Abstract

Since1979'sestablishmentofdiplomatictiesbetweentheUnitedStatesandChina,ChineseinternationalstudentschoosingtostudyinAmericaremainsconsistentlyhigh.Withabundanteducationalresourcesandoutstandinginstructionalquality,theUnitedStatescontinuestobethefirstchoiceforChinesestudentslookingtostudyabroad.TherearemoreinternationalstudentsfromChinastudyingatUSuniversitiesthaninternationalstudentsfromanyothercountry.In2023,approximately27.39%ofinternationalstudentsstudyingintheUnitedStateswereChinesestudents.1AlthoughmanyChinesestudentswishtostudyinAmerica,itcanbeadifficultjourney.InaccordancewiththeFamilyEducationalRightsandPrivacyAct(FERPA),theWholeRenGroupResearchCentercompileddatafrom12,936dismissedChineseinternationalstudentswhostudiedintheUSfrom2013-2024andutilizedWholeRen'sservices.Arandomsampleof800casesfromMarch2023toMarch2024,representingthelatesttrendsregardingacademicdismissal,wereselectedtodevelopthisreport.The11theditionoftheWhitePaperonChineseInternationalStudentDismissalandConsequences("2024WhitePaper")isthelatesttoourannualWhitePaperreportssince2014.

The2024editionofWholeRen'sWhitePaperinvestigatesChineseinternationalstudentswhoweredismissedfromUSschools,analyzeswhytheyweredismissed,andlooksatchangesandtrendswhichledtotheirdismissals.The2024WhitePaperprovidesvaluabledataforinternationalstudents,universities,governments,industryprofessionals,hostfamilies,andallthoseinvolvedwithSino-USeducationalexchange.

ThedatafromthepastyearshowedthatacademicdishonestyisstilltheprimaryreasonforthedismissalofChineseinternationalstudents.Afterthepandemic,internationalstudentshaveresumedtheirnormalcampusactivities.However,havingbecomeaccustomedtoonlineclasses,somestudentsfounditdifficulttoreadjusttotherigorsofface-to-faceinstructionandthepaceoftraditionalteachingmethods,causingadeclineintheirGPA.Inordertoimprovetheirgradesandachievegoodresultsinashortperiodoftime,theyresortedtodishonestmeanssuchasplagiarismandcheating,orpayingotherstowritetheirpapersortakeexamsforthem.Oncesuchbehaviorisdiscovered,thestudentsfaceseverepenaltiesfromtheschool.Afterbeingsuspendedorexpelled,theirI-20documentwasinvalidated,leadingtoasignificantincreaseofstudentswhohaveoverstayedthisyear.Evenmoreseriously,therecordofoverstayingintheUnitedStateswillhavenegativeimpactsonthestudents'futureacademicstudiesandreentry.

The2023OpenDoorsReportonInternationalEducationalExchangehasindicatedthatChinacontinuestobetheprimarysourceofinternationalstudentsintheUnitedStates.FromFigure1-2,itcanbeobservedthatthenumberofChinesestudentsstudyingintheUnitedStatesincreasedannuallyfrom2006to2020.However,between2020and2023,therewasaslightdownwardtrendinthenumberofChinesestudentsstudyingintheUnitedStates,withthetotalnumberin2023being289,526.3

ForabetteranalysisofthechangingtrendsinthenumberofChineseinternationalstudentsstudyingintheUnitedStates,wecategorizedthestudentsbasedontheirpursueddegrees.AccordingtoFigure1-3,itcanbeseenthatduringtheperiodfrom2020to2023,thenumberofChineseundergraduatestudentsstudyingintheUnitedStatesshowedasharpdecline,with9,143fewerstudentsin2023comparedto2022.However,thenumberofstudentsgoingtotheUnitedStatesforgraduatestudiesbegantoshowanupwardtrendin2020,withanincreaseof2,846in2023comparedto2022.In2023,thenumberofinternationalgraduatestudentsexceededthosegoingforundergraduatestudiesby25,679.4

In2023,thepercentageofgraduatestudentsstudyingintheUnitedStatesexceededthepercentageofundergraduatestudents,accountingfor43.53%ofallinternationalstudents(Figure1-4).Theproportionofundergraduatestudentswas34.66%,andtheproportionofnon-degreestudents,suchasthosestudyingatlanguageschoolsorpursuingcertificateprograms,was2.77%.ThepercentageofstudentsintheirOptionalPracticalTraining(OPT)periodwas19.04%,whichincludedstudentswhowereengagedininternshipsaftergraduatingfromdifferentdegreeprograms.5

1.2ResearchIntent

AlthoughChinahasconsistentlybeenthelargestsourceofinternationalstudentsintheUnitedStates,thepandemicin2020hasledtoadecreasingtrendinthenumberofstudentsstudyingabroad.Withchallengesposedbythepandemic,manystudentswhowerealreadyinadequatelypreparedforstudyingintheUnitedStates,lackinginadaptability,andlackinginself-directedlearningskillsfacedevengreaterobstacles.Amongthem,aconsiderablenumberofstudentsencounteredacademiccrisessuchasbeingplacedonacademicprobation,suspension,orevenbeingadvisedtowithdrawfromtheirstudies.Thishassignificantlyhinderedtheacademicprogressofmanyinternationalstudents.

The2024WholeRenWhitePapercontinuestheanalysisofChineseinternationalstudentsstudyingintheUnitedStates.Fromrecentyears'data,itisevidentthatthemainreasonsforstudentsfallingintoacademiccrisesincludealackofin-depthunderstandingofAmericanculturalbackgroundandeducationalsystem,difficultiesincommunication,andtheback-and-forthtransitionbetweenonlineandofflinelearningmodesduetothepandemicofthepasttwoyears,makingitevenmorechallengingforinternationalstudentstoadapttotheacademiclifeintheUnitedStates.ThisisparticularlyevidentforChinesestudentswhohavegrownupinculturescharacterizedbymutualinterdependence.

TheWholeRenGroupResearchCentercarefullymonitorsChineseinternationalstudentswhohavebeendismissedfromschool.Wecontinuetocollectandanalyzedatafrom2014to2024regardingthecausesofdismissal,individualstudentsituations,andfurtherdevelopmentofthesestudentsafterdismissal.OneofourmainareasofconcerniswhetherornotstudentswhoweredismissedareabletocontinuestudyingandcompletetheircourseofstudyintheUSAseducators,webelieveinsecondchancesforstudentswhohavemadeamistakebutchoosetolearnfromtheexperience.Wehopethatwhatwehavelearnedfromourfindingscanhelpstudentsgetbackontrackacademicallyandavoidadditionalsetbacks.

2.1DataCollection

DatainthisreportisfromWholeRenGroup'sproprietarydatabase.WholeRenGroupwasthefirstprofessionaleducationalorganizationintheUnitedStatestoprovidesecond-chanceopportunitiesforinternationalstudentswhohadbeendismissed.Assuch,thisdatabaseiscompiledbyAmerica'soldestorganizationwithanexpertiseininternationalstudentswhohavepreviouslybeendismissedandcontainscomprehensiveinformationonthestudentsandwhytheywereforcedtoleavetheirschools.Inthefollowingsections,"we/us"willrefertotheWholeRenGroupResearchCenter.

Followingtheprevious2014-2023editionsoftheWhitePaper,wefurthercontinuedtoexaminetheage,durationofstay,schoollocation,academicperformance,schoolranking,andotherrelevantpiecesofinformationforstudentswhohadbeendismissedinordertodeterminetherootcausesofdismissal.Weaimtocompiledataovertheyearssothatwemightacquireadeeperunderstandingofhigh-riskinternationalstudentsandthechallengestheyface,helpingeducatorsunderstandhowtobetterpreparesuchstudentsfortheirstudyabroadexperiences.

From2013to2024,weusedourproprietarydatabasetocompile12,936casesofChineseinternationalstudentswhoweredismissed.Ofthesecases,weuseddatafrom11,917studentswhosedatasetswerecomplete.Thesecompletecasesrepresent92.12%ofthetotalcases.821casesoccurredfromMarchof2023toMarchof2024and800ofthemwererandomlyselectedfortheanalysisinthisreport.

Inaccordancewiththescientificmethod,WholeRenmeticulouslycollectsandrefinesitsdata.ThesimulatedentryshownbelowhasbeenderivedfromspecificcasesinWholeRenGroup'sdatabase:

Forthisyear'sanalysis,westartedbyexaminingthegenderofdismissedstudents.In2024,asshowninFigure2-1,69.6%ofdismissedstudentsweremalewhile30.4%werefemale.Thisisinlinewithhistoricaltrendsasmalestudentsaremorevulnerabletoacademicdismissalandcontinuetomakeupthemajorityofdismissedstudents.

Undergraduatestudentsaccountedfor71.9%ofthetotalnumberofstudentswhoweredismissed,whilemasterslevelgraduatestudentsaccountedfor22.6%,doctoralstudentsaccountedfor2.8%,andhighschoolandbelowaccountedfor2.7%(Figure2-2).In2024,undergraduatestudentsremainthemajorityofdismissedChineseinternationalstudents.

Breakingdownthedegreesofstudentswhoweredismissed,asshowninFigure2-3,wecanseethattheproportionofcollegefreshmenwhoweredismissedisrelativelylowat13.4%.Theproportionofcollegesophomoresis21.3%,juniorsis19.1%,andseniorsis18.1%,wheretheproportionofdismissedcollegesophomoresisthehighest.Itisworthnotingthatcomparedalongsidecollegesophomores,theproportionofthoseatthemaster'slevelisthesecondhighestgroupofdismissedstudents.Amongthesestudents,thenumberoffirst-yearmaster'sstudentswhoweredismissedishigherthanthesecond-yearstudents,accountingfor14.3%ofthetotal.

Bycomparingthedataofstudentswhoweredismissedoverthepastsixyears(Figure2-4)wecanseethatundergraduateshavealwaysbeenthemaingroupofstudentswhoweredismissed,accountingformorethantwo-thirdsofthetotal.Thenumberofundergraduateswhoweredismissedsawaslightdecreasesincethepandemic,butthisyear,theupwardtrendreturns.Conversely,theproportionofmaster'sstudentsbeingdismissedhasseenadeclinecomparedtolastyear.

Weanalyzedtherankings(USNews&WorldReport6)oftheschoolsfromwhichstudentsweredismissedin2024andstudiedtherelationshipbetweenschoolrankingsandthenumberofdismissedstudents.AsshowninFigure2-5,itcanbeobservedthatin2024,amongthestudentswhoweredismissed,theproportionofstudentsfromthetop50rankedschoolsandthosefromschoolsranked51-100issimilar.Theproportionofstudentsbeyondthetop100ranksis14.5%.Thus,85.4%ofstudentswhoweredismissedin2024arefromthetop100rankeduniversitiesintheUnitedStates.

Reviewingthedataalongsideschoolranking(Figure2-6),therehasbeenasignificantdeclineintheproportionofdismissedstudentsfromschoolsranked1-50comparedtotheprevioustwoyears.Basedontherankingsoftheschoolswherethehelp-seekingstudentsarefrom,themajorityofthedismissedstudentsattendedschoolsrankedinthetop100.ThiscouldbepartlyattributedtothelargerpopulationofChineseinternationalstudentsinhigher-rankedschools,whichalsohavemorerigorousrequirementsandhigheracademicpressure,makingitmorechallengingforstudentstomaintaingoodacademicperformanceoradheretodisciplinarystandards.

2.2.4LocationofStudentDismissals

ReviewingthemapinFigure2-7,wecanseethatdismissalshappenedfrequentlyalongthewesterncoast,mostprominentlyinCalifornia.AlargenumberofcasesalsooccurredontheEastCoast(Massachusetts,NewYork,andPennsylvania)aswellastheGreatLakesregion(includingOhio,Illinois,Indiana,Michigan,andothers).Theareaswiththemostseriouscasesareofteneconomicallydeveloped,Chineseimmigrantcenters--populardestinationsforChinesestudentsstudyinginAmerica.Inaddition,theuniversitiesintheseareastendtoberankedhigherthanthoseinotherlocations,alsomakingthemapopulardestinationforChinesestudents.

2.3AnalysisofReasonsforStudentDismissal

Analyzingthedatafrom800studentswhosoughthelpfromWholeRenGroupregardingtheirdismissalsbetweenMarch2023andMarch2024,weareabletotakeacloserlookatthereasonsbehindstudentdismissals,includingacademicdishonesty,pooracademicperformance,behavioralmisconduct,incompleteunderstandingofacademicpolicies,andotherinappropriatebehaviors.AsshowninFigure2-8,themainreasonsforstudentsbeingdismissedcontinuetobeacademicdishonestyandpooracademicperformance.Theproportionofstudentsdismissedduetoacademicdishonestyhasdecreasedyearbyyearsince2021to43.6%,whiletheproportionofdismissalsduetopooracademicperformancehasincreasedto46.8%since2021(Figure2-9),whichisapproximatelythesameastheproportionofstudentsdismissedduetoacademicdishonesty.

AcademicDishonesty

In2024,academicdishonestycontinuedtobethemostcommonreasonwhyChineseinternationalstudentsweredismissed.46.8%ofChineseinternationalstudentdismissalcaseswererelatedtoacademicdishonesty.Themostcommonbehaviorscategorizedasacademicdishonestyincludecheatingontests,impersonation,plagiarism,incorrectcitations,fraudulentapplicationmaterials,andfalsifyinggrades.

Academicdishonestycanbedividedintointentionalorunintentionalbehavior.Intentionalacademicdishonestyiswhenstudentsknowinglyandpurposelyviolateschoolrules,suchascompletingassignmentsandexamsthroughdishonestmeansbecausetheyareworriedaboutnotbeingabletocompletethemorfailing.TheirselfreportedreasonfortheunintentionalbehaviorisduetoalackofunderstandingoftheacademicintegritypoliciesinAmericanschools,andnotrealizingthatcertainbehaviorsviolateschoolrules.Forexample,improperorincorrectcitationformatsinpapers,notunderstandingexamrules,notplacingenoughattentionontheacademicintegrityrequirementsoftheAmericaneducationsystem,andadoptingacasualor"lucky"attitude,amongothers.

PoorAcademicPerformance

43.6%ofourstudentsampleweredismissedbecauseofpooracademicperformance(definedaswhenastudent'sGPAislowerthantheschool'sminimumrequirement).AmericancollegesanduniversitiestypicallystipulatethatundergraduatescannothaveatotalGPAunder2.0andgraduatestudentscannothaveaGPAbelow3.0.Mostoften,thefirsttimeastudenthasalowGPA,theschoolplacesthestudentonacademicwarningorprobation.Iftheacademicperformancedoesnotsubsequentlyimprove,orifthestudenthasalowGPAforconsecutivesemesters,theschoolwilllikelysuspendordismissthestudent.

Amongthestudentswhoweredismissedduetopooracademicperformance,therewerealsothosewhoseperformancewasaffectedbyattendanceandpsychologicalproblems.Lowattendanceratesaremorecommonamongyoungerinternationalstudentswhomaybecome"lax"andspendtheirtimeonactivitiesotherthanstudying,facedwiththesuddenfreedomofbeingaloneinAmerica.Physicalandmentalhealthproblemscanalsoaffectstudents'academicperformance.Internationalstudentsmayexperienceinjuriesorillnessesduringtheirstudies,whichcanpreventthemfromattendingclassesregularly,directlyaffectingtheiracademicperformanceandleadingtodismissalbecausethestudentsdonotproactivelyseekhelpand/orcommunicatewiththeirinstructors.Commonmentalhealthproblemsamonginternationalstudentsusuallyarisefromgraduationpressure,heavycoursework,languagebarriers,difficultiesinmakingfriends,changesinfamilyenvironment,andculturaldifferences.Withoutactivelyseekingsolutionstobalancethesepressures,academicperformancecanalsobeaffected.

In2024,Chineseinternationalstudentswhoweredismissedduetobehavioralmisconductaccountedfor5.1%ofoursamplesfromthepastyear.StudentswhofallintothiscategoryviolateschoolregulationsorUSlawsthroughbehaviorssuchasbullying,fighting,engaginginviolentbehavior,underagedrinking,drivingundertheinfluence,usingillegalsubstances,and/orraciallydiscriminating.InAmerica,ifaninternationalstudentthreatenspublicsecurity,itisprobablethatinadditiontofacingdismissal,thestudentwillbesubjecttoajudicialtrialandrepatriation.

IncompleteUnderstandingofAcademicPolicies

Chineseinternationalstudentswhoweredismissedduetoanincompleteunderstandingofacademicpoliciesaccountedfor4.5%ofChineseinternationalstudentsinoursamplesfrom2022to2024.Thesestudentsgenerallyencounteredproblemssuchasnotregisteringontime,notenrollinginrequiredcourses,and/ornottakingenoughcredits.

Atthestartofeachacademicyear,Americancollegesanduniversitiesholdorientationsessionstoprovideanoverviewofgeneralrulesandpolicies.Howeverstudents,includinginternationalstudents,maymissoutoncrucialinformationduetoalanguagebarrierorlackofattentiontolengthyorientationsessions.Additionally,somestudentsfailtorecognizethesignificanceoftheseeventsandchoosenottoattendorientation,puttingthemselvesatahigherriskofviolatingschoolpolicies.

In2024,despiteacontinueddecreaseinthenumberofChineseinternationalstudentsstudyingintheUnitedStates,theystillcomprisethelargestproportionofinternationalstudentsinthecountry.Additionally,thenumberofChineseinternationalstudentsfacingacademiccrisesremainsconsistentlyhigh.ByanalyzingtrendsofChineseinternationalstudentdismissaloverthelasteightyears,the2024editionoftheWhitePapershedslightonthecurrentsituationandfuturedevelopmenttrendsofChineseinternationalstudentswhohavebeendismissedfromAmericanuniversities.

BysortingandanalyzingdataonthereasonsforChinesestudentsbeingdismissed,understandingtheimportanceofacademicintegrityamongChineseinternationalstudentsisstillinsufficient.Americanuniversitieshavealwaysmaintainedstrictacademicrequirementsforacademicintegrity.Toavoidfacingdismissal,ChineseinternationalstudentsneedtounderstandtherulesandregulationsofAmericanuniversities,especiallywithregardtoacademicintegrityandplagiarism.Otherwise,theyriskviolatingtheirinstitution'scodeofconductandevenUSlaws.In2024,theproportionofstudentsdismissedduetopooracademicperformancehasincreased.Astraditionalclassroominstructionresumes,thestrictsupervisionofstudents'gradeshasalsobeenrestored.Whereasmatriculationmaybe"easy",graduationitselfcanbechallengingandschoolpolici
