酒店消防疏散演習(xí)方案Tostandardthehotel,sfirecontrolsafetymanagement,haveaoverallinspectionoffirecontrolequipments,strengthentheabilityofallassociatestoescapeandself-rescueincaseofemergency,andboostconcerneddepartments,abilitytoorganize,preventandbeflexibletodealwiththefire,alsorequiredbythehotelsecuritymanagement,aFireEvacuationDrillwillbeholdat15:00pm,30July.為規(guī)范酒店的消防安全管理工作，全面檢驗酒店消防設(shè)備的運行情況，增強酒店全體工作人員在緊急情況下的逃生與自救能力，進(jìn)一步提高相關(guān)職能部門人員處理火災(zāi)事故的組織、協(xié)調(diào)、保障和應(yīng)變能力，根據(jù)酒店安全經(jīng)營需要，現(xiàn)定于于2014年7月30日下午15：00舉行一次“消防疏散演習(xí)”。Purposeofthedrill演習(xí)目的：Throughtheimplementationofthescheme,thiswillgiveavividlessontoassociatesonfirecontrolsafety.Itinspectsconcerneddepartments,abilitytoorganize,preventandbeflexibletodealwiththefire,allassociates,abilitytoescapeandself-rescueincaseofemergency,theworkingconditionoffirecontrolequipmentsandalsoenhancetheobligatoryfirebrigades,professionalandfightingskills.通過實施方案，對酒店全體員工進(jìn)行一次生動、多方位的消防安全教育。檢驗相關(guān)職能部門人員處理火災(zāi)事故的組織、協(xié)調(diào)、保障和應(yīng)變能力、檢驗工作人員在緊急情況下的逃生與自救能力、檢驗酒店各項消防設(shè)施的運作情況，增強義務(wù)消防隊員的業(yè)務(wù)技能及整體作戰(zhàn)能力。一.TimeofDrill演習(xí)時間：15:00pm,30July-2014年7月30日二.Attendee參加演習(xí)人員：AllStaff-酒店全體員工三.Commandcenter指揮中心：FireControlCenter消防控制中心四.EvacuationAssemblyArea疏散集結(jié)地：Gate8#（backdoor）酒店8號門口（后門）五.Commandgroup演習(xí)指揮小組Leader組長（GeneralCommander總指揮）：GM總經(jīng)理1

dsandreporttodepartmenthead.清點人數(shù)并向部門負(fù)責(zé)人報告。Housekeeping客房部Laundry洗衣房PersonInchargeofEvacuation:Laundrymanager疏散負(fù)責(zé)人：洗衣房經(jīng)理Turnoffalltheappliances.關(guān)閉所有的設(shè)備。Turnoffair-condition.關(guān)閉空調(diào)系統(tǒng)。Turnoffallthelights關(guān)閉所有的燈。Informhousekeepingofficebeforeleaving.離開前通知客房部辦公室。Takelargetowelsasmuchaspossibleforsubsequentuse.盡可能多帶大的毛巾備用。Evacuatefromthenearestfirepassage從最近的消防通道撤離。Countheadsandrepottothedepartmenthead.清點人數(shù)并向部門負(fù)責(zé)人報告。Floors樓層PersonInchargeofEvacuation:ExecutiveHousekeeper,Asst.ExecutiveHousekeeper,floorshiftleaderandroomattendants:疏散負(fù)責(zé)人：行政管家、行政副管家、樓層主管、服務(wù)員Uponhearingtheevacuationbroadcast,roomattendantsshallassistgueststoevacuatefromthenearestfirepassagetoassemblyarea.Donotuselift！一旦聽到疏散廣播，客房部服務(wù)員應(yīng)協(xié)助客人從消防樓梯疏散，到集合點集中，不準(zhǔn)使用電梯。Floorshiftleadershallcheckeachroomwithtorchandchalk,thenclosethedoorandmarks"X"whenconfirmingnoguestsleft.樓層主管攜帶電筒和粉筆檢查所有房間，查看房間內(nèi)客人疏散情況，關(guān)閉房門，在確認(rèn)為空房的房間門上作“X”記號。Paymoreattentiontothefirearea,andreporttotheonfiresitecommanderifthereisinjuredguest.特別注意火災(zāi)現(xiàn)場情況，如發(fā)現(xiàn)還有受傷客人滯留，立即通知火災(zāi)現(xiàn)場指揮員進(jìn)行搶救。Evacuatetoassemblyarea,countheadsandreporttodepartmenthead.撤離至疏散集合點，清點員工人數(shù)并向部門負(fù)責(zé)人報告。Safety&Security保安部OnSiteAlarmGroup:1,fromSecurity,isresponsibleforfirealarminthedrillarea.現(xiàn)場報警組：1人，由保安部人員組成，負(fù)責(zé)演習(xí)區(qū)域報警工作。OnSiteConformingGroup:4,consistsofSecurityshiftleader,Housekeepingshiftleader,DutyEngineerandGSM,rushtothesitetocheckthefirealarmandreportthesituationintime.Inthemeantimetheyshallevacuatethemassesaroundthefireareaandusethefireequipmentstoextinguishfire,createfavorableconditionstotherescueworkers.火災(zāi)現(xiàn)場確認(rèn)組：4人，由保安部主管、客房部主管、工程部值班工程師、賓客服務(wù)經(jīng)理等人員組成，迅速趕撲現(xiàn)場確認(rèn)火警并及時報告火警具體情況，同時立即疏散著火區(qū)域所有人員，并利用現(xiàn)場消防器材及時進(jìn)行撲救，為增援人員創(chuàng)造有利條件。EvacuationGroup:10consistofallthedepartments.Thedepartmentheadsandmanagersareresponsiblefortheareaconcerned.TheDirectorofHumanResourcesisthechiefcommanderof.Themembersofevacuationgroupareinchargeofguidingmassestothesafevenuetoavoidanyunexpectedincident.疏散組：10人，由各部門人員組成，各部門總監(jiān)、經(jīng)理負(fù)責(zé)相關(guān)區(qū)域，人力資源總監(jiān)為疏散組總負(fù)責(zé)人，任務(wù)是各部門疏散組成員，負(fù)責(zé)疏散指引所負(fù)責(zé)區(qū)域內(nèi)的人員到達(dá)安全區(qū)域，防止發(fā)生意外安全事故。FireFightingGroup:4,consistofSecurityandleadbyashiftleader,inchargeoffirefightingandrescueworkthoughexistedfireequipmentsinthehotelbeforefirebrigadearriving.滅火組：4人，由保安部人員組成，由一名保安部主管負(fù)責(zé)，任務(wù)是在消防隊到來之前，利用酒店現(xiàn)有消防器材及設(shè)備對火災(zāi)現(xiàn)場組織撲救。Keepthetrafficsmoothforquickevacuationandrescueteamarrivingatfiresiterapidlytoconductrescuework.需保證交通的順暢，以便人員順利疏散和救援隊快速到達(dá)火災(zāi)現(xiàn)場，開展救援工作。AssociatesofSecurityshallassistguestsandassociatestogotoassemblyareaanddelimitwarningzone.保安部員工需協(xié)助客人及員工到達(dá)集合地點，做好現(xiàn)場警戒。AssistHRdepartmenttocollectassociate,stimecard.協(xié)助人力資源部收取員工考勤卡。WarningGroup,6,consistofSecurityandEngineering,leadbyaSecurityshiftleader,istotapethewarningalertexterior,layupwarningsign,delimitwarningzone,assistinblockingthesiteandinchargeofdutyinotherplaces.組建警戒組6人，由保安部人員和工程部人員組成，由一名保安部主管負(fù)責(zé)。在外圍拉警戒帶，放置警戒標(biāo)志、劃分警戒區(qū)，協(xié)助封鎖現(xiàn)場，負(fù)責(zé)其它區(qū)域的正常當(dāng)值。Engineering工程部Dutyengineershallconfirmthefollowingworksbeforeevacuation:值班工程師在疏散前切實落實以下工作：Firepumpandspraypumpopen.消防泵、噴淋泵已打開。Turnonorofftheswitchinthelow-tensionelectricityroomifneeded.低壓配電房所有開關(guān)是否根據(jù)需要已打開或關(guān)閉。Checkifalltheliftsarebacktothefirstfloorandstop(exceptfirelift),andcheckifthereisguestorassociateinjuredinthelift.Startthehotellinkedsystem,soundthefirealarmfor15seconds,stopalltheliftsandlandthefirelifttothegroundforrescue,suse.(Engineering)檢查電梯是否正常返回首層停止運行(消防電梯除外)，并檢查電梯內(nèi)是否有客人或員工受傷。酒店聯(lián)動系統(tǒng)啟動，響警鈴15秒，所有電梯停止運行，將消防電梯迫降到地面僅供救援人員使用。(工程部)Lockthestoreroom,andkeepthestoreroomlistbytheappointedperson.庫房需鎖住，庫房清單指定專人保存。Turnoffallthevalvesofoiltankandmastervalveofgas關(guān)閉儲油罐所有閥門，關(guān)閉燃?xì)饪傞y。Keepthefireequipmentslikesmokecontrolsystemandfireshutterworkinginorder.防排煙系統(tǒng)、防火卷簾門等消防設(shè)施設(shè)備處于正常工作狀態(tài)。InthePowerSupplyRoomallelectricityexceptemergencylightingshallbecutoffafterreceivingtheevacuationorder.配電房在收到火警疏散通知后，關(guān)掉除應(yīng)急照明以外的所有電源。Alltheboilersshallstopworking,checkgaskettle,turnoffgassupply,lightandlockthedoor.所有鍋爐已停止工作，并檢查日常儲氣罐，關(guān)閉供氣閥門，關(guān)閉燈，鎖上門。EngineeringMaintenanceGroup,10,consistofEngineering,isresponsibleforkeepingallfireequipmentsworkinginorderduringtheevacuation.成立工程維修保障組（10人，由工程部組成），負(fù)責(zé)保障消防演習(xí)期間所有設(shè)施設(shè)備的正常運作。HumanResources人力資源部Takeimportantfilestoassemblyarea.帶上所有的重要文件到達(dá)疏散集合點。HRmanagershallcheckthemaleandfemalelocker,restroomstoensurenooneleft.人力資源部經(jīng)理檢查男女更衣室和衛(wèi)生間，確保員工已安全撤離。Takethetimecardtoassociateassemblyarea.打卡記錄送到員工集合地。DirectorofHumanResourcesshallcountheads,offerthedisappearancenamelist,andreporttothechiefcommander.人力資源負(fù)責(zé)人清點疏散總?cè)藬?shù)，提供失蹤人員名單，向總指揮報告。Setupatemporaryfirstaidstationintheassemblyarea.在疏散集合點設(shè)立臨時急救站。GiveFOassistancetodeliverthewoundedstafftohospital.協(xié)助前廳送傷員去醫(yī)院。FrontOffice前廳部PersonInchargeofEvacuation:FrontOfficeManager疏散負(fù)責(zé)人：前廳部經(jīng)理Setupapropagandadeskinthelobbyanddeliverthenoticeonfiredrillthedaybeforethedrill.演習(xí)前一天由前廳部在大堂設(shè)立宣傳臺以及有關(guān)消防演習(xí)事宜說明、通知等10事項。Paymoreattentiontothedisabledwhencheck-in,andoffertheroomnumbertohotelcommanderandfirebrigade.殘疾客人在入住時就應(yīng)重視，并將入住房間號給酒店指揮部和消防局。FrontOfficeManagershouldarrangeatemporaryrestplacesforguests,maketheexplanationandcalmtheguests.前廳部經(jīng)理應(yīng)為客人安排臨時休息的場所，做好客人的解釋和安撫工作。FrontOfficeManagershouldpreparetheIn-roomguestnamelist.前廳部經(jīng)理準(zhǔn)備好當(dāng)日住店客人名單。Conciergeassistgueststoevacuatefrommainfirepassage,andensurenoguestleft.禮賓部協(xié)助疏散客人從主要通道疏散，并保證無客人被留下。GSMassiststocounttheguestheads.賓客服務(wù)經(jīng)理協(xié)助清點客人人數(shù)。Ass.FrontOfficeManagershouldcheckBCandstore,andensuretheimportantfilesandgueststoevacuatetotheassemblyarea.前廳部副經(jīng)理負(fù)責(zé)檢查商務(wù)中心和商場，確保重要文件和客人疏散至集合地點。ConciergeshouldcooperatewithSecuritytopreventunconcernedpersonfromthehotel.禮賓部與保安部人員配合，阻止閑雜人員進(jìn)入酒店。Driversshouldmoveallthecarstosafeplaceandcooperatewithfirstaidcentertotransferinjuredperson.司機把所有車輛開到安全點，并根據(jù)指示安排車輛配合急救人員轉(zhuǎn)移傷員。Dellmenshouldassisttosmooththetrafficandpersons,avoidblockingthepassageforambulance.行李生協(xié)助疏散門前交通，保證疏散人員的正常流動和搶救車輛的通道不被堵塞。DrillingProgram演習(xí)開展：30July2014,15:00pm,thechiefcommanderannouncesthebeginningofdrill.2014年7月30日下午15點指揮小組組長（總指揮）宣布演習(xí)開始。11Hypotheticalfirepoint(RoomXX,triggerthesmokedetector)triggersfirealarmsystem,theondutyassociateinthefirecontrolcenterreleasethefirealarm,informthesecurityshiftleaderandGuestServiceCenter,thenGSCassociateinformGM,EAM,ExecutiveCommitteemembersanddepartmentheadsimmediately,andtheSecurityshiftleaderdirecttheevacuationgroupcometothesite.假設(shè)起火點(地點：xx房，點煙感)引起酒店消防系統(tǒng)報警，消防中心當(dāng)值人員發(fā)布火警，立即通知當(dāng)值保安部負(fù)責(zé)人和總機，由總機立即通知總經(jīng)理、行政委員會成員及各部門負(fù)責(zé)人，由當(dāng)值保安部負(fù)責(zé)人指揮疏散組到位進(jìn)行疏散。FireExtinguishGrouprushtothesiteandusefireequipmentstheretoextinguishthefire.滅火組迅速趕赴現(xiàn)場利用消防器材進(jìn)行滅火。Evacuationgroupbeginstoevacuatepeopletothesafearea.疏散組開始疏散樓層內(nèi)所有人員至地面安全區(qū)域。Warninggroupblockthesitespeedyandkeeptheorderofmasseswhenarriving.警戒組到場后，迅速封鎖現(xiàn)場，維持疏散人群秩序。MaintenanceGroupevacuatesthecrowd,offerlogisticguarantee.保障組到場后進(jìn)行人流疏導(dǎo)，提供后勤保障。八.DrillingRequirements演習(xí)要求：Allassociatesfromdifferentdepartmentsshouldabidebytheinstructionsofthecommandergroup,accomplishthetasksloadedseriously.參與演習(xí)的各部門人員要服從指揮小組的統(tǒng)一指揮，認(rèn)真完成所擔(dān)負(fù)的任務(wù)，做到協(xié)調(diào)一致。Commandgroupisinchargeofthedirectionandcoordinatetherelevantissuesintime.指揮小組成員負(fù)責(zé)演習(xí)的指揮工作，及時協(xié)調(diào)演習(xí)相關(guān)事宜。Anyaccidentsinthedrill,reporttothecommandgroupintime.演習(xí)中如有意外情況，必須及時向指揮小組匯報。Thesameidentifyingshouldbewornbytheassociatesinthedrill.參與演習(xí)的工作人員需佩戴統(tǒng)一的標(biāo)識。12EvacuationArrangement
