6、e will be followed. Payment method:1. Airline pays locally to IATA Vietnam: payment must be in VND equivalent amount. Airlines can claim VAT from local tax authority. OR2. Airlines head office pays via ICH (IATA Clearing House through SIN), we will also issue VAT invoices to Airlines. 6Beneficiary a

13、eme (IBG), an airline needs to provide IATA with the agents average sales figures (i.e. estimated figures of agents 12 month sales). Base on this, IATA VN will review agents current IBG and confirm to airline for appointment in case agents IBG is sufficient to cover its BSP sales. Otherwise, the age

14、nt should not be appointed until it properly increases IBG level with IATA to cover its exposure in BSP.Appointment of agents by an airline should be done via BSPLink Ticketing Authority. However, number of ticket allocation to each agent should be liaised with GDSs directly by airline.2. Bank guara

15、ntee program - IBG (Industry Bankers Guarantee) BSP airlines can participate in the Industry Bankers Guarantee (IBG) which is an IATA-Administered Financial Coverage program. These airlines do not hold any form of financial guarantee of their own with the appointed agents for the airline ticket sale

16、s made through BSP. The appointed agents provide financial coverage to the airlines through IATA. In any event of agents default, these airlines will have a share of the IBG according to their sales. Required IBG amount of each agent will be calculated based on a formula, which takes into account ag

17、ents average 2 net ticket sales for airlines who appointed it under BSP VN. This amount will be reviewed biennially.All IATA accredited agents participating in BSP-VIETNAM will have to furnish an Industry Bankers Guarantee (IBG) of a minimum value of USD 30,000 from a bank approved by IATA-VIETNAM F

18、or a newly accredited agent, the agency will be required either to submit a minimum IBG of SGD 50,000. 3. Bank guarantee program - BBG (Bilateral Bankers Guarantee)BSP airline can do self-administered Financial Coverage. These airlines holding and administering their own financial guarantees (i.e. B

19、ilateral Bankers Guarantee - BBG) placed by their appointed ticketing agents directly with them. The airlines self-determine the value of the BBG and the number of ticket limit for each BSP reporting period. These airlines have no share of IBG in the event of agents default.4. BSP VN participant sta

20、tus There are 32 BSP airlines & 74 IATA accredited agents in Vietnam (as of 10Feb2012).5. Cost of airlines participationPlease see table below for cost structure for airlines participation (*)6. Clearing bankIATA Clearing bank in Vietnam is Citibank N.A. Vietnam.7. Credit cardCredit card acceptance

21、in BSP VN is yet not possible in BSP VN.8. Currency Tickets to be issued in USD. However within Vietnam, all payments must be in local currency, so all BSP remittance/ settlement must be done in VND: i.e. BSP agents remit to IATA using VND, IATA settles to BSP airlines in VND.9. Exchange rateReporte

22、d USD ticket values will be converted to VND using bankers selling rate quoted by Citibank VN on the first business day of each BSP period. BSP reports will show total amounts in VND for remittance/settlement.10. GDS available in BSP VNThere are 3 GDSs available in BSP VN: Abacus, Amadeus & Galileo.

23、11. ICCS - IATA Currency Clearance SystemICCS is not available in BSP VN.12. Invoice Vietnam VAT invoiceAs per local regulation, issuance of VAT invoices for payment received is required by law. BSP airlines in Vietnam will have to issue VAT invoice to agent for the collection of BSP settlement.13.
