2、procurement of Building materials 進(jìn)入節(jié)能產(chǎn)品采購清單的流程政府節(jié)能產(chǎn)品采購的政策 內(nèi) 2004年12月17日財政部、國家發(fā)展改革委發(fā)布了節(jié)能產(chǎn)品政府采購實(shí)施意見（財庫2004185號），要求各級國家機(jī)關(guān)、事業(yè)單位和團(tuán)體組織用財政性資金進(jìn)行采購的，應(yīng)當(dāng)優(yōu)先采購節(jié)能（含節(jié)水）產(chǎn)品，逐步淘汰低能效產(chǎn)品。On December 17, 2004, MoF and NDRC issued Opinions on the Implementation of Government Procurement of Energy-conservation Products (N

3、o. 185 2004 CAIKU), requiring state-level organs, public institutions and organizations which purchase with financial funds, shall give priority to the procurement of energy-saving (including water-conservation) products, and phase out inefficient products progressively.節(jié)能產(chǎn)品政府采購的政策 Policy for China

4、Procurement2004年12月17日財政部、國家發(fā)展改革委發(fā)布了節(jié)能產(chǎn)品2007年7月30日國務(wù)院辦公廳下發(fā)關(guān)于建立政府強(qiáng)制采購節(jié)能產(chǎn)品制度的通知（國辦發(fā)200751號），要求在積極推進(jìn)政府機(jī)構(gòu)優(yōu)先采購節(jié)能（包括節(jié)水）產(chǎn)品的基礎(chǔ)上，選擇部分節(jié)能效果顯著、性能比較成熟的產(chǎn)品，予以強(qiáng)制采購。On July 30, 2007, the General Office of the State Council issued Notice on Establishing a System for the Government to Purchase Energy-conservation Prod

10、nd logo申報進(jìn)入節(jié)能產(chǎn)品政府采購清單的程序 -認(rèn)證Process for preparing Procurement list for energy conservation product-certification 全流程電子化業(yè)務(wù)受理檢測報告工廠檢查報告評價證后監(jiān)督企業(yè)獲得財政部、國家發(fā)展改革委采信的節(jié)能產(chǎn)品認(rèn)證機(jī)構(gòu)的節(jié)能產(chǎn) 財政部、國家發(fā)展改革委將擬調(diào)整公布的“節(jié)能產(chǎn)品政府采購清單”在指定媒體上公示15個工作日。請相關(guān)企業(yè)按照公示通知的要求提交有關(guān)文件。對公示的“節(jié)能產(chǎn)品政府采購清單”有異議的，按照公示通知的要求提交異議材料；15 days for calling for inp

12、府采購清單 財政部、國家發(fā)展改革委正式發(fā)文，公布經(jīng)核實(shí)修訂后的“節(jié)能產(chǎn)品政府采購清單”，并在指定媒體發(fā)布。MOF and NDRC publish the list on the designated media. 節(jié)能清單相關(guān)信息公布（公示）途徑：the media includes 1.中華人民共和國財政部網(wǎng)站（）; 2.中國政府采購網(wǎng)（）; 3.國家發(fā)展改革委網(wǎng)站（）； 4.中國質(zhì)量認(rèn)證中心網(wǎng)站（）。 “節(jié)能產(chǎn)品政府采購清單”的調(diào)整公布時間一般為每年的1月和7月。其中，1月公布的清單在上一年的12月公示，7月公布的清單在6月公示。具體以上一期公布“節(jié)能產(chǎn)品政府采購清單”的文件規(guī)定時間為準(zhǔn)

13、。Every January and July, the list will be updated. 申報進(jìn)入節(jié)能產(chǎn)品政府采購清單的程序 -公布Process for preparing Procurement list for energy conservation product-publicizing 財政部、國家發(fā)展改革委正式發(fā)文，公布經(jīng)核實(shí)修訂后的“節(jié)能產(chǎn)“節(jié)能產(chǎn)品政府采購清單”正式公布之日起7個工作日內(nèi)，對其內(nèi)容有異議的，提交異議材料及相關(guān)證明文件（提交異議的具體要求與公示通知提出的要求相同）。對具備進(jìn)入本期“節(jié)能產(chǎn)品政府采購清單”資格條件，且已在公示期間按照規(guī)定遞交材料的，財政部

14、、國家發(fā)展改革委對相關(guān)內(nèi)容予以更正。If manufacturers think there are something wrong with the procurement list, they can submit the objection within 7 working days after the publication.申報進(jìn)入節(jié)能產(chǎn)品政府采購清單的程序 -更正Process for preparing Procurement list for energy conservation product-corrections“節(jié)能產(chǎn)品政府采購清單”正式公布之日起7個工作日內(nèi)，對其內(nèi)

15、容節(jié)能建材產(chǎn)品：建筑門窗、幕墻、鋁合金型材、玻璃、冷卻塔以及部分空調(diào)設(shè)備、照明設(shè)備以及家用電器等；Energy conservation building materials: building doors and windows, curtain wall, aluminum profiles, glass, cooling towers and some air-conditioning equipment, lighting equipment and household appliances;節(jié)水建材產(chǎn)品：便器、水嘴、便器沖洗閥、水箱配件、閥門、淋浴器等。Water conservat
