普通高校論文：河南省普通高校體育資源配置現(xiàn)狀及優(yōu)化 研究 【中文摘要】人類的需求總是無止境的,而用來滿足人類需求的 資源卻是有限的。從古至今,人類社會始終存在著需求無限和資源稀 缺的矛盾,體育資源作為一種社會資源也不例外。隨著教育需求的不 斷增大,體育資源相對不足的問題日益突顯出來,成為阻礙學(xué)校體育 發(fā)展的絆腳石。河南省作為人口最多的教育大省,教育相對落后于發(fā) 達地區(qū),一直是國家教育改革的重點省份。為了提高普通高?，F(xiàn)有體 育資源的利用率,深入調(diào)查了河南省普通高校體育資源配置現(xiàn)狀,對 其有限的體育資源進行研究,找出配置中存在的不足,并提出優(yōu)化對 策,為河南省乃至全國的普通高校體育資源配置提供一定的理論依據(jù) 和實踐指導(dǎo)。運用文獻資料、專家訪談、問卷調(diào)查、實地考察、數(shù) 理統(tǒng)計、邏輯法等方法對河南省普通本科院校體育資源現(xiàn)狀進行調(diào) 查。研究結(jié)果表明：1、人力資源：河南省普通高校體育教師在年齡 結(jié)構(gòu)、學(xué)歷結(jié)構(gòu)、職稱比例等方面均有所提高的同時,也存在不少問 題。主要體現(xiàn)在教師數(shù)量不足、總體質(zhì)量不高、分布不平衡等；2、 物力資源：體育場地(館)的數(shù)量在不斷增加,建設(shè)質(zhì)量也在提高。生 均場地面積室外為 4.12 m2,室內(nèi) 0.22 m2,還達不到教育部的規(guī)定標 準,并且與發(fā)達地區(qū)有不小的差距。此外,體育場地(館)的管理水平 較低,缺乏管理人才。場地(館)利用率不高,還有潛力可以挖掘；3、 財力資源：河南省普通高校生均體育經(jīng)費 30.6 元,校均體育維持經(jīng) 費 56 萬元,使用到學(xué)校體育工作中的經(jīng)費占體育維持經(jīng)費的比例為 65.1%。體育經(jīng)費來源渠道較為單一,體育部門創(chuàng)收能力不強,再加上 中央和地方政府對高校教育經(jīng)費投入增長率不夠穩(wěn)定,造成河南省普 通高校體育維持經(jīng)費不足,這種局面在短期內(nèi)會一直存在；4、信息 資源：相關(guān)體育部門網(wǎng)頁普及率很高,但是缺乏專門型人才,很少進 行日常的維護與更新,網(wǎng)站信息總量、質(zhì)量不高,信息傳遞嚴重不足, 無法滿足高校學(xué)生日益增長的體育需求。針對以上發(fā)現(xiàn)的問題,提出 以下建議：1、建立科學(xué)化、制度化的體育人力資源開發(fā)形式；2、 建立體育場地(館)與周邊學(xué)校的共享制度,大學(xué)園區(qū)內(nèi)高校體育設(shè)施、 場館統(tǒng)一規(guī)劃,統(tǒng)一預(yù)算；3、加大高校體育事業(yè)經(jīng)費投入。積極學(xué) 習(xí)現(xiàn)代化體育場地(館)經(jīng)營模式,開拓多種體育維持經(jīng)費來源；4、 建立院校體育信息網(wǎng)絡(luò)平臺,制定平臺維護制度,實現(xiàn)網(wǎng)絡(luò)資源共享。 【英文摘要】Human needs are always endless, and the resources to meet human needs is limited. Throughout history, human society, there is always demand for the contradiction between the infinite and scarce resources, physical resources as a social resource is no exception. With the increasing demand for education, sports growing problem of relative shortage of resources highlighted as an obstacle impeding the development of school sports. Education as the most populous Henan province, education lag behind the developed regions, has been the focus of national education reform provinces. In order to improve the existing college sports resource utilization, in-depth survey of the allocation of resources in Henan PE status, the limited physical resources of its research to identify shortcomings in the configuration and optimization of measures proposed, as well as Henan PE national allocation of resources to provide a theoretical basis and practical guidance.Use of literature, expert interviews, questionnaires, field trips, statistics, comparative analysis, Universities of Henan Province to investigate Physical Resources.
