1、制訂并組織實施技術(shù)系統(tǒng)工作目標(biāo)和工作計劃。

2、組織制訂并實施技術(shù)系統(tǒng)規(guī)章制度和實施細(xì)則。

3、組織不合格品的審理工作。

4、組織技術(shù)、產(chǎn)品開發(fā)與創(chuàng)新。

5、組織建立并實施質(zhì)量體系。

6、公司標(biāo)準(zhǔn)化、計量管理工作。

7、定期進(jìn)行技術(shù)分析和質(zhì)量分析工作，制定預(yù)防和糾正措施。

8、重要技術(shù)工藝設(shè)備、計量器具的申購。

9、技術(shù)系統(tǒng)文件等資料的整理保管及公司檔案管理工作。

10、公司保密工作。

二、管理職責(zé)

1、組織建設(shè)

（1）、參與討論公司部門級以上組織結(jié)構(gòu)；

（2）、確定下級部門的組織結(jié)構(gòu)；

（3）、當(dāng)發(fā)現(xiàn)下級部門的崗位設(shè)置或崗位分工不合理時，要及時指出問題，作出調(diào)整，并通知人力資源部。

2、招聘及任免

A、用人需求

（1）、提出直接下級崗位的用人需求，并編寫該崗位的崗位職責(zé)和任職資格，提交給總經(jīng)理確認(rèn)；

（2）、確認(rèn)直接下級提交的用人需求（含崗位職責(zé)和任職資格），并提交總經(jīng)理確認(rèn)。

B、面試

（1）、進(jìn)行直接下級崗位的初試；

（2）、進(jìn)行直接下級的直接下級崗位復(fù)試，并做最后確定；

（3）、組織參與面試的人員。

C、不合格員工處理

（1）、提出對不合格直接下級的處理建議，提交總經(jīng)理確認(rèn)；

（2）、確認(rèn)直接下級提出的對不合格員工的處理建議，提交給人力資源部。

3、培訓(xùn)

（1）、提出對直接下級的培訓(xùn)計劃，提交總經(jīng)理確認(rèn)；

（2）、確認(rèn)直接下級提出的培訓(xùn)計劃，提交人力資源部。

4、績效考評

（1）、提出直接下級的績效考評原則，提交總經(jīng)理確認(rèn)；

（2）、根據(jù)總經(jīng)理確認(rèn)的績效考評原則，與人力資源部經(jīng)理商討并確定績效考評方法；

（3）、對直接下級進(jìn)行考評，并進(jìn)行考評溝通。將考評結(jié)果提交人力資源部。

5、工作溝通

（1）、匯總工作報告，并與總經(jīng)理進(jìn)行信息溝通，同時將這些信息傳遞到直接下級；

（2）、負(fù)責(zé)將公司的政策、原則、策略等信息，快速、清晰、準(zhǔn)確地傳達(dá)給直接下級；

（3）、確定書面的交互式的工作通報制度，與直接下屬進(jìn)行溝通。

6、激勵

（1）、提議下級部門和直接下級的激勵原則，提交總經(jīng)理確認(rèn)；

（2）、根據(jù)總經(jīng)理確認(rèn)的激勵原則，與人力資源部經(jīng)理商討并確定激勵方法。

7、經(jīng)費審核與控制

（1）、依據(jù)財務(wù)制度審批下級部門的各項花費，并確認(rèn)支出的合理性；

（2）、監(jiān)督并控制下級部門的費用支出，并向總經(jīng)理進(jìn)行費用月報。

8、工作報告

（1）定期將自己的各項工作及下級部門工作以書面的形式向總經(jīng)理報告。

9、表現(xiàn)領(lǐng)導(dǎo)能力

（1）、指導(dǎo)、鼓勵、鞭策下級，使下級能努力工作；

（2）、有辦法提升下級的工作效果和工作效率；

（3）、能為下級描繪公司的戰(zhàn)略意圖和遠(yuǎn)大前景。2.1.2職責(zé)（適用于國外）Whatyouneedforthisposition:
