Thepaththatledmeheretookanimportantturnoneseeminglyordinarydayinhighschool.Isatinclassasmy10thgradehistoryteachercontinuedourunitonWorldWarII.Onthisday,hesplittheclassintosmallgroupsandtoldusthatwewouldbetakingtheperspectiveofthevariouscountriesthatwereinvolvedinWorldWarIIinadebate.Ashedistributedthenamesofcountries,eachgrouphopedtoopenitspaperandseeAmerica?writteninboldletters.Whenourgroupreceivedthefoldedslip,weopeneditandreaditwithdismay:Japan.Thinkingweweresuretolosethedebate,wesettleddowntoprepareourexplanationforattackingPearlHarbor.Afterafewminutes,IrealizedthatIwascomingupwithlogicalreasonsforthisattack,andwasshockedthatitwaspossibletothinkthisway.IfoundmyselfabletounderstandanactionthatIhadbelievedimpossibletojustify.ThoughIstillbelievedthattheattackwaswrong,Iunderstoodthattherewasanothersidetotheissue,andthattherewasareasonbehindtheactionsofthisside.

Fromthisexperiencearoseadesiretoenterthefieldofforeignpolicy.Iwantedtodevelopandusemyabilitytounderstandthelogicofothernations?choicesand,bydoingso,tohelpourcountryrelatetothosenations.Idecidedtostudythephilosophiesbehindinternationalpoliticsandtodevelopmyowntheoriesinthatarea.Eagertostartonthiscareerpath,Ijoinedthestudentgovernmenttoexperiencetheworkingsofpoliticsonasmallscale.WhileIservedasclassrepresentativemyjunioryear,andtheschoolvicepresidentmysenioryear,Isucceededinresolvingissuesthroughmyabilitytotakeanothersperspective.

Myexperienceinstudentgovernmentfueledmydesiretostudypolitics.IoptedtotakeAdvancedPlacementEuropeanHistorymysenioryear,andlearnedtoanalyzethepastasawayofpredictingoutcomesinthefuture.AsIpreparedforcollege,Isoughtaprogramthatwouldallowmetoworkwithsomeofthebestprofessorsinthefieldandthatwouldofferopportunitiestoworkingovernmentoffices,becomeinvolvedwithstudentgovernment,andjoincampuspoliticalgroups.Ichose[nameofcollege].

At[Nameofcollege],Iexcelledinmycourses,drivenbymypassionforpoliticaltheoryandpolicy.Ibecameinvolvedinthestudentgovernment,andwasproudtorepresentmyschoolasthestudentcouncilpresident.Workingwithmyoneofmyprofessorsoverthesummer,Ico-authoredandpublishedanarticleontheforeignpolicychangesinpost-WorldWarIIJapan.Throughourgraciousalumni,IwasgiventhechancetoworkasaninternonCapitolHill,wheremyknowledgeofforeignpolicywassupplementbyhands-onexperience.

Standingheretoday,Iamthankfulforalltheopportunities,support,andknowledgethatallowedmetotravelthispath.IlookforwardtomycareerandtosuccessinmychosenfieldasIcontinuetotravel.Lookingback,IknowthatIpossessthequalitiesofdetermination,strengthandunderstanding.Thesequalities,incombinationwithmyexperiences,willallowmetobringpositivechangetotheworldthroughmywork.Iencourageyou,myclassmates,tolookbackwithprideuponthepaththathasledyouhere,andtouseyourindividualstrengthsandexperiencestobettertheworldthathasofferedussomanyopportunities.

InChinathesedays,universitygraduateswhohavenotbeenluckyenoughtosettleintotheirdreamjobsoftenlooktograduatedstudiesasawaytokillthetimethattheycannototherwisespendmeaningfully.Iampreparedtogoagainstthesocialconventionsbyputtingonholdasuccessfulresearchcareerthatpromisedtobeevenmoresuccessful.Witheightyearsofproductiveandhighlyvaluedpracticalresearchbehindme,InowwouldliketoreverttoamoreintellectuallifesothatIcanconductmoretheoreticaldiscourses.

Quitesomeofmyfriendshavetroubleunderstandingmydecision.Whydidyounottaketheopportunityeightyearsago,theywouldask,whenyouralmamaterofferedtoadmityouasagraduatestudentwithoutanyhassle?Indeed,Ideclinedtobecomeagraduatestudentin1991,whenQuniversityarguablyChinasbesthigher-learninginstitution,madeitcleartomethatIwouldbeexemptedfromthenormallymandatoryqualifyingexaminationsincaseIwantedtodograduatestudiesthere.Tomanyofmyfriends,IshouldhavetakenadvantageofthatopportunityifIhadreallywantedtobecomeanintellectual.

Well,Ihavealwayswantedtobeanintellectual.ButIthoughtthatagoodintellectualhastogroundhisorhertheoreticaldiscoursesncomprehensiveknowledgeofthesocialreality.AndthatiswhatIhavebeentryingtodosincehighschool.

In1985,ItookpartintheNationalUniversityEntranceExamination,whichareheldonceayearnationwidetoscreenthecountryshighschoolgraduatesforpost-secondaryeducation,andscoredatotalofgradesthatwasthesecondbestinHenanProvince(withapopulationcloseto100million).Withsuchanacademicrecord,Icouldhavechosenamorefashionableorpotentiallyprofitablemajorsuchaslaworbusinessadministration.InsteadIoptedforbiologicalengineeringandenteredintotheQinghuasDepartmentofBiologicalEngineeringwithatotalofgradesintheNationalUniversityEntranceExaminationsbetterthanthatofanyofmyfellowstudents.In1989,Igraduatedwithanacademicrecordthatwas,inoverallterms,thesecondbestinthecropofgraduatesofthatyear.

Upongraduation,IsecuredajobwiththeShenzhenSocialScienceAcademy,whichserves,asthemunicipalgovernmentsmostresourcefulandmostimportantthink-tank.Asyoumayverywellknow,ShenzhenbordersHongKong,thePearloftheOrient.AsChinasfirstandmostsuccessfulspecialeconomiczone,ithaspioneeredmany,ifnotmost,ofChinasfar-reachingeconomicreforms,andintheprocessithasgrownfromavillageofseveralthousandtoanultra-moderncityofseveralmillionpeople,allin16years.TheAcademyischargedwithcomingupwithnewpolicyproposalsorconductingfeasibilitystudiesonvariouspolicyproposals.Ineithercase,theAcademymustanalyzeandpredicttheeffectorconsequencesofthepolicyimplementation,andthecityspoliticianswouldmaketheirdecisionsinreferencetoorevenrelianceontheOfficesresearchreports.

SinceIwastrainedinBiology,Iwasatfirstassignedtododatarecordingandotherstatisticalworkonmedicalcarerelatedtopics.But,withintwoyears,Ibegantodoresearchindependently.Startingfromthethirdyear,Ihavebeeninchargeofagroupof12invariousresearchprojects.In1994,Idirectedamajorstudyonthemunicipalgovernmentsproposedreformofthecitysmedicalcaresystem,and,onthebasisoftheresearchresults,cameupwithsomespecificsuggestionsintermsofwhatreformsshouldbeundertakenandhowtheyshouldbecarriedout.Thestudywasaresoundingsuccess.

Atthetime,manyofmycolleagues,mysupervisorincludedthoughtthatthestudywasrelatedtothereformofthemedicalcaresysteminShenzhenonly.Irespectfullydisagreed.Shenzhen,Iargued,wouldprobablyserveasanexampleinthemedicalcarereformarea,asitoftendoesinmanyotherareas.Infact,thecountrystopleadershipopenedthecityupastheirfirstspecialeconomiczonewiththespecificpurposeofmakingitatrail-blazerinthecountrysreformprocess.IfShenzhenwastofulfillitsmission,ithadtocomeupwithpoliciesthatwouldbeapplicabletootherpartsofthecountryaswell.

Havingconvincedmysupervisorofthemeritsofmythinking,Idesignedaresearchplanthatinvolvedthecombineduseofthreeresearchmethods:samplesurvey,casestudyandparticipatoryresearch.Thecountrywasdividedintoseveralmajorparts,andforeachpart,agivennumberofrepresentativecitieswerechosen,towhichmyinvestigatorsweresent.Thesubjectsoftheinvestigationincludedordinarycityresidents,governmentofficials,medicalprovidersandinsurancecompanies,whowereallaskedabouttheirfeelingsandexpectationsaboutthemedicalcarereform.WealsotookHongKongsmedicalcaresystemintoconsideration,asHongKong,withitsstrikingresemblancetoShenzhenintermsofitscultureandvaluesprovidesanobviousreferencepointforShenzhenspolicydeliberations.

Onthebasisofallthedatagathered,Imadethefollowingproposalstoaddresstheproblemsthatbesetthecitysmedicalsystematthetime:

Revokethetraditionalsystemthatmandatedtheemployersfullreimbursementofallofanyemployeestotalmedicalcost,replacingitwithanewsysteminwhichtheemployerisrequiredtopay90percentandtheemployee10percentofthecostofanyordinarymedicalcare.Inthissystem,theemployeeswouldbeissuedspecialmagneticmedicarecardthatcouldonlybeusedindesignatedhospitals.

Theinsurancecompanieswouldsimultaneouslyberequiredtooffernewtypesofinsurancepoliciestocoverextraordinarycostassociatedwithgraveillnesses,anditwouldbeuptothereidentstopaytheinsurancepremiumsthemselves.

Thescheme,meanttoreinintheexcessivemedicalcostforemployerswithoutputtingtoomuchofaburdenonemployees,wasfirstputintotrialoftenofShenzhenslargestateownedenterprises.Halfayearlater,itwasenforcedthroughoutthecity.Soon,positiveassessmentsoftheschemeflowedinfromprivatecorporationsandpublicinstitutionsalike.Itsignificantlyreducedtheexcessivemedicalcost,andmostofthemoneysavedwasspentonfitnessandrecreationprogramsthatemployeesgenerallyenjoyed.Bothemployersandemployeesthusbenefitedfromthescheme.Theschemealsohadtheaddedadvantageofstabilizingthepricesofmedicationatareasonablelevel.

From1995on,mostofthelargeandmediumcitiesbeguntoimitateShenzhensmedicarereformswithpositiveresults.Theschemehasthushadnationwideimpact.

PublicpolicyasasocialscienceisacomparativelynewdisciplineinChina,anditisstillweakinboththeoreticalframeworksandpracticalresearchmethodologies.Theuseofsophisticatedresearchasabasisforpolicydecisionsisstillanewphenomenon.Therearenotmanystudentsandscholarsinthisarea,andevenfewercanclaimgenuineexpertise.Infact,mostpeopletendtoignorepublicpolicyresearch,thinkingthatitdoesnothavethekindofutilityascomputersciencenorthekindofsophisticationasphilosophy.Itisastateofaffairstolamentabout,andIconsideritmymissiontochangeit.

MyworkexperiencehastaughtmeonwhereIamstillinadequatelypreparedforthemissionthatIhavetakenon,intermsofbothconceptualandpracticaltraining.IhavecometoapointwhereIfeelapressingneedformoreadvancededucationinpublicadministrationandpolicyresearch.Yet,veryfewofChinasuniversitiesboastofpublicpolicyresearchprograms.Iamhopingthat,onedayinthiscountry,policyresearchandimplementationknowledgewouldnolongerbeconfinedtothetrainedfew,andpolicydecisionswillnormallybebasedonrigorousresearch.Iamquiteawarethatitmaytaketheeffortsofseveralgenerationsforsuchanewdisciplinetotakerootsinacountryasoldandasfast-changingasChina,andIwouldliketodevotemylifetohelpingthisnewdisciplinegrowinthiscountry.

Idonotreallyhaveawholelotofhobbies.Apartfromreadingbooksandlisteningtomyfriendsrelatetheirexperiences,Ienjoytravelingonmyown.WhileIalwaysemphasizetheimportanceofteamworkintheoffice,Iliketravelingonmyownsothatitiseasierformetoseekapersonalconnectionwithnature.AsIsavornaturesgrandeurandmyownseclusioninit,thenaturalworldoftenendowsmewithnewvisionandfreshinsights.

Ihavealsoexperiencedquitesomefailuresandsetbacksinmylife,butIhavenevergivenupmygoalbeforeIreachedit.Wheneverboggeddowninquagmires,Iwouldpushmyselfbysaying,justtoughenitout,andyouwillbethere.Tomorrowwillbebetterifonlyyoutryalittleharder.

一、德國慕尼黑高校討論生費(fèi)用

學(xué)費(fèi)：500EUR/學(xué)期。

高校注冊費(fèi)：(含同學(xué)票)：92EUR/學(xué)期。

高校注冊費(fèi)：150歐元/年。

在德國上高校是免費(fèi)的，但是注冊費(fèi)是必需交的，注冊完學(xué)校會發(fā)給留同學(xué)免費(fèi)的月票卡，這里面涵蓋交通費(fèi);

書本費(fèi)：600歐元/年。

由于德國的原版書特別貴，所以大多數(shù)同學(xué)都會去復(fù)印圖書或者去圖書館看書;

1.直接入學(xué)：

重點(diǎn)高校(國家211工程院校)四年制本科或五年制本科，至少修滿一個(gè)學(xué)期;

國家承認(rèn)的一般高校四年制本科或五年制本科，至少修滿三個(gè)學(xué)期。

2.通過預(yù)科入學(xué)：完成預(yù)科課程并通過預(yù)科的結(jié)業(yè)考試即“高校入學(xué)資格鑒定考試”(Feststellungsprüfung)取得德國高校入學(xué)資格，要求：
