對(duì)項(xiàng)目的機(jī)電、起重設(shè)備、鍋爐、壓力容器等設(shè)備設(shè)施運(yùn)行方面的職業(yè)健康安全負(fù)責(zé)。TheMechanicalandElectricalDepartmentshallberesponsiblefortheoccupationalhealthandsafetywithrespectingtoallmechanicalandelectricalfacilities,liftingequipment,boilers,pressurevesselsusedintheProject. 按照安全技術(shù)規(guī)程對(duì)機(jī)電設(shè)備等進(jìn)行檢查，并監(jiān)督其維修、保養(yǎng)工作的落實(shí)情況，并指導(dǎo)不符合項(xiàng)和隱患的整改。TheMechanicalandElectricalDepartmentshallperformadequateinspectiononallmechanicalandelectricalfacilitiesinaccordancewithallapplicablesafetytechnologyrules,shallsupervisetheirimplementationofmaintenanceandservicing,andshallprovideinstructionsonthecorrectionactionsfornon-compliancesandpotentialhazards. 對(duì)新購(gòu)置、租賃或大修后的機(jī)械設(shè)備，必須嚴(yán)格檢查把關(guān)，檢查其出廠合格證、技術(shù)資料的完整及準(zhǔn)確性，負(fù)責(zé)組織必要的專業(yè)培訓(xùn)和技術(shù)交流。TheMechanicalandElectricalDepartmentshallperformstrictlyincominginspectionwithrespectingtoallnewlypurchased,rentedorrepairedmechanicalfacilities,tochecktheirqualitycertificates,andthecompletenessandprecisionofthetechnicalinformation,andshallorganizespecialtytrainingandtechnicalexchangeasnecessary. 參加施工組織設(shè)計(jì)和專項(xiàng)安全技術(shù)方案的編制或會(huì)審，提出機(jī)電安全方面的技術(shù)措施。TheMechanicalandElectricalDepartmentshallparticipatedinthepreparationandjointreviewonthecontractiondesignandthespecialsafetytechnologyplan,andshallraisethetechnicalmeasureswithrespectingtothesafetyoperationofthemechanicalandelectricalfacilities. 監(jiān)督分包或設(shè)備租賃單位做好特種作業(yè)人員的培訓(xùn)管理，檢查其持證上崗情況。TheMechanicalandElectricalDepartmentshallsupervisethetrainingprogrammeheldfortheSpecial-disciplineoperatorsbythesub-contractorsandtheagencieshavingreleasedsomeequipmentfortheProject,andshallcheckwhetheralloperatorsondutyhaveobtainedsuitablelicensesfortheiroperation. 參加因工傷亡事故或未遂事故的調(diào)查處理，對(duì)機(jī)電事故提出處理和整改意見。TheMechanicalandElectricalDepartmentshallparticipateintheinvestigationonthepersonalinjuryand/ordeathoranyunaccomplishedaccident,andshallprovideadequatesuggestionsonthehandlingandcorrectionwithrespectingtothemechanicalandelectricalaccidents3.2.7物資部MaterialDepartment 負(fù)責(zé)對(duì)購(gòu)置的物資材料、設(shè)備設(shè)施及安全防護(hù)用品的檢查驗(yàn)收，采購(gòu)前將產(chǎn)品合格證及有關(guān)技術(shù)資料交質(zhì)量安全組審查，必要時(shí)進(jìn)行實(shí)物檢驗(yàn)，嚴(yán)禁偽劣產(chǎn)品進(jìn)入現(xiàn)場(chǎng)。TheMaterialDepartmentshallperforminspectionandacceptancetothepurchasedmaterials,facilities,equipmentandthepersonalprotectionequipment,shallsubmitthequalitycertificateandtherelevanttechnicalinformationtothequalitysafetytemforreviewpriortothepurchasing.Inspectionontheactualfacilitiesshallbeperformedasnecessary,inferiorqualityorfaultfacilitiesarestrictlyprohibitedtoentertheconstructionsite. 執(zhí)行項(xiàng)目物資管理制度，特別關(guān)注易燃易爆和有毒物品的管理，使其存放和使用符合職業(yè)健康安全和消防要求。TheMaterialDepartmentshallstrictlyimplementtheProjectmaterialmanagementrules;especiallygiveadequatecaretotheflammable,explosiveandtoxicmaterials,toensurethattheirstorageandapplicationareincompliancewithallapplicableregulationsonoccupationalhealthandsafetyandfireprevention. 按照現(xiàn)場(chǎng)平面布置圖，合理存放機(jī)械、材料，及時(shí)回收、處理廢品垃圾，保證現(xiàn)場(chǎng)整齊清潔、健康安全。TheMaterialDepartmentshallproperlystoreallmechanicalequipmentandmaterialsaspertheconstructionsiteplan,shalltimelyrecoveranddisposethewastestoensurethatthecleanness,healthandsafetyoftheconstructionsite.3.2.8合約商務(wù)部CommercialDepartment在合同文件中對(duì)相關(guān)方提出職業(yè)健康安全方面的要求。TheCommercialDepartmentshallberesponsibletospecifyadequaterequirementsforoccupationalhealthandsafetytoanyotherpartyconcernedintheContract.3.2.9綜合部ComprehensiveDepartment掌握現(xiàn)場(chǎng)施工人員的身體健康狀況信息，特別是特種作業(yè)人員的健康情況，并提出處理意見。TheComprehensiveDepartmentshallproperlycollectallinformationonthehealthofthepersonnelinvolvedintheconstruction,especiallyforthehealthofallSpecial-disciplineoperators,andshallprovideadequatesuggestionsonsuchissue. 加強(qiáng)有毒有害作業(yè)場(chǎng)所的管理，做好職業(yè)病預(yù)防工作。TheComprehensiveDepartmentshallhighlightthemanagementoftheoperationareasinconnectionwithtoxicandharmfuloperation,andshalladequatelypreventtheoccurrenceofoccupationaldisease. 負(fù)責(zé)食堂的管理工作，搞好飲食衛(wèi)生，預(yù)防疾病和食物中毒的發(fā)生。TheComprehensiveDepartmentshallberesponsibleforthemanagementofthestaffrestaurant,toensureproperlysanitationenvironment,andpreventanypotentialsfortheoccurrenceofdiseaseandfoodpoisoning. 對(duì)冬季取暖設(shè)施的安裝、使用負(fù)責(zé)，并監(jiān)督檢查，防止煤氣中毒。同時(shí)要做好防暑降溫工作，保證施工作業(yè)人員的安全和健康。TheComprehensiveDepartmentshallberesponsiblefortheinstallationandapplicationofallheatingfacilitiesusedinthewinterseason,andshallcarryoutinspectionasappropriatetoavoidanypossiblegaspoisoning,andshallcarryoutadequateactivitiesonsunstrokepreventiontoensurethesafetyandhealthofallconstructionoperators. 負(fù)責(zé)施工作業(yè)中毒和食物中毒事故的調(diào)查與處理，提出防范措施。TheComprehensiveDepartmentshallberesponsiblefortheinvestigationanddispositionofthecaseinconnectionwithconstructionpoisoningandfoodpoisoning,andshallraisesuitablepreventionactionsandmeasures. 組織建立項(xiàng)目的現(xiàn)場(chǎng)醫(yī)療救護(hù)小組，配備簡(jiǎn)單適用的緊急救護(hù)醫(yī)療物資和器材。TheComprehensiveDepartmentshallsetupasitehealth-careteam,whichshallbeequippedwithsimplebutpracticablefacilitiesandequipmentforemergencyhealthcare. 發(fā)生工傷事故要積極組織搶救、治療，并向事故調(diào)查組匯報(bào)人員的傷勢(shì)情況TheComprehensiveDepartmentshallpositivelyorganizetherescueandhealthcareactivitiesinthecaseofanypersonalinjuryand/ordeathontheconstructionsite,andshallreporttheinformationonpersonalinjurytotheaccidentsurveyteam.3.2.10分包單位負(fù)責(zé)人及其管理人員Sub-contractorDirectorandManagement認(rèn)真執(zhí)行有關(guān)的職業(yè)健康安全法規(guī)和總包單位制定的各項(xiàng)相關(guān)管理制度及CI要求，接受總包對(duì)安全生產(chǎn)文明施工的督促檢查和統(tǒng)一管理，對(duì)承包范圍的安全生產(chǎn)負(fù)直接責(zé)任。TheSub-contractorDirectorandManagementshallstrictlyimplementallandallapplicablelawandregulationonoccupationalhealthandsafetyandtherelevantmanagementregulationandCIrequirementsspecifiedbytheContractor,shallaccepttheinspection,supervisingandcentralizedmanagementcarriedoutbytheContractor,alsoshallundertakethedirectresponsibilitiestothesafetyproductionwithinitscontractingscope.嚴(yán)格履行各項(xiàng)勞務(wù)用工手續(xù)，合理安排工人的生產(chǎn)生活，按規(guī)定購(gòu)置、使用安全防護(hù)設(shè)施和勞保用品，對(duì)工人的職業(yè)健康安全負(fù)責(zé)。TheSub-contractorDirectorandManagementshallstrictlyimplementtheprocessesinconnectingwiththeemployment,reasonablyarrangetheproductionactivitiesandlivingofalloperators,andshallpurchaseallnecessarydevices,safetyprotectionfacilitiesandpersonnelprotectionequipmentinaccordancewithallapplicableregulationstoberesponsiblefortheoccupationalhealthandsafetyofalloperators.按規(guī)定組織本單位資質(zhì)審查及主要管理人員的安全資格年審，組織工人的三級(jí)入場(chǎng)教育、特殊工種教育、變換工種教育、班前安全講話和安全活動(dòng)。TheSub-contractorDirectorandManagementshallorganizethequalificationinspectionwithintheirrespectiveorganizationandtheannualinspectiononthequalificationofsafetymanagementofthekeymanagement,shallorganizethetier-threesiteaccesstraining,Special-disciplineoperatortraining,operationshiftingtraining,pre-operationsafetymeetingandanyothersafetyactivitiesforalloperatorsinvolvedintheProject.保持隊(duì)伍相對(duì)穩(wěn)定，人員的調(diào)進(jìn)調(diào)出必須事先報(bào)請(qǐng)總包批準(zhǔn)，新入場(chǎng)人員必須按規(guī)定辦理各種手續(xù)。TheSub-contractorDirectorandManagementshalldulymaintainthestabilityoftheconstructionteam.Intheeventthatanyperson(s)concernedmaybemobilizedordemobilizedfromtheProject,theSub-contractorDirectorandManagementshallreporttotheContractasappropriate.Anypersonnewlyenteringtheconstructionshallcompleteallnecessaryproceduresforaccess.根據(jù)總包的交底向各施工班組進(jìn)行詳細(xì)的書面安全技術(shù)交底，必要時(shí)請(qǐng)總包主管人員參加。TheSub-contractorDirectorandManagementshallgiveadetailedclarificationonthesafetytechnologytoallconstructionteamsbasedonthetechnologyclarificationreceivedfromtheContractor,andshallinvitetheContractortopresenttheclarificationmeetingifnecessary.在施工中經(jīng)常對(duì)作業(yè)現(xiàn)場(chǎng)進(jìn)行檢查，發(fā)現(xiàn)不安全因素及時(shí)整改，對(duì)重大事故隱患應(yīng)立即停止施工，并上報(bào)總包，杜絕蠻干。TheSub-contractorDirectorandManagementshallcarryoutfrequentinspectionontheconstructionsiteduringtheconstructionprogress.Inthecaseofanyunsafefactorfound,immediatecorrectiveactionsshallbetaken,intheeventofanyseriousaccidentpotentialhazard,theconstructionshallbestoppedimmediately,andwhichshallbereportedtotheContractimmediately.Anymisconductshallbestrictlyprohibited.發(fā)生因工傷亡或未遂事故，保護(hù)好現(xiàn)場(chǎng)，做好傷員搶救工作，采取防范措施，并立即上報(bào)總包，不準(zhǔn)隱瞞和拖延不報(bào)。Iftheeventthatanypersonnelinjuryordeathoccursontheconstructionsite,theSub-contractorDirectorandManagementshallprotecttheaccidentsiteasitis,shallappropriatelyrescuetheperson(s)injured,andshallreporttotheContractorimmediately.Itisstrictlyprohibitedtoconcealanyaccidentortodelaythereportprocess.3.2.11工人Operators隸屬總包及分包商的工人應(yīng)嚴(yán)格執(zhí)行安全操作規(guī)程，遵守職業(yè)健康安全管理體系文件和安全生產(chǎn)文明施工的各項(xiàng)規(guī)章制度。AlloperatorsoftheContractorandthesub-contractorsshallstrictlyabidebyanyandallapplicablerulesandregulationsinconnectingwithsafetyoperation,shallobserveallapplicableregulationscontainedintheoccupationalhealthandsafetysystemandtheprocedure-dependentconstructiondocuments.積極參加各項(xiàng)職業(yè)健康安全活動(dòng)，認(rèn)真執(zhí)行安全技術(shù)交底要求，不違章作業(yè)，不違反勞動(dòng)紀(jì)律，服從安全生產(chǎn)管理人員的監(jiān)督指導(dǎo)。Alloperatorsshallpositivelytheactivitiesheldinconnectionwiththeoccupationalhealthandsafety,strictlyimplementtherequirementssetforthbythesafetytechnologyclarification,avoidwrongoperationandviolatingtotheworkrules,andshallalwaysacceptthesupervisingandinstructionsbythepersonnelcommittedtosafetyproductionmanagement.在安全生產(chǎn)方面做到互相幫助，互相監(jiān)督，維護(hù)一切安全設(shè)施、設(shè)備，做到正確使用，不隨意拆改，對(duì)新工人有傳、幫、帶的責(zé)任。Alloperatorsshallhelpandsupervisethesafetyofeachother’soperation,properlyprotectandmaintainallfacilities,equipmentusedfortheProject.Allfacilitiesandequipmentshallbeusedcorrectlyandshallnotbedisassembled,shallcarryoutthefunctionsofknowledgetransfer,assistanceanddemonstrationtothenewoperators.對(duì)不符合職業(yè)健康安全標(biāo)準(zhǔn)的作業(yè)活動(dòng)，有權(quán)提出建議和拒絕違章指令。Alloperatorsareentitledtogivesuggestionsandrefusaltoanyactivitywhichfailstocomplywiththerequirementsforoccupationalhealthandsafety.在作業(yè)時(shí)要嚴(yán)格做到“眼觀六面、安全定位、措施得當(dāng)、安全操作”。Alloperatorsshallfollowtheprincipleof“full-directionobservation,safetypositioning,adequateactionsandsafetyoperation”duringtheirdaily
