燃油不可獲得報(bào)告

1、燃油不可獲得報(bào)告（Fuel Oil Non-Availability Report, FONAR）環(huán)保會(huì)73屆會(huì)議批準(zhǔn)的統(tǒng)一實(shí)施MARPOL附則VI關(guān)于0.50%硫含量限制的船舶實(shí)施計(jì)劃的制定導(dǎo)則（ MEPC.1/Circ.878通函）首次提出了燃油不可獲得報(bào)告（FONAR），并在2019統(tǒng)一實(shí)施MARPOL附則VI 0.50%燃油硫含量限值指南（MEPC.320(74)決議）確定了標(biāo)準(zhǔn)格式。使用FONAR如果船舶無(wú)法獲得符合防污染公約附則VI第14.1或14.4條規(guī)定的燃油，則應(yīng)使用本報(bào)告提供證據(jù)。包括以下情況：1、預(yù)定加油港無(wú)法購(gòu)買(mǎi)到符合防污染公約附則VI第14.1或14.4條規(guī)定的燃油；

2、2、預(yù)定加油港無(wú)法購(gòu)買(mǎi)到船上使用安全的符合燃油，船舶不得不加裝并使用不合規(guī)燃油；3、2020年1月1日船上存儲(chǔ)有0.50%燃油硫含量以上的燃油；4、其他：如因機(jī)械故障、設(shè)備失效等原因?qū)е麓安坏貌皇褂貌环弦?guī)定的燃油，等。出具FONAR1、填寫(xiě)附件1的燃油不可獲得報(bào)告（FONAR）；2、提供證據(jù)，說(shuō)明為取得符合規(guī)定的燃油所作的努力，包括對(duì)當(dāng)?shù)靥娲鷣?lái)源所作的努力。Send of FONAR提交FONARThe report shall be sent as soon as it is determined that the ship/operator will be unable to proc
