echeapenoughthatsubstantialcarbondepositsareleftundergroundforaverylongtime,ifnotforever,thenetwilllikelybeexposedtopotentiallycatastrophicclimaterisks.Someclimateimpactsmayalreadybediscernible.Forexample,theUnitedNationsChildren’sFundestimatesthatsome11millionchildreninAfricafacehunger,disease,andwatershortagesasaresultofthestrongestElNino(厄爾尼諾)weatherphenomenonindecades.ManyscientistsbelievethatElNinoevents,causedbywarminginthePacific,are ingmoreintenseasaresultofclimatechange.NationsfromaroundtheworldhavegatheredinParisfortheUnitedNationsClimateChangeConference,COP21,withthegoalofauniversalandpotentiallylegally-bindingagreementonreducinggreenhousegasemissions.Weneedverybroadparticipationtofullyaddresstheglobaltragedythatresultswhencountriesfailtotakeintoaccountthenegativeimpactoftheircarbonemissionsontherestoftheworld.Moreover,non-participationbynations,ifsufficientlywidespread,canunderminethepoliticalwillofparticipatingcountriestoact.ThenationsparticipatingatCOP21arefocusingontativeemissions-reductioncommitments.Economicreasoningshowsthattheleastexpensivewayforeachcountryistoputapriceoncarbonemissions.Thereasonisthatwhencarbonispriced,thoseemissionsreductionsthatareleastcostlytoimplementwillhappenfirst.TheInternationalMonetaryFundcalculatesthatcountriescangeneratesubstantialfiscalrevenuesbyeliminatingfossilfuelsubsidiesandlevyingcarbonchargesthatcapturethedomesticdamagecausedbyemissions.Ataxonupstreamcarbonsourcesisoneeasywaytoputapriceoncarbonemissions,althoughsomecountriesmaywishtouseothermethods,suchasemissionstradingschemes.Inordertoizeglobalwelfare,everycountry’scarbonpricingshouldreflectnotonlythepurelydomesticdamagefromemissions,butalsothedamagetoforeignSettingtherightcarbonpricewillthereforeefficientlyalignthecostspaidbycarbonuserswiththetruesocialopportunitycostofusingcarbon.Byraisingrelativedemandforcleanenergysources,acarbonpricewouldalsohelpalignthemarketreturntoclean-energyinnovationwithitssocialreturn,spurringtherefinementofexistingandthedevelopmentofnewones.Anditwouldraisethedemandforsuchascarboncaptureandstorage,spurringtheirfurtherdevelopment.Ifnotcorrectedbytheappropriatecarbonprice,lowfossilfuelpricesarenotaccuraysignalingtomarketsthetruesocialprofitabilityofcleanenergy.Whilealternativeestimatesofthedamagefromcarbonemissionsdiffer,andit’sespeciallyhardtoreckonthelikelycostsofpossiblecatastrophicclimateevents,mostestimatessuggestsubstantialnegativeeffects.Directsubsidiestoresearchanddevelopmenthavebeenadoptedbysomeernmentsbutareapoorsubstituteforacarbonprice:theydoonlypartofthejob,leavingincemarketincentivestoover-usefossilfuelsandtherebyaddtothestockofatmosphericgreenhousegaseswithoutregardtothe l(附帶的)costs.ThehopeisthatthesuccessofCOP21opensthedoortofutureinternationalagreementoncarbonprices.Agreementonaninternationalcarbon-pricefloorwouldbeagoodstartingpointinthatprocess.Failuretoaddresscomprehensivelytheproblemofgreenhousegasemissions,however,exposesallgenerations,presentandfuture,toincalculablerisks.Anumberoffactorsaredrivingdowntheglobaloilpricesnotjustfornowbutintheforeseeablefuture.PricingcarbonprovesthemosteconomicalwaytoreducegreenhousegasItisestimatedthatextremeweatherconditionshaveendangeredthelivesofmillionsofAfricanchildren.Thepricesofcoalarelowasaresultofover-supplyanddecreasingigherfossilfuelpricesprovetobeconducivetoinnovationandapplicationofcleanertechnology.Iffossilfuelpricesremainlowforalongtime,itmayleadtohigheremissionsofgreenhousegases.Fossilfuelsremainthemajorsourceofprimaryenergyconsumptiontoday’sEvenmajorfossilexportingcountrieshavegreatpotentialtodeveloprenewableenergies.Greenhousegasemissions,ifnotproperlydealtwith,willposeendlessrisksformankind.Itisurgentfor
