Themasscampaignsofdefianceandotheractionsofourorganizationsandpeoplecanonlyculminateintheestablishmentofcontinentisincalculable.Thefabricoffamilylifeofmillionsofmypeoplehasbeenshattered.Millionsarehomelessandunemployed.OureconomyOureconomyliesinruinsandourpeopleareembroiledinpoliticalstrife.Ourresorttothearmedstrugglein1960withtheformationofthemilitarywingoftheANC,UmkhontoweSizwe,wasapurelydefensiveactionagainsttheviolenceofapartheid.Thefactorswhichnecessitatedthearmedstrugglestillexisttoday.Wehavenooptionbuttocontinue.Weexpressthehopethataclimateconducivetoanegotiatedsettlementwillbecreatedsoonsothattheremaynolongerbetheneedforthearmed,strategies,and,Ifeelduty?boundtomakethepointthataleaderofthemovementisapersonwhohasbeendemocraticallyelectedatanationalconference.

Thisisaprinciplewhichmustbeupheldwithoutany,Iwishtoreporttoyouthatmytalkswiththegovernmenthavebeenaimedatnormalizingthepoliticalsituationinthecountry.Wehavenotasyetbegundiscussingthebasicdemandsofthestruggle.IwishtostressthatImyselfhaveatnotimeenteredintonegotiationsaboutthefutureofourcountryexcepttoinsistonameetingbetweentheANCandthehasgonefurtherthananyotherNationalistPresidentintakingrealstepstonormalizethesituation.However,therearefurthersteps,asoutlinedintheHarareDec
