AGREEMENTOFINSPECTIONOFSHIPCOATING船舶Vessel:53000DWTBulkCarrier船號HullNo.:CX4231船旗國/注冊港:中國/上海Flag/Port::China/Shanghai船級社Class:CCS本協(xié)議當事方為:Thepartiesheretoare:船東ShipOwner船廠Shipyard(builder)油漆商CoatingManufacture海水專用壓載艙的表面處理和涂裝過程的檢驗已由船東、船廠和油漆商達成一致,并且符合IMO海安會決議MSC.215(82)的相關要求。更多的細節(jié),參見本協(xié)議的具體規(guī)定。TheinspectionofsurfacepreparationandcoatingprocessesfordedicatedseawaterballasttankshaveagreeduponbetweentheShipOwner,theShipyard(Builder)andtheCoatingManufactureandshallbeaccordancewithIMOResolutionMSC.215(82).Forfurtherdetails,pleaserefertothesubsequentpagesofthisdocument.本協(xié)議的副本將提交CCS船級社審查,本協(xié)議將包括在涂層技術文件(CTF)中。Acopyofthisagreement,signedbyallparties,shallbepresentedtotheCCSforreview,andtheinspectionagreementshallbeincludedtotheCoatingTechnicalFile(CTF).中船船舶修造有限公司(以下簡稱“船廠”)將為上海時代航運有限公司(以下簡稱“船東”)建造53000DWT散貨船(船廠編號為CX4231),其專用海水壓載艙將采用龐貝捷涂料(昆山)有限公司(以下簡稱“油漆商”)的產(chǎn)品。為保證船舶建造滿足IMO海安會MSC.215(82)決議通過的“所有類型船舶專用海水壓載艙和散貨船雙舷側處所保護涂層性能標準(以下簡稱PSPC)”的要求,船東、船廠和油漆商通過友好協(xié)商,達成以下一致協(xié)議。ChengxiShipyardCo.Ltd.(hereinaftercalledBuilder)shallbebuiltthe53000DWTbulkcarrier(HullNo.isCX4231)forShanghaiTimeShippingsCo.Ltd.(hereinaftercalledShipOwner),andthededicatedseawaterballasttanksofthevesselshallusethepaintproductswhichprovidedbyPPGCoatings(Kunshan)CO.Ltd.(hereinaftercalledCoatingManufacturer).InordertocomplywiththerequirementsofIMOresolutionMSC.215(82)“PerformanceStandardforProtectiveCoatingsfordedicatedseawaterballasttanksinalltypesofshipsanddouble-sideskinspacesofbulkcarriers”(hereinafterreferredtoasPSPC),theShipOwner,theBuilderandtheCoatingManufacturerhasbeenagreedthefollowingagreementafterfriendlyconsulted.(譯注:PSPC的英文全稱是performancestandardofprotectivecoatings,系所有類型船舶專用海水壓載艙和散貨船雙舷側處所保護涂層性能標準)總則GeneralPrinciples■本協(xié)議是在滿足PSPC技術要求的前提下,遵循國際造船涂裝的慣例,參照了下述標準和文件的有關規(guī)定來制定的。對于下述標準和文件之外新的規(guī)范和/或規(guī)則要求,船東和船廠將按照造船合同的相關章節(jié)進行協(xié)商。TheagreementisconsideredforthepurposeofPSPCrequirement,accordingtoInternationalcoatingstandardsandrefertorequirementsofdocumentsasfollowing.Incaseofanyfurtherrequirementsarisedbynewruleand/orregulation,theShipOwnerandtheBuildershallfurtherdiscussedandsettlethismatterrefertothebuildingcontract.IACSPR34"關于在IACS散貨船和油船結構共同規(guī)范中實施MSC.215(82)決議通過的IMO保護涂層性能標準(PSPC)的IACS程序要求”;IACSPR34:IACSProceduralRequirementonApplicationoftheIMOPerformanceStandardforProtectiveCoatings(PSPC),ResolutionMSC.215(82),underIACSCommonStructuralRulesforBulkCarriersandOilTankers;IACSUISC223"實施MSC.215(82)決議通過的保護涂層性能標準(PSPC)的統(tǒng)?解釋”;IACSUISC223:ForApplicationofSOLASRegulationII-1/3-2PerformanceStandardforProtectiveCoatings(PSPC)forDedicatedSeawaterBallastTanksinAllTypesofShipsandDouble-sideSkinSpacesofBulkCarriers,adoptedbyResolutionMSC.215(82);2、相關的ISO標準;RelationalStandardsofISO;簽署本協(xié)議的目的是保證船舶涂層的質(zhì)量滿足PSPC的要求,避免在標準執(zhí)行過程中產(chǎn)生不必要的爭議。TheobjectiveoftheagreementistoensurethatthepurposeofPSPCrequirementisadequatelyapplied,avoidinganydiscrepancyunnecessaryproducedintheimplementprocessofPSPC.本協(xié)議經(jīng)船東、船廠和油漆商三方的主管人員簽字確認后,將由船廠提交CCS船級社審查備案。AftersignedbyShipOwner,BuilderandCoatingManufacturer,theagreementshallbesubmittedbytheBuildertoCCSforreview.涂層檢查員CoatingInspector為確保符合PSPC要求,涂裝檢查工作將由船廠派出的檢查團隊負責:ToensurecompliancewithPSPCstandard,thecoatinginspectionsshallbecarriedoutbytheBuilder’scoatinginspectionteamconsistingof:資質(zhì)檢查員:_先生,具有表面處理質(zhì)檢員檢查員III級證書,證書編號為_;他將擔任涂裝檢查主管并將負責簽署檢查結果;他已經(jīng)通過培訓掌握了PSPC的相關內(nèi)容。QualifiedInspector:Mr._,certifiedtoFROSIOInspectorLevelIII(CertificateNo._),whichshallbeinchargeofthecoatinginspectionsandshallbetheonetoconfirmtheresultsfrominspections.HehasbeentrainedtohaveknowledgeofthePSPC.(譯注:FROSIO”是挪威文的縮寫,意思:挪威表面處理質(zhì)檢員培訓發(fā)證專業(yè)委員會。是為挪威工業(yè)標準NS-476—《表面處理質(zhì)檢員認可準則》而設置的。)助理檢查員:將在資質(zhì)檢查員的監(jiān)督和指導下完成涂層檢查工作,并獲得資質(zhì)檢查員的滿意;他們已經(jīng)通過培訓掌握了PSPC的相關內(nèi)容。AssistantInspector:TheAssistantInspectorsshallbecarriedouttheinspectionundertheQualifiedInspector’ssupervisionandguidance,andshallbegainedtheQualifiedInspector’ssatisfaction.TheyhavealsobeentrainedtohaveknowledgeofthePSPC.資質(zhì)檢查員和助理檢查員的選擇應由船廠決定最終決定。ThechoiceoftheQualifiedInspectorandAssistantInspectorshallbefinallydecidedbytheBuilder.如果檢查員要求增加本協(xié)議要求以外的試驗、測定和檢驗,檢查員要有明確的理由方可進行。Thecoatinginspectorsmaynotrequireanyadditionaltest,measurementandinspectionbeyondtherequirementofthissectionunlesstheyhavereasonablereasons.3、質(zhì)量檢查QualityInspection任何在檢查協(xié)議中的一方都有權要求更換在船舶建造進程中被認為不適合或不理想的檢查員,如果協(xié)議中的兩方認為這樣的要求是合理的,涉及的不適合檢查員應在兩周內(nèi)更換。AnyofthepartiesinvolvedintheinspectionagreementhavetherighttorequestforreplacementoftheInspectorwhoisdeemedunsuitableorunsatisfactory.Ifanytwoofthethreepartiestothisagreementconsiderthatsucharequestisjustified,thementionedunsuitableInspectorshallbereplacedwithintwoweeks.油漆商的現(xiàn)場服務代表將協(xié)助船廠檢查員進行工作,并進行提供技術支撐;船東代表對檢查員的工作有監(jiān)督的權力,可隨時對檢查結果進行抽查核實。ThesitetechnicalservicerepresentativeofCoatingManufactureshallbeassistedtheInspectorstocarryouttheinspectionandsupplytechnicalsupport.TheShipowner’srepresentativeshallbesupervisedtheinspectionworkingofInspectors,andmayspotchecktheinspectionresultsatanymoment.4、爭議處理Arbitration在涂裝檢查過程中,當船東、船廠和油漆商三方檢驗結果不一致時,三方將進行友好協(xié)商:如果其中兩方達成一致,則視兩方結果為最終檢驗結果,如果三方無法達到一致意見,將由船廠資質(zhì)檢查員作為最終裁決方來決定檢查結果。整個過程和最后結果記錄在涂層技術文件(CTF)中。DuringCoatingInspection,iftheShipOwner,BuilderandCoatingManufacturercan’tgetanagreementontheinspectionresults,thenthethreepartiesshallbenegotiatetogether:iftheresultsanytwopartiesgotincommonshallbethefinalandbindinguponthepartieshereto,ifstillcan’tgetanagreementthenthefinalarbitrationcomesfromtheQualifiedInspector.TheresultshallberecordedintheCoatingTechnicalFile(CTF).在處理現(xiàn)場爭議問題時,船東、船廠和油漆商三方代表必須具有滿足NACE檢驗員2級、FROSIO檢驗員III級或CCMCIC(中國船舶涂層檢查員資格認證委員會)檢查員II級資質(zhì)。AlltherepresentativeswhoresolvesdisputedissuesduringCoatingapplicationinpresenceoftheShipOwner,BuilderandCoatingManufacturermustbethequalifiedcoatinginspectorscertifiedtoNACECoatingInspectorLevel2,FROSIOInspectorLevelIIIorCCMCICII.5、涂層技術文件CoatingTechnicalFile(CTF)最終的涂層技術文件(CTF)可以用中文描述,但是必須有英文翻譯。ThefinalCoatingTechnicalFile(CTF)maybewritteninChinesebutEnglishtranslationisrequired.涂層技術文件(CTF)將由船廠負責編制,并在交船前提交CCS船級社認可,油漆商應提供支持。TheBuildershallbecompiledthecoatingTechnicalFile(CTF)andsubmittheCTFtoCCSforapprovalbeforevesseldelivery,andtheCoatingManufacturershallbesuppliedsupport.涂層技術文件具體包括內(nèi)容見表4“涂層技術文件內(nèi)容”。TheListifCoatingTechnicalFilepleaseseeTable.4.5、文本與生效LanguageandEffective本協(xié)議是用中文和英文書寫的,若有矛盾,以中文為準。TheagreementiswritteninChineseandinEnglish.Bothlanguageversionsareequallyauthentic.Intheeventofanydiscrepancybetweenthetwoaforementionedversions,theChineseversionshallprevail.本協(xié)議由船東、船廠和油漆商三方共同簽署方可生效;本協(xié)議一式三份,三方各執(zhí)一份。TheagreementshallbeeffectiveafterShipOwner,BuilderandCoatingManufacturersigned.Theagreementshallbeexecutedinthreeoriginals,threepartiesshalleachholdoneoriginal.6、附件Appendix本協(xié)議附件:涂裝質(zhì)量檢查技術要求TheappendixherewithisInspectionRequirementsofCoatingQuality.本文件之簽署人已詳細閱讀上述之協(xié)議,并獲得充分授權后,代表雙方當事人締結之,特此為證。AllsignatoriesheretoacknowledgethattheyhavereadtheforegoingAgreementandbytheirinitialsandsignaturethattheyhavefullandcompleteauthoritytoexecutethedocumentforandinthenameofthepartyforwhichtheyhavegiventheirsignature.船東代表簽署ShipOwner(Signature)船廠代表簽署Shipyard(builder)(Signature)油漆商代表簽署CoatingManufacture(Signature)附件:APPENDIX涂裝質(zhì)量檢查技術要求InspectionRequirementsofCoatingQuality鋼材預處理階段PrimarySurfacePreparation(PSP)Stage環(huán)境條件:一般來說相對濕度需在85%以下,鋼板表面溫度需高于露點溫度3℃以上,具體將根據(jù)油漆商的推薦;每月定期檢查一次。Environmentcondition:Generaltheatmosphererelativehumiditymustnotexceed85%andthetemperatureofsteelsurfacemustbeatleast3℃higherthanthedewpoint,detailedinformationshallbeaccordedtotheCoatingManufacture’srecommendation.,andshallbecarriedoutoneperiodiccheckpermonth.除銹等級:鋼板需拋丸除銹至ISO8501-1標準規(guī)定中的Sa21/2級,每月選擇1張鋼板定期檢查一次。De-rustinggrade:allsteelplatesshallbeshotblastedtotheSa21/2accordingwithISO8501-1,andshallbecarriedoutoneperiodiccheckpermonth(selectonesteelplate).表面粗糙度:鋼板除銹后,表面粗糙度需達到規(guī)定的30-75微米按照ISO8503-1/2標準),每月選擇1張鋼板定期檢查一次。SurfaceProfile:afterblasting,thesurfaceprofileshouldbebetween30-75micronsaccordingwithISO8503-1/2,andshallbecarriedoutoneperiodiccheckpermonth(selectonesteelplate).水溶性鹽檢測Watersolublesaltstest預處理后鋼材表面水溶性鹽的檢測應使用ISO8502-9標準規(guī)定的方式。Afterthesurfacepreparation,thesolublesalttestshallbeusedthemethodwhichspecificintheISO8502-9standard.預處理時鹽分測量應每月抽樣檢測1次,選三張拋丸處理后的鋼板測量,每張鋼板隨機測量1點:RandomcheckingbyInspectorwillbeonceamonth.Threepiecessteelplateswillbeselectedafterblastingandonespotoneachplatewillbeselectedforsolublesalttest.a)若3個測量點都小于或等于50毫克/平方米,則視為本周所有鋼板預處理都是合格的 一Ifallthethreemeasuredvaluesofsaltcontentsonthreepiecessteelplatesarebelow50mg/m2,thesaltcontentsonallthesteelplatesatprimarysurfacepreparationstageatthisweekareacceptable.若2個及所有3個測量點都在50毫克/平方米以上,則視為該周鋼板處理不合格。Iftwoorallofthesethreemeasuredvaluesareabove50mg/m2,saltcontentsonsteelplatesatprimarysurfacepreparationstageatthisweekarenotacceptable.當一個測量點在50毫克/平方米以上時,將另選2張鋼板進行測量,該2點都小于或等于50毫克/平方米可視為該周鋼板處理合格,其中一點在50毫克/平方米以上,即判為該周鋼板處理不合格。Ifonlyoneofthethreemeasuredvaluesisabove50mg/m2,thenanothertwopiecesofdealtsteelplatesshallbeselectedrandomlyandre-measuredasstatedabove.Ifthistworemeasuredvaluesarebelow50mg/m2,thenthesaltcontentsonallthesteelplatesatprimarysurfacepreparationstageatthisweekareacceptable.Otherwise,saltcontentsonsteelplatesatprimarysurfacepreparationstageatthisweekarenotacceptable.對于預處理不合格的鋼材應采取措施直至合格。Thecorrectiveactionsshallbeimplementtosatisfytherequirementforthenotacceptablesteelplates.車間底漆干膜厚度:干膜厚度需滿足涂料產(chǎn)品技術數(shù)據(jù)表的要求,每月定期檢查一次。Dryfilmthicknessofshopprimer:theDFTshallbecompliedwiththerequirementoftheTechnicalDataSheet,andshallbecarriedoutoneperiodiccheckpermonth..結構處理StructureTreatment鋼板表面涂裝前進行結構性處理,應去除毛邊、焊接飛濺物和其它任何的表面污染物。Thesteelsurfacebeforecoatingshallberemovedsharpedges,weldspattersandanyothersurfacecontaminant.涂裝前鋼材自由邊緣應處理成半徑至少為2mm的圓角,或經(jīng)過三次打磨,或至少經(jīng)過等效的處理。Edgestobetreatedtoaroundedradiusofminimum2mmorsubjectedtothreepassgrindingoratleastequivalentprocessbeforepainting.結構處理參見表1"結構處理圖例”圓角,表中未明確部位按照ISO8501-3標準中P2級進行處理。StructuretreatmentpleaseseeTable1”StructureTreatmentIllustration”,otherlocationsshallbetreatedtoP2gradeofISO8501-3standard.分段階段TheBlockStage二次表面處理SecondarySurfacePreparation(SSP)車間底漆損壞區(qū)域和焊縫處將噴砂處理到Sa21/2級,除銹后表面粗糙度控制達到30-75口m(按照ISO8503-1/2標準)。ThedamagedofshopprimerandweldseamsshallbeblastedtoSa21/2.Afterblastingthesurfaceprofileshouldbebetween30-75口maccordingwithISO8503-1/2standard.因TH-2硅酸鋅車間底漆已和主涂層組成的整體涂層系統(tǒng)已通過涂層合格試驗,所以完整的車間底漆可以保留;保留的車間底漆應采用掃掠式噴砂進行清理。TheTH-2silicatezincshopprimerhaspassedtestwithmaincoatingsystem,theintactshopprimercanberetained,theretainedshopprimershallbecleanedbysweepblasting.表面粗糙度:除銹后表面粗糙度應達到30-75微米,每只分段抽查一個點。SurfaceProfile:afterblasting,thesurfaceprofileshouldbebetween30-75microns,andonespotcheckperblock.水溶性鹽檢測:分段沖砂后,隨機抽取一點(該隨機測量點必須是三方都無爭議的點)進行鹽分測量,測量結果小于或等于50mg/m2即認為合格;如果超過50mg/m2可再選擇兩點測量(但該超標點區(qū)域要用淡水或等效方法處理),如果兩點都合格即認為合格,其中有一點不合格即判定為不合格。對于不合格的分段應進行沖水清洗或等效方法處理。Watersolublesaltscontentmeasurement:aftersecondarysurfacepreparationatblockstage,onespotpoint(thespotpointshallbenodisputedbythreeparties)onthisblockwillbeselectedforthemeasurementofsaltcontent.Ifthemeasuredvalueofsaltcontentsisbelow50mg/m2,saltcontentsonsurfaceofthisblockareacceptableatsecondarysurfacepreparationstage.Otherwise,anothertwospotpointsofthisblockwillbeselectedforthemeasurementofsaltcontent(butthefailedareashouldbecleanedwithfreshwaterorequivalent).Ifthistwomeasuredvaluesarebelow50mg/m2,thesaltcontentsonthisblockareacceptable.Otherwise,saltcontentsofthisblockarenotacceptedandthisblockshouldbewashedbyfreshwaterorequivalentatsecondarysurfacepreparationstage.灰塵:表面灰塵顆粒大小為“3”、“4”或“5”的灰塵分布量應達到1級,在不用放大鏡的條件下,待涂表面可見的更小顆粒的灰塵應去除。本船采用目視測量來評判灰塵,即肉眼看不見明顯的灰塵時即為合格,當有爭議時采用ISO8502-3:1993中規(guī)定的貼膠紙方式每只分段抽查一個點。Dust:Dustquantityrating“1”fordustsizeclass“3”,“4”or“5”,lowerdustsizeclassesshallberemovedifvisibleonthesurfacetobecoatedwithoutmagnification.Thisvesselshallbecheckingdustquantityratingbynakedeye,i.e.dustsaccumulationwhichisinvisiblebynakedeyeisacceptable.Whendisputehappens,thetapetestshallbecarriedoutaccordingtoISO8502-3:1993andonespotcheckperblock.表面清潔度:涂裝前表面的油、油脂和其它雜質(zhì)等需根據(jù)油漆商的推薦進行處理。Surfacecleanliness:theoil,greaseandothercontaminationsshallbecleanedaccordedtotheCoatingManufacture’srecommendationbeforecoatingapplication.油漆施工Coatingapplication除銹向船廠QC、油漆技術月服務和船東交驗后,按照油漆配套進行第一度油漆的統(tǒng)噴。AftertheinspectionofblastinghasbeenconductedbyBuilder’sQC,CoatingManufacturer’ssurveyorandShipOwner’ssupervisor,thefirstfullcoatshallbeappliedaccordingtocoatingspecification.然后用刷子或輥筒然后進行第一度油漆的預涂,并對第一度漆膜進行檢測和修正。清潔后向船廠QC、油漆技術服務進行交驗。Thenthefirststripecoatshallbeappliedbybrushorroller,andrepairandcleanthefirstcoatafterthechecking.ThefirstcoatshallbecheckedbyBuilder’sQCandCoatingManufacturer’ssurveyoraftercleaning.第1度油漆向船廠QC、油漆技術服務進行交驗后,進行第二度油漆的統(tǒng)噴。AfterthefirstcoastischeckedbyBuilder’sQCandCoatingManufacturer’ssurveyor,thesecondfullcoatshallcarriedout.然后用刷子或輥筒然后進行第二度油漆的預涂(僅在焊縫區(qū)能證明涂層可滿足規(guī)定膜厚要求的,可減少第二度預涂),并對第二度漆膜進行檢測和修正。清潔后向船廠QC、油漆技術月服務和船東進行分段油漆完工交驗。Thenthesecondstripecoatshallbeappliedbybrushorroller(onlyweldedseamsmaybereducedthesecondstripecoatwhereitisproventhattheDFTcanbemetbythecoatsapplied),andrepairandcleanthesecondcoatafterthechecking.ThefinalcoatingoftheblockshallbecheckedbyBuilder’sQC,CoatingManufacturer’ssurveyorandShipOwner’ssupervisoraftercleaning.名義總干膜厚度:涂層需在90/10原則下達到320微米,總干膜厚度最大值依據(jù)油漆商的詳細規(guī)定。NDFT(Nominaltotaldryfilmthickness):NDFTis320micronwith90/10rule,andthemaximumtotalDFTshallbeaccordingtoPaintManufacture’sdetailedspecification.環(huán)境條件:涂漆時大
