hereisatendencytoblamethevictimsthemselvesfortheircondition—toseetheirfailuretothriveasanissueofcharacter,ofmoralweakness,oflaziness.Butcontrarytopopularbelief,thehomelessinLosAngelesarenotmostlymentallyillordrugaddictedorfrightening,althoughasizableminoritymeetsomeofthosedescriptions.Today,agreaterandgreaterproportionofpeoplelivingonthestreetsaretherebecauseofbadluckoraseriesofmistakes,orbecausetheeconomyforgotthem—theylostajoborwereevicted(逐出)orfledanabusivemarriagejustasthehousingmarketwasgrowingincreasinglyunforgiving.Thechallengesareenormous,evenifeveryoneispullinginthesamedirection.ThatrealitywasdrivenhomethismonthbyanewLosAngelesHomelessServicesAuthorityreportshowingthatthecounty'shomelesspopulationisgrowingfasterthanthesupplyofnewhousing.Intheworld'srichestnation,homelessnessonthisscaleshouldbeshamefulandshocking.ButmostL
