燃油不可獲得報告

1、燃油不可獲得報告（Fuel Oil Non-Availability Report, FONAR）環(huán)保會73屆會議批準的統(tǒng)一實施MARPOL附則VI關于0.50%硫含量限制的船舶實施計劃的制定導則（ MEPC.1/Circ.878通函）首次提出了燃油不可獲得報告（FONAR），并在2019統(tǒng)一實施MARPOL附則VI 0.50%燃油硫含量限值指南（MEPC.320(74)決議）確定了標準格式。使用FONAR如果船舶無法獲得符合防污染公約附則VI第14.1或14.4條規(guī)定的燃油，則應使用本報告提供證據(jù)。包括以下情況：1、預定加油港無法購買到符合防污染公約附則VI第14.1或14.4條規(guī)定的燃油；

2、2、預定加油港無法購買到船上使用安全的符合燃油，船舶不得不加裝并使用不合規(guī)燃油；3、2020年1月1日船上存儲有0.50%燃油硫含量以上的燃油；4、其他：如因機械故障、設備失效等原因導致船舶不得不使用不符合規(guī)定的燃油，等。出具FONAR1、填寫附件1的燃油不可獲得報告（FONAR）；2、提供證據(jù)，說明為取得符合規(guī)定的燃油所作的努力，包括對當?shù)靥娲鷣碓此鞯呐?。Send of FONAR提交FONARThe report shall be sent as soon as it is determined that the ship/operator will be unable to proc
