehavetothinkinnewways.LastpointIwanttomake-Ithinkwhenyouthinkabouttheextraor

21、dinarysuccessinBrazil,thesuccessinColombia,abigpieceofthatisgovernance.Youcant,Ibelieve,have,overthelongterm,successfuleconomiesifyoudonthavesomebasicprinciplesthatarebeingfollowed:democracyandruleoflaw,humanrightsbeingobserved,freedomofexpression.AndIthink-andalsopersonalsecurity,thecapacityforpeop

22、letofeelasiftheyworkhardthentheyreabletoachieve,andtheyhavemotivationtostartabusinessandtoknowthattheirownworkwillpayoff.AndIjustwanttocomplimentbothBrazilandColombia,comingfromdifferentpoliticaltraditions,butpartofthereasonwhyyouveseensustainedgrowthisgovernmentshaveworkedeffectivelyineachcountry.A

30、gramslookingatthedrugissuenotjustfromalawenforcementandinterdictionissue,butalsofromapublichealthperspective.ThisiswhyweveworkedinunprecedentedfashionincooperationwithcountrieslikeMexicoonnotjustdrugscomingnorth,butalsogunsandcashgoingsouth.Thisisoneofthereasonswhywehavecontinuedtoinvestinprogramsli

31、kePlanColombia,butalsonowareworkingwithColombia,giventheirbestpracticesaroundissuesofcitizensecurity,tohavenotjusttheUnitedStatesbutColombiaprovidetechnicalassistanceandtrainingtocountriesinCentralAmericaandtheCaribbeaninfindingwaysthattheycanduplicatesomeofthesuccessthatweveseeninColombia.Soweremin

32、dfulofourresponsibilitiesonthisissue.AndIthinkitisentirelylegitimatetohaveaconversationaboutwhetherthelawsinplaceareonesthataredoingmoreharmthangoodincertainplaces.Ipersonally,andmyadministrationsposition,isthatlegalizationisnottheanswer;that,infact,ifyouthinkabouthowitwouldendupoperating,thatthecap

33、acityofalarge-scaledrugtradetodominatecertaincountriesiftheywereallowedtooperatelegallywithoutanyconstraintcouldbejustascorruptingifnotmorecorruptingthenthestatusquo.Nevertheless,Imabigbelieverinlookingattheevidence,havingadebate.Ithinkultimatelywhatweregoingtofindis,isthatthewaytosolvethisproblemis

35、ndfeelsecure.Andinthosesocietieswhereyouvegotstronginstitutions,youvegotstrongbusinessinvestment,youvegotruleoflaw,youhavealawenforcementinfrastructurethatissound,andaneconomythatsgrowing-thatcountryisgoingtobelikeahealthybodythatismoreimmunethancountriesthathaveweakinstitutionsandhighunemployment,i

36、nwhichkidsseetheironlyfutureasparticipatinginthedrugtradebecausenobodyhasactuallytrainedthemtogetajobwithGoogle,orPepsi,orstarttheirownsmallbusiness.AndsoIthinkthatitsimportantforusnottothinkthatifsomehowwelookatthedrugissueinisolation,intheabsenceofdealingwithsomeoftheseotherchallenges-institutiona
