1、燃油不可獲得報告(Fuel Oil Non-Availability Report, FONAR)環(huán)保會73屆會議批準的統(tǒng)一實施MARPOL附則VI關于0.50%硫含量限制的船舶實施計劃的制定導則( MEPC.1/Circ.878通函)首次提出了燃油不可獲得報告(FONAR),并在2019統(tǒng)一實施MARPOL附則VI 0.50%燃油硫含量限值指南(MEPC.320(74)決議)確定了標準格式。使用FONAR如果船舶無法獲得符合防污染公約附則VI第14.1或14.4條規(guī)定的燃油,則應使用本報告提供證據(jù)。包括以下情況:1、預定加油港無法購買到符合防污染公約附則VI第14.1或14.4條規(guī)定的燃油;
2、2、預定加油港無法購買到船上使用安全的符合燃油,船舶不得不加裝并使用不合規(guī)燃油;3、2020年1月1日船上存儲有0.50%燃油硫含量以上的燃油;4、其他:如因機械故障、設備失效等原因導致船舶不得不使用不符合規(guī)定的燃油,等。出具FONAR1、填寫附件1的燃油不可獲得報告(FONAR);2、提供證據(jù),說明為取得符合規(guī)定的燃油所作的努力,包括對當?shù)靥娲鷣碓此鞯呐?。Send of FONAR提交FONARThe report shall be sent as soon as it is determined that the ship/operator will be unable to proc
3、ure compliant fuel oil and preferably before the ship leaves the port/terminal where compliant fuel cannot be obtained.船舶/公司應在確定或意識到它將無法采購和使用符合規(guī)定的燃油時,且最好在船離開不能獲得燃油的港口/碼頭前向船舶的船旗國和相關目的地港口的主管當局提交燃油不可獲得報告(FONAR)。Keeping of FONAR保存FONARA copy of the FONAR should be kept on board for inspection for at lea

A fuel oil non-availability report is not an exemption. According to regulation 18.2 of MARPOL Annex VI, it is the resp

In the case of insufficiently supported and/or repeated claims of non-a
6、vailability, the Party may require additional documentation and substantiation of fuel oil non-availability claims. Ships/operators are expected to take into account logistical conditions and/or terminal/port policies when planning bunkering, including but not limited to having to change berth or anchor within a port or terminal in order to obtain compliant fuel.3. 船舶/操作人員在規(guī)劃加油時,應考慮到物流條件和/或碼頭/港口規(guī)定,包括但不限于為了獲得

This could include, but is not limited to, fuel oils with different viscosity and different sulphur content not exceeding regulatory requirements (requir
